Statutory rape, misconduct charges dismissed against former officer after probation

After a two-year probation, charges were dismissed this year against a former Oak Ridge Police Department officer who had agreed to plead guilty to statutory rape and official misconduct in 2017.

His attorney successfully asked for judicial diversion for Cassen Jackson-Garrison, 36, more than three years ago, although the state opposed it. The judicial diversion gave Jackson-Garrison, a former star football player, the opportunity to have the felony charges dismissed and expunged, or removed from his record, at the end of his probationary period. But he had to comply with the terms and conditions. The two-year probation ended in December 2019.

The charges were dismissed in January 2021, after Jackson-Garrison completed the terms of his diversion sentence.

The plea agreement has been previously reported, but the dismissal of the charges has not been. The charges appear to have now been expunged from Jackson-Garrison’s record, at least the portion that is publicly available.

Jackson-Garrison surrendered his P.O.S.T. (Peace Officer Standards Training) certification for police officers as part of his plea agreement, but he will not be placed on the sex offender registry.

CLINTON—Cassen Jackson-Garrison, a former police officer and professional football player, has agreed to plead guilty to statutory rape and official misconduct, and he will be sentenced to two years of supervised probation, officials said this week.

Jackson-Garrison, 32, had a plea agreement hearing in Anderson County Criminal Court in Clinton on Monday. He is a former Oak Ridge Police Department officer who once played football for Vanderbilt University and the Kansas City Chiefs.

Note: This story was updated at 6:10 p.m. CLINTON—A former Oak Ridge Police Department officer charged with aggravated statutory rape and official misconduct pleaded not guilty in Anderson County Criminal Court on Friday morning. Cassen Jackson-Garrison, 31, was indicted on the two charges by the Anderson County Grand Jury on May 3. He was arrested May 6 by the Tennessee Bureau of Investigation and Anderson County Sheriff’s Department in Mt. Juliet, Tennessee.                                                                     At the request of Seventh District Attorney General Dave Clark, TBI special agents began investigating Cassen Jackson-Garrison, who was an ORPD officer at the time, on August 13, 2015, on a complaint that he was having sexual contact with a minor. During the course of the investigation, Agents developed information that Jackson-Garrison had sexual contact with the teen in July 2015, the TBI said in a May 6 press release. [Read more…]

Four Morgan Co. correction officers, one inmate indicted in TBI jail assault cases

COOKEVILLE—In two separate cases, special agents from the Tennessee Bureau of Investigation have obtained indictments for a total of five people in connection to allegations of the mistreatment of inmates in the Morgan County Jail.

In the first case, which began November 24, 2015, at the request of Ninth District Attorney General Russell Johnson, TBI agents investigated an allegation of official misconduct by correction officers in the Morgan County Jail. The allegation, brought by an inmate’s family, accused officers of encouraging the assault of an inmate on November 21, 2015, in the presence of correction officers, who were also accused of not intervening in the incident.

On Monday, the Morgan County Grand Jury returned indictments, charging Correction Officer Denny Hughett, 31, of Wartburg, with two counts of official misconduct and one count of coercion of a witness. The Grand Jury also returned an indictment for an inmate, charging Samuel Jennings, 39, with one count of aggravated assault. [Read more…]

Former Scott County deputy nabbed in TBI theft, misconduct case

Special agents from the Tennessee Bureau of Investigation have obtained indictments for a former Scott County Sheriff’s Department deputy accused of misconduct, authorities said. The deputy allegedly entered his department’s temporary evidence storage and removed multiple pieces of drug evidence, the TBI said.

At the request of Eighth District Attorney General Jared Effler, TBI special agents began investigating Cody Scott Yancey on October 16, 2014, a press release said.

“During the course of the investigation, agents developed information that on several occasions between September 22 and October 14, Yancey made illegal entry into his department’s temporary evidence storage and removed multiple pieces of drug evidence,” the release said. [Read more…]
