New Charter Commission meets Tuesday

The new Anderson County Charter Commission will meet at 6 p.m. Tuesday in Room 312 in the Anderson County Courthouse in Clinton.

Agenda items include a consideration of rules, according to an agenda submitted by Charter Commission Chair V.L. Stonecipher.

The Charter Commission members are Stonecipher (District 1), Mark Alderson (District 2), Steve Emert (District 3), Tim Isbel (District 4), Jerry White (District 5), Steve Mead (District 6), David Stanley (District 7), and Bob Smallridge (District 8). [Read more…]

Seven of the eight candidates who said they will support term limits if elected to a new charter commission lost in the Tuesday election, according to unofficial election results posted by the Anderson County Election Commission.

In District 1 (Claxton, Bull Run), V.L. Stonecipher, a former director of Anderson County Schools, defeated Floyd Grisham, the term-limit candidate, by 1,500 votes to 1,292. A third candidate, Tim Risden, had 412 votes.

In District 2 (Clinton), Anderson County Commissioner Mark Alderson beat Jim Cooper, the term-limit candidate, 1,954 to 1,340.

In District 3 (Andersonville, Norris), Steve Emert, the Anderson County Commission chair, earned about 300 votes more than former commissioner Dusty Irwin, the term-limit candidate. Emert had 2,157 votes to Irwin’s 1,846.

In District 4 (Briceville, Rocky Top), Tim Isbel, an Anderson County commissioner, defeated Dennis Hashbarger, the term-limit candidate, 1,567 to 1,024. [Read more…]

Term-limit candidates trail in early voting

Seven of the eight candidates who said they will support term limits if elected to a new charter commission are behind in early voting, according to unofficial results posted on the Anderson County Election Commission website on Tuesday evening.

In District 1 (Claxton, Bull Run), Floyd Grisham, the term-limit candidate, trails V.L. Stonecipher by 1,019 early votes to 831. A third candidate, Tim Risden, had 286 early votes.

In District 2 (Clinton), Jim Cooper, the term-limit candidate, is behind Mark Alderson, an Anderson County commission 1,430 to 922.

In District 3 (Andersonville, Norris), Steve Emert, the Anderson County Commission chair, leads former commissioner Dusty Irwin, the term-limit candidate, 1,541 to 1,323.

In District 4 (Rocky Top), Tim Isbel, an Anderson County commissioner, is ahead of Dennis Hashbarger, the term-limit candidate, 773 to 620. [Read more…]

Term limits: Who could no longer serve if two-term limit was in place now?

If the proposed two-term limit was in place now, Jerry Creasey, the longest-serving Anderson County commissioner, could no longer serve.

Neither could Mark Alderson, who is in his fifth term; Chuck Fritts or Jerry White (both are in their fourth terms); or Whitey Hitchcock, Robert McKamey, or Tracy Wandell (all three are in their third terms).

Creasey is in his seventh term, according to information from the Anderson County Election Commission.

It’s not clear if Myron Iwanski would be term-limited at this point. Iwanski is in his sixth term, but those terms were interrupted by his service as interim Anderson County mayor from January 2011 to August 2012—after former mayor Rex Lynch resigned and before current mayor Terry Frank was elected. Whether Iwanski would be term-limited would depend upon whether term limits, assuming a two-term limit was enacted, were consecutive or lifetime limits.

Assuming Iwanski was term-limited, though, that would mean that eight of the 16 commissioners, or half of them, would be past their second term and not able to serve if a two-term limit were in place.

No term limits are in place now, and they can’t officially be proposed, debated, or recommended to voters until after the eight-member Anderson County Charter Commission is elected November 8. Whether they are even considered is likely to depend upon which candidates are elected. The Charter Commission is not obligated to consider term limits, but it will have the authority to do so. Letter: Anderson Charter endorses candidates based on survey responses

Organizers of the Anderson County Charter movement have announced their endorsement of candidates who will support term limits, as well as announcing the formation of their Political Action Committee “Anderson Charter.”

To help Anderson County voters make informed decisions in the upcoming November 8 election, AndersonCharter.com sent the 19 Charter Commission candidates a questionnaire soliciting their views on a charter form of local government for Anderson County.

Only nine candidates returned the questionnaire, eight of which agreed or strongly agreed to the formation of a charter and to support term limits for the members of County Commission and the Office of Mayor. Forum for Anderson County Charter Commission candidates on Thursday

A Thursday forum will feature candidates for Charter Commission in five districts in Anderson County.

The forum starts at 6:30 p.m. Thursday, October 20, in the “Big Room” at Clinton Community Center, which is at 101 Hicks Street in Clinton, a press release said. The forum is hosted by AndersonCharter.com.

