President’s budget request includes money for two UPF buildings at Y-12

The budget request released Tuesday by President Donald Trump includes money to start construction of two buildings at the Uranium Processing Facility at the Y-12 National Security Complex in Oak Ridge.

Budget highlights for the National Nuclear Security Administration, or NNSA, were released early Tuesday afternoon. Y-12 is an NNSA site.

The budget request would allow the NNSA to start construction of the Main Process Building and the Salvage and Accountability Building at the Uranium Processing Facility, the NNSA said in a press release.

The NNSA, a semi-autonomous U.S. Department of Energy agency, will have a conference call with reporters at 3 p.m. today (Tuesday, May 23) to provide more information.

There has been much attention focused on the potential cuts in the preliminary budget blueprint released in March and the more detailed budget request released Tuesday, including a proposal to reduce spending for DOE’s Office of Science by $900 million. Oak Ridge National Laboratory is an Office of Science lab.

But in Oak Ridge, it has seemed possible that NNSA work and environmental management (federal cleanup) programs could benefit under the presidential budget proposals. [Read more…]

HARDIN VALLEY—He once called for eliminating the U.S. Department of Energy, but after touring federal sites in Oak Ridge and Hardin Valley on Monday, new Energy Secretary Rick Perry pledged to be an advocate for at least some programs.

Perry, a former Texas governor who was confirmed as energy secretary on March 2, was asked about his comments calling for the elimination of three federal departments, including DOE, during the 2012 presidential campaign. His call to eliminate the three departments probably received more attention than it might have otherwise because, in a moment that received a lot of attention, Perry couldn’t recall the name of the Department of Energy during a November 2011 debate. Some believe that moment helped sink his presidential campaign.

Earlier this year, Perry told U.S. senators during his confirmation hearing that he regretted his earlier call to eliminate DOE. After being briefed on many vital functions of DOE, he no longer believed that it should be eliminated, Perry told the Senate Energy and Natural Resources Committee, according to The New York Times.

During a stop in Hardin Valley on Monday afternoon, Perry acknowledged he’s learned a lot since the 2012 campaign, including in his visit to Oak Ridge and at DOE headquarters in Washington, D.C., and in trips to Idaho National Laboratory and the Waste Isolation Pilot Plant in southeast New Mexico.

He suggested he might not be the only one unaware of some of the innovations that have roots in or are developed in places like Oak Ridge, innovations like gene therapy, supercomputing, and 3D printing. The American public may also not be aware of how that “cutting-edge” technology can be used to create jobs and wealth, Perry said.

“Those are things I readily admit I didn’t know five years ago,” Perry said after operating a 3D-printed excavator and test-driving a printed utility vehicle—and learning about other innovations such as supercomputers at Oak Ridge National Laboratory and composite work at its Manufacturing Demonstration Facility in Hardin Valley on Monday afternoon. “There are a lot of things that have surprised me.” [Read more…]

Bearden High School senior Allison Michelle Campbell has been named recipient of the 2017 UT-Battelle Scholarship to attend the University of Tennessee.

The scholarship is awarded to a graduating senior planning to study science, mathematics, or engineering at UT. The competitive scholarship is presented annually to a graduating student with a parent employed at the U.S. Department of Energy’s Oak Ridge National Laboratory by UT-Battelle, ORNL’s managing contractor, a press release said.

The scholarship is renewable for up to four years and is worth a total of $20,000. Campbell is the daughter of ORNL staff member Amy C. Campbell, who works in the Business Services Directorate, and Michael A. Campbell.

Among numerous activities at Bearden, Campbell is president of Bearden’s National Honors Society chapter and a member of the Mu Alpha Theta mathematics honors society. In the summer of 2015, she was selected for the Governor’s School for Science and Engineering and the National Science Foundation’s Young Scholars Program. [Read more…]

ORNL’s Gibson named SME outstanding young engineer

Brian T. Gibson, a postdoctoral research associate at the U.S. Department of Energy’s Oak Ridge National Laboratory, has been named one of the SME Outstanding Young Manufacturing Engineers for 2017.

Gibson has doctorate and master’s degrees in mechanical engineering from Vanderbilt University and a bachelor’s degree in mechanical engineering from the West Virginia University Institute of Technology, a press release said. He works in the Materials Processing and Joining group in the Materials Science and Technology Division at ORNL.

