School budget would ask city for $650K, use $1.75M from fund balance

The Oak Ridge Board of Education on Tuesday unanimously approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000. The request for more money still has to be considered by the Oak Ridge City Council.

The Oak Ridge Board of Education on Tuesday approved a budget that would use $1.75 million from the school system’s fund balance and ask the city for about $650,000.

Those two actions would help Oak Ridge Schools cover a deficit of roughly $638,000 and meet a total of $1.75 million in other desired expenses, or “additional investment,” including:

  • about $1.1 million for 3 percent pay raises with benefits,
  • $484,000 for step increases based on experience, and
  • approximately $211,000 for staff, including a communications director, four technology-related positions, and a teacher’s assistant for an elementary behavioral class. The four technology-related jobs include an instructional technology coach, an applications administrator, and two technology technicians.

Oak Ridge Schools has posted its proposed budget for the fiscal year that starts July 1 on its website.

The May 13 budget proposal had a starting deficit of $807,890. That deficit was due to revenues not keeping up with expenditures, officials said.

There was an additional investment of $1.9 million requested. The biggest part of that, about $1 million, was for a proposed 3 percent cost of living adjustment with benefits. An extra $484,000 was requested for experience step increases with benefits.

There were also additional staff requests that were part of the $1.9 million “additional investment.” The staff requests would total about $363,000, including for a communications director and four technology-related positions. [Read more…]

School board to consider budget, balanced calendar tonight

The Oak Ridge Board of Education will consider the proposed budget for the fiscal year that starts July 1 during a meeting tonight (Tuesday, May 26). It’s the first of two readings of the budget, and tonight’s meeting will include a public hearing.

Also tonight, the school board will consider balanced calendar options for the 2016-2017 school year. Three options have been presented. Hardy finishes second, fourth in boys state track meet

MURFREESBORO—Senior Malik Hardy finished second in the 200-meter dash and fourth in the long jump during the Class AAA state track meet in Murfreesboro on Friday, May 22. And the Oak Ridge Wildcat finished ninth in the field of 16 competitors in the 100-meter dash.

Also during the meet, the boys 4×800-meter relay team finished fifth, and senior Wesley Robinson finished seventh in the 1,600-meter run. Junior Tyler Boullie finished 13th in the 800-meter run.

Hardy (2nd) had a time of 22.12 in the 200-meter dash. The top runner was Jordan Thomas, a senior at Centennial, with a time of 22.11. The third-place finish went to Martarious Brooks, a junior at Antioch (22.16).

Hardy (4th) had a jump of 22-05.75 in the long jump. The top three jumpers were Weldon Wright, a senior at Hardin Valley (23-07.00); Rashad Haynes, a junior at Memphis Central (22-10.00); and Bailey Overbay, a senior at Morristown-East (22-06.00). [Read more…]

MURFREESBORO—Sophomore Abbey Greenhalgh finished 11th in the 800-meter run, and the Oak Ridge High School girls relay team finished 11th in the 4×100-meter relay and 4×200-meter relay during the Class AAA state track meet in Murfreesboro on Thursday, May 21.

And ORHS senior Lauren Smallwood finished 13th in the 200-meter dash.

There were 16 competitors in each race.

Greenhalgh (11th) had a time of 2:26.13 in the 800-meter run. The top three runners were Celine Rone, a senior at Arlington (2:16.35); Hailey Hendry, a junior at Brentwood (2:17.85), and Shian Mallory, a junior at Houston (2:18.33). [Read more…]

Council approves $22K ORPD review, could be complete in October

The Oak Ridge City Council on Thursday approved a review of turnover and morale in the Oak Ridge Police Department that could cost close to $23,000 and not be complete until October.

The review by the Municipal Technical Advisory Service at the University of Tennessee could include interviews with about 125 people, including roughly 76 current ORPD employees as well as several dozen former workers who have left in the roughly four years since Oak Ridge Police Chief Jim Akagi started.

The review, which will also study administrative policies, was initially expected to be free, last 30 days, and use interviews with a random pool of workers. But the City Council expanded the scope of the inquiry during a special meeting in April, and MTAS said it would now have to charge $50 per hour for the work.

Each of the MTAS interviews could take about one hour, city officials said during a special Oak Ridge City Council meeting on Thursday. [Read more…]

Pilot robbery suspect arrested in Rocky Top

A Caryville man suspected of robbing a Pilot Travel Center in east Knox County on Tuesday was arrested at a motel in Rocky Top in Anderson County on Wednesday, authorities said.

