A hearing date has been set for Tuesday for a woman charged with attempted murder after she allegedly shot into an occupied vehicle in the parking lot of an apartment complex in Oak Ridge on Sunday, May 6.
The hearing for Kali Annabelle Bailey, 20, of Powell, has been scheduled for 3 p.m. Tuesday, May 22, in Anderson County General Sessions Court, Division II, in Oak Ridge. The hearing date was scheduled on the assumption that Bailey is not able to be released on a $250,000 bond.
But it’s not clear if the date might change if Bailey is able to be released on bail, or if any of the subpoenas that might be issued in the case are not served between now and Tuesday. Two subpoenas were issued to victims in court on Tuesday this week, according to Anderson County court records. There is one more subpoena that has been issued, but not served, and that’s to an Oak Ridge Police Department officer, the court records said.
Bailey had allegedly threatened to shoot one of the two people in the vehicle, a female passenger, several months before she allegedly shot into it on May 6, authorities said. The Oak Ridge Board of Education has a public hearing and first reading of the budget for the next fiscal year, which starts July 1, tonight (Wednesday, May 16).
The special meeting starts at 5:30 p.m. Wednesday in the Oak Ridge Schools Administration Building at 304 New York Avenue.
The school board had a line-by-line review of the budget on Monday, and the fiscal year 2019 budget was presented May 8.
More information will be added as it becomes available.

Three Oak Ridge Wildcats have advanced from the district tennis tournament to the regional tournament.
The three tennis players will compete in regional semifinals at 4:30 p.m. today (Monday, May 14) at Tyson Park in Knoxville. They face the number one seeds from West and Bearden high schools, Oak Ridge Coach David Bowman said.
Two of the three players are Wildcat brothers Ethan and Andrew Brady. They will play the number one-seeded Bearden doubles team of Grayson Marlow and James Eaves. [Read more…]

The Oak Ridge City Council on Monday unanimously approved an engineering contract for the Rails to Trails project, which would convert a former CSX railroad into a bicycle and pedestrian pathway.
The consulting contract, worth an estimated $358,317, was awarded to A. Morton Thomas and Associates of Kingsport.
The agreement, approved 7-0, is to provide environmental testing, master planning, design and engineering of the trail, and help with construction bidding, Oak Ridge Recreation and Parks Director Jon Hetrick told City Manager Mark Watson in a May 4 memo.
There is still much work to be done, including buying the former railroad, and the project might not go out to bid until May 2020, or two years from now, according to a draft timeline presented at the City Council meeting on Monday. And that’s assuming all goes well.
“Design and engineering will provide construction cost estimates and a phasing schedule, along with a basis for negotiating the acquisition of the rail line from CSX Rail,” Hetrick said. “Because the current programmed funding will not cover the entire project cost, the master plan will be used to leverage additional funding for construction from various funding sources, including federal highway and private funds.” [Read more…]

The Oak Ridge City Council on Monday authorized the final designs of the Senior Center and the Preschool and Scarboro Park Renovation. The two projects together could total about $13 million. The Senior Center and Preschool have been on the city’s wish list for a decade or two—or even longer.
Resolutions unanimously approved by City Council on Monday in 7-0 votes authorize Studio Four Design Inc. of Knoxville to proceed to the final construction design of the two projects. One project, the Preschool, would be at Scarboro Park, and the other, the Senior Center, would be at Alvin K. Bissell Park.
Oak Ridge City Manager Mark Watson told City Council members in May 9 memos that Studio Four Design, led by Jacene Phillips, has achieved 50 percent design on the two projects and reviewed the proposed designs with city, school, and Senior Advisory Board officials and “achieved consensus on design requirements.”
The more expensive of the two projects, the Oak Ridge Preschool and Scarboro Park Renovation, has a current estimated cost of $9,792,674, or close to $10 million.

