The Oak Ridge Wildcats, who remain undefeated in the district, had two good wins last week against Hardin Valley and Karns. They have one district game remaining; that’s against Clinton at home on Friday, April 29, which is Senior Night.

The Oak Ridge Wildcats, who remain undefeated in the district, had two good wins last week against Hardin Valley and Karns. They have one district game remaining; that’s against Clinton at home on Friday, which is Senior Night.

As the regular season comes to an end, the Wildcats (10-5, 7-0 District 3-AAA) also still face Maryville and Farragut. Both games are expected to be challenging.

The Oak Ridge-Hardin Valley game on Tuesday, April 19, was very tough, Coach Jeff Trombly said. Senior goalkeeper Joel Turner went out with a concussion in the first half after being kicked in the head, and he can’t play for at least two weeks, Trombly said.

Sophomore Austyn Lincoln, the backup goalkeeper, finished that 2-0 win for the Wildcats. [Read more…]

Oak Ridge Chamber opposes Hall tax changes that hurt local governments

The Oak Ridge Chamber of Commerce acknowledges the need for tax reform in Tennessee, but the organization has opposed changing the Hall income tax in a way that would hurt local governments, an official said Thursday.

Specifically, the Oak Ridge Chamber opposes modifying or ending the Hall income tax in a way that would result in a negative financial impact to local governments, Chamber President Parker Hardy said.

The Tennessee General Assembly passed a bill Friday that would lower the Hall tax on stock and dividend income from 6 percent to 5 percent in the 2016 tax year. The tax would be reduced by 1 percent per year after that until it is eliminated by 2022.

Oak Ridge officials expect to lose between about $100,000 and $120,000 in the fiscal year that starts July 1. There is an impact on other local communities as well—including Anderson County, Clinton, and Roane County—but none of them will lose as much as Oak Ridge.

The eventual repeal of the tax could cost Oak Ridge as much as $700,000 per year or more. The city collected $708,454 from the Hall tax in 2015. [Read more…]

AC public works director not guilty on all five counts

CLINTON—Anderson County Public Works Director David Crowley has been found not guilty on charges that he conducted building inspections without proper certifications.

A seven-man, five-woman jury found Crowley not guilty on all five counts after deliberating for about one hour and 45 minutes Thursday.

Crowley had been accused of violating the state’s building official certification law.

With the acquittals on Thursday, he can seek to have the charges expunged from his record, Anderson County Criminal and Circuit Court Judge Don Elledge said.

A few key questions raised in the trial had been whether five building inspections conducted by Crowley between October and December 2013, when he was not certified by the state, were within a 12-month grace period and whether they posed a danger to life, safety, health, and welfare. The question of when the grace period started depended upon whether Crowley’s interim hiring in September 2012 should be considered the starting point, or whether it should be his permanent appointment in November 2012 or his first inspection in February 2013.

The trial started Wednesday morning in Anderson County Criminal and Circuit Court, and it ended Thursday afternoon. [Read more…]

The Oak Ridge Wildcats took down Karns, the top team in District 3-AAA, at home in 11 innings on Tuesday, April 19. Here are pictures from the game.

The Wildcats (14-14, 5-9 District 3-AAA) play at home tonight against Campbell County (2-24, 0-13). It’s Senior Night and the last district game of the season. Events start at 5 p.m.

“Pack the stands and rock the house to send off 2016’s Senior Wildcats as district play comes to an end,” the team said.

Two cars crash into homes, one into brick landscaping wall

Two vehicles hit two homes in Oak Ridge in the past week, and one car crashed into a brick landscaping wall at the new drive-through at ORNL Federal Credit Union.

In the most recent crash, a four-door Buick LeSabre crashed into the laundry room of a home at 104 Everest Circle at about 9:30 a.m. Tuesday.

No one was in the laundry room at the time, and no one was injured, authorities said. A dog and cat in the house were also reported to be okay, according to a neighbor.

The cause of the single-vehicle crash had not been determined. [Read more…]

Reminder: Kickoff meeting for home energy-saving program is today

The Make Oak Ridge Energy Efficient, or MORE2, program will be hosting a kickoff event for Oak Ridge residents on Tuesday, April 26, from 4-6 p.m. at the Oak Ridge Civic Center Social Room. The event is an opportunity for anyone interested in learning more about this new program for qualified, low-income residents in the community, a press release said.

Information on other energy-saving programs will also be available for those who do not qualify for the MORE2 program.

The City of Oak Ridge is kicking off the MORE2 program to perform “whole-home, deep energy retrofits” for 229 qualified residents in homes that are at least 20 years old. The project goal is to reduce electrical energy usage in all-electric homes to improve the quality of life for lower income residents and homeowners by significantly increasing the efficiency and comfort of their homes. Oak Ridge could lose $500,000-$700,000 per year in revenues if the repeal of the Hall income tax is approved, Oak Ridge City Manager Mark Watson said last week.

If Governor Bill Haslam signs a bill that the state legislature passed Friday, the tax, which was enacted in 1929, would be eliminated in the 2022 tax year. Haslam has not said whether he will the sign the bill into law or veto it.

