Consolidated Nuclear Security resuming contract transition at Pantex, Y-12

Consolidated Nuclear Security LLC has been authorized by the National Nuclear Security Administration to resume its transition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, the company announced Thursday.

The announcement comes one week after the U.S. Government Accountability Office denied the third and possibly final protest by one of the two teams that unsuccessfully bid on the $22 billion contract to manage the two nuclear weapons plants. The protests had been filed by Nuclear Production Partners LLC, a team led by The Babcock and Wilcox Co., which is currently the lead contractor at Y-12 and Pantex.

The decision to award the consolidated contract to CNS, first announced in January 2013, has now been upheld by the NNSA and GAO, the company said. The five-year contract with the NNSA includes options that could allow the contract to be extended for up to five more years, based upon performance.

“The CNS team submitted a very strong and credible solution for managing and operating the Pantex and Y-12 sites, and we are eager to begin implementing our proposal together with the dedicated employees of Pantex and Y-12,” said Jim Haynes, CNS chief executive officer. “We look forward to partnering with the communities of Amarillo and Oak Ridge.” [Read more…]

NNSA budget request includes slight spending increase for UPF

The budget request announced this week for the National Nuclear Security Administration includes a slight increase in spending for the proposed multi-billion-dollar Uranium Processing Facility at the Y-12 National Security Complex.

The $335 million request for UPF in Fiscal Year 2015, which starts Oct. 1, is up slightly from $326 million in FY14. That’s roughly a 2.8 percent increase.

The UPF project, which has an official cost estimate of up to $6.5 billion, is part of a broader effort to modernize Y-12, including its production facilities. The 811-acre plant was built during World War II to help enrich uranium for the world’s first atomic weapons.

But questions have been raised about rising cost projections and a redesign of the UPF. In February 2013, the NNSA said the redesign could add $539 million to the project cost and extend its schedule.

During a conference call with reporters on Tuesday, NNSA Acting Administrator Bruce Held said the agency wants to get workers out of Building 9212 at Y-12 by 2025. [Read more…]

The Oak Ridge Wildcats will play in their second consecutive state tournament after a 62-55 win over Dobyns-Bennett in Kingsport on Tuesday.

It was another comeback victory for the Wildcats, who had been down 27-35 at halftime.

“We won the game in the second half defensively,” Oak Ridge Coach Aaron Green said.

He said senior Kevin Steen, who led the Wildcats with 16 points, sparked the team with 10 points in the third quarter, including a two-handed dunk off a rebound. [Read more…]

The transition to a new contractor at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Texas is already under way and could be completed in four months, federal officials said Monday.

The transition to Consolidated Nuclear Security LLC of Reston, Va., had originally been scheduled to be complete by May 2013, but it was delayed by three rounds of protests. The U.S. Government Accountability Office denied the third and possibly final protest by Nuclear Production Partners LLC, or NP2, of Lynchburg, Va., on Thursday.

On Monday, the National Nuclear Security Administration said CNS will start managing and operating the weapons production plants at Y-12 and Pantex at the end of the four-month transition period. [Read more…]

Council postpones traffic camera vote

The Oak Ridge City Council on Monday postponed a decision on whether to extend or terminate a five-year contract with its traffic camera vendor.

The Oak Ridge City Council postponed a vote on traffic cameras on Monday. Council had been expected to either extend the five-year contract with the camera vendor, Redflex Traffic Systems Inc. of Arizona, or terminate it.

But council member Chuck Hope had to leave unexpectedly, and it wasn’t clear that there would be a majority to either extend the contract for two years or end it. That meant that both resolutions could have failed in 3-3 votes.

Oak Ridge City Manager Mark Watson said the contract could now be discussed during a March 24 special meeting or during the regular April meeting. But the current contract expires April 21. [Read more…]

Weather: Schools, courts, offices closed; Wildcats sectional game now on Tuesday

Schools in Anderson County, Clinton, and Knox and Morgan counties are closed today (Monday) because of weather conditions and possible icing. And the Wildcats boys’ basketball sectional game in Kingsport, featuring Oak Ridge and Dobyns-Bennett, has been postponed to 7 p.m. Tuesday.

Roane State Community College is closing its Campbell, Cumberland, Morgan, Scott, and Fentress county campuses due to icy roads. The campuses in Oak Ridge and Loudon, Knox, and Roane counties are open, but classes at the Clinton facility have been canceled.

The afternoon docket for the Anderson County General Sessions Court in Clinton has been canceled starting at 1 p.m. The afternoon docket for Anderson County Juvenile Court has also been canceled. And the Anderson County Courthouse closed at 1 p.m.

Tennessee officials said state offices will be closed the remainder of the day statewide, but mission-critical state employees will report to work as usual. [Read more…]

The traffic camera for the westbound lanes of Oak Ridge Turnpike in front of Oak Ridge High School. More than half of the speeding violations issued in 2013 were at the camera systems near the high school.

The four traffic camera systems in Oak Ridge have generated more than $6 million in ticket revenues during a roughly five-year period. The city has kept $2.6 million of that, while the camera vendor has collected the other $3.6 million.

The amount of money generated each year has fallen from about $2 million in fiscal year 2010 to roughly $1 million today. That could be at least in part because drivers have grown more accustomed to the cameras.

