Alexander: Senate confirms Smith of ORNL, three others to TVA Board

Jeff Smith, deputy lab director for operations at Oak Ridge National Laboratory, has been confirmed to the Tennessee Valley Authority Board of Directors.

The confirmations—there were a total of four to the TVA Board, including Smith—were announced by U.S. Senator Lamar Alexander in a press release Friday.

Alexander, a Tennessee Republican, has said that Smith is an “outstanding choice” to serve on the board of the nation’s largest public utility.

Alexander introduced Smith at his confirmation hearing before the U.S. Senate Committee on Environment and Public Works in November, the press release said. Alexander said that Smith will make an excellent TVA board member because of his “expertise in nuclear energy, his background in management of a large facility, and his understanding of large construction projects.” [Read more…]

Researchers at the U.S. Department of Energy’s Oak Ridge National Laboratory have received nine R&D 100 Awards in recognition of their significant advancements in science and technology, a press release said. The honorees were recognized in November at the 55th annual R&D 100 Conference, sponsored by R&D Magazine.

The awards, known as the “Oscars of Invention,” honor innovative breakthroughs in materials science, biomedicine, consumer products, and more from academia, industry, and government-sponsored research agencies. This year’s nine honors bring ORNL’s total of R&D 100 awards to 210 since their inception in 1963, the press release said.

ORNL researchers were recognized for the following innovations:

ACMZ Cast Aluminum Alloys were developed by a team of researchers from ORNL with Fiat Chrysler Automobile U.S. and Nemak U.S.A.

ACMZ aluminum alloys are a new class of affordable, lightweight superalloys capable of withstanding temperatures of almost 100-degree Celsius more than current commercial alloys while providing exceptional thermomechanical performance and hot tear resistance.

Common commercial alloys soften rapidly at high temperatures, limiting their use in next-generation vehicles, while other alloys that can withstand elevated temperatures are cost prohibitive and difficult to cast. ACMZ alloys were developed using a suite of atomic-level characterization and computation tools, resulting in a strong, stable, and versatile material capable of withstanding the stressful conditions of next-generation high-efficiency combustion engines, the press release said. KNOXVILLE—David Millhorn, University of Tennessee senior vice president emeritus and national laboratory relations advisor, died on Monday in Knoxville. Millhorn, who joined UT System Administration in 2005 as vice president for research and economic development, was 72.

In July, Millhorn transitioned to his most recent role with the university after having served as UT senior vice president and vice president for research, outreach, and economic development since 2016 and president of the UT Research Foundation since January 2014.

Two years after Millhorn’s service as a member of the UT president’s staff began in 2005, he took on the additional role of UT executive vice president and served in both that capacity and as vice president for research until 2016, a press release said.

Millhorn oversaw multiple, unprecedented achievements for the university’s research enterprise, the press release said. Among those, UT’s contract with the U.S. Department of Energy to manage Oak Ridge National Laboratory—in partnership with Battelle Memorial Institute of Ohio—earned two five-year extensions, in 2010 and 2015, without having to re-compete. Council to discuss AMSE project, Y-12/UPF power lines on Tuesday

The Oak Ridge City Council on Tuesday will discuss the project to move the American Museum of Science and Energy from its current home on South Tulane Avenue to Main Street Oak Ridge.

Oak Ridge Today reported in November that construction documents had been submitted for the new museum at Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall. It’s not clear when AMSE might open at its new home at Main Street Oak Ridge, but it will continue to be at its current location, where it’s been since the mid-1970s, past the end of the year.

AMSE is relocating to space that will be renovated in a two-story building that once housed a Sears Roebuck store next to JCPenney at what is now Main Street Oak Ridge. That planned move is part of an agreement that was signed by the city and DOE in December 2016. Under that agreement, the 17-acre AMSE site was to be transferred from the U.S. Department of Energy to the City of Oak Ridge.

The city is, in turn, transferring the AMSE property in two phases to TN Oak Ridge Illinois LLC. That company was set up by RealtyLink, the developer of Main Street Oak Ridge.

