Community tour of Oak Ridge Schools on Aug. 25; 20 spots available

There will be a community tour of Oak Ridge Schools on Tuesday, August 25, and 20 slots are available.

“Come visit elementary, middle, and high school classrooms,” a press release said. “See how Oak Ridge teachers and students are teaching and learning while school is in session.”

The tour is scheduled from 8 a.m.-2:45 p.m. Tuesday, August 25.

The day will begin at the Oak Ridge Chamber of Commerce, then will proceed through an elementary, middle, and high school for classroom visits. Lunch will be provided. [Read more…]

CLINTON—Pay raises for county employees and educators and new money for three school systems, including Oak Ridge’s, are in jeopardy after the Anderson County Commission rejected a property tax rate increase on Thursday.

A 10-cent rate hike had been anticipated in a budget approved by the Anderson County Commission in a 9-5-1 vote on Monday, July 20.

But the Commission failed to adopt the new higher tax rate during a follow-up meeting on Thursday, July 30. Commissioners rejected the higher rate in an 8-5 vote. Nine votes were needed for passage.

The higher tax rate was expected to help fund 2 percent pay raises for Anderson County Schools teachers and staff and county employees. It was also expected to generate another $423,000 in funding for Oak Ridge Schools and $134,000 for Clinton Schools. [Read more…]

The Oak Ridge City Council will have a second and final meeting on Monday, August 3, to adopt the new property tax rate of $2.52.

The previous tax rate had been $2.39 per $100 of assessed value, so the new rate is 13 cents higher than the old one.

The new tax-neutral rate provided by Tennessee officials went up because overall property assessments went down in Anderson and Roane counties in the five-year reappraisals completed this year. Since property assessments went down in those two counties, the tax-neutral rate went up in the counties and cities within them, including Clinton, Norris, Oliver Springs, and Rocky Top.

Oak Ridge is the only one of those seven governments that, as of now, does not plan to increase its property tax rate beyond the tax-neutral rate. With the help of some last-minute changes, Oak Ridge officials were able to balance the budget in a way that doesn’t require a local increase in the property tax rate. And the budget still proposes 2 percent pay raises for municipal workers and Oak Ridge Schools teachers and staff. [Read more…]

Oak Ridge Schools Assistant Superintendent Chris Marczak has been selected as director of schools in Maury County.

The Maury County School Board voted unanimously to hire Marczak, the Columbia Daily Herald reported Wednesday night. Marczak was the final candidate of the seven interviewed by the school board over a three-day period. Marczak was interviewed Wednesday.

Nine out of 11 board members chose him as their top candidate, board member Wayne Lindsey told the newspaper, which is based in Columbia, Tennessee, south of Nashville.

“I hate to go, but I couldn’t pass up an opportunity,” Marczak said in a telephone interview on Thursday morning. “This has been my home for two years, and I’ve loved it.”

CLINTON—New tax revenues of about $700,000 plus about $100,000 in cuts will allow Anderson County Schools to fund 2 percent pay raises for teachers and staff, the county budget director said Wednesday.

The Anderson County Commission approved a 10-cent increase in the property tax rate on Monday, July 20, and eight cents of that was for schools. Anderson County Schools will get about $700,000 from the tax rate increase, but at last week’s meeting, school officials said they still had to come up with another $100,000 or so to fund the 2 percent raises.

Chris Phillips, Anderson County accounts and budget director, said the school system was able to do that in a revised budget submitted to the county government on Wednesday. [Read more…]

Note: This is a response to a July 9 column by Oak Ridge City Council member Trina Baughn.

Let me begin by expressing my dismay at the continued war of words fueled by “guest columns” such as Ms. Baughn’s. The practice can be divisive, driving wedges of conflict into community unity that is crucial to Oak Ridge’s future. At worst, it can be destructive, damaging the morale and reputations of  volunteers, elected and appointed officials, professional staff, local organizations, and community institutions engaged in moving our city in positive directions. I am concerned that it also may discourage residential and business prospects that are considering locating in our city.