Before joining ORNL, Gibson studied as a Tennessee Space Grant fellow in the Vanderbilt University Welding Automation Laboratory. His research focuses on technical challenges at the intersection of robotics and materials processing, with specific research interests that include solid-state joining, additive manufacturing, in-process quality monitoring, robotic force control, and signal processing, the press release said.

UT-Battelle manages ORNL for DOE’s Office of Science. The Office of Science is the single largest supporter of basic research in the physical sciences in the United States, and is working to address some of the most pressing challenges of our time, the press release said. Not clear yet where National Park Service will go when AMSE closes

It’s not clear yet where the National Park Service will go when the American Museum of Science and Energy building closes at the end of the year, but a federal official said the Park Service will stay in Oak Ridge.

It could relocate to a two-story building that once housed Sears Roebuck at Main Street Oak Ridge, the former Oak Ridge Mall. That’s where the U.S. Department of Energy’s public education and outreach missions, now housed at the American Museum of Science and Energy, are moving.

But the National Park Service hadn’t committed to moving there as of April 17, said Niki Nicholas, site manager of the Oak Ridge unit of the Manhattan Project National Historical Park. The NPS needs more information, Nicholas said in response to questions after a Monday afternoon presentation to AAUW, or American Association of University Women. (A reader had told Oak Ridge Today of an April 17 letter reportedly sent from the Manhattan Project National Historical Park to federal officials at Oak Ridge National Laboratory, which manages AMSE.)

Nicholas said the National Park Service has several options in Oak Ridge, including Main Street Oak Ridge. But she declined to elaborate on the precise number of options, where they might be, or what organizations or businesses might be co-located in those buildings. [Read more…]

Biology Complex at Y-12 once housed more individuals with doctorates than anywhere else in the world

The U.S. Department of Energy and its cleanup contractor finished characterizing the Biology Complex at the Y-12 National Security Complex this month, identifying contaminants before demolishing and disposing of the buildings.

The characterization work was done by DOE’s Oak Ridge Office of Environmental Management and its contractor, URS | CH2M, or UCOR.

DOE said it was crucial to get crews into the complex before the working environment became too hazardous.

“Already, team members could not enter a building due to a failed roof,” the Department of Energy said in a story published online on Thursday. “Elsewhere, exterior tiles have fallen from the façade, and asbestos and other material present risks to workers due to roof leaks.”

Jay Mullis, acting manager for the Oak Ridge Office of Environmental Management, said the completion of the characterization work sets up the cleanup program to demolish Y-12’s Biology Complex when funds become available. [Read more…]

ORNL wins four federal lab awards for tech transfer

Four technologies developed at the U.S. Department of Energy’s Oak Ridge National Laboratory have earned Federal Laboratory Consortium awards for excellence in technology transfer, a press release said.

The FLC is a network of more than 300 federal laboratories, facilities, and research centers dedicated to promoting and strengthening the commercialization of federal laboratory-developed technologies and expertise, the press release said.

The honors place ORNL in elite company, according to Donna Bialozor, FLC Awards committee chair, who wrote: “This year, your laboratory is one of a select number of recipients, an indication that your nominations were truly of the highest caliber.”

Mike Paulus, ORNL’s director of technology transfer, noted that it is especially significant that ORNL won four of the 19 FLC awards for excellence in technology transfer.

“With these latest awards, ORNL has now won 55 since 1986, reaffirming the importance and relevance of our research and development,” Paulus said.

Tennessee Governor Bill Haslam visited the U.S. Department of Energy’s Oak Ridge National Laboratory on Friday to congratulate the ORNL team involved in the discovery of the element tennessine, named in recognition of the vital contributions of the state of Tennessee to the international search for new superheavy elements.

UT-Battelle, the managing contractor of ORNL, is marking the discovery by providing more than 1,000 public middle schools and high schools in Tennessee with new charts of the periodic table. Tennessine—the official name for element 117—completes the seventh row of the table and the column of elements classified as halogens.

The charts will include the signatures of Haslam and ORNL Director Thom Mason.

