Oak Ridge Schools 2020 Planning Committee meets Wednesday

The 2020 Planning Committee for Oak Ridge Schools will meet at 1 p.m. Wednesday, June 17, in the School Administration Building conference room.

The board is reviewing “where we are in the planning process and developing a strategy for our next actions,” the agenda said.

“The Oak Ridge School District is committed to providing its students many opportunities and experiences through which to become aware of, explore, and plan for college and career,” a meeting notice said. “In order to define our focus over the next five years, we are creating a five-year plan to be delivered to the Board of Education for consideration. Representatives from the business and industry community, parents, students, school staff, and board members have been selected to have an opportunity to provide input and serve on this committee.”

Cocke County says case closed after widow releases suicide note, but parents dispute note

Officials say it was suicide. But the parents are skeptical.

So questions linger almost four years after Alexander John Heitman, 29, of Knoxville, was found dead in Cocke County after being reported missing by Oak Ridge Schools. Heitman reportedly died on Tranquility Ridge Drive outside Newport on July 25, 2011. Officials said it was suicide, a self-inflicted gunshot wound to the head.

But Heitman’s parents, Don and Annette Heitman of Adams, Wisconsin, find it hard to believe. They aren’t the only ones. Some current and former Oak Ridge residents, including City Council member Trina Baughn, are also skeptical of the official cause of death.

Heitman’s widow, Kristie Heitman, is not. In February, she released a suicide note that she believes Alex, who was the supervisor of business and support services for Oak Ridge Schools, wrote the day before he died.

Neither is Cocke County Sheriff Armando Fontes. In March, he said the case is closed, and there is no reason to continue pursuing it. Investigators found no evidence that anyone else was involved, Fontes said.

But Don and Annette continue to seek answers. They started a website in October 2013 and used it to raise questions about the case. They’ve also asked for the death investigation to be re-opened, hired attorney Hugh Ward to help them, and won the support of Baughn and others. They’ve also asked the FBI to investigate. Council to consider budget on Monday, Tuesday

They postponed a budget vote for one week, and the Oak Ridge City Council on Monday and Tuesday will resume those discussions. So far, the debate has included calls to raise the property tax rate to fund certain programs and other recommendations to keep the rate unchanged—or even lower it.

The budget will be discussed during a non-voting work session at 5 p.m. Monday, June 15, in the Oak Ridge Municipal Building Training Room. The Council could then vote on it in the first of two readings this month during a 7 p.m. meeting in the Municipal Building Courtroom.

Council will then discuss the budget in a second work session at 6 p.m. Tuesday, June 16, in the Multipurpose Room at the Central Services Complex on Woodbury Lane. [Read more…]

It’s still not clear how property reappraisals in Roane County will affect the Oak Ridge property tax rate, so the City Council on Monday deferred a vote on the budget until Monday, June 15.

Council had been scheduled to consider the budget in the first of two readings on Monday (June 8). Council was expected to consider the budget on second and final reading on June 15.

But the five-year property reappraisals in Roane County are not yet complete, and it’s not clear when they will be. Officials said property assessments there are likely to go down as they have in Anderson County, where they’ve fallen 4 percent.

An overall drop in property values could require an increase in the tax rate because the revenues after the reappraisals have to remain the same as they were before. [Read more…]

School budget would ask city for $650K, use $1.75M from fund balance

The Oak Ridge Board of Education on Tuesday unanimously approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000. The request for more money still has to be considered by the Oak Ridge City Council.

The Oak Ridge Board of Education on Tuesday approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000.

Those two actions would help Oak Ridge Schools cover a deficit of roughly $638,000 and meet a total of $1.75 million in other desired expenses, or “additional investment,” including:

  • about $1.1 million for 3 percent pay raises with benefits,
  • $484,000 for step increases based on experience, and
  • approximately $211,000 for staff, including a communications director, four technology-related positions, and a teacher’s assistant for an elementary behavioral class. The four technology-related jobs include an instructional technology coach, an applications administrator, and two technology technicians.

Oak Ridge Schools has posted its proposed budget for the fiscal year that starts July 1 on its website.

