Imagine this: A politician runs for re-election and tells voters he wants to raise taxes—and they re-elect him anyway. Seems unlikely, right?

Well, that’s what happened Tuesday night in Oak Ridge.

Bob Eby, the only incumbent in the eight-person race for the Oak Ridge Board of Education, hasn’t been afraid to tell voters that he thinks Oak Ridge Schools need more money—and he intends to ask for a tax increase next year to help the school system.

His honesty hasn’t hurt him with voters; Eby was the top vote-getter in Tuesday’s municipal election. He finished with 4,635 votes in Anderson and Roane counties, according to unofficial results. That was almost 900 votes ahead of the second-place finisher, newcomer Laura McLean. She ended the night with 3,774 votes.

Another newcomer, Paige Marshall, was about 400 votes behind McLean, picking up the third of the three available seats with 3,345 votes. [Read more…]

Three newcomers and a former member were elected to the Oak Ridge City Council on Tuesday. The winners were Warren Gooch, Rick Chinn, Kelly Callison, and Ellen Smith.

There were four seats available, and two incumbents—Anne Garcia Garland and David Mosby—were unseated. Two other incumbents—Mayor Tom Beehan and Mayor Pro Tem Jane Miller—did not seek re-election, meaning a majority of the seven-member body will be new.

Many voters remain confused about the four proposed constitutional amendments on the ballot in Tennessee on Election Day, Tuesday, November 4.

Three of the amendments were discussed during a League of Women Voters forum in Oak Ridge in October, and you can find a guide to the four amendments here.

The first amendment, Amendment 1, is related to abortion, and it appears to be the most divisive.

Here’s the full text of the proposed amendment to the Tennessee Constitution:

“Nothing in this Constitution secures or protects a right to abortion or requires the funding of an abortion. The people retain the right through their elected state representatives and state senators to enact, amend, or repeal statutes regarding abortion, including, but not limited to, circumstances of pregnancy resulting from rape or incest or when necessary to save the life of the mother.”

Secret City Pies re-opened Monday, October 6, at its new location in Security Square. The new facility offers an expanded menu and dine-in seating.

Terry and Leisa Hope, who started the business two years ago in a take-out only location on the west end of town, are continuing their popular pies and desserts including pie-in-a cup, and bite-size pies, cookies, and their lunchtime favorites of chili dogs and a variety of sandwiches, a press release said.

“We will be adding pre-made salads, soups and stews, pinto beans and cornbread, and most of our sandwich meats will be cooked in house,” Leisa Hope said. Sandwich choices include, ham, turkey, roast beef, and bologna. Box lunches containing a sandwich, chips, dessert, and drink are also available.

“Secret City Pies can also cater lunches and brunches and can provide pie bites for all occasions, such as weddings, holiday parties, and more,” Hope added. The store would like a week’s notice on catering, but customers can call for shorter availability.

The new store is at 979 Oak Ridge Turnpike, across from the Methodist Medical Center entrance. [Read more…]

School board candidates at two forums this campaign season expressed optimism that school officials will be able to continue to provide school bus transportation to most students in the next school year, and several said they would support a property tax rate increase if it were deemed necessary.

Bob Eby, Oak Ridge Board of Education vice chair, cited delayed staff raises and textbook purchases as well as capital project needs. Eby helped lead moves this summer to restore bus transportation to preschool students and then other students after the area where bus service is not provided was temporarily expanded to 1.5 miles as part of cost-cutting measures in June.

In August, Karen Gagliano, Oak Ridge Schools director of business and support services, said the $500,000 in fund balance money used to restore transportation and the delayed purchase of textbooks, among other things, means the school system could start the Fiscal Year 2015 budget discussions with a $1.8 million deficit, before anything new is added.

“I will ask for a tax increase next year,” Eby said. “We’ve put (off) all we can put off.” [Read more…]

A majority of the Oak Ridge City Council candidates said they would consider running for mayor or vice mayor if elected on Tuesday, and almost all supported the incentives recommended for the proposed redevelopers of the former Oak Ridge Mall.

The candidates were mixed on whether to bring back red-light cameras, and most seemed to think the city’s property tax rate is about right, in light of current budget needs.

Asked to grade the current Council as leaders, the candidates handed out grades ranging from “A” to “F.”

In a series of recent forums, the candidates generally advocated for better communication between the City Council and Oak Ridge Board of Education and, for the most part, seemed to be in favor of taking over Clark Center Park in south Oak Ridge, although their approvals would hinge on factors such as cost and property restrictions.

There are 10 candidates running for four seats on the seven-member Council in Tuesday’s election. Two of the incumbents—Anne Garcia Garland and David Mosby—are seeking re-election—and two others—Mayor Tom Beehan and Mayor Pro Tem Jane Miller—are not.

Many consider it a critical election, with a business boom under way and major projects on the horizon, including the proposed redevelopment of the mall and the planned $6.5 billion Uranium Processing Facility at Y-12 National Security Complex.

