Warrants: Man, woman charged after gun, box cutter used in alleged robbery

An Oak Ridge man and Knoxville woman have been charged with aggravated robbery after a handgun and box cutter were allegedly used to rob an Oak Ridge man of $400 on Wade Lane on May 23, authorities said.

The two defendants are Donald Johnson, 37, of Wade Lane, and Tosha Woods, 36, of Henderson Road in Knoxville.

The victim, an ex-boyfriend of Woods, went to retrieve items from Woods’ vehicle on May 23, and he found Woods, her 16-year-old son, and Johnson, her new boyfriend, at 122 Wade Lane, according to arrests warrants filed in Anderson County General Sessions Court by Oak Ridge Police Department Officer Rodolfo Estrada.

“When the victim asked for his belongings, an argument ensued between the son and the victim,” Estrada said, citing evidence and statements from the victim and the suspects, after they had been read their Miranda rights. [Read more…]

Former ORPD officer pleads not guilty to statutory rape, official misconduct

CLINTON—A former Oak Ridge Police Department officer charged with aggravated statutory rape and official misconduct pleaded not guilty in Anderson County Criminal Court on Friday morning.

Cassen Jackson-Garrison, 31, was indicted on the two charges by the Anderson County Grand Jury on May 3. He was arrested May 6 by the Tennessee Bureau of Investigation and Anderson County Sheriff’s Department in Mt. Juliet, Tennessee.                                                                    

At the request of Seventh District Attorney General Dave Clark, TBI special agents began investigating Cassen Jackson-Garrison, who was an ORPD officer at the time, on August 13, 2015, on a complaint that he was having sexual contact with a minor. During the course of the investigation, Agents developed information that Jackson-Garrison had sexual contact with the teen in July 2015, the TBI said in a May 6 press release. [Read more…]

One man is dead following the crash that occurred Wednesday afternoon on Central Avenue Pike in north Knox County after a two-county police chase, and a man wanted in both Anderson and Knox counties has been charged with vehicular homicide, authorities said.

According to the initial investigation, 26-year-old Ralpheal Cameron Coffey was fleeing from the Anderson County Sheriff’s Department in a 2007 maroon Chevy Impala when he almost struck an officer with the Knox County Sheriff’s Office in his cruiser around 2:30 p.m. Wednesday on Heiskell Road, the Knox County Sheriff’s Office said. The officer turned the cruiser around to pursue Coffey, but found the Impala had crashed into a 2007 white Ford F150 pickup truck on Central Avenue Pike at Callahan Drive.

Coffey and his passenger, Tommie Troupe, 44, as well as the driver of the Ford, Kevin Bradley, 27, and his passenger, Eric Kennedy, 26, were taken to the University of Tennessee Medical Center in Knoxville with incapacitating injuries. Bradley was pronounced dead at the hospital. [Read more…]

A two-county car chase that started in Anderson County before being terminated by deputies Wednesday afternoon ended with a two-vehicle crash in Knox County that injured four people, authorities said.

Anderson County Sheriff’s Department deputies were looking for Ralpheal Cameron Coffey, 26, around 2:30 p.m. Wednesday in the Claxton area for several outstanding warrants, Chief Deputy Mark Lucas said. He said Coffey was spotted in a maroon Chevrolet Impala on Edgemoor Road.

“As deputies started to make a vehicle stop on Coffey, he began fleeing toward Clinton Highway on Edgemoor Road,” Lucas said. “Deputies began a pursuit that crossed Clinton Highway onto Raccoon Valley Road and into Knox County. Deputies lost sight of the vehicle as it went under the railroad trestle on Raccoon Valley Road in Heiskell.”

Witnesses pointed out that the vehicle turned southbound onto Heiskell Road toward Powell, Lucas said. But deputies were unable to locate the vehicle and terminated their pursuit. [Read more…]

The Oak Ridge Police Department was investigating a crash on Wabash Lane on Wednesday afternoon after a sport utility vehicle reportedly drove through bushes in one yard and knocked down a sidewalk railing before crossing the street into anther yard, where it knocked down a fence and crashed into a tree.

The crash was reported at 2:38 p.m. Wednesday at 126 Wabash Lane.

Witnesses said the Ford Escape had come off Waddell Circle, a one-way street, crashed through bushes in the front yard of a house at the corner of Waddell Circle and Waddell Place, curved through the yard, where it knocked down a sidewalk railing, and then crossed Wabash Lane into the yard of the second home, where it reportedly knocked over part of a fence and a recycling bin and hit an air-conditioning unit, according to residents. The SUV hit a tree about 100 feet from the street in the back yard of that home, and it also appeared to have clipped the side of the two-story home. [Read more…]

Armed robbery reported on Jonathan Lane on Saturday

An armed home-invasion robbery was reported on Jonathan Lane in Oak Ridge on Saturday afternoon, authorities said.

The robbery was reported at 122 Jonathan Lane at about 3:15 p.m. Saturday, the Oak Ridge Police Department said.

The occupants of the home were assaulted and robbed of cash and prescription drugs, the ORPD said in a press release. One of the victims was transported to the University of Tennessee Medical Center by Anderson County EMS for treatment of injuries sustained during the assault. The driver charged with vehicular homicide in a fatal three-vehicle crash in Oak Ridge on May 6 is suspected of using a narcotic pain-reliever, authorities said.

Vicki G. Gilmore, 61, of Oak Ridge, had constricted pupils and droopy eyelids after the Friday night crash, Oak Ridge Police Department Officer Derek A. Burchfield wrote in affidavits filed in Anderson County General Sessions Court in Oak Ridge.