The Oak Ridge City Council on Monday authorized about $500,000 in renovations at Fire Station 4 at the East Tennessee Technology Park, the former K-25 site, a federal site in west Oak Ridge.
The funds for the renovations are currently available in the Fiscal Year 2019 budget for the West End Fire Fund, Oak Ridge Fire Chief Darryl Kerley said in an April 27 memo to City Manager Mark Watson.
The total estimated cost of the renovations, based on a sealed bid process, is not to exceed $515,000, Kerley said. He said funds have been set aside for the past 11 years.
The project was unanimously approved in a 7-0 vote after a brief discussion at the City Council meeting on Monday.
The funds are part of the overall re-industrialization that will convert the ETTP fire station from a U.S. Department of Energy fire station to a municipal fire station through a DOE memorandum of agreement for the operation and maintenance of the fire station. [Read more…]
Justin Wade Welch
An Anderson County man who allegedly took two cars by force and tried to take another in Clinton in March 2017 has been indicted on carjacking and assault charges by the Anderson County Grand Jury.
Justin Wade Welch, 31, was charged in an eight-count indictment filed April 3. At the time of the indictment, he had been jailed at the Anderson County Detention Facility in Clinton since March 30, 2017, the date of the alleged incident.
The charges against Welch include three counts of carjacking and one count each of attempted carjacking, aggravated assault with a deadly weapon (a vehicle), evading arrest, driving on a suspended or revoked license, and resisting a stop, search, or arrest involving a weapon (a vehicle).
Charges against Welch had been waived to the Grand Jury in Anderson County General Sessions Court in Clinton on September 6.
He pleaded not guilty to the eight indicted charges in Anderson County Criminal Court in Clinton on April 30. [Read more…]

The 2018 Big 12 Rowing Championships are in Oak Ridge on Saturday and Sunday.
The races will feature some of the top rowing programs in the country. The eight participating teams, including No. 3 Texas, will compete for an automatic bid to the NCAA Championships set for May 25-27 in Sarasota, Florida, according to TexasSports.com.
Besides Texas, other teams competing in Oak Ridge this weekend are Kansas, Kansas State, Oklahoma, and West Virginia, in addition to rowing affiliate Alabama, Old Dominion, and Tennessee.
The Big 12 Championships begin at 2 p.m. Saturday with preliminary heats. Final heats start at 9 a.m. Sunday. [Read more…]

Undefeated in the district this season, the Oak Ridge Wildcats will play Karns in the championship game in the District 3-AAA tournament at home tonight.
The game is scheduled to begin at 7 p.m. Wednesday, May 9, at the Pro2Serve Soccer Complex at Oak Ridge High School.
Oak Ridge beat Powell 3-0 in a semifinal game on Monday to advance to the district championship. Nathan Kidder, Carson McGhee, and Jordan Snyder scored goals for Oak Ridge in that game. [Read more…]

A Powell woman who has been charged with attempted murder had threatened to shoot a female victim several months before she allegedly shot into a vehicle occupied by two people in Oak Ridge on Sunday night, and the defendant had reportedly tried to argue with the female victim about her relationship with a male victim, authorities said.
A bullet path in the vehicle that was shot into on Sunday night grazed the driver’s seat, very close to the head and shoulder area of the male victim, Seth M. Davis of Oak Ridge, according to affidavits filed in Anderson County General Sessions Court by Oak Ridge Police Department Officer Christopher W. Wallace.
The female victim, Bailee D. Bolden of Oak Ridge, was hit with glass fragments from the windshield, the affidavits said.
Charged in the case is Kali Annabelle Bailey, 20, of Powell. She has been charged with two counts of attempted first-degree murder, two counts of aggravated assault, and two counts of reckless endangerment. Those are all felony charges.
Bailey was located and arrested Monday. Her bond has been set at $320,000, and she remained jailed at the Anderson County Detention Facility in Clinton on Tuesday afternoon. [Read more…]
Two people were injured by flying glass but were not hit by a bullet in a shooting reported at Manhattan Apartments in Woodland on Sunday night, authorities said.
The shooting was reported at about 11:03 p.m. Sunday at the apartments between South Rutgers Avenue and North Purdue Avenue, the Oak Ridge Police Department said. The ORPD had received reports of gunfire in the area.
“Officers determined shots were fired into a vehicle with two people inside,” the ORPD said. “Neither person was struck by a bullet, but both were injured by flying glass debris from the shattered car window. The two victims were treated on the scene by Anderson County EMS.” [Read more…]
