State appropriates $15 million that could be used for Oak Ridge Airport

KINGSTON—Tennessee officials have appropriated $15 million that could be used for the proposed airport at Heritage Center, the former K-25 site in west Oak Ridge.

The appropriation, which is pending approval of the Oak Ridge Airport by the Federal Aviation Administration, would be enough to cover about 33 percent to 38 percent of the current estimated project cost of $40 million to $45 million.

The appropriation was announced by Tennessee Department of Transportation Commissioner John C. Schroer in a November 8 letter to members of the Tennessee General Assembly. Oak Ridge Today received a copy of the letter on Monday.

The $15 million that could be used for the Oak Ridge Airport is one half of a $30 million appropriation approved by the Tennessee General Assembly for the Aeronautics Economic Development Fund earlier this year, said Billy Stair, a former communications director at Oak Ridge National Laboratory who is now a consultant helping with the airport project. That half was to support the construction of new general aviation airports like the project in Oak Ridge, and Oak Ridge received all of the $15 million for general aviation airports, Stair said.

“MKAA (Metropolitan Knoxville Airport Authority) is the only public entity in the state with planning documents for a new airport currently under review,” Schroer said in his November letter to legislators. The $15 million will be allocated to the Metropolitan Knoxville Airport Authority, which would own and operate the Oak Ridge Airport, pending FAA approval. Clinton will have to continue to wait for the Lewallen Bridge replacement project to proceed as city officials have told WYSH Radio that the Tennessee Department of Transportation has not yet obtained the necessary permits from either the Tennessee Valley Authority or the Coast Guard that would allow the work to begin.

Clinton City Manager Roger Houck said that the permit application process will likely take six to nine months, meaning that the timeline has been pushed back once again by the state.

A request for bid proposals is now expected to be sent out next month, with those bids tentatively scheduled to be opened in January. TDOT could award a contract for the new bridge in February and construction, provided the necessary permits have been obtained, could now begin sometime in the spring. [Read more…]

Two Anderson County commissioners have planned a mountain drive on Tuesday that they say will again show the need for guardrails along Highway 116, also known as New River Highway, in north Anderson County.

The commissioners, Tim Isbel and Shain Vowell, represent District Four in Anderson County. That district includes Briceville and Rosedale, among other parts of mountainous north Anderson County.

They have scheduled a meeting with a representative of the Tennessee Department of Transportation at about 8:15 a.m. Tuesday, September 26, at the Anderson County Career and Technical Center beside the Anderson County High School. The purpose is to explain the need for the guardrails, the commissioners said in an email forwarded to other county commissioners, county officials, and the media. [Read more…]

Council approves contract with TDOT for Rails to Trails project

The Oak Ridge City Council on Monday unanimously approved a $1.5 million contract with the Tennessee Department of Transportation that is expected to allow a former railroad to be converted into a greenway.

The so-called Rails to Trails project will convert about 4.85 miles of unused CSX railroad into a pedestrian and bicycle trail.

The former railroad starts at Elza Gate Park at Melton Lake Drive in east Oak Ridge, runs past the Emory Heights neighborhood and Jefferson Middle School, crosses Emory Valley Road near Hank’s Market, and then continues through the Hendrix Creek neighborhood along Lafayette Drive before ending near South Illinois Avenue, Scarboro Road, and the Y-12 National Security Complex.

The Knoxville Regional Transportation Planning Organization (TPO) approved $1.224 million for the project in October 2016 through the Transportation Alternative Program, or TAP. There is a local 20 percent match of $306,000, which would be provided by the City of Oak Ridge. The combined funding from the TAP award and the local match is $1.53 million.

The overall cost of the Rails to Trails project isn’t clear. The property has not been purchased, and the TAP grant, federal money disbursed here through the Federal Highway Act, does not include purchase, Oak Ridge Community Development Director Kathryn Baldwin told City Council members on Monday.

TDOT: Edgemoor Road project in Anderson County in earliest development stages

The Edgemoor Road project in Anderson County that is listed in a state three-year transportation program is in the earliest development stages, and officials don’t have details yet, including about road widening or traffic signals.

The three-year transportation plan includes a reference to 6.2 miles of SR 170 (Edgemoor Road) between SR 9/US 25W (Clinton Highway) and SR 62 (South Illinois Avenue).

“The first step, which is under way now, is the completion of what’s known as a planning document,” said B.J. Doughty, director of community relations and communications for the Tennessee Department of Transportation. “Until we get further into the engineering process, we won’t have details about the features of the project—widening, traffic signals, etc.”

Tennessee Governor Bill Haslam and Tennessee Department of Transportation Commissioner John Schroer released TDOT’s annual three-year transportation program in May. It features approximately $2.6 billion in infrastructure investments for 101 individual project phases in 40 counties, as well as 15 statewide programs. [Read more…]

Oak Ridge receives $1.2 million grant for Rails to Trails

The City of Oak Ridge has received a $1.2 million grant that it can use for the proposed Rails to Trails project.