“We had two very significant announcements in Tennessee this fall as it relates to science,” Haslam said. “In October, the Nation’s Report Card announced that Tennessee students are the fastest improving in the nation in science, and in November, Tennessee became only the second state to be recognized in the periodic table of elements. Having an element named in our honor is further evidence of the scientific excellence that exists at Oak Ridge National Laboratory, the University of Tennessee, Vanderbilt University, and other institutions throughout our state, and by UT-Battelle donating new periodic tables to every middle and high school in Tennessee, students can feel proud of our state’s important role in the scientific community and inspired to play a role in its future.” [Read more…]

If successful, ORNL process could play role in fighting climate change

In October, Oak Ridge National Laboratory announced that scientists had developed an electrochemical process that uses tiny spikes of carbon and copper to turn carbon dioxide, a greenhouse gas, into ethanol.

This month, Oak Ridge Today asked if the process using the very small catalysts could be used on a large scale to convert carbon dioxide in the atmosphere into ethanol, and if that might be used to combat climate change.

Here is the response from researcher Adam Rondinone, lead author of a team’s study published in ChemistrySelect:

“If we are successful, then yes, this process will take us a little bit closer to the goal of mitigating climate change.  But many other technologies and changes will also be needed, because of the scale of the problem. Also, this technology is more focused on what to do with CO2 (carbon dioxide) once it has been captured. While it could feasibly be coupled to a capture mechanism for extracting CO2 from the air, it will more likely be used to intercept and recycle emissions from point sources like power plants. Ultimately, it will just be one solution out of many that we will need to implement in order to prevent serious climate changes.” [Read more…]

ORNL receives DOE funding for applications for more powerful supercomputers

Oak Ridge National Laboratory has received funding from a federal project to develop applications for more powerful supercomputers, systems that could be 50 to 100 times more powerful than today’s fastest supercomputers.

The project is the U.S. Department of Energy’s Exascale Computing Project, or ECP. It’s to develop applications for future exascale systems. Exascale refers to high-performance computing systems capable of at least a billion billion calculations per second, which is up to 100 times faster than the nation’s most powerful supercomputers in use today, a press release said.

The work on applications will help guide DOE’s development of a U.S. exascale ecosystem as part of President Barack Obama’s National Strategic Computing Initiative, or NSCI, the press release said.

The first round of ECP funding totals $39.8 million for 22 proposals representing teams from 45 research and academic organizations. ORNL researchers and technical staff will participate in 12 of the 22 projects.

The awards, announced Wedneday, target advanced modeling and simulation solutions to specific challenges supporting key DOE missions in science, clean energy, and national security, as well as collaborations such as the Precision Medicine Initiative with the National Institutes of Health’s National Cancer Institute, the press release said. Khaleel to lead ORNL’s Energy and Environmental Sciences Directorate

Mohammad A. “Moe” Khaleel has been named associate laboratory director for energy and environmental sciences at the U.S. Department of Energy’s Oak Ridge National Laboratory.

The work that Khaleel will oversee for the Energy and Environmental Sciences Directorate, or EESD, includes biological and environmental research for DOE’s Office of Science and an extensive set of research and development programs supported by DOE’s Office of Energy Efficiency and Renewable Energy, Office of Electricity Delivery, and Energy Reliability and Office of Fossil Energy.

EESD also engages with a broad external community that includes a growing list of industrial partners through the ORNL-managed BioEnergy Science Center, the Manufacturing Demonstration Facility, and the National Transportation Research Center, a press release said.

“Moe brings a rich background as both a researcher and scientific leader,” ORNL Director Thom Mason said. “In his new position, he will oversee activities that translate basic science into applied research and development (R&D), with direct benefits for energy production, transmission, and conservation. Climate and energy scientists at Oak Ridge National Laboratory have developed a new method to pinpoint which electrical service areas will be most vulnerable as populations grow and temperatures rise.

“For the first time, we were able to apply data at a high enough resolution to be relevant,” said ORNL’s Melissa Allen, co-author of “Impacts of Climate Change on Sub-regional Electricity Demand and Distribution in the Southern United States,” published in Nature Energy.

Allen and her team developed new algorithms that combine ORNL’s unique infrastructure and population datasets with high-resolution climate simulations run on the lab’s Titan supercomputer. The integrated approach identifies substations at the neighborhood level and determines their ability to handle additional demand based on predicted changes in climate and population.

The new, high-resolution capability can explore the interconnections in complex systems such as critical infrastructure and weather and determine potential pathways to adapt to future global change, a press release said. [Read more…]
