Don A. Layton, Anderson County General Sessions judge, Division I, is seeking a third term in this year’s elections.

Layton has been sessions judge since 1998. A resident of Anderson County for 44 years, he has practiced law since 1973.

Layton has been married for 44 years to Mary Layton, a former Clinton and Oak Ridge school teacher, a press release said. They have two children. Amy, a school teacher at Karns Middle School, and Chris, a teacher and football coach at Robertsville Middle School. Both are graduates of Oak Ridge High School.

The press release said Don Layton has served the public as Anderson County clerk and master and delegate to the Constitutional Convention of 1977. Layton was recognized in 1996 as the state’s Most Outstanding Court Clerk. [Read more…]

Oak Ridge to play Jefferson County in state tournament Wednesday

The Oak Ridge Wildcats boys’ basketball team will play Jefferson County in the first round of the state tournament on Wednesday.

The Division I Class AAA quarterfinals game starts at 2:45 p.m. Wednesday at the Murphy Center at Middle Tennessee State University in Murfreesboro.

The Oak Ridge Wildcats are 30-7, and the Jefferson County Patriots are 30-5. The Wildcats are Region 2-AAA runner-ups, and the Patriots are Region 1 runner-ups.

Oak Ridge beat the Dobyns-Bennett Indians 62-55 in a Class AAA sectional game on Tuesday to advance to the state tournament for the second year in a row. The Indians were Region 1 champions, beating Jefferson County 63-52 on Feb. 27. [Read more…]

Schools seek bids to replace demolished Blankenship bleachers

Declared unsafe, the visitors bleachers at Blankenship Field have been removed, and the project to replace them has been put out for bids.

The visitors bleachers at Blankenship Field have been demolished, and the Oak Ridge Schools are scurrying to replace them by the start of the high school football season this fall.

Project bids are being accepted through March 21, although it’s not clear yet who will pay for the new bleachers and other improvements at Jack Armstrong Stadium. The bids could be considered by the Oak Ridge Board of Education on March 24.

The board could also make a funding decision then, School Board Chair Keys Fillauer told Oak Ridge City Council members during a Monday night meeting. There are a range of options that include city funding, school funding, and donations, among others. [Read more…]

New Y-12, Pantex contractor website includes employment information

The transition website for the new contractor at the Y-12 National Security Complex and Pantex Plant was posted online on Thursday afternoon. The new website for Consolidated Nuclear Security LLC is available at http://www.cnstransition.com.

CNS is the new managing and operating contractor at Y-12 in Oak Ridge and Pantex in Amarillo, Texas. The contract award, worth up to about $23 billion over 10 years, was first announced in January 2013 but delayed by a series of protests. The U.S. Government Accountability Office denied the third and final protest on Thursday, Feb. 27. On Monday, officials at the National Nuclear Security Administration said the transition to the new contractor had started and was expected to last four months.

On Thursday, CNS spokesman Jason Bohne said the company would be adding much more information to the transition website during the next few weeks and months, including more details on the senior management team, proposed organization, messages to employees, and more.

The transition website includes a message from CNS President and Chief Executive Officer Jim Haynes, who has been senior vice president and deputy general manager for the current Y-12 contractor, B&W Y-12. Other members of the CNS leadership team include Michael Jones, transformation; Darrell Graddy, mission support; and Carl Strock, project director for the Uranium Processing Facility. [Read more…]

Vertimass licenses ORNL biofuel-to-hydrocarbon conversion technology

Vertimass LLC, a California-based start-up company, has licensed an Oak Ridge National Laboratory technology that directly converts ethanol into a hydrocarbon blend-stock for use in transportation fuels.

The ORNL technology offers a new pathway to biomass-derived renewable fuels that can lower greenhouse gas emissions and decrease U.S. reliance on foreign sources of oil.

“Vertimass is very pleased to be partnering with ORNL to commercialize this revolutionary technology that can broaden the market for alternative fuels, ” said Vertimass chairman William Shopoff. “We have assembled a team of industry and technology leaders, including Dr. Charles Wyman, our president and CEO, who will take this novel catalyst from the lab to the marketplace. We see this technology as a significant step in moving the United States toward energy independence.”

The technology developed by ORNL’s Chaitanya Narula, Brian Davison and Associate Laboratory Director Martin Keller uses an inexpensive zeolite catalyst to transform ethanol into hydrocarbon blend-stock. The resulting liquid can be blended at various concentrations into gasoline, diesel, and jet fuels without negatively affecting engine performance. After mixing with petroleum-derived fuels, the blend-stock does not require modifications to the existing distribution infrastructure. [Read more…]

Charges pending against juvenile who attacked several officers, police say

Charges are pending against a 17-year-old male student who allegedly created a violent disturbance in an Oak Ridge High School classroom on Thursday morning, fled the campus, and then attacked several officers trying to make contact with him in a parking lot across the street, authorities said.

