Peaceful protest, conversation about race planned Tuesday

A peaceful protest and a conversation about race relations are scheduled for Tuesday in Oak Ridge.

The conversation about race relations in the United States and Oak Ridge is scheduled for 10 a.m. Tuesday. It’s between Oak Ridge City Council member Derrick Hammond, who is a pastor; Oak Ridge Police Chief Robin Smith; and local youth. You can watch it live on Facebook at the Oak Ridge Police Department page and on the Oak Valley Baptist Church website at oakvalleybc.com.

The peaceful protest is scheduled to start at 4 p.m. Tuesday in the parking lot of Wildcat Arena at Oak Ridge High School. Participants will make signs and shirts there. At 5 p.m., they plan to march to the International Friendship Bell at Alvin K. Bissell Park, organizer Trevor King said in a Facebook post.

The Oak Ridge Police Department will be there and will participate, although it’s not a city event. Smith will walk across the street with everyone, and he has been asked to speak, City of Oak Ridge spokesperson Lauren Gray said Monday.

King said everyone is welcome to attend Tuesday’s event.

ORNL making molds to help produce COVID-19 test tubes

Engineers at Oak Ridge National Laboratory are making metal molds that companies will use to manufacture plastic tubes for COVID-19 test kits.

The work has been cited in two federal coronavirus task force press conferences at the White House this week.

On Monday, Brad Smith, a federal health official, said the ORNL work could help supply more than 40 million collection tubes per month in the next several weeks. Smith grew up in Knoxville, and he has been a business leader and entrepreneur, and served in Tennessee state government. He is now deputy administrator and director of the U.S. Centers for Medicare and Medicaid Services.

The ORNL work was also cited by President Donald Trump on Sunday.

The ORNL engineers are using additive manufacturing to produce the metal molds for the COVID-19 test kits. Additive manufacturing is the process of making an object by printing it with a material layer by layer. Printers known as 3D printers— some large, some small—can be used.

Sen. Alexander calls Perry a ‘very effective’ energy secretary

U.S. Senator Lamar Alexander, a Tennessee Republican, on Friday called Energy Secretary Rick Perry, who is resigning later this year, a “very effective” energy secretary.

“Rick Perry has used his considerable executive and political skills to become a very effective energy secretary, solving some tough problems that saved taxpayers money and created more dollars that allowed record funding for national laboratories and supercomputing,” Alexander said in a brief statement. “He has served the country well.”

Manhattan Project Park staff back at work after government shutdown ends

Federal employees of the Manhattan Project National Historical Park, which includes Oak Ridge, are back at work after the partial government shutdown ended Friday.

The shutdown started Saturday, December 22, and it lasted 35 days. It was the longest government shutdown ever.

During the shutdown, there were no National Park Service staff members or volunteers working at the Park Service desk at the Children’s Museum of Oak Ridge. The National Park Service did not monitor or update social media and websites during the shutdown, and it did not provide visitor services at the Manhattan Project National Historical Park, including public information. Also, all park programs were canceled.

The Manhattan Project National Historical Park said its staff resumed regular operations on Sunday after Congress passed and President Donald Trump signed a short-term continuing resolution that re-opened the government for three weeks. [Read more…]

Spending bill has $639 million for DOE cleanup in Oak Ridge

The federal spending bill approved last week includes $639 million for the federal government’s cleanup program in Oak Ridge, including what could be full funding for a top priority deactivation and demolition project at the Y-12 National Security Complex.

The $639 million for the current fiscal year is an increase of $141 million or more, compared to recent fiscal years, and it’s the most money appropriated in a while.

Besides Y-12, the fiscal year 2018 funding will be used for U.S. Department of Energy cleanup projects at East Tennessee Technology Park (the former K-25 site) and Oak Ridge National Laboratory.

“It’s very positive for us,” said Jay Mullis, manager of the DOE Oak Ridge Office of Environmental Management, or OREM. Mullis gave a brief update at a meeting of the Oak Ridge Reservation Communities Alliance on Monday.

In addition to $125 million to deactivate and demolish the Biology Complex at Y-12, the fiscal year 2018 spending bill includes $17.1 million in funding for the planned Mercury Treatment Facility at Y-12, about $200 million for continued cleanup work at ETTP, and a total of roughly $12 million for the Environmental Management Disposal Facility, or EMDF. That’s a proposed landfill that could be west of Y-12 and accept waste from future cleanup work at Y-12 and ORNL, possibly early in the 2020s. Lisa E. Gordon-Hagerty was sworn in Thursday by Energy Secretary Rick Perry as the U.S. Department of Energy’s under secretary for nuclear security and administrator of the National Nuclear Security Administration.

Gordon-Hagerty is responsible for managing and operating the NNSA in support of the nuclear security agenda of Perry and President Donald Trump, a press release said. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

“Lisa Gordon-Hagerty exemplifies the leadership and institutional knowledge required to oversee the National Nuclear Security Administration,” Perry said in the press release.  “I am especially proud of the fact that she is the first woman in history to lead the NNSA and look forward to working together to address the administration’s goal of modernizing our nuclear security enterprise.”

