Letter: Anderson Charter endorses candidates based on survey responses

By Oak Ridge Today Letters Leave a Comment

Organizers of the Anderson County Charter movement have announced their endorsement of candidates who will support term limits, as well as announcing the formation of their Political Action Committee “Anderson Charter.”

To help Anderson County voters make informed decisions in the upcoming November 8 election, AndersonCharter.com sent the 19 Charter Commission candidates a questionnaire soliciting their views on a charter form of local government for Anderson County.

Only nine candidates returned the questionnaire, eight of which agreed or strongly agreed to the formation of a charter and to support term limits for the members of County Commission and the Office of Mayor. Concerning these issues, candidate Marjorie Lloyd responded “Don’t Know.” Verified candidates in support of term limits, as well as candidates supporting citizen speech and transparency in government are: [Read more…]

Candidates for Anderson County Charter Commission sparred over term limits, cutting the Anderson County Commission almost in half, and electing the law director during a public forum this month.

There was also a heated exchange over whether two candidates—both county commissioners, including one in her first term and another halfway through his second—are permanent officeholders.

The seven candidates are running for three seats on the eight-member Anderson County Charter Commission in the November 8 election.

The debate over term limits has focused on whether the limits are necessary, whether they would encourage more young people to run for office, and whether Anderson County voters already have the right to impose term limits through elections, among other arguments for and against.

As proposed during the campaign, there could be a two-term limit on county commissioners and the county mayor. However, nothing will be official until the Charter Commission is elected next month, and the Charter Commission is not obligated to consider the proposal. Whether the commission even considers term limits could depend upon which candidates are elected. Any changes proposed by the Charter Commission will be considered by voters in November 2018. If approved, they would go into effect in September 2019. [Read more…]

Anderson County Commissioner Theresa Scott, who represents District 7 in Oak Ridge, is running for Charter Commission in the November 8 election.

In a press release, Scott said she thinks it is extremely important that the representation of Anderson County residents continues to be both non-partisan and knowledgeable of current government processes.

One of the proposals the Anderson County Charter Commission could consider, Scott said, is changing how the county attorney is selected, possibly making it an elected position.

In Tennessee, 91 of 95 counties appoint their county attorney, rather than electing them, Scott said. [Read more…]

TDOT cancels proposed changes on Clinton Highway due to county opposition

TDOT Clinton Highway Improvements Mehaffey Road July 7 2016

As proposed, a one-third mile section of Clinton Highway south of Mehaffey Road—the section of road to the right of Mehaffey Road in the map above—would have been one lane in each direction with a center turn lane. The road to the north of Mehaffey Road—the area to the left—would have been two lanes in the southbound lane, a center turn lane, and one lane in the northbound lane. The changes would have been made as part of a resurfacing project in 2017, the Tennessee Department of Transportation said in a meeting in Claxton on Thursday, July 7, 2016. The Tennessee Department of Transportation has canceled proposed changes meant to improve safety on Clinton Highway between Edgemoor Road and the Knox County line. The proposed safety improvements in Claxton have been canceled due to opposition from Anderson County, and after residents objected, including in a petition.

TDOT presented its proposal during a July 7 meeting at the Claxton Community Center. Among other changes, the project would have reduced the four-lane highway to a three-lane roadway with a passing lane in one direction, wider shoulders, and a continuous center turn lane as part of a resurfacing project scheduled for next year.

TDOT said there have been 10 fatal crashes in 10 years on that 2.6-mile section of Clinton Highway between Edgemoor Road and the Anderson County-Knox County line.

“That’s pretty high in a small section of roadway,” Nathan Vatter, TDOT regional traffic engineer, said after the July presentation. “It’s a significant number of fatalities.”

There was another meeting this month to give comments to TDOT. Anderson County Commissioner Tracy Wandell, one of two county commissioners who represent Claxton, provided notes to TDOT. Among the highlights: [Read more…]

Seventeen pick up petitions for seats on Charter Commission

Information from WYSH Radio

As of Thursday morning, 17 people had picked up qualifying petitions to run for seats on an Anderson County Charter Commission in November.

The Charter Commission will be comprised of one person from each of the eight Anderson County Commission districts, and it will be responsible for studying possible changes to the county government. Their recommendations would then be placed in front of county voters to decide in a countywide referendum that would most likely appear on a ballot in 2018. Once elected and sworn in, the Commission would have nine months to complete its work.

Some of the possible changes that could be made include slicing the number of county commissioners from 16 to nine members, establishing term limits for commissioners and the county mayor, and making the county law director position an elected office. [Read more…]

The Anderson County Commission will meet for its regular monthly session on Monday, June 20, at 6:30 p.m. in Room 312 of the Anderson County Courthouse in Clinton.

Commissioners will be considering appointments of commissioners to the newly-created Budget and Purchasing Committees brought about by the recent change in financial management systems. The Nominating Committee members also recommended that Commissioners Tim Isbel, Angeleque McNutt, Steve Mead, Theresa Scott, and Philip Warfield serve on the Purchasing Committee.

The Commission will also discuss a five-year lease extension at a cost of $1,000 per month for the land housing the Wolf Valley Convenience Center in Claxton. [Read more…]

A few options have been considered, and Anderson County will now study whether to move the General Sessions Court in Oak Ridge to a county-owned building on Emory Valley Road.

Related to that proposal are plans to move the Oak Ridge Senior Center, which is now at the Emory Valley Road building, to the Oak Ridge Civic Center on Oak Ridge Turnpike.

Also up for a possible move is the Oak Ridge Recreation and Parks Department. That department now occupies part of the Civic Center, where the Senior Center could move, but the department’s administrative offices could move to a vacant building on Badger Road that once housed Recording for the Blind and Dyslexic.

The idea is that moving the administrative wing of Recreation and Parks to the Badger Road building could free up space for seniors at the Civic Center, which in turn would help create space at the county-owned building for the General Sessions Court. [Read more…]