They said Walter John Meachum, 21, has been charged with aggravated robbery for an alleged armed robbery just before 2 a.m. Tuesday at the Pilot Travel Center at 1915 East Raccoon Valley Road in Knox County.

On Tuesday, the Knox County Sheriff’s Office said the suspect was armed with a black and silver weapon, according to the initial investigation. Authorities said the suspect fled west on Raccoon Valley Road in a silver convertible with a black top after receiving an undisclosed amount of money from the business. He was described as wearing a skull mask, black hooded jacket, white shirt, and blue jeans at the time of the robbery.

The Knox County Sheriff’s Office said Meachum was arrested early Wednesday morning at the Scottish Inn in Rocky Top by its Major Crimes Unit in conjunction with the Anderson County Sheriff’s Department, Campbell County Sheriff’s Office, and Rocky Top Police Department. As of Wednesday, Meachum was being held at the Roger D. Wilson Detention Facility on a $20,000 bond. [Read more…]

The driver of this Chevrolet Cavalier was flown by a medical helicopter to a hospital after apparently crashing through a guardrail and into a rock embankment, right, below a DOE haul road on Highway 95 in west Oak Ridge on Wednesday afternoon.

 

A car driver was flown by medical helicopter to a hospital after crashing through a guardrail and into a rock embankment below a U.S. Department of Energy haul road that crosses over Highway 95 in west Oak Ridge on Wednesday afternoon.

The name and condition of the driver weren’t immediately available after the one-vehicle, one-person crash. The collision occurred in a curvy section of Highway 95 near the western entrance to the Y-12 National Security Complex on Bear Creek Road.

The haul road is used to move debris from the East Tennessee Technology Park, the former K-25 site, to the Environmental Management Waste Management Facility west of Y-12. [Read more…]

A review of the Oak Ridge Police Department by a University of Tennessee agency could cost $26,200.

The Oak Ridge City Council has asked the Municipal Technical Advisory Service at UT to review the ORPD, with a particular focus on turnover, morale, and administrative policies.

The initial 30-day review approved during a March 27 special meeting was going to be free. But an uproar ensued after the initial list of employees to be interviewed was sent to the police chief, city manager, and all Police Department employees, raising concerns about the confidentiality and impartiality of the review.

The City Council then expanded the scope of the inquiry. During an April 21 special meeting, members asked MTAS to interview all ORPD employees and try to interview former workers who have left in the roughly four years since Oak Ridge Police Chief Jim Akagi started. [Read more…]

John Eschenberg, federal project director for the proposed Uranium Processing Facility at the Y-12 National Security Complex, announced Monday that he’s retiring from federal service on May 30.

Eschenberg said his decision to leave federal service is driven by a desire to “focus on new career opportunities in the private sector and to further my focus on serving nonprofit organizations.” Eschenberg said he is heavily involved with the Emory Valley Center (an institution for the developmentally and intellectually disabled) and its plan to start construction of a new facility in Oak Ridge later this fall.

Eschenberg has been the federal project director of the Uranium Processing Facility for almost three years, and he has been in Oak Ridge nearly six. He has served under six different U.S. Department of Energy secretaries, in five different states, and in all of its major programs, Eschenberg said in an email announcement obtained by Oak Ridge Today. The Tennessee Secondary School Athletic Association has published the list of qualifiers, their performances in sectionals, and the schedule for the state track meet in Murfreesboro this week.

Here are the top qualifiers for Oak Ridge, starting with the boys, from the four sectionals, or sub-state competitions. Oak Ridge competed at a sectional at Hardin Valley Academy on Saturday, May 9. The top four competitors at sectionals moved on to the state meet.

The state track meet events have fields of 16 competitors from across Tennessee.

Boys long jump—3rd, Malik Hardy, a senior at Oak Ridge High School, with a jamp of 22-01.25. The top two seeds are Weldon Wright, a senior at Hardin Valley (22-08.25), and Bailey Overbay, a senior at Morristown-East (22-04.50).

Boys 4×800-meter relay—4th, Oak Ridge High School, with a time of 8:02.79. The top three seeds are Daniel Boone (8:00.08), Hardin Valley Academy (8:00.47), and Science Hill (8:01.71).

Boys 100-meter dash—12th, Malik Hardy, with a time of 10.99. The top three seeds are Johnathon Johnson, a senior at Melrose (10.57); Zeandre Floyd, a senior at West Creek (10.69); and Terry Wright, a senior at White Station (10.84). [Read more…]