Gordon-Hagerty has more than 30 years of national security experience, the press release said. [Read more…]

Gordon-Hagerty confirmed as NNSA administrator

Lisa E. Gordon-Hagerty was confirmed by the U.S. Senate on Thursday as the U.S. Department of Energy’s under secretary for nuclear security and administrator for the National Nuclear Security Administration.

Once she is sworn in to the position, Gordon-Hagerty will be responsible for the management and operation of NNSA, supporting the nuclear security agenda of Energy Secretary Rick Perry and President Donald Trump, a press release said.

The Y-12 National Security Complex in Oak Ridge is an NNSA site.

The NNSA is a semi-autonomous agency within DOE, and it is responsible for nuclear nonproliferation, the nation’s naval reactor programs, and managing and securing the nation’s nuclear weapons. It also responds to nuclear and radiological emergencies in the United States and abroad; provides safe and secure transportation of nuclear weapons, components, and special nuclear materials; and has other national security missions. Trump administration requests more money for DOE, NNSA

The Trump administration has requested more money for the U.S. Department of Energy and National Nuclear Security Administration than it did last year, but the impact could vary at Oak Ridge’s major federal sites.

The NNSA, a semi-autonomous agency within DOE, would get a big increase of $2.2 billion, compared to spending levels enacted in fiscal year 2017. The boost would raise NNSA funding to $15.1 billion. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

The NNSA proposal is more than $1 billion higher than the $13.9 billion requested by the Trump administration in fiscal year 2018, which was up $1.4 billion over the fiscal year 2016 spending level ($12.5 billion).

Oak Ridge Today reported last year that Y-12’s funding would have been up 25 percent under President Donald Trump’s budget request for the current fiscal year, if Congress had approved the proposed spending levels. [Read more…]

Regular operations resumed at Manhattan Project Park when shutdown ended

The three-day federal government shutdown ended Monday, and staff at the Manhattan Project National Historical Park, which includes Oak Ridge, resumed regular operations, officials said.

Congress passed a short-term spending bill on Monday that will fund the government through February 8, and President Donald Trump signed it Monday night.

On Tuesday, the National Park Service said employees of the Manhattan Project National Historical Park are “happy to be back at work, serving the American people and welcoming visitors to their national parks.”

The Park Service said it appreciated the support of local partners who “stepped up to offer support and continue to serve our visitors over the last few days,” and the NPS thanked the following partners: [Read more…]

Jeff W. Smith of Knoxville, deputy director for operations at Oak Ridge National Laboratory, assumed his role as a member of the Tennessee Valley Authority board of directors after taking the oath of office in a ceremony in Knoxville on Thursday. His term will expire on May 18, 2022.

Smith was nominated by President Donald Trump on September 21, 2017, and he was confirmed by the U.S. Senate on December 21. He was sworn in by U.S. District Judge Pamela L. Reeves of the Eastern District of Tennessee.

“During my time at the Oak Ridge National Laboratory, I’ve seen first-hand the increasing pace of change in energy technology, and how it directly affects people’s lives,” Smith said in a TVA press release. “As a board member, I look forward to helping TVA adapt to these changes and continue its mission of service to the people of the Tennessee Valley.” [Read more…]

Trump nominates nuclear security leader, NNSA administrator

President Donald Trump has nominated an under secretary for nuclear security in the U.S. Department of Energy, a position that includes serving as administrator of the National Nuclear Security Administration. The Y-12 National Security Complex in Oak Ridge is an NNSA site.

The nomination of Lisa Gordon-Hagerty was announced by the White House on Monday, December 11.

If confirmed by the U.S. Senate, Gordon-Hagerty would replace Frank G. Klotz, a retired U.S. Air Force lieutenant general who was confirmed by the Senate on April 8, 2014.

Gordon-Hagerty, of Virginia, is president of Tier Tech International Inc., a national security consulting company. She also serves as president of LEG Inc., providing strategic advice and counsel in domestic and national security issues, the White House said. [Read more…]

Report: Chair of nuclear safety board proposes eliminating it

The chairman of a nuclear safety board that provides recommendations and advice on public health and safety issues at certain federal facilities, including two in Oak Ridge, has proposed eliminating the board, according to an investigative news organization in Washington, D.C.

In its October 19 report, the nonprofit, nonpartisan Center for Public Integrity said it had obtained a June 29 letter from Sean Sullivan, the Republican chair of the Defense Nuclear Facilities Safety Board, to Mick Mulvaney, director of the White House’s Office of Management and Budget.

The center has posted the five-page letter online along with an attached one-page historical summary of the five-member board, which issues weekly reports for U.S. Department of Energy sites that include Oak Ridge National Laboratory and Y-12 National Security Complex, among other activities. In his letter, Sullivan said the board is a “relic of the Cold War-era defense establishment.”

The Defense Nuclear Facilities Safety Board is an independent oversight organization within the executive branch. It was created by Congress in 1988 to provide advice and recommendations to the secretary of energy on public health and safety at the defense nuclear facilities managed by DOE. Those reports are publicly available and posted online, and they have been used by reporters and public interest organizations, among others. The Center for Public Integrity said the DNFSB has helped persuade the federal government to impose tighter safety rules and regulations at most of the eight nuclear weapons sites. [Read more…]
