UT receives DOE funds, ORNL help for spent nuclear fuel studies

KNOXVILLE—The question of what to do with spent nuclear fuel in the U.S. has never been definitively answered. A University of Tennessee in Knoxville professor has received funding from the U.S. Department of Energy to develop new capabilities for evaluating potential alternatives to directly disposing of used fuel.

The award is part of the DOE’s 2013 Nuclear Energy University Programs which is awarding $42 million to 38 American universities and colleges for nuclear energy research and development projects focused on developing innovative solutions.

A proposal by Steven Skutnik, assistant professor in nuclear engineering, was awarded $755,000 to develop new capabilities for a fuel cycle simulator called CYCLUS by building on an Oak Ridge National Laboratory software package for nuclear fuel modeling called ORIGEN. [Read more…]

Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

On Tuesday, the U.S. Government Accountability Office announced in an eight-page decision that it had denied or dismissed three elements of a bid protest filed June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. But it wasn’t clear what would happen next.

“No comment,” Kate Black, a contractor for the National Nuclear Security Administration, said in a brief e-mail response to a question about the next step on Wednesday afternoon. [Read more…]

TVA designates Oak Ridge a ‘platinum’ community

The City of Oak Ridge has achieved platinum status in the Tennessee Valley Authority’s new “Valley Sustainable Communities” program. This designation will enhance the city’s competitiveness for new investments and jobs when companies are looking to grow in new or expanded locations.

The program is sponsored by TVA and developed and administered by consultant Boyette Strategic Advisors.

“The platinum designation recognizes that the Oak Ridge community has made a significant and comprehensive commitment to sustainability and also has thoroughly integrated economic development into its sustainability efforts,” said Del Boyette, BSA president and chief executive officer. Sheriff’s Department receives Governor’s Highway Safety Grant for fifth year

Sheriff Paul White announced Tuesday that the Anderson County Sheriff’s Department has been awarded a traffic safety grant for the fifth year.

The grant award of $40,000 from the Governor’s Highway Safety Office will support the traffic safety program “Reducing Fatalities In Anderson County,” a press release said. The grant will increase efforts to reduce fatalities through enforcement of laws governing driving under the influence and impaired driving, as well as seatbelt enforcement. The North Carolina company that wants to redevelop the Oak Ridge Mall has unveiled its site plan for the 60-acre property.

The $80 million redevelopment could include new retail, hotel, office, and residential properties. It would create almost 1,000 new jobs and increase annual city and county sales tax revenues by more than $2 million, according to an estimate by a city consultant.

The two remaining anchor stores at the 500,000-square-foot mall, JCPenney and Belk, would stay. So would Walmart and the Cinemark Tinseltown theater.

Meanwhile, the existing interior space between the anchor stores would be demolished. Previous mall redevelopment plans had also called for demolishing that interior retail space. [Read more…]

School board accepts extra $250K to avoid funding loss, school shutdown

The Oak Ridge Board of Education in two separate meetings on Monday quickly approved a budget amendment that accepts an extra $250,000 from the city, avoiding a potential loss of millions of dollars in state funding and averting an Oct. 1 school shutdown.

The additional funding had been requested by the school board, and it was approved by the Oak Ridge City Council in a 4-1-1 vote during a special meeting last week. After the council approved the extra money, the school board then had to amend its budget in two separate votes, or readings. Education officials are now expected to send the amended school system budget to state officials by Sept. 30. [Read more…]

Fire destroys car, damages house in Briceville

A car was destroyed and the house it was parked next to was damaged early Monday when it caught fire in Briceville.

The incident happened shortly after midnight Monday at a house on Seiber Mountain Lane. Firefighters from the Briceville and Medford Fire Departments responded and put out the fire, which started in a Pontiac Grand Prix, and spread to the nearby house, which was burned through the siding and into the attic, according to the report. Volunteers from UT-Battelle have completed their second home in two years for ADFAC, a nonprofit agency that helps low-income residents.

Officials and volunteers celebrated last week with a ceremony at the new single-story, two-bedroom home on Jay Lane.

“It’s a blessing,” said Emily Mitchell, 24, the new homeowner. “I know I couldn’t do it on my own.”

Mitchell, who has a two-year-old daughter, now lives on Van Hicks Place. She is the family self-sufficiency coordinator for the Oak Ridge Housing Authority. [Read more…]

A federal emergency management administrator will take part in a Wednesday conference call from Oak Ridge on organizational innovations in emergency management.

Richard Serino, deputy administrator of the Federal Emergency Management Agency, will take part in a Think Tank session on how to cultivate innovation in the “white spaces” of emergency management, a press release said. The Think Tank is from 1-2:30 p.m. Wednesday, Sept. 25, in the Zach Wamp Auditorium of the New Hope Center at the Y-12 National Security Complex.

Serino will be joined by Jim Bassham, director of the Tennessee Emergency Management Agency, and officials from the U.S. Department of Energy.