The southernmost 7.44 acres of the AMSE site have already been transferred to TN Oak Ridge Illinois LLC. In November, the Oak Ridge City Council unanimously approved a rezoning for that property, which could be developed with a grocery store, retail shops, and restaurants.

About half of uranium-233 waste shipped from Building 3019 at ORNL

About half of the uranium-233 waste stored in Building 3019 at Oak Ridge National Laboratory has been shipped to a disposal facility in Nevada.

The shipments were completed in August, said Jay Mullis, manager of the U.S. Department of Energy’s Oak Ridge Office of Environmental Management.

But federal officials were only recently able to announce the end of the shipments of the waste from the Consolidated Edison Uranium Solidification Program, or CEUSP. The waste contained radioisotopes of uranium from a 1960s research and development test of thorium and uranium reactor fuel at the Consolidated Edison Indian Point-1 reactor in New York. The test was sponsored by the Atomic Energy Commission, a predecessor to the U.S. Department of Energy.

The shipments were completed 10 months ahead of schedule, Mullis told the Oak Ridge Site Specific Advisory Board on Wednesday, November 8. The CEUSP waste had been treated and turned into a ceramic matrix. It was shipped from Building 3019 at ORNL, where it had been stored, to the Nevada National Security Site, a former nuclear weapons proving ground about 65 miles northwest of Las Vegas. DOE started shipping the waste materials to the Nevada National Security Site in May 2015. Former director Alvin Weinberg once called it the greatest technical achievement at Oak Ridge National Laboratory. It was inspired by the campaign to build a nuclear-powered aircraft in the 1950s, and it was the first reactor to ever operate using uranium-233.

Now parts of the Molten Salt Reactor Experiment that are too radioactively “hot” for humans could be entombed in concrete.

For now, the idea is only under study, and there is no guarantee that any part of the Molten Salt Reactor Experiment, a nuclear historic landmark that has been dormant for decades, will be entombed.

But it’s one of the proposals being evaluated by the U.S. Department of Energy’s Oak Ridge Office of Environmental Management. The goal is to finish the evaluation by the end of the year.

Jay Mullis, manager of the Oak Ridge Office of Environmental Management, presented the proposal to the Oak Ridge City Council and Site Specific Advisory Board in two separate meetings earlier this month. The entombment proposal is one of five items being evaluated as part of a 45-day review started by DOE’s Environmental Management, or EM, program in June. [Read more…]

New Oak Ridge EM manager Jay Mullis outlines cleanup vision

Note: This story was published in the November 21 edition of “EM Update” by the U.S. Department of Energy Office of Environmental Management. EM Update recently spoke with Jay Mullis, the new manager of the Oak Ridge Office of Environmental Management (OREM), about his vision and priorities for the EM program in Oak Ridge.

What are your main priorities going forward as the new manager of OREM?

Overall, I want to ensure our program maintains the momentum we’ve achieved during the past several years. First, it is important for us to continue pushing forward to complete cleanup at the East Tennessee Technology Park (ETTP, also known as the former K-25 site) by 2020. This will facilitate the transfer of the site back to the community so it can be transformed into a vibrant industrial park capable of generating jobs and economic growth for the region. It will also allow our program to shift its focus and resources toward cleanup at two important, active DOE sites: the Y-12 National Security Complex and Oak Ridge National Laboratory (ORNL). Before we finish our cleanup mission at ETTP, we must also fulfill our historic preservation commitments to preserve and celebrate the many achievements that occurred there during the Manhattan Project and Cold War. 

Secondly, it is very important that we begin laying the foundation for our next big challenges at Y-12 and ORNL. That began on November 20, when we broke ground on the new Mercury Treatment Facility at Y-12. This critical piece of infrastructure will provide an important control measure for mercury and opens the door for us to clean and remove mercury contaminated facilities and soils. Additionally, it is crucial to construct another onsite disposal facility that will provide the space necessary for the waste generated by completing cleanup at Y-12 and ORNL. 

Finally, we will continue our focus on eliminating Oak Ridge’s waste inventory. We are making progress packaging and disposing transuranic waste from ORNL with the Waste Isolation Pilot Plant again accepting shipments. We are working to eliminate the remaining portion of the uranium-233 inventory from ORNL to improve safety and significantly reduce security costs. ORNL names director of artificial intelligence

Oak Ridge National Laboratory has hired David Womble, a leader in high-performance computing and former executive at Sandia National Laboratories, to direct its artificial intelligence work.

