The proposal to use tax increment financing to help with the $85 million redevelopment of the Oak Ridge Mall has easily sailed through the approval process so far, and the project faces a crucial vote at tonight’s Oak Ridge City Council meeting.

The Oak Ridge Industrial Development Board and Anderson County operations and budget committees have already unanimously endorsed the tax increment financing, or TIF. The agreement could be worth $13 million and last 20 years, and it would allow new property tax revenues generated at the site to be used to help pay for development costs.

The redevelopment of the mostly empty mall, where ambitious revamping plans have languished for years, has been proposed by Crosland Southeast, a North Carolina company relatively new to this project. Under the tax financing agreement, new property taxes collected in the TIF district could be used to reimburse Crosland Southeast for certain expenses associated with the project. Reminder: Veterans Day parade in Clinton tonight

2013 Anderson County Veterans Day ParadeThe 7th Annual Anderson County Veterans Day Parade will be held at 6 p.m. today (Monday, Nov. 11) in downtown Clinton.

This year’s theme is “Showing Our County’s Veterans We Care.”

The parade will start on Market Street in Clinton and move toward Main Street, passing in front of the Anderson County Courthouse.

Immediately after the parade, there will be a ceremony celebrating veterans featuring a “mini-concert” by local favorites Russ and Becky Jeffers in the Ritz Theater. [Read more…]

Civic Center announces pool closure days, times for swim meets

The Oak Ridge Civic Center indoor pool will be closed on Nov. 14 and 21, Dec. 5 and 12, and Jan. 9 at 6 p.m. for Oak Ridge High School swim meets.

The Civic Center indoor pool will also be closed on Dec. 3 from 9 a.m. to 12 p.m. for the Special Olympics swim meet and on Dec. 14 at 3 p.m. for an Atomic City Aquatic Club swim meet.

Oak Ridge Senior Center has open house today

The Oak Ridge Senior Center is having an open house from 9 a.m. to 5 p.m. today (Friday).

Several changes have taken place at the center, a press release said. They include recovering the game room’s billiards tables and adding new programs and activities.

“Come in to see all the exciting changes and find out how you can be a part of the Oak Ridge Senior Center either as a participant or a volunteer,” the release said. [Read more…]

Lake City Council Approves Rocky Top Name Change

The Lake City Council votes 4-0 on Thursday to recommend changing the town’s name to Rocky Top, and Rep. John Ragan, right, said he has drafted legislation to approve the rechristening in the state legislature.

LAKE CITY—Just hours before a historic vote to change this town’s name for the second time in less than a century, Lake City Mayor Tim Sharp received a legal letter warning him that a proposal to build a Rocky Top theme park here could violate trademark rights and should be dropped.

But project supporters packed City Hall on Thursday, and the Lake City Council pressed on, voting 4-0 to recommend changing the name of this former coal mining town to Rocky Top. It’s the first step in a project to build a multi-million dollar theme park that could include an interactive Knotty Pine 3-D theater, water park, hotel, and restaurant.

The last-minute letter from an intellectual property attorney in Nashville could have Lake City officials and the park’s investors scrambling to answer legal questions. The notice was “very unexpected,” Sharp said. [Read more…]

City Manager Mark Watson says there could soon be a ribbon-cutting for the new dog park at Big Turtle Park in west Oak Ridge. The entrance to the dog park is pictured above in this Oct. 25 photo and so is the fencing that was then under construction.

The city is about to have a “soft opening” for the new dog park at Big Turtle Park in west Oak Ridge, and there could soon be a ribbon-cutting, an official said Tuesday.

Construction has been under way since this summer at the city’s first dog park, which is being built with help from a $100,000 donation from Radio Systems Corp. through Legacy Parks.

The park will include a “gorgeous entrance” and fenced-in fields for large and small dogs, and it will allow dogs to socialize and build community through resident interactions, Oak Ridge City Manager Mark Watson said during a “State of the City” presentation at Lunch with the League on Tuesday. Reminder: Lake City Council to vote on Rocky Top name change today

The Lake City Council will meet at 5 p.m. today (Thursday) to discuss and vote on the proposal to change the city’s name to Rocky Top as the first step toward turning the small town into a tourist destination.

