School board approves balanced calendar

The Oak Ridge Board of Education on Monday approved a new balanced calendar for the 2015-2016 school year. The balanced calendar, which is different than the traditional school calendar, gives students about nine weeks of classroom instruction at a time. This will be the first time that Oak Ridge has had a balanced calendar.

The school board approved the change in a 4-1 vote on Monday. Board member Jenny Richter was opposed.

A separate motion to outsource substitute teachers died with little discussion.

The vote on the balanced calendar came after input from three community members who were opposed to the change from the traditional calendar, which is now being used at most Oak Ridge schools. The board discussed the calendars for nearly an hour before the vote. [Read more…]

The new “balanced” school calendar has twice been endorsed by a majority of Oak Ridge parents and school staff, and the school board on Monday is expected to consider whether to use the new calendar, which gives students about nine weeks of classroom instruction at a time, in the 2015-2016 school year.

The first vote was conducted through the Skylert callout system in February, and the second vote was in March. Parents and staff were asked whether they favor the traditional or balanced calendar.

The new calendar would apply to all schools, including Willow Brook and the PreSchool for the 2015-16 school year. The first vote callout took place Feb. 10.

The traditional calendar is the calendar that most of the Oak Ridge Schools have had for quite a while. Students come to school in the middle of August, have a one-week fall break, two weeks off for winter, a one-week spring break, dismissal at the beginning of June, and an 11- to 12-week summer. Superintendent: ‘It’s a big deal nationally’

Oak Ridge Schools is attempting to become the premier district in the nation for science, technology, engineering, and math, or STEM, education. Superintendent Bruce Borchers has a $3.4 million plan to make that happen using Microsoft Surface tablets and Discovery Education. The money will be spent over a five-year period.

Borchers calls the needed changes a “digital transformation” that will, he hopes, bring a tablet to every student in the school system. This is especially important in Oak Ridge, a district with a free and reduced lunch rate of more than 50 percent. The digital transformation would allow every student in the district to have the same educational opportunities, regardless of income.

The first of three steps toward transformation is to create a technological infrastructure capable of handling all the tablets. Those improvements have a $1 million price tag that the Oak Ridge Board of Education and the city have already approved. Borchers hopes for the upgrades to be completed before students return to school in the fall. The upgrades are projected to last until at least 2022. [Read more…]

Oak Ridge teachers, staff members, and principals have requested a 2.5 percent salary increase in the next school year.

The requests could be considered as part of the budget discussions for the fiscal year that starts July 1.

The Oak Ridge Education Association said the consumer price index has increased 2.38 percent on average each year during the past decade. Meanwhile, the annual salary increase for school staff members has averaged 1.5 percent.

Teachers have not had a pay increase for several years, said Mike Haygood, OREA co-president.

“Some type of salary increase is long overdue,” he told members of the Oak Ridge Board of Education during a March 24 meeting. [Read more…]

School board approves Blankenship bleacher replacement

Deemed to be unsafe, the visitors bleachers at Blankenship Field have been de, and replacing them could cost more than $500,000.

The Oak Ridge Board of Education on Monday unanimously approved a $455,000 project to replace the visitor bleachers at Blankenship Field. The bleachers had been deemed unsafe, and they have already been demolished.

School officials are hoping to replace them before the first home football game on Aug. 29. In a unanimous voice vote Monday, the school board agreed to use the school system’s fund balance to pay for the replacement bleachers.

Board members plan to ask city officials for additional help to finish part of the project, including a $69,000 handicapped ramp with switchbacks from the city-owned parking lot below the field up to the city-owned field, which is at Jack Armstrong Stadium in central Oak Ridge. The ramp could be built when the city renovates the parking lot. [Read more…]

Low bid on Blankenship bleachers: $524,000

Deemed to be unsafe, the visitors bleachers at Blankenship Field have been removed, and replacing them could cost more than $500,000.

The low bid on the bleacher replacement project at Blankenship Field came in at $523,940, a school official said Friday.

The bid on the project to replace the demolished visitor bleachers includes grading work and a handicap sidewalk at Jack Armstrong Stadium. Proposals were accepted through Friday. The recommended proposal from Dant Clayton Corp. of Louisville, Ky., will be considered by the Oak Ridge Board of Education on Monday.

Allen Thacker, Oak Ridge Schools maintenance and operations supervisor, said the project could cost another $40,000 if the Wildcat Crossing stairs on the home side of the field are reconditioned. That would make the total cost $563,940. It was the lowest of two qualified bids.

Thacker said funding for the project has not yet been identified. It’s been discussed at several recent meetings of the Oak Ridge City Council and Board of Education. Municipal and education officials have said options include city funding, school funding, a mix of the two, and donations. Earlier this month, School Board Chair Keys Fillauer told City Council that a funding decision could be made Monday. [Read more…]

Guest column: Budgeting and property taxes, why are we different?

