More blasting at the Kroger Marketplace shopping center site is scheduled for 2 p.m. Friday and Monday. Police officers will stop traffic on Illinois Avenue and Oak Ridge Turnpike for about three to five minutes during the blasts.

Police officers will stop traffic on Illinois Avenue and Oak Ridge Turnpike for about three to five minutes during the blasts.

During the blasting, Illinois Avenue traffic will be blocked from Robertsville Road to Oak Ridge Turnpike, and Oak Ridge Turnpike traffic will be blocked from the Illinois/Turnpike intersection east to Robertsville Road.

The Weigel’s on South Illinois Avenue in Oak Ridge has a ribbon-cutting ceremony on Tuesday.

The new Weigel’s store on South Illinois Avenue will have a ribbon-cutting ceremony from 10:30 a.m. to 12 p.m. on Tuesday.

The new Weigel’s convenience store and gas station is at 417 S. Illinois Ave. in Oak Ridge.

It’s one in a series of relatively new businesses recently completed or under construction in or near the Woodland neighborhood along South Illinois Avenue. Others include an Aldi grocery, Panera Bread and Aubrey’s restaurant, and a Bojangle’s restaurant.

B&W seeks investors on program to build small nuclear reactors in Oak Ridge

The Babcock and Wilcox Co. has already invested more than $360 million in a project that could result in a small nuclear reactor in west Oak Ridge, and now the North Carolina company is looking for investors and possibly majority owners.

The mPower small modular reactor, or SMR, program is expected to have a nuclear power plant operating at the former Clinch River Breeder Reactor Site by 2022. Initially, it could have two small reactors, a “twin pack,” and produce 360 megawatts.

On Wednesday, Marshall Cohen, B&W vice president for government affairs and communications, said the company is seeking major corporations who are interested in taking a “strong position,” up to and including ownership, including majority ownership.

“We would reduce our ownership to one that really matches the scope of work going forward,” Cohen said. [Read more…]

A pedestrian safety improvement project at Jackson Square is almost complete, but on Monday, the City Council balked at a second project to improve intersections on the nearby Oak Ridge Turnpike.

They had already authorized the spending, but on Monday, the Oak Ridge City Council balked at awarding a $365,000 construction contract that would use red light camera money for pedestrian safety projects.

The contract would have been awarded to Ronald Franks Construction Co. LLC of Savannah, Tenn. The project would have made traffic safety and pedestrian crosswalk improvements at eight Oak Ridge Turnpike intersections and three residential intersections.

The Oak Ridge Bicycle and Pedestrian Plan had said the intersections needed improvements, and the Council authorized the spending during a special meeting in August. [Read more…]

She lobbied the state legislature for anti-bullying legislation as a high school freshman eight years ago, and now Republican Caitlin Nolan is seeking a seat in the Tennessee House of Representatives.

Nolan would challenge incumbent John Ragan of Oak Ridge in the Republican primary in the state’s 33rd District, presuming Ragan seeks re-election to a third two-year term. The 33rd District includes Oak Ridge, Clinton, and most of Anderson County.

The new Dollar General store in west Oak Ridge has a grand opening on Saturday.

Dollar General will celebrate the opening of its new store in west Oak Ridge on Saturday.

The grand opening celebration at 2095 Oak Ridge Turnpike starts at 8 a.m. and includes free prizes and special deals, a press release said. The first 50 adult shoppers at the store will receive a $10 Dollar General gift card and the first 200 shoppers will receive a Dollar General tote bag, among other giveaways.

Oak Ridge City Council approves $13 million tax financing for mall redevelopment

The Oak Ridge City Council voted 6-0 on Monday to approve a $13 million proposal to use new property tax revenues to help redevelop the Oak Ridge Mall. The L-shaped mall is pictured at center above. The Oak Ridge City Council voted 6-0 on Monday to approve a $13 million proposal to use new property tax revenues to help redevelop the Oak Ridge Mall.

There was one abstention. The near-unanimous approval by Council continues a string of successes for the proposed redevelopment.