The executive board of the Knoxville Regional Transportation Planning Organization approved the grant in October, said Ellen Zavisca, senior transportation planner.

It could be used for project planning and property acquisition for the Rails to Trails project, and possibly to start construction, said Jon Hetrick, Oak Ridge Recreation and Parks Department director.

Hetrick said the grant was awarded by TPO, but it’s actually a Tennessee Department of Transportation grant. The city is entering into a contract with TDOT for the grant, and the Oak Ridge City Council could consider accepting the grant in July.

Oak Ridge City Manager Mark Watson briefly mentioned the $1.2 million grant during a budget presentation to City Council members on Tuesday of this week. The city would administer the $1.2 million grant but would have to follow certain TDOT requirements.

The Rails to Trails project would convert a few miles of former railway that runs through the center of Oak Ridge into a bicycle and pedestrian trail. The railway runs from Melton Lake Drive in east Oak Ridge; past Jefferson Middle School and near the Hank’s Market shopping center in central Oak Ridge; and to the Y-12 National Security Complex. Proposal to eliminate ARC wouldn’t affect current airport funding, but could affect future funding

The Oak Ridge Airport project has received $2 million in funding from the Appalachian Regional Commission, and that money wouldn’t be affected by the president’s proposal to eliminate the independent agency in the next fiscal year, a spokesperson said.

But future funding from the Appalachian Regional Commission will depend upon what Congress decides to do with ARC and whether it continues funding the commission, said Becky Huckaby, spokesperson for the Metropolitan Knoxville Airport Authority.

The budget request released by President Donald Trump on Tuesday, May 23, proposes to eliminate the Appalachian Regional Commission and other independent agencies, providing funding only for the orderly closure of the agencies. The request would apply to Fiscal Year 2018, which starts October 1.

ARC is one of the funding sources for the Oak Ridge Airport, which could cost an estimated $35 million to $40 million and have a mix of state and federal funding, and local funding from the Metropolitan Knoxville Airport Authority, or MKAA. Besides ARC, other direct and indirect funding sources include the U.S. Department of Energy, which would provide the land; the Federal Aviation Administration, or FAA; the Tennessee Aeronautics Commission; and the Tennessee Department of Transportation. Storm damage delays opening of city pool in Clinton

Strong storms that rolled through the area over the weekend caused widespread damage and power outages across East Tennessee.

While this area appeared to escape the brunt of the storm’s damage, there were numerous reports of trees and power lines down. In Clinton, a tree fell across the fence at the Municipal Swimming Pool at Jaycee Park, damaging the fence and dropping limbs, branches and leaves in the pool itself. A second tree crushed the gate at the park’s main entrance as well.

The pool had been scheduled to open for the summer today (Tuesday, May 30), but that opening date has been pushed back to tomorrow. City crews will spend today removing the trees and repairing the damage.

Anderson County Sheriff’s Department Chief Deputy Mark Lucas said public safety agencies were very busy during the Saturday evening storm. The Sheriff’s Department handled 37 storm-related calls Saturday evening through Sunday, mostly due to trees and power lines blocking roads, Lucas said. After four large power poles were replaced, all four lanes of Clinton Highway, both the northbound and southbound lanes, re-opened at about 6 a.m. Tuesday, Anderson County Sheriff’s Department Chief Deputy Mark Lucas said.

Earlier, both northbound lanes and one southbound lane had re-opened at about 3:45 a.m. Tuesday, Lucas said.

A section of Clinton Highway had been closed south of Clinton between Foust Carney Road and East Wolf Valley Road starting Monday because of trees and power lines that fell when strong winds blew through East Tennessee on Monday afternoon. The highway was completely blocked, and both northbound and southbound lanes were closed.

“The Clinton Utilities Board did an outstanding job of replacing four large power poles, repairing a fifth, and re-installing all the lines as quickly as they did considering all the damage,” Lucas said. [Read more…]

WYSH: TDOT gives Clinton an update on ‘green bridge’ replacement

Clinton City Manager Roger Houck gave WYSH Radio in Clinton an update on Wednesday morning on the project to replace the green bridge that connects South Clinton and Clinton on Highway 25W, also known as Clinton Highway and Clinch Avenue. The bridge is currently structurally sound and safe, but the Tennessee Department of Transportation said that could change over the next few years, hence the replacement project.

Houck said that TDOT had earlier indicated that they would put the project out for bids in the second quarter of this year with construction slated to begin in the third quarter, but the city was recently informed that the timetable has been moved back some, with bids expected to be be sought in the third quarter. Construction on the approximately $21 million project could begin late this year or, more likely, early next year. [Read more…]
