Construction work is under way at TownePlace Suites by Marriott, a four-story, 81-room hotel on 2.6 acres near the intersection of Wilson Street and Rutgers Avenue, close to JCPenney. Here are photos of the construction work this month.

Oak Ridge Today last reported on the hotel in August 2016, after the Oak Ridge Municipal Planning Commission unanimously approved an amended site plan for the hotel.

The TownePlace Suites will be owned by Chander Bhateja, who is also the developer and franchisee. Bhateja, an Oak Ridge resident, owns three hotels in Knoxville and others in the Southeast, Oak Ridge Today reported at the time.

TownePlace Suites is at Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall as a mixed-use development that could also include retailers, restaurants, and residential units. The hotel property, which is separate from the property being leased by RealtyLink, the South Carolina-based developer of Main Street Oak Ridge, is owned by Series C of NP Road Partners LLC of Oak Ridge, according to state records, and Bhateja is the registered agent of NP Road Partners LLC. The Oak Ridge Municipal Planning Commission unanimously approved an amended site plan for TownePlace Suites by Marriott, a planned four-story, 81-room hotel on 2.6 acres near the intersection of Wilson Street and Rutgers Avenue, close to JCPenney, on Thursday, July 28, 2016.

Oak Ridge Mayor Warren Gooch on Tuesday said his number one priority for the community is the successful development of Main Street Oak Ridge, which would redevelop the former Oak Ridge Mall. Note: Oak Ridge Mayor Warren Gooch gave an update on positive developments and challenges during a talk to the League of Women Voters of Oak Ridge on Tuesday, May 5. Here is a lightly edited version of his remarks, which organized the positive developments and challenges into sections. Gooch was appointed mayor by the seven-member Oak Ridge City Council on November 24. This is his first four-year term on the City Council.

It is a distinct privilege for me to serve as your mayor, but I always preface my remarks by saying that I am not speaking today for Council or for the city manager. I have one vote on Council, but I do consider myself to be the chairman of the board of directors for the city.

In that capacity, as I enter my sixth month of service as mayor, I want to share my thoughts about positive developments in our city, discuss near-term challenges that we face, share the results that I have from the community survey that I have been conducting, and leave time for your questions and comments.

First. My number one priority for our community is the successful development of Main Street Oak Ridge (which would redevelop the former Oak Ridge Mall), and it is moving forward. Last week, Crosland Southeast announced that MDC Development Group of Atlanta will be the hotel developer for the project. MDC is also a major developer in the senior housing industry and 15 months ago opened Canterfield Oak Ridge Assisted Living. It has been very successful and well-received in our community.

I was advised yesterday (Monday, May 4) that the retail leasing component of the Main Street project is moving forward, as are the negotiations with a developer for the multi-family housing component of the Main Street project. Groundbreaking and demolition for Main Street is on schedule to begin by June 30. [Read more…]

Main Street Oak Ridge Site Plan April 16, 2015

This is the current version of the Main Street Oak Ridge plan. This is an April 16 site plan forwarded by Ray Evans, a consultant for the City of Oak Ridge.

Evans said this current plan reflects the increase in the number of residential units that was approved by the Oak Ridge Municipal Planning Commission last week.

“This is the plan that will go before Oak Ridge City Council for second reading at the next meeting,” Evans said.

Main Street Oak Ridge is the $80 million, 60-acre project to redevelop the former Oak Ridge Mall, a mostly empty shopping center in the middle of town. The redevelopment has been proposed by Crosland Southeast of Charlotte, North Carolina. [Read more…]

Crosland Southeast, the developer of the $80 million, 60-acre Main Street Oak Ridge project, announced Thursday that Atlanta-based MDC development group, through its affiliated company Canterfield Hotel Group LLC, will build a new 120-room hotel at the site. The hotel brand has yet to be determined, and feasibility studies are ongoing to determine which brand would best complement the Oak Ridge community.

“While pursuing ‘best in class’ operators for the hotel component within Main Street, it quickly became apparent that Canterfield was a natural fit,” said James Downs, Crosland Southeast partner. “Not only do Win Porter and his team have years of hospitality development experience, they have also already successfully developed the highly regarded Canterfield Retirement Community in Oak Ridge, so they are familiar with the community.  We are delighted with Canterfield’s decision to continue investing in Oak Ridge.”

Oak Ridge Mayor Warren Gooch said that this announcement for the property is an exciting milestone, and he’s looking forward to more details about the development in the near future. [Read more…]

Guest column: Oak Ridge—moving ahead!

In December of 2013, the City of Oak Ridge was given a Christmas present: a strong, viable prospective property owner that would help reclaim the center of our precious city. Crosland Southeast, well-respected developers from North Carolina, came to our city and said they could help us redevelop the crumbling mall within our city. This mall, newly named Main Street Oak Ridge, had come to symbolize the ultimate development challenge for our city.

Now, 10 months later, the time has come for the details of our work to begin to come out in the open. This project has taken several courses. First, the City of Oak Ridge and Anderson County said that they would support the development of this project with what is known as a tax increment district, or TIF. The governments would continue to receive their marginal values in property taxes, but the “new” value created by the private investment in Main Street Oak Ridge would be used to pay for public improvements on the project such as new traffic configurations, road improvements, and building demolition. In return, the private developer would borrow money at his own risk and develop major new retail shopping, with a potential hotel and residential development on the 65-acre site.