As a matter of convenience to the Oak Ridge Board of Education, the city is getting ready to change the budgeting cycle and the Oak Ridge property tax due and delinquent dates. The city-proposed changes are only a partial band-aid. No one has considered the taxpayer, or the impact of what is best for everyone. 

Early in Oak Ridge’s municipal history, the city had the State of Tennessee legislature pass a private law and a local ordinance which made it possible for Oak Ridge to tax its businesses and citizens much earlier than any other government in Tennessee. It was cash-flow strapped and it then sought state relief to force earlier federal payments. This created a budget cycle that required Oak Ridgers to pre-pay property taxes rather than pay-as-you-go, which happens in the rest of Tennessee.

Today, Oak Ridge is the only Tennessee government which sets its budget and property tax rate in May, its tax bill payments due date is June 1, and the late tax payment date now is July 31 annually. This makes us pre-pay our property taxes and forces early budget decisions. [Read more…]

An outsourcing proposal strongly opposed by teaching assistants last month has since been revised to include only substitute teachers at Oak Ridge Schools.

The new proposal to use Professional Educational Services LLC, or PESG, of Nashville, to provide substitute teachers will be considered by the Oak Ridge Board of Education during a Monday evening meeting.

The outsourcing proposal began as an attempt to help the school system comply with the reporting requirements of the Affordable Care Act and to avoid potentially large fines of up to $1.2 million for errors that might be made in following the new federal health care law. [Read more…]

The second calendar voting for the Oak Ridge 2015-16 results have been counted.

Parents and staff members were called on March 13 and asked if they preferred a balanced calendar or a traditional calendar for all schools including Willow Brook and the PreSchool for the 2015-16 school year. The first vote callout took place Feb. 10.

The traditional calendar is the calendar that most of the Oak Ridge Schools have had for quite a while. Students come to school in the middle of August, have a one-week fall break, two weeks off for winter, a one-week spring break, dismissal at the beginning of June, and an 11- to 12-week summer.

The balanced calendar is a new calendar that Oak Ridge has never had before. It is called a balanced calendar due to the balance that it gives for instructional time in the classroom—about nine weeks at a time. Students typically arrive for school the first week in August, have a two-week fall break, two weeks off for winter, two weeks off for spring break, dismissal at the beginning of June, and a seven- to eight-week summer. The balanced calendar is not like the Willow Brook Elementary or PreSchool calendar where students start school in mid-July and have three-week breaks. [Read more…]

A proposal to resolve a dispute over sales tax revenues and high school debt appeared to have majority support during a non-voting joint work session of Oak Ridge City Council and Board of Education on Friday.

Despite opposition from a few residents and municipal officials, the Oak Ridge City Council and Board of Education have resolved a dispute over Anderson County sales tax revenues and debt payments for the $66 million renovation of Oak Ridge High School.

The dispute, which started several years ago, centered on how to use the Oak Ridge school system’s portion of Anderson County sales tax revenues generated by a tax increase approved by county voters in a 2006 referendum. School officials had argued that they could keep their share of the revenues generated in the county outside of Oak Ridge, while city officials had said all the revenues, whether collected inside the city or outside of it, should be used for high school debt payments.

A resolution unanimously approved by the school board in February and the City Council in a 5-2 vote on Monday, March 3, allows the schools to keep its portion of the new Anderson County revenues collected outside the city. However, the resolution spells out how the money has to be spent: on technology enhancements, debt reduction, capital repairs and equipment, and grant matches and innovative educational projects. Declared unsafe, the visitors bleachers at Blankenship Field have been removed, and the project to replace them has been put out for bids.

The visitors bleachers at Blankenship Field have been demolished, and the Oak Ridge Schools are scurrying to replace them by the start of the high school football season this fall.

Project bids are being accepted through March 21, although it’s not clear yet who will pay for the new bleachers and other improvements at Jack Armstrong Stadium. The bids could be considered by the Oak Ridge Board of Education on March 24.

The board could also make a funding decision then, School Board Chair Keys Fillauer told Oak Ridge City Council members during a Monday night meeting. There are a range of options that include city funding, school funding, and donations, among others. [Read more…]

We want your vote..one more time! The Oak Ridge Board of Education has asked for one more community vote for the two calendars that are being proposed for the Oak Ridge School system starting for the 2015-16 school year.

The first vote collected on Feb. 10 showed English-speaking parents favored the balanced calendar 1,094 to 183; Spanish-speaking families were split down the middle with a 43-to-43 vote; and staff favored the balanced calendar 395 to 176.

The two calendars being proposed are called a traditional calendar and a balanced calendar. Both of these proposed calendars have been looked at and discussed by the district’s Curriculum and Instruction team; a district Calendar Committee comprised of teachers and administrators; the Superintendent’s Parent Advisory Board made up of parents from all schools; Superintendent Bruce Borchers; and me. Both calendars give staff and parents a choice in the type of calendar they want for the children of Oak Ridge. [Read more…]