Womble began as AI Program Director on October 30, a press release said. AI stands for artificial intelligence.

Womble’s responsibilities include guiding ORNL’s AI and machine learning strategy for high-performance computing, ensuring broad scientific impacts to the missions of the U.S. Department of Energy’s Office of Science, and providing long-range program planning and project leadership, the press release said.

“In more than three decades in computing, Womble has won two R&D100 awards and the Association for Computing Machinery’s Gordon Bell Prize, awarded each year ‘to recognize outstanding achievement in high-performance computing,'” the press release said. [Read more…]

There is a public hearing on Thursday, November 30, for the renewal of a hazardous waste permit at Oak Ridge National Laboratory.

It’s a routine renewal of a U.S. Department of Energy/UT-Battelle permit, ORNL said Monday. It’s for the renewal of DOE/UT-Battelle’s RCRA Part B Hazardous Waste Permit TNHW-134.

RCRA (Resource Conservation and Recovery Act) is the public law that creates the framework for the proper management of hazardous and non-hazardous solid waste.

China passes U.S. in number of top supercomputers; ORNL’s Titan drops to 5th

China has passed the United States in the total number of top ranked supercomputers, and Titan at Oak Ridge National Laboratory has dropped from fourth to fifth on the TOP500 list of the world’s fastest supercomputers.

The TOP500 list is released twice a year, once in June and once in November. It is based on a benchmark test known as Linpack.

Titan at ORNL dropped from third to fourth in June, bumped from the number three spot by the upgraded Piz Daint, a Cray XC50 system installed at the Swiss National Supercomputing Centre. Titan is capable of 17.59 petaflops. A petaflop is one quadrillion calculations per second. That’s 1,000 trillion calculations per second. Piz Daint is capable of 19.59 petaflops.

That power is useful in scientific research. At ORNL, Titan is used for research in areas such as materials science, nuclear energy, combustion, and climate science. ORNL is a U.S. Department of Energy laboratory.

Titan slipped one more spot in this month’s list, from fourth to fifth. It was displaced by the upgraded Gyoukou supercomputer. That is a ZettaScaler-2.2 system capable of 19.14 petaflops and deployed at Japan’s Agency for Marine-Earth Science and Technology, the home of the Earth Simulator. [Read more…]

DOE names Jay Mullis as new cleanup manager in Oak Ridge

He’s been the acting manager, and on Wednesday, Jay Mullis was named manager of the Oak Ridge Office of Environmental Management. That’s the office that oversees federal cleanup projects at East Tennessee Technology Park, Oak Ridge National Laboratory, and Y-12 National Security Complex.

Mullis has served as the OREM acting manager since October 2016, and he has served as the deputy manager since February 2015. He has 30 years of federal service, a press release said.

OREM is responsible for environmental cleanup across the 32,400-acre Oak Ridge Reservation, which includes ETTP, ORNL, and Y-12.

“Specifically, Mullis will oversee environmental cleanup and stewardship, decontamination and decommissioning activities, waste processing and management, surveillance and maintenance programs, historic preservation efforts, and procurement and contract functions,” the press release said. Geospatial scientists at Oak Ridge National Laboratory have developed a new computing technique to quickly gather data about building structures to help emergency response teams assessing properties that were damaged by hurricanes Harvey and Irma in August and September.

By coupling deep learning with high-performance computing, ORNL collected and extracted building outlines and roadways from high-resolution satellite and aerial images, ORNL said. As hurricanes formed in the Gulf Coast and the Atlantic Ocean, ORNL activated its technique.

“During devastating weather events, it’s difficult and time consuming to assess damage manually,” said ORNL’s Mark Tuttle. “Our method supports emergency response efforts by providing preliminary building structure data—which can be categorized for residential, multi-family and commercial properties—on the county level, and this has been applied for hurricane-impacted areas of Texas, Florida, Puerto Rico, and other U.S. Caribbean territories.” [Read more…]