This effort has been successful, and major retail tenants have been lined up for filling a targeted 260,000 square feet of new facilities. Our Belk store will receive a facelift, and JCPenney will continue to perform. At present, stores are in the initial inquiry stages of building and will be moving to make announcements by the first of the year or shortly thereafter. I would love to tell you the names of the stores (which I have seen), but we need to honor the wishes of the companies as they make their expansion announcements. Construction work on the historic Alexander Inn, which is being converted from a hotel to an assisted living center, could be complete later this year.

Rick Dover, general manager of Family Pride Corporation, will be the guest speaker for the Altrusa International meeting on Wednesday, September 24. Dover, an ardent historic preservationist, has acquired and revamped numerous properties in the Knox County, including an abandoned 1930s hospital and a handful of buildings in downtown Loudon, a press release said.

The Alexander Inn of Oak Ridge, which is “near and dear” to many of us, is presently being renovated. It is scheduled to open this year, as the Alexander Inn Guest House. Dover will share his story of the long, involved process of obtaining and renovating the property, keeping in mind the historical value and creating a desirable and pleasant senior living community. Alexander Inn, Family Pride to receive historic preservation award

The company converting a historic two-story hotel in Jackson Square into an assisted living center will receive a historic preservation award on Thursday. The award presentation will be held at the front door of the Guest House/Alexander Inn at 12:30 p.m. Thursday.

“When Rick Dover and Family Pride acquired the property in May 2013, it was in total disrepair,” a press release said. “A $6 million investment will restore this beloved icon to its former glory.”

“We’re going to faithfully restore this building to its original look, from the soda-fountain bar in the lobby to the beautiful wide porch out front,” Dover said.

The building is on the National Register of Historic Places and is included as part of the proposed new Manhattan Project National Historical Park in Oak Ridge. It’s been removed from an annual list of endangered places in East Tennessee published by the East Tennessee Preservation Alliance.

Top military leaders and scientists once stayed at the Alexander Inn. The renovation by Family Pride started in July 2013, the culmination of a years-long preservation effort. [Read more…]

Lake City Council Approves Rocky Top Name Change

The Lake City Council votes 4-0 in November to change the town’s name to Rocky Top, and Rep. John Ragan said he has draft legislation to approve the name change to introduce in the state legislature.

The Gatlinburg publisher of “Rocky Top”—a bluegrass tune, state song, and unofficial anthem for the University of Tennessee—filed a federal lawsuit on Monday that seeks to prevent Lake City from changing its name to Rocky Top as part of a plan to turn the former coal mining town into a tourist destination.

The publisher, House of Bryant Publications LLC of Gatlinburg, also owns many Rocky Top trademarks, and it believes that the proposed name change for Lake City “is an attempt to unfairly exploit the fame and goodwill of House of Bryant’s intellectual property,” according to a press release from Waddey Patterson, an intellectual property law firm based in Nashville.

The lawsuit was filed in U.S. District Court in Knoxville on Monday. The defendants are Lake City, Rocky Top Tennessee Marketing and Manufacturing Co., Anderson County Commissioner Tim Isbel, Franklin resident Brad Coriell, Lake City businessman Mark Smith, Lake City Vice Mayor Michael Lovely, and Knoxville resident Carl “Buddy” Warren. Local, state, and federal officials join volunteers and nonprofit and business executives for a groundbreaking ceremony at the historic Alexander Inn on Thursday.

Top military leaders and scientists once stayed at this historic two-story hotel in the heart of Oak Ridge, and now it’s being converted into an assisted living center.

The $5.5 million renovation of the Alexander Inn at Jackson Square started in July, the culmination of a years-long preservation effort. It could be complete by mid-2014, said Rick Dover, manager of Family Pride Corp., the company converting the hotel.

The Guest House Senior Living at the Alexander Inn will have 62 rooms, including a 17-room memory care wing.

The hotel was built during the Manhattan Project, a top-secret federal program to build the world’s first atomic bombs during World War II. Guests who once stayed there included Gen. Leslie Groves, Secretary of War Henry Stimson, and physicists J. Robert Oppenheimer and Enrico Fermi. [Read more…]

Local, state, and federal officials will join nonprofit and business executives for a formal groundbreaking and press conference on Thursday at the historic Alexander Inn, which is being converted into an assisted living center.

The press conference will start at 10 a.m. at the Guest House at the Alexander Inn Senior Living, which is at 210 E. Madison Road on the northwest side of Jackson Square. Representatives from the City of Oak Ridge, U.S. Department of Energy, Tennessee Historical Commission, East Tennessee Preservation Alliance, and Family Pride Corp. are all expected to take part.

The iconic two-story hotel had been unused for about two decades and fallen into disrepair. Family Pride Corp. has been rehabilitating the Manhattan Project-era building since May. It’s been stabilized, but the building will not be completed until mid-2014, a press release said. [Read more…]

The proposed tax financing agreement to help redevelop the Oak Ridge Mall could be worth $13 million and last 20 years, and when complete, the 60-acre project in the center of the city could include a mix of mostly retail and some office space, a hotel, and up to 50 multi-family residential units.

The developer, C4 Investments LLC of North Carolina, could spend more than $85 million converting what is now a mostly empty enclosed mall into an open-air, retail-driven, mixed-use property.

The redevelopment plan calls for about 400,000 square feet of retail space and roughly 60,000 to 100,000 square feet of office space, according to an economic impact plan to be discussed at a public hearing at 5 p.m. today (Thursday) and considered during a special meeting of the Oak Ridge Industrial Development Board.