The new Council is expected to elect a new mayor and mayor pro tem (like a vice mayor) during its next meeting after Tuesday’s election.

Boys, girls cross country teams run tough at state championship

The Oak Ridge High School boys’ and girls’ cross country teams, both coming off fantastic first-place finishes at regionals in late October, competed in the state championship 5k run in Nashville on Saturday. The boys’ team finished third, and the girls finished ninth.

The girls ran better than their ninth-place finish suggests. Freshman Katharina Gallmeier led the way in running for the Lady Wildcats with a 46th place finish at 20:30:95, followed shortly by senior Aislyn Peacock. Peacock ran a 20:37:41 and finished 49th.

Following closely behind these two was junior Megan Peters, who finished 57th with a time of 20:49:08. Freshman Robyn Wood finished 70th with a 21:05:81, and sophomore Maddie Zawisza finished 72nd with a 21:10:75. Freshman Esther Gallmeier finished 98th with a 21:42:37, and junior Mallika Vohra rounded out the team with a 22:04:80 finish at 109th. [Read more…]

CLINTON—Many players on the Oak Ridge football team don’t remember the last time the Wildcats went undefeated back in 1999. But now, 15 years later, they all have something to hang their hats on: an undefeated season and a district championship.

The Wildcats (10-0, 8-0 District 3-AAA) outlasted the Anderson County Mavericks (8-2, 7-1) to win the district title 28-16 on Thursday at Anderson County High School in Clinton. Oak Ridge was led by the two touchdown catches of sophomore wide receiver Tee Higgins.

Both teams scored one touchdown each in the first quarter, but the usually reliable Brandon Nickle missed a field goal for Oak Ridge. The Wildcats’ touchdown came on a one-yard quarterback sneak by Gavin Warrington halfway through the first quarter.

However, the Mavericks soon proved they deserved to be playing in the District 3-AAA championship. Anderson County faked a handoff up the middle, and quarterback Garrett Johnson, who filled in for injured QB Zane Smith, threw a touchdown pass to Cale Brock.

But the Mavs missed the extra point, making it 7-6 Oak Ridge after the first quarter.

Oak Ridge stepped up on offense and defense in the second quarter. With 8:53 left in the second, senior cornerbacks Jemiah Hall and Ted Mitchell combined for a bone-crushing tackle on Anderson County running back Matt Fox. Mitchell recovered after Fox fumbled, but the Wildcats couldn’t capitalize on the following drive. [Read more…]

Repairs needed, school system considers three options for Preschool

The Oak Ridge Board of Education will consider three options for the Oak Ridge Schools Preschool on New York Avenue during a Monday night meeting. The building—which has lead paint that needs to be repaired, replaced, and painted, among other things—has to be renovated or vacated for the Head Start program to receive funding in the 2015-2016 school year.

 

It’s 70 years old and in need of repairs. Federal officials want it renovated or vacated by next year in order for the school system to continue to receive Head Start funding.

So, on Monday, the Oak Ridge Board of Education will consider what to do about the Oak Ridge Preschool, a building on New York Avenue that’s been on the repair wish list for years.

The school board will consider three options:

  • stay in the building and renovate it;
  • move the Preschool and its roughly 200 students to a different site, possibly by leasing space;
  • move the Preschool classes and split them up among the elementary schools.

There is one option that is not on the table, school officials said Thursday.

“We have no intention…of shutting down the Preschool in any form or fashion,” said Chris Marczak, Oak Ridge Schools assistant superintendent. [Read more…]

Spooktacular Event Friday at Children’s Museum

To celebrate Halloween, the Children’s Museum of Oak Ridge will host a Not-So-Scary Spooktacular Event from 10 a.m.-4 p.m. Friday, October 31. Young visitors are invited to create their own trick-or-treat bags before visiting the exhibits. Activities are free with admission.

Among events at the museum will be:

Roane State Community College men’s basketball coach Randy Nesbit appreciates his team’s effort in the preseason.

He just needs his players to stay healthy.

“The key is depth,” Nesbit said. “We had four forwards on the roster that we thought would play big roles, and three are out with injuries.”

Sophomore forward Antonio Gardner is expected back soon. Freshman forward Tayte Kitts could be back by mid-November, and sophomore forward Greg Murphy, who scored 15 points per game last season, is week to week. [Read more…]

Council approves $1 million contract for Jackson Square parking lot project

The Oak Ridge City Council on Monday awarded a $1 million contract for a project funded with help from a state grant to rebuild the Jackson Square parking lot area.

The contract was awarded to Rich Construction Inc. of Lenoir City. Oak Ridge officials will have a pre-construction conference in 10 days, and they are hopeful that work will start in late November, City Manager Mark Watson said.

He said the project could take 180 days, or about six months. That means it would be done before the Lavender Festival in 2015.

The work will include a landscaped pedestrian plaza with parking, an interactive fountain, stone pavers, curbing, asphalt paving, utilities, benches, sidewalks, and upgrades under the American with Disabilities Act. There will a slight increase in the number of parking spaces. [Read more…]