If it becomes law, the bill could cost Oak Ridge about $119,000 in the fiscal year that starts July 1, or about 1.25 cents on the property tax rate, Mayor Warren Gooch said Saturday. The legislation would reduce the Hall income tax on stock and dividend income from 6 percent to 5 percent in the 2016 tax year.

The tax would be reduced by 1 percent per year after that until it is eliminated by 2022.

The Hall income tax generated total revenue of $303.4 million in Tennessee in fiscal year 2014-15, and $105.5 million went to cities and counties, with the rest going to the state.

On Thursday, Watson said the amount dispersed to Oak Ridge varies between about $500,000 to $700,000 per year. State data shows Oak Ridge collected about $708,000 in 2015. [Read more…]

Council could consider backyard chicken ordinance in May

The Oak Ridge City Council could consider a backyard chicken ordinance in May. If adopted, the ordinance could allow residents to have a small number of chickens, maybe up to a half-dozen hens, in places where they’re not allowed now.

Council is expected to use a Knoxville ordinance as a model. Knoxville allows domesticated chickens under an ordinance approved in 2010. An annual $25 permit is required to keep the birds, up to six chickens (hens only) are allowed, and they must be kept in a fenced enclosure at all times. They are for personal use only, and the slaughtering of chickens is prohibited.

Knoxville also requires a $50 fee for a building permit for the fenced enclosure and for a required henhouse, which must be covered and predator-resistant.

The Oak Ridge City Council could conceivably have several options in May: adopt the Knoxville ordinance without any changes, adopt a modified version of it, reject it, or defer it or send it to the Oak Ridge Municipal Planning Commission for further review. Planning Commission can’t accept it or reject it but can recommend that Council do so.

Oak Ridge officials have considered allowing backyard chickens before. In April 2010, the Oak Ridge City Council voted 4-3 against a resolution that would have kept alive a previous proposal. Two current Council members, Charlie Hensley and Ellen Smith, voted in favor of referring the proposal to the Planning Commission, which could have then consulted with interested residents and other city boards. The rejected resolution also would have directed former Interim City Manager Gary Cinder to draft an ordinance to amend the city code. [Read more…]

Redflex proposes new handheld laser device that could be used to catch speeders, traffic violators

Redflex Traffic Systems, the company that once had unmanned, pole-mounted red-light and speed enforcement cameras in Oak Ridge, has a new handheld system that it says could be used to help make roads safer as the city tries to slow down speeding drivers. But the use of the devices hasn’t been approved yet, and one Oak Ridge City Council member expressed her strong opposition on Tuesday.

The new handheld LIDAR devices include a camera, and they can capture traffic violations on video. They use a laser technology to measure vehicle speeds and distances between vehicles, said Charlie Buckels, southeast U.S. sales manager for Redflex. LIDAR stands for light detection and ranging.

Buckels said the handheld devices could be used for both civil and criminal violations. In some cases, such as for speeding, police officers could use the devices and the evidence they collect to issue civil citations that could be mailed to the registered owners of violating vehicles. In those cases, officers wouldn’t have to stop the violators, Buckels said.

But in other cases—when a car is driving excessively fast or swerving, for example—police officers could pull vehicles over, Buckels said.

City officials said they have been discussing drivers traveling too fast on roadways in the city, including those coming into town on South Illinois Avenue in the morning and trying to get to work on time. Oak Ridge City Manager Mark Watson said three City Council members have asked him to take action to combat speeding, and he’s had concerns himself about traffic on Illinois Avenue. Other roads cited by city officials Tuesday included Oak Ridge Turnpike, Robertsville Road, Melton Lake Drive, and Tennessee Avenue. [Read more…]

Close to 2,000 rowers race in more than 300 boats in SIRA Championship

About 1,900 rowers from 61 programs raced in the 2016 SIRA Championship in Oak Ridge on Saturday and Sunday.

Featuring 322 boats, it was the largest SIRA regatta ever.

SIRA, the Southern Intercollegiate Rowing Association, has been holding its championship in Oak Ridge for almost 30 years.

The Oak Ridge Convention and Visitors Bureau said the city’s rowing course has been attracting rowers since the late 1970s with its calm, flat water, and SIRA rowers were among the first to compete in Oak Ridge back in the 1980s. Today, the regatta attracts more than 50 collegiate men’s and women’s rowing teams to Oak Ridge, and the one this past weekend had 61 teams.

Racing started Saturday morning with time trials, which were followed by afternoon heats and semifinals. Finals were from 8 a.m. to 1:05 p.m. Sunday. [Read more…]

The Anderson County Chamber of Commerce will host a job fair to recruit employees for local businesses and industries on Thursday, April 28, in Oak Ridge.

The job fair is scheduled from 3-7 p.m. April 28 at the New Hope Center at Y-12 National Security Complex at 602 Scarboro Road.

“This one-day event allows job seekers to connect face-to-face with local businesses and industries seeking employees,” a press release said.

More than 2,000 positions are available.