The high school staff reported the classroom disturbance to Oak Ridge Police Department school resource officers at about 8:01 a.m. Thursday, a press release said. The student was located in a parking lot across the street from the high school. [Read more…]

Animal Shelter closed until Tuesday to prevent spread of canine distemper

The Oak Ridge Animal Shelter will be closed until Tuesday, March 11, as a precaution to prevent the spread of canine distemper, authorities said.

Several dogs in the shelter are being tested after exhibiting symptoms of the disease, the Oak Ridge Police Department said in a press release. No cats have shown signs of distemper and are not susceptible to canine distemper.  The virus can be passed from dog to dog through sneezing, coughing, and sharing food and water bowls.  Wild animals can also spread the disease.  Pet owners are encouraged to ensure their animals have been vaccinated.

Although all animals recently admitted to the shelter have been vaccinated, this will not benefit those infected prior to arrival, the release said. Pet owners recently adopting dogs from the shelter should contact the shelter if signs of canine distemper appear.  Symptoms may include sneezing, coughing, discharge from the eyes and nose, depression, and loss of appetite. Consolidated Nuclear Security resuming contract transition at Pantex, Y-12

Consolidated Nuclear Security LLC has been authorized by the National Nuclear Security Administration to resume its transition to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas, the company announced Thursday.

The announcement comes one week after the U.S. Government Accountability Office denied the third and possibly final protest by one of the two teams that unsuccessfully bid on the $22 billion contract to manage the two nuclear weapons plants. The protests had been filed by Nuclear Production Partners LLC, a team led by The Babcock and Wilcox Co., which is currently the lead contractor at Y-12 and Pantex.

The decision to award the consolidated contract to CNS, first announced in January 2013, has now been upheld by the NNSA and GAO, the company said. The five-year contract with the NNSA includes options that could allow the contract to be extended for up to five more years, based upon performance.

“The CNS team submitted a very strong and credible solution for managing and operating the Pantex and Y-12 sites, and we are eager to begin implementing our proposal together with the dedicated employees of Pantex and Y-12,” said Jim Haynes, CNS chief executive officer. “We look forward to partnering with the communities of Amarillo and Oak Ridge.” [Read more…]

THP: One killed, one injured in Anderson wreck

A Powell man was killed and an Oak Ridge woman injured in a single-vehicle crash that occurred Wednesday night on Clinton Highway, the Tennessee Highway Patrol said.

The THP reported that the wreck happened shortly after 9:30 p.m. just inside the Anderson County line near the intersection with Old Clinton Pike. Troopers said a 2004 Buick Rendezvous driven by Patrick Johnson, 40, of Powell had been headed south when the SUV left the right side of the roadway and slammed into a truck legally parked by the side of the road. Two plead guilty to money laundering…literally

Two men pleaded guilty this week to charges that they literally laundered money stolen in a Knox County bank robbery.

Danny Ray Idles, 36, of Clinton and Christopher Coward, 31, of Powell, pleaded guilty Tuesday in Anderson County Criminal Court to four counts each of money laundering and were sentenced to serve four 12-year jail sentences to run concurrently. [Read more…]

The budget request announced this week for the National Nuclear Security Administration includes a slight increase in spending for the proposed multi-billion-dollar Uranium Processing Facility at the Y-12 National Security Complex.

The $335 million request for UPF in Fiscal Year 2015, which starts Oct. 1, is up slightly from $326 million in FY14. That’s roughly a 2.8 percent increase.

The UPF project, which has an official cost estimate of up to $6.5 billion, is part of a broader effort to modernize Y-12, including its production facilities. The 811-acre plant was built during World War II to help enrich uranium for the world’s first atomic weapons.

But questions have been raised about rising cost projections and a redesign of the UPF. In February 2013, the NNSA said the redesign could add $539 million to the project cost and extend its schedule.

During a conference call with reporters on Tuesday, NNSA Acting Administrator Bruce Held said the agency wants to get workers out of Building 9212 at Y-12 by 2025. [Read more…]

Two cases of canine distemper confirmed in Oak Ridge

Two cases of canine distemper were recently confirmed by an Oak Ridge veterinarian’s office, city officials said.

Also, a dog adopted from the Oak Ridge Animal Shelter in January may have contracted distemper, the Oak Ridge Police Department said. It was not known if the adopted dog contracted the disease before or after being adopted.

As a precaution, all animals brought into the Oak Ridge Animal Shelter are being vaccinated on arrival. The shelter is separating dogs with any kind of cough or nasal discharge from dogs available for adoption. [Read more…]
