First of all, I want to say congratulations to Jim Dodson, Joe Lee, and Hans Vogel on being endorsed by the Chamber’s Progress PAC political action committee. I think it is important for the citizens of Oak Ridge to know that those three candidates are not the only candidates who support a vital economic development plan for Oak Ridge.

My community involvement has been extensive, serving on both the Chamber Board and the Convention and Visitors Bureau and the City’s Beer Permit Board before being appointed to Council. I was selected by a council majority in July 2011 to fill a vacated council seat and successfully ran for election in 2012. My vision for economic development is to continue to grow our retail sector while continuing to work harder on industrial growth opportunities. Growth like carbon fiber, whose industry is showing a lot of promise right now.

I want voters to know that I was the top vote-getter in my first election, and I am one of just a few Council members that have been on both the Chamber of Commerce Board (chairman in 2010) and City Council. I have been a businessman in Oak Ridge since 1982, and during the past 15 years, I have supported the City/Chamber contracts and aligned myself with what I thought to be the Chamber’s “mission, vision, and legislative priorities,” and worked closely with the Oak Ridge Board of Education. Oak Ridge Chamber to host City Council forum on Tuesday

The Oak Ridge Chamber of Commerce’s Advocacy Committee is hosting its final forum of the 2016 election season. The forum for candidates running for Oak Ridge City Council will be held at 7:30 a.m. Tuesday, October 18, in the Joyce Conference Room at the Chamber, which is at 1400 Oak Ridge Turnpike.

The forum is free, and the public is encouraged to attend. All candidates for City Council—Jim Dodson, Wende Doolittle, Anne Garcia Garland, Chuck Hope, Joe Lee, Mark LeNoir, and Hans Vogel—have indicated their intention to participate in the forum, a press release said. [Read more…]

City Council, DOE manager to discuss relations, hiring, housing; water rates also on agenda

Some members of the Oak Ridge City Council and some residents have had a few concerns related to the U.S. Department of Energy and its contractors, including whether the DOE sites are doing enough to encourage new employees to live in Oak Ridge and whether DOE is paying enough on its payments in lieu of taxes to the City of Oak Ridge.

A more recent concern is whether DOE is paying enough for water supplied by the city to Oak Ridge National Laboratory and Y-12 National Security Complex, which are both federal sites.

On Tuesday, the Oak Ridge City Council could discuss these issues as it meets in a non-voting work session with Kenneth R. Tarcza, manager of DOE’s Oak Ridge Operations. The work session, which is open to the public, starts at 6 p.m. Tuesday in the Central Services Complex on Woodbury Lane (behind the Kmart shopping center).

Among the DOE-related items on the agenda are a discussion and review of city-DOE relations, local hiring for DOE projects, housing, and “other related issues.” [Read more…]

Some Oak Ridge City Council members have questioned whether the federal government is paying enough for municipal water at Oak Ridge National Laboratory and Y-12 National Security Complex, and on Monday, four of them proposed roughly tripling a potential new high-volume water rate at the two federal sites in 2017.

The new water rate would apply to water consumption over 20 million gallons per month, which would limit it to ORNL and Y-12. The two sites use a total of more than 100 million gallons of water per month.

The new rate is expected to go into effect in April 2017 only if Oak Ridge and the U.S. Department of Energy aren’t able to agree on a contract for water at ORNL and Y-12 by the end of March. Those two federal sites now pay a flat annual rate but could default to what is known as a retail rate if the contract lapses.

The city staff had proposed a new default rate of $1.08 per thousand gallons for consumption over 20 million gallons starting January 1, 2017. The following year, in 2018, the staff had proposed a $1.35 rate.

But four City Council members—Rick Chinn, Charlie Hensley, Trina Baughn, and Chuck Hope—voted to raise the $1.08 rate in 2017 to $3 per 1,000 gallons. Oak Ridge Mayor Warren Gooch, Mayor Pro Tem Ellen Smith, and Council member Kelly Callison voted against the increase. [Read more…]

Oak Ridge City Council member Charlie Hensley has withdrawn as a candidate in the November 8 election, officials confirmed Tuesday.

Hensley was one of eight candidates for three seats on the seven-member Council.

The withdrawal was confirmed by the Anderson County Election Commission on Tuesday afternoon.

“This is a difficult decision but is made because I have my son’s family and two wonderful grandchildren living in the local area and with whom I want to spend more time,” Hensley said in a Tuesday statement. “Also, I want to spend time with other volunteer interests, hobbies, and related activities. Finally, there are some personal but manageable health issues that require attention.”

Hensley has served since 2007, or two terms. (Hensley served more than eight years because City Council terms were extended on a one-time basis from June 2011 to November 2012 when the dates of Oak Ridge municipal elections changed due to a revision of the City Charter that was approved by voters in November 2010.) Chuck Hope Jr. is seeking re-election to Oak Ridge City Council in the November 8 election.

In a press release, Hope said he wants to continue representing the city in such things as the Energy Communities Alliance, which recently took him to Washington, D.C., to meet with U.S. Department of Energy officials and federal legislators.

“We want to make sure that our legislators are current on issues that matter most to Oak Ridgers,” Hope said.

During the visit, Hope and Oak Ridge City Manager Mark Watson met with David Klaus, under secretary for management and performance at DOE headquarters. They discussed Oak Ridge’s status in the Manhattan Project National Historical Park and water treatment plant upgrades.

