City approves water contract extension for Y-12, ORNL, but DOE rates questioned

The Oak Ridge City Council on Tuesday approved a one-year, $2.1 million contract extension for water supplied to Oak Ridge National Laboratory and Y-12 National Security Complex, but a few members questioned whether the U.S. Department of Energy is paying a fair rate.

The one-year extension is expected to give the city time to have a qualified third-party engineering firm study the city’s aging water plant on Pine Ridge above Y-12, consider what is needed, and develop options that could help Oak Ridge decide whether to renovate the 70-year-old facility—or build a new one at a new site.

City officials said bringing the existing plant up to code could cost $16 million or more. It was transferred to the city from DOE in 2000, more than 15 years ago. Officials declined to estimate how much it could cost to build a new one, although it’s also said to be in the multi-million-dollar range.

Among the challenges at the water plant now are a leak of 3,000 gallons per day. The city staff is not sure where the leak originates or whether the water that is leaking has already been treated, and so far they haven’t been able to stop the leak. [Read more…]

New stores at Main Street Oak Ridge appear unlikely by Christmas 2016

The developers haven’t confirmed it yet, but the construction of new stores at the former Oak Ridge Mall appears unlikely to be complete by the Christmas 2016 shopping season.

In November, RealtyLink said demolition at the 58-acre site could take four months and be complete by the end of this March or early next month, with construction possibly starting April 1.

RealtyLink had planned to turn over seven new stores to retailers in September 2016, and it was expected that they could open in October, in time for the holiday season.

But demolition has not started yet at the former mall property, now known as Main Street Oak Ridge.

Ray Evans, Oak Ridge retail consultant, said the opening before Christmas was predicated on demolition and construction starting in January 2016.

Authorities reported no major problems when snow fell in Oak Ridge and Anderson County on Friday morning, although some area school districts closed.

Key Springs Road in north Oak Ridge was temporarily closed at the request of the Oak Ridge Police Department after a tractor-trailer got stuck coming up the steep, curvy road.

It wasn’t necessarily weather-related, and it wasn’t clear how long the road would be closed, said Pat Fallon, Oak Ridge Public Works division manager.

Four trucks with snow plows were out clearing roads and spreading salt. No problems had been reported for at least an hour, Fallon said at about noon Friday. [Read more…]

New stoplight at ORHS could start flashing next week, begin operating Dec. 30

The new stoplight on Oak Ridge Turnpike could start flashing next week and begin operating on December 30, a city official said. The new stoplight is between Oak Ridge High School and Oak Ridge Civic Center.

City officials want to start operating the stoplight while school is out, said Roger Flynn, director of the Oak Ridge Public Works Department.

The light poles and power have been installed, but the lights themselves still need to be hung and work on signs for the traffic light is under way. [Read more…]

Weekly update: Sewer rehab work for week of April 20

Sewer rehabilitation continues for the week of April 20, with Hurst Excavating and Morgan Contracting working under contract for the city to rehabilitate the city’s sewer collection pipes within city easements in yards and in roadways.

Residents should have already received color-coded letters and door hangers (orange for Hurst Excavating and purple for Morgan Contracting) providing general information and the applicable contractor’s contact information.

Motorists, pedestrians, and cyclists are urged to use extra care and caution when traveling on the streets with sewer work areas, a press release said. Temporary road repairs will be made, and loose gravel should be expected until the patches are permanently paved. [Read more…]

The interactive fountain in the center of the Jackson Square parking lot won’t be finished before the Lavender Festival in June, but work around the fountain should be completed by then, a city official said Monday.

 

The interactive fountain won’t be in place by the Lavender Festival in June, but other perimeter work around the Jackson Square parking lot should be completed, a city official said Monday.

Construction work on the $1 million rebuild of the parking lot area at Jackson Square started in January. The construction contract was awarded to Rich Construction Inc. of Lenoir City by the Oak Ridge City Council in October.

The work is funded with help from a $741,609 Tennessee Department of Transportation Enhancement Grant that was awarded to the city in June 2012. The TDOT grant covers 80 percent of the work, and it requires a 20 percent city match.

