Council wants to roughly triple proposed water rate at ORNL, Y-12

Some Oak Ridge City Council members have questioned whether the federal government is paying enough for municipal water at Oak Ridge National Laboratory and Y-12 National Security Complex, and on Monday, four of them proposed roughly tripling a potential new high-volume water rate at the two federal sites in 2017.

The new water rate would apply to water consumption over 20 million gallons per month, which would limit it to ORNL and Y-12. The two sites use a total of more than 100 million gallons of water per month.

The new rate is expected to go into effect in April 2017 only if Oak Ridge and the U.S. Department of Energy aren’t able to agree on a contract for water at ORNL and Y-12 by the end of March. Those two federal sites now pay a flat annual rate but could default to what is known as a retail rate if the contract lapses.

The city staff had proposed a new default rate of $1.08 per thousand gallons for consumption over 20 million gallons starting January 1, 2017. The following year, in 2018, the staff had proposed a $1.35 rate.

But four City Council members—Rick Chinn, Charlie Hensley, Trina Baughn, and Chuck Hope—voted to raise the $1.08 rate in 2017 to $3 per 1,000 gallons. Oak Ridge Mayor Warren Gooch, Mayor Pro Tem Ellen Smith, and Council member Kelly Callison voted against the increase. [Read more…]

The Oak Ridge City Council will consider increases in the water and sewer rates that would go into effect in January 2017 and January 2018 during a regular meeting tonight (Monday, September 12). Council will also consider a trash fee increase that members endorsed during budget deliberations in June.

A 6 percent increase has been proposed for both water and sewer rates starting January 1, 2017. The next year, effective January 1, 2018, a 4 percent increase has been proposed for water rates and a 6 percent increase has been proposed for sewer rates.

A home that uses the minimum amount would pay an extra $2.26 per month for water and sewer starting in 2017 and an additional $2.17 per month in 2018.

A home that uses 5,000 gallons per month would pay $5.33 more per month for both water and sewer in 2017 and another $4.87 in 2018.

Council approves budget with no tax increase, more money for schools

The Oak Ridge City Council approved a budget on Monday that does not include a property tax rate increase, but it does include more money for schools. The budget anticipates increases in the trash fee and water and sewer rates.

It was the second and final vote on the budget for the fiscal year that starts July 1. The first vote, or reading, was Monday, June 6.

The property tax rate will stay at $2.52 per $100 of assessed value. It’s the ninth year in a row without a property tax rate increase by the city, although the tax rate had to be adjusted last year after five-year reappraisals.

The budget, which has about $22.8 million in the general fund, includes a 3 percent pay adjustment that will move municipal employees along their pay scales, helping to separate those who have worked for the city for a while from those who have just started. [Read more…]

There was much opposition online, and in phone calls to city hall, but few public objections to back-to-back utility rate increases at a Monday night Oak Ridge City Council meeting.

The Council voted in two separate 6-1 votes to raise water and sewer rates in January 2014 and again in January 2015. The increases range from 8 percent to 15 percent.

The new rate hikes, which will be considered on second and final reading in October, would result in water bills that could go up by a minimum of $1.35 per month in January 2014 and then another $1.19 per month in 2015. Sewer bills would increase a minimum of $2.78 per month next year and then rise another $2.13 per month the following year. [Read more…]

On Sept. 9, your Oak Ridge City Council will likely vote to approve additional water and sewer rate increases. When combined with the last two increases, the average user’s bill will have spiked 62 percent in just 34 months. Subsequently, should council adopt the fully proposed schedule through 2019, most residents and businesses will be paying double what they were paying prior to the initial increase imposed in May 2012.

These increases are to pay for the $33 million of debt that the city incurred in the last two years in addition to a projected $15 million more that Public Works says is still needed. We are continuing to borrow without limits and without regard for your ability to pay such astronomical bills.

Much of this debt could have been reduced or avoided all together had your city government taken the U.S. Environmental Protection Agency up on the many opportunities they gave us to make corrections. (See my Feb. 24 post at trinabaughn.com entitled, “The Rest of the EPA Mandate Story.”) Unfortunately, we’ve screwed up so many times that we were too fearful to pursue leniencies that are now being afforded to many cities across the nation. So, while others have 20-25 years to comply and can spread out costs to minimize the hit their ratepayers will take, Oak Ridge has just five years and is forcing the entire burden on its residents and businesses. Oak Ridge officials are considering utility rate increases that could cost many residents another $6.87 per month, and they have also proposed building three large sewer system holding tanks, including two near busy roadways, in response to a federal order requiring the city to stop all sewer system overflows by September 2015.

Council could consider those proposals, as well as a request to buy three new fire trucks, during its Sept. 9 meeting. [Read more…]

BBB: OS Budget Committee recommends water, sewer, tax rate increases

On Thursday, the Oliver Springs Budget Committee recommended a tax rate increase and across-the-board water and sewer rate increases as they prepare to adopt a budget for the upcoming fiscal year.

BBB-TV reported that the committee recommended water and sewer rate increases for both residential and commercial customers as the city prepares to apply for a loan to make improvements to its aging wastewater plant. [Read more…]

Guest column: Researches EPA sewer order, says more work needed

Last month, Oak Ridgers were hit with a water/sewer rate increase for the second time in nine months to pay for $15 million worth of debt that you were told (incorrectly) was issued to cover a U.S. Environmental Protection Agency mandate. On Monday night, City Council is preparing to approve another $18 million in debt for the same cause, which will result in subsequent rate increases.

A statement I received this weekend from one resident sums up the frustrations that so many of you have been sharing with me: “Utility rates (water, sewer, electrical, trash pickup, etc.) keep going up; the city and county property ‘double’ taxation is simply too much. It so happens that our group of friends and us discuss the idea of moving to other less costly vicinities nearby more often than before. We would strongly suggest that our city government start budgeting our expenditures with the money we have.”

Guest column: Let’s work hard rather than ‘rubber stamping’ water, sewer debt

We are only a few days into 2013 and most of us have discovered that we will have to make do with less this year. Before January ends, Oak Ridgers will realize that fact again when they receive their water and sewer bills, which will reflect the second rate hike since last May.

But before you have a chance to see your newly increased bill, Oak Ridge City Council may take an action that will cause your rates to rise a third time before 2013 ends. On Jan. 14, City Council will vote whether or not to apply for two state loans totaling $18 million. This debt, in addition to a large portion of the $15 million issued since September 2011, will pay for work affiliated with a U.S. Environmental Protection Agency administrative order that requires the city to stop sewer overflows.

All $33 million borrowed will be paid by Oak Ridgers through multiple increases in your water and sewer rates. The amount of those increases is not determined until after each round of debt is issued. In other words, the city first borrows on your behalf and then determines how much it will charge you without consideration for your ability to pay.