The automated devices issue $50 citations to drivers who speed or run red lights, and the proceeds are split between the city and camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz. So far, the city has collected about 42 percent of the total revenues while Redflex has kept 58 percent.

The city revenues were originally put into a general fund, but starting in Fiscal Year 2011, they were deposited into a special fund that has been used to pay for pedestrian safety projects. That fund now has a cash balance of $778,305. [Read more…]

Gov. Haslam supports national preservation award for Alexander Inn

Local, state, and federal officials join volunteers and nonprofit and business executives for a groundbreaking ceremony at the historic Alexander Inn in November.

Gov. Bill Haslam is supporting a nomination for a national historic preservation award for a project converting the Alexander Inn in Oak Ridge into an assisted living center.

Knox Heritage and East Tennessee Preservation Alliance have nominated the hotel for the 2014 The National Trust/Advisory Council on Historic Preservation Award for Federal Partnerships in Historic Preservation.

In a Feb. 25 letter, Haslam said he supports the nomination. The letter was sent to Stephanie Meeks at the National Trust for Historic Preservation in Washington, D.C.

The Alexander Inn was built during World War II, when Oak Ridge raced to help build the world’s first atomic weapons as part of the top-secret Manhattan Project. Guests who once stayed at the two-story hotel included Gen. Leslie Groves, Secretary of War Henry Stimson, and physicists J. Robert Oppenheimer and Enrico Fermi. [Read more…]

Déja vu with twist: This time, in Region 2 final, Wildcats fall

Sophomore guard Geevantay Gee had seven points during a Region 2 championship game against Powell on Thursday.

For a few minutes, it looked like Oak Ridge might repeat its comeback overtime win against Powell.

Down by eight points in the third quarter on Thursday, the Wildcats tied the game 59-59 with less than one minute to play with a flurry of baskets by seniors Jaylin Henderson, Isaac Merian, and Kevin Steen.

But this time, with a Region 2-AAA championship on the line, Oak Ridge was unable to muster a miracle in overtime. Led by the six points of senior Dallas Fields, Powell pulled away from the Wildcats just enough to win. The final score was 72-70, and Powell was named Region 2 champions for the first time since 2006.

But the Wildcats (29-7) aren’t out of the playoffs. They travel to Kingsport on Monday to play Dobyns-Bennett (21-8) at 7 p.m. in a Class AAA sectional for a chance to go to the state tournament in Murfreesboro in March. [Read more…]

Federal officials have denied the third protest by one of the two teams that unsuccessfully bid on a $22 billion contract to manage the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

In the protest, Nuclear Production Partners LLC of Lynchburg, Va., had challenged a November decision by the National Nuclear Security Administration to reaffirm its earlier decision, announced in January 2013, to award the consolidated contract to Consolidated Nuclear Security LLC of Reston, Va.

On Thursday, the U.S. Government Accountability Office announced that it had denied the third protest. It’s the final GAO protest, but the case could be appealed to the U.S. Court of Federal Claims in Washington, D.C.

Statistically, that’s not likely; the GAO hears 2,500 protests per year, and the court has about 84. But there is a large amount of money at stake with this contract.

The GAO had upheld one part of an earlier NP2 protest and denied or dismissed three elements of a second. [Read more…]

Dry cleaner with hole in roof has 10 days to vacate; other shops have 60 days

Located in a small shopping center on Tyler and Tyrone roads, Classic Cleaners was given 10 days to vacate after the city staff said it found very serious code violations and structural issues in the building, which also houses a handful of other businesses.

City officials have deemed a building housing five businesses in central Oak Ridge to be deteriorated and hazardous, and a municipal board has given a longtime dry cleaner located in the small shopping center on Tyrone Road 10 days to vacate.

Meanwhile, a few other businesses also located there—a thrift store, wig shop, and Mexican grocery—have been given 60 days to come up with a plan of action outlining what can be done to stabilize the building.

The order from the Oak Ridge Board of Building and Housing Code Appeals does not affect the Magic Wok, but it does apply to the restaurant’s food preparation and overflow dining areas.

The partially occupied 50,000-square-feet building is at 123 and 135 E. Tyrone Road, just north of Oak Ridge Turnpike near Jackson Square. It includes Classic Cleaners, Mia’s Gift Shop and Accessories, the New 2 U Thrift Store, and Tienda Nony International Marketplace. The Magic Wok diner is detached from the building and is not affected by the order, which was unanimously approved last Thursday. [Read more…]

Council has special meeting today on high school debt, school budget

A proposal to resolve a dispute over sales tax revenues and high school debt had majority support during a non-voting joint work session of Oak Ridge City Council and Board of Education on Friday.

The school board approved it unanimously on Monday, but a few City Council members have questions about a proposed resolution of a dispute over sales tax revenues and high school debt so they have called a special meeting for this evening (Thursday evening).

At issue is a proposed resolution of the dispute over certain Anderson County sales tax revenues and debt payments for the $66 million renovation of the Oak Ridge High School.

Before it was approved by the school board on a voice vote Monday, the resolution was discussed in a joint work session with the council on Friday. A majority of city and school officials expressed support for the resolution during the non-voting work session.

It is next scheduled to be considered by the City Council on Monday, March, 3.

Tonight’s special non-voting meeting has been called by City Council members Trina Baughn and Anne Garcia Garland. [Read more…]
