Steve Mead, an Anderson County commissioner representing an Oak Ridge district, is running for one of eight seats on the Anderson County Charter Commission in the November 8 election.

Mead has expressed some concerns about term limits, at least as proposed in Anderson County this campaign season. Term limits have become one of the defining issues of the Charter Commission campaign, although nothing official will be proposed, debated, or approved until after the eight-member commission is elected next month.

In a press release, Mead said eight candidates have made term limits the primary focus of their campaign. He said those eight candidates were recruited by Anderson County Mayor Terry Frank and her supporters, although at least two candidates—Jim Cooper and Kathy Moore—have denied that in statements to Oak Ridge Today.

Mead said he supports term limits for career politicians that make a living from their elected offices. That’s similar to the position taken by other nation-wide organizations like U.S. Term Limits Inc., Mead said in the press release. [Read more…]

Anderson County Commission meets Monday (today)

The Anderson County Commission will meet Monday, September 19, at 6:30 p.m. in Room 312 of the Courthouse in Clinton.

Among the items on the agenda will be the election of a chair, vice chair, and parliamentarian.

Commissioners could head into executive session during the meeting as Anderson County Law Director Jay Yeager’s report to the Commission indicated that a settlement offer has been made in the wrongful termination lawsuit filed by former Public Works Department employee Lisa Crumpley, who sued the county alleging that she had been fired in retaliation for cooperating with the Tennessee Bureau of Investigation on an investigation into her former boss David Crowley. Crowley was indicted last October on charges of illegally inspecting buildings without the proper certification, and he fired Crumpley the day the indictment was unsealed. He was ultimately acquitted in the spring by a jury. No details of that potential settlement have been made public, but it will require Commission approval. [Read more…]

Former Anderson County Commissioner Dusty Irwin is running for one of eight seats on the Anderson County Charter Commission, and he said he supports term limits.

Irwin is running for a seat in District 3, which includes the Andersonville, Norris, Fairview, and Glen Alpine precincts.

In a press release, Irwin said he was an active part of the petition effort to give citizens the opportunity to have term limits through charter—or Home Rule—government.

“I am committed to giving the voters an opportunity to vote on term limits for two consecutive terms for county commissioners and the office of mayor,” Irwin said in the release. “I feel strongly about citizen service on county committees, open and transparent meetings, and ensuring citizens have a right to speak at all meetings.” [Read more…]

The Tennessee Department of Transportation has canceled proposed changes meant to improve safety on Clinton Highway between Edgemoor Road and the Knox County line. The proposed safety improvements in Claxton have been canceled due to opposition from Anderson County, and after residents objected, including in a petition.

TDOT presented its proposal during a July 7 meeting at the Claxton Community Center. Among other changes, the project would have reduced the four-lane highway to a three-lane roadway with a passing lane in one direction, wider shoulders, and a continuous center turn lane as part of a resurfacing project scheduled for next year.

TDOT said there have been 10 fatal crashes in 10 years on that 2.6-mile section of Clinton Highway between Edgemoor Road and the Anderson County-Knox County line.

“That’s pretty high in a small section of roadway,” Nathan Vatter, TDOT regional traffic engineer, said after the July presentation. “It’s a significant number of fatalities.”

County agrees to spend up to $100,000 to fix computer security breach

CLINTON—A computer security breach in Anderson County could have affected about 1,800 full-time and part-time government employees, and the Anderson County Commission has agreed to spend up to $100,000 to fix it.

Officials said the breach was discovered in the “later part of July.” But they declined to say who discovered it and how. The breach is under investigation by the Anderson County Sheriff’s Department, with technical support from other unnamed law enforcement agencies.

Natalie Erb, the new finance director in Anderson County, offered potential solutions to commissioners during a Monday evening meeting. The options included a lower-cost option of reformatting the computer equipment, or magnetically “wiping” it, and possibly reusing the gear, or a more expensive option of replacing the machines, including two servers in the Accounting Department and 26 workstations.

The consensus among commissioners—especially since confidential employee information could have been jeopardized—was that it would be better to start over with new, more state-of-the-art equipment that would not have any potential security risks remaining inside, at least not from the security breach that is currently being investigated. Commissioners voted 16-0 to spend up to $100,000 to address the problem. Computer security breach reported at main courthouse server in Anderson County

A computer security breach has been reported at the main courthouse server in Anderson County, officials said this week.

It’s a system-wide breach, said Anderson County Law Director Jay Yeager.

“The extent, type, and amount of data compromised has not yet been fully determined,” Yeager said. “However, this may include your confidential personal identifying data including Social Security numbers, dates of birth, home addresses, health insurance information and claims, payroll information, bank accounts, routing numbers, Veterans Service Office benefit documents, and possible employee credit union account information.”

The notice was sent Monday to all Anderson County employees and retirees. Yeager also alerted elected officials, school officials and the school board, Veterans Service members, and county contractors.