Known as tax increment financing, or a TIF, the proposal approved by Council on Monday had already been unanimously endorsed by the Oak Ridge Industrial Development Board and the Anderson County operations and budgets committees. It will next be considered by the Anderson County Commission on Monday, Nov. 18. [Read more…]

Council approves 10 percent pay raise for city manager

After two attempts to give him smaller raises failed, the Oak Ridge City Council voted 4-3 on Monday to award City Manager Mark Watson a 10 percent salary increase.

Council rejected two separate proposals to lower the pay raise to 4 percent and 1 percent, the same salary hike given to other city employees this year.

The 10 percent increase raises Watson’s pay from just under $137,000 to $150,321.60, and it is effective Aug. 8, 2013.

The salary boost, which has generated much opposition online, had been recommended by a three-member City Manager Evaluation Committee. The committee had compared Watson’s pay to other city managers across Tennessee and in other U.S. Department of Energy cities. The recommended raise would keep Watson’s pay competitive, and it was based on his performance during his three years in Oak Ridge and evaluations by the seven City Council members, committee chair Chuck Hope said. A proposed 10 percent pay raise for the Oak Ridge city manager will make his pay more competitive with the average salary for top municipal officials, a council member said last week.

The salary increase for City Manager Mark Watson was recommended by a three-member City Council committee after his pay was compared to other city managers across Tennessee and in other U.S. Department of Energy cities across the country, said Chuck Hope, chair of the City Manager Evaluation Committee. The committee, which includes Vice Mayor Jane Miller and Council member Charlie Hensley, also considered the responses to questionnaires sent out to all seven Council members, asking them to rate Watson’s performance in five categories.

“This is just an adjustment of his base pay to get him more competitive,” Hope said. It takes the average city manager’s salary in Tennessee into account as well as the market conditions that might have to be considered if Oak Ridge had to replace Watson. [Read more…]

The proposal to use tax increment financing to help with the $85 million redevelopment of the Oak Ridge Mall, pictured above in a concept plan, has easily sailed through the approval process so far, and the project faces a crucial vote at tonight’s Oak Ridge City Council meeting.

The proposal to use tax increment financing to help with the $85 million redevelopment of the Oak Ridge Mall has easily sailed through the approval process so far, and the project faces a crucial vote at tonight’s Oak Ridge City Council meeting.

The Oak Ridge Industrial Development Board and Anderson County operations and budget committees have already unanimously endorsed the tax increment financing, or TIF. The agreement could be worth $13 million and last 20 years, and it would allow new property tax revenues generated at the site to be used to help pay for development costs.

The redevelopment of the mostly empty mall, where ambitious revamping plans have languished for years, has been proposed by Crosland Southeast, a North Carolina company relatively new to this project. Under the tax financing agreement, new property taxes collected in the TIF district could be used to reimburse Crosland Southeast for certain expenses associated with the project. 2013 Anderson County Veterans Day ParadeThe 7th Annual Anderson County Veterans Day Parade will be held at 6 p.m. today (Monday, Nov. 11) in downtown Clinton.

This year’s theme is “Showing Our County’s Veterans We Care.”

The parade will start on Market Street in Clinton and move toward Main Street, passing in front of the Anderson County Courthouse.

Immediately after the parade, there will be a ceremony celebrating veterans featuring a “mini-concert” by local favorites Russ and Becky Jeffers in the Ritz Theater. [Read more…]

The Tennessee Division of Forestry conducts controlled burns on top of Pine Ridge in south Oak Ridge on Saturday.

State and local firefighters had controlled burns on top of Pine Ridge in south Oak Ridge on Saturday.

The burning on the ridge between South Illinois Avenue and Scarboro Road was scheduled to start at about noon Saturday and end before dark. The burns were conducted by the Tennessee Division of Forestry with help from the Oak Ridge Fire Department.

The goal was to help reduce the risk of an uncontrolled fire occurring at the site, also called Summit Ridge, and to help promote the growth of new vegetation in the area, a press release said. [Read more…]