There are 19 people running for eight seats on the Anderson County Charter Commission. Only one person from each County Commission district will be elected to the Charter Commission.

Organizers of the charter effort hope to give residents the ability to have more input and involvement in their local government, the press release said. [Read more…]

Former Anderson County Commissioner Dusty Irwin is running for one of eight seats on the Anderson County Charter Commission, and he said he supports term limits.

Irwin is running for a seat in District 3, which includes the Andersonville, Norris, Fairview, and Glen Alpine precincts.

In a press release, Irwin said he was an active part of the petition effort to give citizens the opportunity to have term limits through charter—or Home Rule—government.

“I am committed to giving the voters an opportunity to vote on term limits for two consecutive terms for county commissioners and the office of mayor,” Irwin said in the release. “I feel strongly about citizen service on county committees, open and transparent meetings, and ensuring citizens have a right to speak at all meetings.” [Read more…]

Computer security breach reported at main courthouse server in Anderson County

A computer security breach has been reported at the main courthouse server in Anderson County, officials said this week.

It’s a system-wide breach, said Anderson County Law Director Jay Yeager.

“The extent, type, and amount of data compromised has not yet been fully determined,” Yeager said. “However, this may include your confidential personal identifying data including Social Security numbers, dates of birth, home addresses, health insurance information and claims, payroll information, bank accounts, routing numbers, Veterans Service Office benefit documents, and possible employee credit union account information.”

The notice was sent Monday to all Anderson County employees and retirees. Yeager also alerted elected officials, school officials and the school board, Veterans Service members, and county contractors.

“The Anderson County Commission is undertaking prompt efforts to protect this system and your confidential information from additional system intrusions,” Yeager said. “Law enforcement authorities are working diligently to determine the scope of the breach and identify possible perpetrators.” [Read more…]

Demolition of the former Oak Ridge Mall began Tuesday. Crews demolished a significant part of the former Sears store Tuesday morning.

The demolition is expected to include the enclosed space between Belk and JCPenney, the two remaining anchors at the former mall.

Plans call for replacing the former mall with Main Street Oak Ridge, a 58-acre, $75 million mixed-use development that could include retailers, restaurants, residential units, and a hotel. Belk and JCPenney are part of Main Street Oak Ridge, and they remain open during demolition of the mall’s enclosed spaces and construction of new stores. [Read more…]

Seventeen pick up petitions for seats on Charter Commission

As of Thursday morning, 17 people had picked up qualifying petitions to run for seats on an Anderson County Charter Commission in November.

The Charter Commission will be comprised of one person from each of the eight Anderson County Commission districts, and it will be responsible for studying possible changes to the county government. Their recommendations would then be placed in front of county voters to decide in a countywide referendum that would most likely appear on a ballot in 2018. Once elected and sworn in, the Commission would have nine months to complete its work.

Some of the possible changes that could be made include slicing the number of county commissioners from 16 to nine members, establishing term limits for commissioners and the county mayor, and making the county law director position an elected office. [Read more…]

Demolition of the former Oak Ridge Mall began Wednesday with a ceremonial groundbreaking and the knocking down of a wall near the former Goody’s store, starting construction on a 58-acre mixed-use retail development known as Main Street Oak Ridge.

Demolition could last three months, and the construction of two new stores, T.J. Maxx and Dick’s Sporting Goods, could start where the former Sears building is in October. New stores could open in the spring of 2017.

Officials, business representatives, and the community celebrated with a groundbreaking ceremony on Wednesday. About 300 or more people attended. After the groundbreaking on a hot, sunny summer afternoon, those celebrating, including children and adults, had a chance to spray graffiti on part of the old mall as a fundraiser for the renovation of Blankenship Field.

Main Street Oak Ridge is now the largest multi-tenant commercial retail project in the city, said Parker Hardy, president of the Oak Ridge Chamber of Commerce. [Read more…]

Mayor Frank wants to serve as chair of AC Commission, sit with legislative body at meetings

Anderson County Mayor Terry Frank wants to serve as chair of the County Commission, and she’s asked to be considered as a candidate in September 2016.

In an October 14 letter, Frank also asked commissioners to sit with them during meetings.

The proposals could be considered by the Anderson County Commission on Monday.

If she were commission chair, Frank said, she would have to surrender her veto power. She would have a non-voting position, but she would be able to cast a vote to break a tie.

“While this may seem a shocking proposal at first, I think we can look back over the history of Anderson County and see that the county mayor as chairman—or county executive or judge as the position used to be called—was an effective structure,” Frank said. [Read more…]