“The Anderson County Commission is undertaking prompt efforts to protect this system and your confidential information from additional system intrusions,” Yeager said. “Law enforcement authorities are working diligently to determine the scope of the breach and identify possible perpetrators.” [Read more…]

Yager wins special election for Anderson County Commission, District 8

Phil Yager beat two other candidates to win a seat on Anderson County Commission in District 8 in Oak Ridge on Thursday.

The special election for the District 8 seat was held along with the county general election and state and federal primaries on Thursday, August 4. District 8 includes the Emory Valley, Hendrix Creek, and Woodland voting precincts in Oak Ridge.

Yager finished with 542 votes, compared to 239 for Angeleque McNutt and 227 for Myra Mansfield, according to unofficial results posted on the Anderson County Election Commission website.

The final results from all 27 precincts, plus early, absentee, and write-in ballots, were posted at 10:41 p.m. Thursday. [Read more…]

I am writing this letter in support of Phil Yager, candidate for County Commission in the Eighth District. In the past year, I have come to know Phil, and having attended the recent Oak Ridge Chamber of Commerce Candidates Forum and listening to Phil discuss his experience, education, and volunteer spirit, he is the best candidate to represent our district on the Anderson County Commission.

Phil and his wife have been homeowners in Oak Ridge since 2006. He has a B.S. degree in Business Administration and has had a 30-year career in the investment industry. His background in financial management will be a great asset to the County Commission. He also has experience in the areas of mediation and arbitration, having served as Director of Mediation and Arbitration for the Better Business Bureau. This position gave him experience in conflict resolution and will enhance his ability to work with other commissioners and city, county, and state official to facilitate positive opportunities for our residents. Demolition of the former Oak Ridge Mall began Tuesday. Crews demolished a significant part of the former Sears store Tuesday morning.

The demolition is expected to include the enclosed space between Belk and JCPenney, the two remaining anchors at the former mall.

Plans call for replacing the former mall with Main Street Oak Ridge, a 58-acre, $75 million mixed-use development that could include retailers, restaurants, residential units, and a hotel. Belk and JCPenney are part of Main Street Oak Ridge, and they remain open during demolition of the mall’s enclosed spaces and construction of new stores. [Read more…]

Seventeen pick up petitions for seats on Charter Commission

As of Thursday morning, 17 people had picked up qualifying petitions to run for seats on an Anderson County Charter Commission in November.

The Charter Commission will be comprised of one person from each of the eight Anderson County Commission districts, and it will be responsible for studying possible changes to the county government. Their recommendations would then be placed in front of county voters to decide in a countywide referendum that would most likely appear on a ballot in 2018. Once elected and sworn in, the Commission would have nine months to complete its work.

Some of the possible changes that could be made include slicing the number of county commissioners from 16 to nine members, establishing term limits for commissioners and the county mayor, and making the county law director position an elected office. [Read more…]

Demolition of the former Oak Ridge Mall began Wednesday with a ceremonial groundbreaking and the knocking down of a wall near the former Goody’s store, starting construction on a 58-acre mixed-use retail development known as Main Street Oak Ridge.

Demolition could last three months, and the construction of two new stores, T.J. Maxx and Dick’s Sporting Goods, could start where the former Sears building is in October. New stores could open in the spring of 2017.

Officials, business representatives, and the community celebrated with a groundbreaking ceremony on Wednesday. About 300 or more people attended. After the groundbreaking on a hot, sunny summer afternoon, those celebrating, including children and adults, had a chance to spray graffiti on part of the old mall as a fundraiser for the renovation of Blankenship Field.

Main Street Oak Ridge is now the largest multi-tenant commercial retail project in the city, said Parker Hardy, president of the Oak Ridge Chamber of Commerce. [Read more…]

We support Phil Yager for Anderson County Commission’s Eighth District. Phil has a long list of experience, education, and attributes that make him easily the best-qualified candidate in this election.

In the area of finance, his B.S. degree in Business Administration coupled with 30 years of work in financial management and investment give him a great background for making wise and prudent decisions about budgets and fiscal decisions. Phil’s work as Director of Mediation and Arbitration for the Better Business Bureau give him insight into the importance of making impartial and fair decisions after careful consideration of multiple sides of an issue.

To say that Phil Yager cares about the community he lives in is an extreme understatement. In the 10 years that he and his wife have owned a home in Oak Ridge, he has amassed an impressive list of boards and organizations that he has been appointed to or has joined. Included in this group are the Industrial Development Board, the Board of Housing Code Appeals, the City Charter Review Committee, and the Site Specific Advisory Board. He also has volunteered in various capacities with Emory Valley Center and the Emory Valley Center Foundation; the Rowing Association; Keep Anderson County Beautiful; United Way of Anderson County; and Neighborhood Watch.