The May 13 budget proposal had a starting deficit of $807,890. That deficit was due to revenues not keeping up with expenditures, officials said.

There was an additional investment of $1.9 million requested. The biggest part of that, about $1 million, was for a proposed 3 percent cost of living adjustment with benefits. An extra $484,000 was requested for experience step increases with benefits.

There were also additional staff requests that were part of the $1.9 million “additional investment.” The staff requests would total about $363,000, including for a communications director and four technology-related positions. [Read more…]

The Oak Ridge Board of Education will consider the proposed budget for the fiscal year that starts July 1 during a meeting tonight (Tuesday, May 26). It’s the first of two readings of the budget, and tonight’s meeting will include a public hearing.

Also tonight, the school board will consider balanced calendar options for the 2016-2017 school year. Three options have been presented. Parents, teachers, students show support for ‘venerated’ teacher under investigation

About 200 people turned out at a school board meeting on Wednesday to show support for longtime teacher and track coach Eddie Anderson, who has been suspended without pay pending a police investigation, and to challenge some of the accusations made against him. Some objected to the process used by the school system, saying the reputation of a fantastic teacher has been sullied.

Anderson, an Oak Ridge High School chemistry teacher hired in 1979, was suspended without pay on April 30 while the Oak Ridge Police Department investigates an allegation of inappropriate contact with a former student. In the letter announcing the suspension, Oak Ridge Schools Assistant Superintendent Chris Marczak said the allegation was being turned over to the ORPD as a criminal investigation.

No additional details about that allegation have been released. Anderson’s attorney, Dennis Francis, declined to comment last week, and the Oak Ridge Board of Education and Oak Ridge Schools Superintendent’s Office have been advised to not comment until the investigation is complete. City officials have also not commented on the ongoing investigation by the Police Department.

In the meantime, most of the public discussion has focused on an April 11 track meet, the Taco Bell Invitational in South Carolina. School administrators said, among other things, that Anderson knew ahead of time that a hotel the team was going to stay in was “unacceptable and dangerous,” that he did not inform parents of the specifics of the trip and did not answer the phone when they called, and did not double-check student room assignments, which led to a girl entering a boys’ room through an adjoining door and engaging in “inappropriate contact.” [Read more…]

New summer STEM Camp at Robertsville Middle School: Invention Project

Robertsville Middle School is offering Invention Project, a brand new STEM summer camp for rising sixth- to eighth-graders from June 8-12.

Invention Project builds on the great success of the Camp Invention STEM program last summer, a press release said. STEM is an acronym that means science, technology, engineering, and math, but it is also an interdisciplinary educational approach that blends these fields, which are deeply intertwined in the real world and in how students learn most effectively.

The Invention Project summer camp features a variety of entertaining and educational STEM challenges to engage the inventor, artist, and entrepreneur in each participant, the press release said. [Read more…]

Education Foundation grant takes English language learners on Titanic voyage

English language learners in Oak Ridge’s four public elementary schools are becoming experts on the Titanic as they conduct science experiments to learn about icebergs, build boats with straws, and explore the historic event as they read history and fiction.

The first- through fourth-graders are taking “A Titanic Voyage for English Language Learners,” a project helping them become more confident in their English skills through a variety of learning experiences. The four English as a second language, or ESL, teachers received a $1,544 grant from the Oak Ridge Public Schools Education Foundation last year to buy materials needed for the multi-school project.

The grant will also make possible a field study on May 5 at the Titanic Museum in Pigeon Forge, where students will draw on their studies to have discussions and ask questions as they build on their knowledge of the Titanic and of English.

“They are getting science, social studies, and all the language domains: listening, speaking, reading, and writing,” said Cherie Adcock, ESL teacher at Woodland Elementary School. “Their response has been great, and they are excited.” [Read more…]

Oak Ridge High School science teacher and track coach Eddie Anderson has been suspended from his teaching duties without pay pending an investigation by the Oak Ridge Police Department, an official said Friday.

Information reported to the Oak Ridge Schools Superintendent’s Office on Thursday morning has been referred to the Oak Ridge Police Department for its consideration and investigation, Superintendent Bruce Borchers said in a Friday afternoon email. The information hasn’t been publicly disclosed.
