City seeks spending authority for Horizon Center power

Nuclear fuel company TRISO-X needs electrical power for a manufacturing facility in Horizon Center by December 2024, and the Oak Ridge Electric Department wants the authority to spend up to $3 million to help make that possible.

If approved by Oak Ridge City Council, the money would be used to design and build a new electric substation and distribution network to provide power to Lot 6 on the back side of Horizon Center, which is on the west side of town. The work would include engineering design, land surveys, site clearing, the purchase of materials, and acquiring permits and other required items.

New supervisor named for Manhattan Project National Park

A new supervisor has been named for the Manhattan Project National Historical Park, which includes Oak Ridge.

The selection of Wendy Berhman as the new superintendent was announced by National Park Service Acting Regional Director Kate Hammond.

Berhman succeeds Kris Kirby, who served in the position for six years before accepting a position as associate state director for the Bureau of Land Management Wyoming State Office, the NPS said.

Besides Oak Ridge, the three-site national park includes Hanford, Washington, and Los Alamos, New Mexico. The three sites were part of the Manhattan Project, a top-secret federal program to build the world’s first atomic weapons during World War II. The park was established in 2015, and it is administered through a collaborative partnership with the U.S. Department of Energy.

An Oak Ridge board on Monday endorsed overhead power lines and an alternate route that could be less controversial to provide electricity to a nuclear fuel company at Horizon Center.

Environmental advocates, ecologists, and trail users had objected to an earlier proposal to run overhead power lines along a U.S. Department of Energy patrol road on the back side of Horizon Center. Among other objections, those lines would have been relatively close to the Black Oak Ridge Conservation Easement, and opponents said the power lines would have decreased the area’s recreational value.

DOE has open house about landfill on Thursday

There will be an open house in Oak Ridge on Thursday to discuss the proposed new federal landfill in Bear Creek Valley, west of the Y-12 National Security Complex.

The open house is scheduled from 5 to 7 p.m. Thursday, December 8, in the Scarboro Community Center.

“After much work and coordination with the U.S. Environmental Protection Agency and Tennessee Department of Environment and Conservation, we are excited to share that the three parties recently signed the final Record of Decision (ROD) for the Environmental Management Disposal Facility (EMDF) project,” the U.S. Department of Energy’s Oak Ridge Office of Environmental Management said in a notice posted on its website.

ORISE names safety, facilities director

The Oak Ridge Institute for Science and Education has named Chad Becker as the director of the new Office of Safety and Facilities.

Becker previously served as director of Facilities and Transportation, a role he has held for more than seven years, a press release said.

The new office was formed from a re-organization that merges the Facilities and Transportation Department (FTD) and the previously existing Environment Safety and Health Office (ES&H) into one unit.

“FTD and ES&H have long been critical programs supporting our government customers, including our flagship ORISE contract with the U.S. Department of Energy,” the press release said. “ES&H is an integral component of the ORISE Contractor Assurance Program.”

ORNL center will make isotopes for medicine, research, security

ORNL to receive $497 million in Inflation Reduction Act funding

Oak Ridge National Laboratory will receive $497 million from the Inflation Reduction Act for projects that include nuclear fusion and neutron research, supercomputing, materials science, and radioisotope production. More than half of the money, 52% of it, will be used for U.S. contributions to an international nuclear fusion project.

ORNL’s $497 million is about one-third of the $1.55 billion provided to the U.S. Department of Energy’s Office of Science by the Democrat-led Congress under the IRA. President Joe Biden signed the IRA, which included a range of provisions and passed along party lines, into law in August. It provides money for more than 52 DOE projects already in the works.

Crews demolish ORNL reactor once used for aircraft nuclear propulsion research

Workers have demolished a nuclear reactor that was built at Oak Ridge National Laboratory in the 1950s for studies that were part of the federal aircraft nuclear propulsion program.

It’s the first demolition of a reactor in the ORNL central campus area. The demolition was reported to be completed ahead of schedule.

The Bulk Shielding Reactor, also known as Building 3010, was built in the 1950s for radiation shielding studies as part of the federal aircraft nuclear propulsion program. It included a 27-foot-deep reactor pool filled with water to shield the radioactive components contained in the pool, according to the U.S. Department of Energy Office of Environmental Management. Its mission changed to a general-purpose research reactor in 1963, and it was shut down permanently in 1991.

The reactor was demolished by cleanup contractor UCOR, working for DOE’s Oak Ridge Office of Environmental Management (OREM).

ORNL studying hydrogen as rail fuel to fight climate change

Oak Ridge National Laboratory has started a research project to investigate using hydrogen fuel in a railroad engine to reduce carbon dioxide emissions and help fight climate change. Rail is one of the industries considered challenging to decarbonize along with aviation and shipping.

Researchers at ORNL and Argonne National Laboratory near Chicago will use a large single-cylinder 375-horsepower Wabtec engine that will burn a mixture of hydrogen and diesel fuel, which is what locomotives burn now. Under four-year agreements, the researchers will study things like engine hardware, fuel mixtures, and ignition strategies. Other low-carbon fuels could also be studied.

“We are excited to be a part of this collaboration because it addresses the need to decarbonize the rail industry by advancing hydrogen engine technology for both current and future locomotives,” said Josh Pihl, an ORNL distinguished researcher and group leader for applied catalysis and emissions research. “It is also a perfect example of how a DOE-funded collaboration between industry and national laboratories can accelerate the development and commercialization of technologies to help reduce carbon emissions from transportation.”

The 15.7-liter engine, larger than a tractor-trailer motor, was recently installed in garage-size research space at the National Transportation Research Center, an ORNL campus in Hardin Valley. ORNL had a ribbon-cutting ceremony for the engine research project on Wednesday.

The U.S. Department of Energy estimates it could cost at least $7.2 billion to convert and dispose of tens of thousands of cylinders of depleted uranium hexafluoride, a dangerous, corrosive waste byproduct of the uranium enrichment process. Some of the waste came from the former K-25 site in Oak Ridge and is now stored in Ohio, but a portion of the converted depleted uranium could eventually be returned to Oak Ridge for use in nuclear weapons.

Some of the waste came from the former K-25 site in Oak Ridge and is now stored in Ohio, but a portion of the converted depleted uranium could eventually be returned to Oak Ridge for use in nuclear weapons.

DOE’s Office of Environmental Management has had about 67,000 cylinders of the depleted uranium hexafluoride (DUF6) stored at two conversion facilities in Paducah, Kentucky, and Portsmouth, Ohio. The facilities convert the DUF6 into two primary products, depleted uranium oxide (a more stable chemical form) and hydrofluoric acid, according to a report by the U.S. Government Accountability Office.

Y-12 now getting power from Pine Ridge substation

The Y-12 National Security Complex flipped the switch on a new era as crews finalized the process of moving the entire site’s electrical supply to the new Pine Ridge substation.

In June, the Building 9204-02 (Beta 2) and Building 9201-01 (Alpha 1) electrical feeds were disconnected from the Elza-1 substation, marking the final load transition to Pine Ridge.

The new substation was built as one of seven Uranium Processing Facility Project subprojects. Designed and built by the Tennessee Valley Authority, Pine Ridge substation construction began in 2017 and was completed in 2020 at a cost of $60 million. The project team received the U.S. Department of Energy Secretary’s Project Management Achievement Award for finishing $13 million under budget and six months ahead of schedule.