Here is the master plan for Main Street Oak Ridge. (See a larger version of the plan in the link below.) The traffic signal and access would be on Rutgers Avenue in the bottom middle of the map above.

 

The City Council on Monday will consider resolutions that would allow new traffic signals at Oak Ridge High School and Main Street Oak Ridge.

Main Street Oak Ridge is the proposed project that would redevelop the former Oak Ridge Mall. The proposed traffic signal would be on Rutgers Avenue at a new access to Main Street Oak Ridge that the City Council could approve on Monday.

The other traffic signal would be on Oak Ridge Turnpike between Oak Ridge High School and the Civic Center. Council postponed a vote on that stoplight in March. [Read more…]

Workers have been assembling a sewer system holding tank near Emory Valley Road and Fairbanks Road. It’s one of three tanks that will help Oak Ridge comply with a U.S. Environmental Protection Agency order that requires the city to end all sewer system overflows by September 2015.

The Emory Valley Road tank is on a roughly one-acre tract on the east side of the former Daniel Arthur Rehabilitation Center. The other two tanks will be built near the intersection of South Illinois Avenue and Scarboro Road, just down the street from the main entrance to the Y-12 National Security Complex, and in an isolated, industrial area off Cairo Road in east Oak Ridge.

The Oak Ridge City Council approved the locations for the three tanks, officially known as equalization basins, in September 2013. The Anderson County Commission agreed to donate a small parcel of land for the Emory Valley Road tank. And the City Council agreed in December 2013 to buy a car wash owned by businessman Terry Mulllins for $125,000 and replace it with the tank at Scarboro Road and South Illinois Avenue as part of a plan to move that equalization basin farther back from the road. Power outages affect several hundred; two cars crash into snow plows

Several hundred customers were affected by power outages overnight but most lost power for less than an hour, and two cars crashed into city snow plows, making one of the plows unusable for now, officials said.

There were no reports of injuries in the few minor crashes that occurred overnight.

Officials continued to urge drivers to stay off roads unless absolutely necessary. Some of them remain covered in ice, and vehicles that are required to travel, such as postal vehicles and Oak Ridge Public Works trucks, are using chains or studded tires.

Oak Ridge Electric Director Jack Suggs said the largest power outage was in an area around Montana Avenue and West Outer Drive at about 6 p.m. Monday. It affected about 440 people, but only lasted about 45 minutes, according to preliminary information, Suggs said. [Read more…]

Officials recommend staying off roads unless travel is essential

South Illinois Avenue was a sloppy, slushy mix of snow, ice, and water early Monday evening.

 

Roads in Anderson County are ice-covered, and driving conditions are extremely hazardous, said Mark Lucas, Anderson County Sheriff’s Department chief deputy.

“We have already received reports of accidents due to slick roads,” Lucas said. “We are asking everyone to please stay at home and not to travel unless absolutely necessary.”

The roads in Oak Ridge appeared to be a sloppy, slushy mix of sleet, ice, and snow. There were reports in Anderson County and Oak Ridge of roads that were frozen or impassable. [Read more…]

As we go about daily life in Oak Ridge, we don’t ordinarily think about where wastewater goes or where the electricity we use comes from. When the monthly utility bill arrives from the City of Oak Ridge, the cost of electricity, water, and sewer may surprise us and make us wonder about the cost and changes in rates.

Gary Cinder, director of Oak Ridge Public Works, and Jack Suggs, Oak Ridge Electric Department director, will be the guest speakers at Lunch with the League on Tuesday, February 3, and they will provide insights into their departments’ activities and responsibilities. The program will be held at noon Tuesday in the Social Hall of the Oak Ridge Unitarian Universalist Church’s new location at 809 Oak Ridge Turnpike. A work crew began installing construction fencing between the city-owned parking lot and the sidewalk in front of businesses at the U-shaped Jackson Square shopping center on Monday. It’s the start of a $1 million rebuild of the parking lot in the city’s original town center. 

 

Construction work has started on the $1 million rebuild of the parking lot area at Jackson Square, Oak Ridge’s original town center.

Crews started putting up construction fencing on Monday. Project executives and city officials plan to complete the work in 180 days, or roughly six months—before the Lavender Festival in June.
