Oak Ridge seeks community input for new ‘city blueprint’

With your help, Oak Ridge officials want to develop a long-range development plan, or “city blueprint.”

There will be a kickoff meeting for the project on Thursday, January 26, at High Places Community Church in Grove Center.

“The last year has been an exciting period in Oak Ridge,” a press release said. “New commercial buildings are being constructed in the city center, improvements in our parks and trails are on the horizon, and the National Historic Park is beginning to take shape. The Oak Ridge Planning Commission—with input from other boards, commissions, and city leaders—has decided that it is time to begin crafting an updated long-range development plan, or ‘City Blueprint,’ which would provide guidance in future growth and decisions. During the creation of this guiding document, it will be vital to receive input on its focus and content from the people of Oak Ridge.” [Read more…]

The Oak Ridge Municipal Planning Commission approved a revised site plan for Main Street Oak Ridge on Thursday, July 28. It is pictured above.

Rutgers Avenue is the curved roadway partially visible at the bottom of the map above. The intersection of South Illinois and South Illinois avenues is at top left, with South Tulane Avenue curving across the top of the map. Wilson Street, which is now a private road but could become public after improvements are made, runs from top to bottom at right.

State grant of more than $900,000 to be used for Turnpike sidewalks

Oak Ridge has received a state transportation grant of more than $900,000, and it will be used to complete sidewalks along the south side of Oak Ridge Turnpike between Illinois Avenue and Fairbanks Road, officials said Wednesday.

The $927,021.40 Multimodal Access Grant is from the Tennessee Department of Transportation.

It’s one of 14 grants worth a total of about $10.3 million awarded this year, according to information from TDOT. Other cities receiving grants in the Knoxville area were Lenoir City—$899,394.30 for an SR2/Broadway Multimodal Access Project—and Gatlinburg—$396,036 for US 321 Safety Upgrades and Trolley Stop.

In Oak Ridge, the grant will be used to help build a continuous sidewalk on the south side of the Turnpike from Illinois to Fairbanks.

The current standard requires sidewalks in front of new buildings when they face the Turnpike. So, there are short stretches of new sidewalks in front of The Donut Palace and Zaxby’s restaurant, both relatively new businesses, interspersed with sections of no sidewalks in front of Martin Funeral Home and First Presbyterian Church between Lafayette Drive and Division Road. Oak Ridge officials on Thursday approved a re-subdivision that was required for the $80 million project to redevelop the former Oak Ridge Mall.

The re-subdivision includes 10 different lots, including one larger parcel in the center of the 58-acre site and other smaller lots. Officials said the re-subdivision was necessary for financial considerations, and it is a condition for closing on the property.

Oak Ridge Community Development Director Kathryn Baldwin said the city has received notice the remediation is complete on the interior of the mostly empty mall, and construction drawings have been submitted for three buildings expected to receive permits. The new buildings could be erected next to Belk and in the area where Sears is now.

The Oak Ridge Municipal Planning Commission approved the re-subdivision in an 8-0 vote during a special meeting Thursday. Planning commissioners present were Chair Stephen Whitson, Vice Chair Austin Lance, Secretary Claudia Lever, and members Charlie Hensley, Sharon Kohler, Jane Shelton, Hans Vogel, and Todd Wilson. City receives $433K grant for traffic signal, pedestrian improvements at two intersections

Oak Ridge has received a $433,000 grant for improvements at two intersections on Oak Ridge Turnpike, one at South Tulane Avenue and the other at East Division Road/Tennyson Road. The improvements, which require a 20 percent local match of roughly $108,000, will include marked crosswalks, ramps, and upgrades to help pedestrians.

The project will include traffic signal and pedestrian feature upgrades at the intersection of Oak Ridge Turnpike and Tulane Avenue, between the Oak Ridge Chamber of Commerce and Oak Ridge Municipal Building. The upgrades will include the addition of handicap ramps, crosswalks, countdown pedestrian signals with push buttons, and radar vehicle detection, Oak Ridge Community Development Director Kathryn Baldwin said in a December 1 memo to City Manager Mark Watson. A traffic signal pole will be relocated to avoid conflicts with overhead utilities.

Improvements at East Division Road/Tennyson Road, near Methodist Medical Center, will include the addition of handicap ramps, crosswalks, and countdown pedestrian signals with push buttons and radar vehicle detection. Land Bank ‘ahead of curve’ in repairing, redeveloping blighted homes

A two-year-old effort to repair or redevelop blighted and abandoned homes in Oak Ridge is making above-average progress, an official said in November.

The Oak Ridge Land Bank Corporation, the first of its kind in Tennessee, has sold two homes and donated two and has more listed, board chair Charlie Jernigan said.

Other land banks around the country haven’t had any sales until their third year.

“We’re ahead of that curve,” Jernigan said after a November 6 work session on housing at the Oak Ridge Chamber of Commerce, the second this year. [Read more…]

There will not be an Oak Ridge Municipal Planning Commission work session on Main Street Oak Ridge today (Thursday, July 9).

The city staff said the meeting will be rescheduled to a date to be determined later in July.

A site plan was submitted on Monday for Main Street Oak Ridge, an official said. Main Street Oak Ridge is the eagerly anticipated $80 million project to redevelop the former Oak Ridge Mall.

The site plan is under review by the Oak Ridge city staff and could be discussed during an Oak Ridge Municipal Planning Commission work session on July 9 and during a regular meeting on July 16.

A site plan is an engineered construction drawing that includes the layout of buildings and parking, utility plans, traffic and pedestrian circulation, and stormwater management, said Kathryn Baldwin, Oak Ridge Community Development director. Demolition work has started on a commercial building on East Tyrone Road behind the popular Magic Wok restaurant. On Friday, an excavator had started demolishing the eastern part of the small shopping center. A demolition permit was reportedly issued this week.

In November, a city board ordered the building demolished within 30 days. The demolition order does not apply to the Magic Wok, which is in a separate diner on the western side of the building.

The building owners had previously considered preserving about 5,500 square feet in three units on the western side of the property, among a few options. But on Friday, Oak Ridge Community Development Housing Specialist Matt Widner said that portion won’t be preserved. Instead, the entire building will be demolished, Widner said. [Read more…]