The Oak Ridge Chamber of Commerce is a voice for business concerns, and it is sad that a public official thinks there’s something wrong with such a traditional role and such a fundamental right. In our almost 70 years of existence, we have built a broad membership base, most of which are small businesses. We are proud that our diverse membership ranges from local “mom-and-pop” companies, to respected professionals, to major corporations in the community and the region. In fact, if your readers will visit our online membership directory, perhaps they will recognize and support the hundreds of companies, individuals, and organizations that are investing in Oak Ridge through support for chamber initiatives. Yes, we count not-for-profits, government contractors, and out-of-town companies among our members. I believe they deserve praise, not punishment, for supporting our mission to enhance Oak Ridge’s economic vitality and business climate, and to provide business, leadership, and advocacy opportunities for our members. There will be a $3.50 increase in the monthly trash fee, and more money—$260,000—will be reserved for capital projects such as buildings and schools, while city officials are not expected to change the new property tax rate provided by the state after five-year reappraisals completed this year.

The trash fee will increase from $7 to $10.50 per month. That change is expected to provide another $335,000 per year in revenue.

The new tax rate—state officials call it a tax-neutral rate—is $2.52 per $100 of assessed value. It was approved in the first of two readings by the Oak Ridge City Council during a three-hour special meeting on Monday. The second reading hasn’t been scheduled yet, but the meeting is expected soon. [Read more…]

Oak Ridge may not increase tax rate above reappraisal change

Property tax rates are already expected to go up in local cities and counties because of an unprecedented drop in property assessments.

And additional increases have been approved or are anticipated in budgets that have already passed in Anderson County, Clinton, Oliver Springs, Roane County, and Rocky Top.

Oak Ridge could be the exception. The city could see an increase in the certified tax rate (state officials call it a tax-neutral rate) from $2.39 per $100 of assessed value to $2.52.

So far, no Oak Ridge City Council members have publicly endorsed raising taxes beyond the change in the tax-neutral rate required by the five-year reappraisals completed this year.

Four City Council members, a majority of the seven-member body, said during a budget work session on Tuesday that they will support the $2.52 tax-neutral rate or that it’s important to stay at that rate for now, until they have more information. [Read more…]

Oak Ridge Schools start Monday, August 3. It’s the first year under a new balanced calendar.

The first day of school, August 3, will be early dismissal for all students. The second day, Tuesday, August 4, will be early dismissal for elementary and middle school students.

Counselors and facilitators reported to work on July 13, and teachers will report on July 27.

Patterson, Dodson to lead United Way fundraising campaign in 2015-2016

Art teacher Jim Dodson and Gene Patterson, a former television anchor who now works at Y-12 National Security Complex, will co-chair the 2015-2016 fundraising campaign for United Way of Anderson County, a press release said.

It’s a period of transition and change, the release said, and Dodson and Patterson will “lead the charge as UWAC kicks off its fresh campaign to raise money for local agencies.”

Patterson has been delivering local news for more than 30 years, as an anchor at both WBIR and WATE. He also served his community as deputy to the Knoxville Mayor Victor Ashe, focusing on city initiatives and facilitating community task forces. In 2015, Patterson joined the communications team at Consolidated Nuclear Security at Y-12 in Oak Ridge.

Dodson has taught art in the Oak Ridge Schools system since 1987, and has been recognized as both the Tennessee Art Educator of the Year and the National Middle School Art Educator of the Year. In 2015, Dodson received the Distinguished Educator Award and was appointed to the Humanities Tennessee Board. His efforts to establish student art exhibitions all over Tennessee have earned more than $7 million in scholarships for his students. [Read more…]

Claxton principal will become special education supervisor in Oak Ridge

Myles Hebrard, principal of Claxton Elementary School, will become special education supervisor for Oak Ridge Schools effective July 1. Hebrard will replace Hal Jernigan, who is retiring at the end of June.

Hebrard has been principal of Claxton Elementary School in Anderson County for the past seven years, a press release said. He has a master’s degree and education specialist degree in special education from the University of Tennessee, and he is currently working on his doctorate in educational leadership.
