Plan for former AMSE property shows possible grocery, tire store, retail/restaurant

A final master plan for about 7.4 acres south of the American Museum of Science and Energy shows possible businesses that could include a grocery or retail store of about 55,000 square feet and smaller businesses that could include a tire store and retail/restaurant.

The businesses would be on former AMSE property that is now vacant land at the intersection of South Illinois Avenue and South Tulane Avenue.

The final master plan for the planned unit development, or PUD, will be considered during a special meeting of the Oak Ridge Municipal Planning Commission on Thursday. The special meeting is scheduled to start at 5:30 p.m. Thursday, March 8, in the Oak Ridge Municipal Building Courtroom at 200 South Tulane Avenue. The Oak Ridge Municipal Planning Commission on Thursday will consider a final master plan for about seven acres of land south of the American Museum of Science and Energy, property that was once part of the museum site.

During Thursday’s special meeting, the Planning Commission is scheduled to consider a final master plan for a planned unit development, or PUD, for the 7.4 acres, which is at the intersection of South Tulane Avenue and South Illinois Avenue.

The plan is to be submitted by TN Oak Ridge Illinois LLC, a company affiliated with RealtyLink, which is developing Main Street Oak Ridge at the former Oak Ridge Mall. A copy of the PUD final master plan wasn’t available Monday afternoon.

Council approves rezoning for former AMSE property

The Oak Ridge City Council on Monday unanimously approved a rezoning for property that could be developed with a grocery store, retail shops, and restaurants on vacant land south of the American Museum of Science and Energy.

The rezoning of the 7.4 acres had been requested by TN Oak Ridge Illinois LLC, a company affiliated with RealtyLink, which is developing Main Street Oak Ridge at the former Oak Ridge Mall.

The rezoning was approved, with a few contingencies, by the Oak Ridge Municipal Planning Commission on October 19. City Council approved it with some comments in the first of two monthly meetings on Monday.

In addition to approving the rezoning request, Council approved an associated planned unit development (PUD) preliminary master plan for the project. [Read more…]

RealtyLink, the company developing Main Street Oak Ridge in the center of the city, is working with a grocery store that could build on property south of the American Museum of Science and Energy, an executive said Tuesday.

But Neil Wilson of RealtyLink declined to name the grocery store. He was asked to identify it during a Tuesday morning Oak Ridge Chamber of Commerce event at TNBank.

“I’ll save that for my next visit,” Wilson responded with a smile.

The store hasn’t signed a lease yet, Wilson said.

The rezoning map shows the grocery or retailer could be 55,000 square feet, set back from South Illinois Avenue and next to Badger Avenue. But no prospective tenant has been publicly announced yet.

Also shown on the rezoning map, which was filed for an Oak Ridge Municipal Planning Commission meeting in October, are three smaller possible retail or restaurant buildings of about 4,000 to 7,000 square feet.

The rezoning was requested by TN Oak Ridge Illinois LLC for the 7.4 acres south of AMSE along South Illinois Avenue between South Tulane Avenue and Badger Avenue. That property was once part of the AMSE property and owned by the U.S. Department of Energy, but it has since been transferred to the City of Oak Ridge and then to TN Oak Ridge Illinois LLC.

The rezoning was approved, with a few contingencies, by the Planning Commission on October 19, and it’s been referred to the Oak Ridge City Council, presumably for the Monday, November 13 meeting. [Read more…]

A rezoning being considered by Oak Ridge municipal officials could allow commercial development on property that is now mostly a grass field south of the American Museum of Science and Energy. The 7.44-acre site could be used by retailers, restaurants, or groceries, or for office space or multi-family developments, according to a zoning change request filed by the owner.

The Oak Ridge Municipal Planning Commission will consider the rezoning request on Thursday. The request was filed by TN Oak Ridge Illinois LLC of Greenville, South Carolina. That company was set up by RealtyLink, the developer of Main Street Oak Ridge at the former Oak Ridge Mall.

The property includes a grass field along South Illinois Avenue between South Tulane Avenue and Badger Avenue. The northern portion of the property includes part of the AMSE parking lot.

The parcel, appraised at $908,300, is located within the city’s central commercial core, the Oak Ridge city staff said in a review of the rezoning request. There are commercial properties on the opposite side of South Tulane Avenue, including the Main Street Oak Ridge redevelopment, the staff said. The Oak Ridge City Council agreed Monday to allow the city manager to negotiate with federal officials and the company redeveloping the former Oak Ridge Mall for the transfer of the American Museum of Science and Energy property—if the federal government wants to get rid of it.

And it appears that the federal government does want to dispose of the museum. The U.S. Department of Energy has asked the federal General Services Administration, which disposes of federal property, for help with that process, said Claire Sinclair of Oak Ridge National Laboratory Site Office Public Affairs. GSA took on that role last week.

But the transfer of federal property such as AMSE usually takes a few years, Sinclair said, and if a new use were proposed for the museum property, adequate public notice would be given. ORNL manages AMSE for DOE.

In the meantime, AMSE is expected to continue operating, officials said.

Under the resolution approved by Council on Monday, the 17.12 acres of federal property at the AMSE site could be transferred to the city. Or RealtyLink, the company redeveloping the mall, could negotiate directly with federal officials. The U.S. Department of Energy owns the museum, and it would work on any proposed transfer through the General Services Administration. [Read more…]

AMSE over-sized, operationally challenged, spokesperson says

The transfer of federal property such as the American Museum of Science and Energy usually takes a few years, and if a new use were proposed for the AMSE property, adequate public notice would be given, an official said Monday.

There has been no public announcement that the federal government wants to get rid of the 17.12 acres of federal property that includes AMSE.

But the Oak Ridge City Council will consider a resolution tonight (Monday, June 13) that would allow City Manager Mark Watson to negotiate with the U.S. Department of Energy and General Services Administration, as well as the company redeveloping the former Oak Ridge Mall, for the property transfer. The GSA is responsible for disposing of federal property.

RealtyLink, the company redeveloping the 58-acre mall site, has said that any redevelopment of the AMSE property that competes with its project, known as Main Street Oak Ridge, would be devastating to its efforts to provide the city a much-needed, quality, retail-centered mixed-use town center. RealtyLink said it must be able to control the redevelopment of the AMSE property. [Read more…]