Developers have proposed a $20 million first phase of the project that could include attractions like a theater, a water park, and a large restaurant. The name change is widely expected to be approved during today’s meeting.

If it is, the measure will be sent to the General Assembly in Nashville for its approval when the next legislative session begins in January. If state lawmakers sign off on the change, it will be sent back to the City Council for ratification. [Read more…]

Pedestrian safety project at Jackson Square to be completed soon

Workers repave Broadway at Jackson Square on Oct. 25 as part of a pedestrian safety improvement project paid for with red light camera money.

The city-owned parking lot on the north side of Jackson Square now has two handicapped-accessible areas, and the pedestrian safety improvements under way there could be finished in another week, an official said Tuesday.

The project, which includes road and sidewalk work, is being done under a contract approved by Oak Ridge City Council in August.

It’s part of more than $500,000 worth of projects that use red light camera money. The other projects are designed to make eight Oak Ridge Turnpike intersections safer for pedestrians. Those improvements, which will provide a pedestrian walkway and crosswalk system near Oak Ridge Turnpike businesses, are estimated at $370,000. [Read more…]

After failing to discuss the ongoing legal dispute between the Anderson County mayor and the Anderson County sheriff last month, the County Commission will take the matter up during a special-called meeting at 6:30 p.m. today (Wednesday).

The meeting could include a closed-door executive session during which commissioners are expected to hear an update from Law Director Jay Yeager on the status of the salary suit filed by Sheriff Paul White against Mayor Terry Frank over her refusal to sign his salary agreement for this fiscal year. The salary dispute is scheduled for a hearing on Dec. 9 before Knox County Circuit Court Judge Dale Workman.

Some commissioners have publicly expressed their concern about the cost of the ongoing legal battle to taxpayers, as both sides have retained outside counsel. [Read more…]

On Tuesday, Morgan County voters overwhelmingly voted in favor of turning the former Brushy Mountain Penitentiary into a moonshine distillery and tourist attraction. The measure passed with 2,431 votes to 1,150 votes against.

Chattanooga-based Brushy Mountain Group is leading the effort to build the distillery, which could bring more than 100 new jobs to Morgan County. In addition to producing moonshine at the former prison, the company also intends to open a gift shop, a museum, and horse trails on the property, and would also like to offer tours of the historic prison to the public.

The former Brushy Mountain Correctional Complex is located about 18 northwest of Oak Ridge in Petros. The maximum-security prison first opened in 1896 and closed in June 2009. At 113 years old, it was the oldest operating prison in Tennessee. Its most infamous inmate was James Earl Ray, the convicted assassin of Dr. Martin Luther King Jr. [Read more…]

Oak Ridge National Laboratory received one of eight GreenGov Presidential Awards announced Tuesday.

The lab won in the Good Neighbor category for a project titled “ORNL Good, Green, Sustainable Neighbor,” a press release said.

The fourth annual awards were announced by the White House Council on Environmental Quality. They honor federal civilian and military personnel as well as agency teams, facilities, and programs that have taken innovative steps to reduce energy use and carbon pollution, curb waste, and save taxpayer money in federal agency operations, the release said.

At a White House ceremony in Washington, D.C., senior administration officials recognized the eight award winners for exemplifying President Barack Obama’s charge to “lead by example and demonstrating extraordinary achievement in the pursuit of the president’s 2009 executive order on federal leadership in environmental, energy, and economic performance,” the release said. Council to consider 10 percent pay raise for city manager, mall TIF

The Oak Ridge City Council on Monday will consider a 10 percent salary increase for City Manager Mark Watson.

If council approves, Watson would earn a new annual base salary of $150,321.60, effective Aug. 8, 2013. He started in Oak Ridge about three years ago at an annual salary of $131,996.80.

The pay raise has been unanimously recommended by a three-member City Manager Evaluation Committee. It would require that Watson’s employment agreement be amended.

The recommended increase is based on council member’s evaluations of Watson and his performance during the previous year, said Charles J. “Chuck” Hope Jr., chair of the City Manager Evaluation Committee. [Read more…]