The crash was reported at about 9:47 p.m. Friday, May 6, at the intersection of Oak Ridge Turnpike and Jefferson Avenue.

All witness statements said Gilmore was driving fast in the westbound lanes of Oak Ridge Turnpike, Burchfield said. A blue Nissan Altima was on the inside lane at the red light. Inside that car were Christy Duncan, 37, of Harriman, and her four-year-old daughter Janna.

In the outside lane was a silver Lexus occupied by Jason Watson, according to the affidavits, which are attached to arrest warrants.

“All statements say Gilmore failed to slow down or even hit the brakes, crashing into the rear of Duncan’s vehicle before sliding sideways into Watson’s vehicle,” the affidavits said. [Read more…]

An Oak Ridge woman has been charged with vehicular homicide and driving under the influence after a fatal crash that killed a 37-year-old mother on Oak Ridge Turnpike on Friday, authorities said.

The three-vehicle crash was reported at about 9:47 p.m. Friday, May 6, at the intersection of Oak Ridge Turnpike and Jefferson Avenue.

When they arrived, officers attempted to immediately extricate the driver of one vehicle, Christy Duncan, 37 of Harriman, and her 4-year-old daughter from their vehicle, which was severely damaged, according to the Oak Ridge Police Department.

Both victims were taken to the University of Tennessee Medical Center, where Duncan later succumbed to her injuries, the press release said. It said the 4-year-old is being treated for injuries. Another driver, Jason Watson, was uninjured. [Read more…]

Twenty-four indicted in second cocaine conspiracy of 300 grams or more

Twenty-four people, most of them Oak Ridge residents, have been indicted by the Anderson County Grand Jury in a second alleged cocaine conspiracy of 300 grams or more. That makes a total of 33 people who have been indicted in two separate conspiracies to allegedly manufacture, distribute, and sell 300 grams or more of cocaine last year.

There are other charges that apply to some of the suspects as well.

The indictments allege that the two conspiracies, one involving 11 people and the other involving 24, both occurred between May 14 and December 23, 2015. The indictments are being posted by the Anderson County Circuit Court Clerk following a drug suspect roundup that started Thursday and continued into Saturday in Oak Ridge. It’s not clear yet if other communities were involved, or if authorities have alleged additional conspiracies. Also, all the charges against all the defendants don’t appear to be posted yet.

Two of the defendants are named in both conspiracies.

Authorities have said little about the case so far. But they plan to release more information about what they have described as a complex, multi-county criminal investigation during a Monday afternoon press conference in the Clinton office of Seventh Judicial District Attorney General Dave Clark. Authorities have said parts of the investigation were unprecedented. Local, state, and federal law enforcement agencies are expected to report on the investigation during the Monday afternoon press conference. [Read more…]

One person dies in three-vehicle crash on Turnpike on Friday

One person died in a three-vehicle crash on Oak Ridge Turnpike on Friday night, authorities said.

The roadway was closed between Illinois and Louisiana avenues from just after 10 p.m. Friday until almost 2:30 a.m. Saturday, according to text alerts sent out by the Oak Ridge Police Department.

Additional information about the crash isn’t available yet, but the ORPD could have more information available later this evening.

More information will be added as it becomes available.

Jail records: About two dozen arrests on drug-related charges Thursday

There were about two dozen arrests on drug-related charges in Anderson County on Thursday, according to jail records, as authorities from several agencies swept through Oak Ridge and possibly other communities in what they’ve described as a multi-county criminal investigation.

The most common charge, by far, is manufacturing, delivering, selling, or possessing a controlled substance, according to Anderson County jail records. Counts on that charge vary from one to two dozen, according to jail records, with many of those arrested facing in the range of eight to 11 counts.

Other charges listed against a few of those arrested include possessing a firearm in the commission of a felony, unlawfully carrying a weapon, possessing drug paraphernalia, tampering with evidence, property theft, and simple possession.

Most of those arrested are listed as Oak Ridge residents, but there are also residents of Knoxville, Clinton, Kingston, and Madisonville. The defendants range in age from 20-61. [Read more…]

Council will consider ordinance to allow up to six hens at Oak Ridge homes

The Oak Ridge City Council on Monday will consider an ordinance that would allow residents to keep up to six female chickens, or hens, at homes in the city, possibly starting this year. No roosters would be allowed, and henhouses would not be allowed in front yards.

Council will consider an ordinance that was adopted by Knoxville in 2010 and amended for potential use in Oak Ridge.

Under the proposed ordinance, which has been requested by City Council members, the Oak Ridge Police Department Division of Animal Control would have authority to permit residents to keep hens. The Oak Ridge Community Development Department would be responsible for permitting and inspecting residential henhouses and fencing for the hens, often referred to as “backyard chickens.”

Fenced enclosures and henhouses for the chickens would have to be properly ventilated, clean, dry, and odor-free. The enclosures and henhouses would have to kept in a neat and sanitary condition and not disturb neighbors due to noise, odor, or other adverse impact. They would have to provide adequate ventilation, sun, and shade, and be built to resist access by rodents, wild birds, and predators, including dogs and cats. The access doors to henhouses would have to be capable of being shut and locked at night.

If adopted, the ordinance would require $25 annual permits for domestic hens, plus a one-time $50 building permit fee for the required henhouse, according to a memo from Oak Ridge City Manager Mark Watson to City Council members. Permits would expire on December 31 each year, although permits issued in 2016 would extend through December 31, 2017. Only one permit would be allowed per property.

Permits could be suspended or revoked by Animal Control when there is a risk to public health or safety or failure to comply with applicable ordinances or law. [Read more…]