Hope said he is known for his community involvement and support. He served on the Oak Ridge Chamber of Commerce Board of Directors, Oak Ridge Convention and Visitors Bureau Board of Directors, and the Oak Ridge Beer Permit Board before being appointed to Council. Hope was selected by a council majority in July 2011 to fill a vacated City Council seat, and he successfully ran for election in 2012. (Hope actually won twice in 2012, first winning a three-month term in a special election in August and then getting elected to a four-year term in a regular municipal election in November.) The Oak Ridge City Council agreed Monday to allow the city manager to negotiate with federal officials and the company redeveloping the former Oak Ridge Mall for the transfer of the American Museum of Science and Energy property—if the federal government wants to get rid of it.

And it appears that the federal government does want to dispose of the museum. The U.S. Department of Energy has asked the federal General Services Administration, which disposes of federal property, for help with that process, said Claire Sinclair of Oak Ridge National Laboratory Site Office Public Affairs. GSA took on that role last week.

But the transfer of federal property such as AMSE usually takes a few years, Sinclair said, and if a new use were proposed for the museum property, adequate public notice would be given. ORNL manages AMSE for DOE.

In the meantime, AMSE is expected to continue operating, officials said.

Under the resolution approved by Council on Monday, the 17.12 acres of federal property at the AMSE site could be transferred to the city. Or RealtyLink, the company redeveloping the mall, could negotiate directly with federal officials. The U.S. Department of Energy owns the museum, and it would work on any proposed transfer through the General Services Administration. [Read more…]

Council approves budget with no tax increase, more money for schools

The Oak Ridge City Council approved a budget on Monday that does not include a property tax rate increase, but it does include more money for schools and it anticipates increases in the trash fee and water and sewer rates.

The budget passed in a 6-1 vote in the first of two readings this month. The second and final reading is Monday, June 13.

Council rejected one motion to lower the $2.52 property tax rate by 4.4 cents and another to take away the additional $538,048 requested by Oak Ridge Schools and put it into the capital fund instead.

The budget does not increase the property tax rate for the ninth year in a row. After five-year reappraisals last year, the rate is now set at $2.52 per $100 of assessed value.

As approved on first reading Monday, the budget includes a 3 percent pay adjustment that will move municipal employees along their pay scales, helping to separate those who have worked for the city for a while from those who have just started. The school budget, which was approved by the Oak Ridge Board of Education in May, also includes 3 percent salary increases. Oak Ridge City Councilman Chuck Hope and City Manager Mark Watson recently traveled to Washington, D.C., to attend a conference sponsored by the Energy Communities Alliance, or ECA. The ECA is the membership organization of local governments that host or are located near U.S. Department of Energy sites. The ECA supported attendance at the meeting with travel grants to the participants.

The two-day conference focused on DOE’s Environmental Management program. DOE staff made presentations on topics such as waste disposition, accomplishments in the cleanup mission, fiscal year 2017 budget planning, and a “view from the secretary’s office,” a press release said.

Additional sessions were held on the local government role in cleanup agreements, and working with local communities to improve contracting, the press release said. Hope helped lead a session on fiscal year 2017 appropriations and implications for DOE cleanup, while Watson was a panelist in a session on the future of DOE contracting. [Read more…]

ORHS junior running for City Council, wants to represent youth

A 17-year-old junior at Oak Ridge High School is running for Oak Ridge City Council, and he said he wants to represent the city’s youth on the seven-member body.

Mark LeNoir, the first candidate to publicly announce a City Council campaign this year, at least to Oak Ridge Today, will turn 18 on October 5, about one month before the November 8 election.

On Wednesday, LeNoir said he kicked off his campaign a few weeks ago at a banquet for Youth Leadership of Oak Ridge at the DoubleTree Hotel.

“My biggest thing is that there is a lot of unrepresented youth in this town,” LeNoir said in a phone interview Wednesday afternoon. “It’s kind of stayed on the same path for the last 20 years. I want to get change happening.”

LeNoir said he wants more cooperation with the U.S. Department of Energy, including possibly having the city take over the American Museum of Science and Energy, or AMSE, and Clark Center Park. [Read more…]

The Oak Ridge City Council on Tuesday approved a one-year, $2.1 million contract extension for water supplied to Oak Ridge National Laboratory and Y-12 National Security Complex, but a few members questioned whether the U.S. Department of Energy is paying a fair rate.

The one-year extension is expected to give the city time to have a qualified third-party engineering firm study the city’s aging water plant on Pine Ridge above Y-12, consider what is needed, and develop options that could help Oak Ridge decide whether to renovate the 70-year-old facility—or build a new one at a new site.

City officials said bringing the existing plant up to code could cost $16 million or more. It was transferred to the city from DOE in 2000, more than 15 years ago. Officials declined to estimate how much it could cost to build a new one, although it’s also said to be in the multi-million-dollar range.

Among the challenges at the water plant now are a leak of 3,000 gallons per day. The city staff is not sure where the leak originates or whether the water that is leaking has already been treated, and so far they haven’t been able to stop the leak. [Read more…]

Presidential primaries on March 1; property assessor unopposed

The presidential primary and county primaries are March 1 in Tennessee. While there are expected to be several choices for president in both of the party’s primaries—they’re part of the so-called “SEC primaries”—there are no contests in the Anderson County primary, where Republican John K. Alley Jr. is running unopposed for a second four-year term.

Other Anderson County offices such as mayor, sheriff, and commissioner are on a different cycle, so they won’t be subject to an election until 2018.

The Anderson County Elections Commission said this month that the March 1 ballots haven’t been finalized yet.

The state primary and county general election is August 4. [Read more…]
