Opinion: A blueprint for growth, the choice is yours

Nov. 19, 2015

In a previous article, I pointed out how Oak Ridge has changed. To summarize, we have changed drastically since the mid-1970s, becoming Tennessee average in median income, graduation rates, ethnic and age distributions. We are also heavily in debt, as we continue to spend beyond our means for all of our high quality services.

About 50 percent of our housing is over 70 years old and in various conditions located on lots that are often unsuitable for today’s desired off-street parking. Currently, over 12 percent of all homes are vacant, and those on the market are selling at 75 percent of their initial asking price. All aging residential housing is collectively dropping in both value and desirability. Our low-income population has increased to the point that they are the majority of our residents, and they cannot financially support our high-end services. Today, we are building only 10s of new homes annually, and a large percentage of the Manhattan Era housing remains vacant. Department of Energy radioactive and hazardous waste storage taints the community image as an attractive place to live.

We have evolved to this condition from a city that was given to us citizens debt free in the 1960s and rocketed to be the highest property taxed Tennessee city by 1973. Since then, it has endured a long list of both failed and evaporated DOE promised self-sufficiency projects. Today, DOE self-sufficiency efforts are no longer offered by DOE. Things even got worse following the 1985 fragmentation of all DOE single contractor federal operations, which then made effective local financial discussions impossible. [Read more…]

A community survey has identified housing, population, and the development of Main Street Oak Ridge and retail shopping as top issues, Mayor Warren Gooch said Tuesday.

Other top issues include jobs and economic development, and public relations efforts to promote the city.

High priorities on a list of potential capital investments or projects include infrastructure improvements, a new preschool, and funding of an incentive program for people buying or renovating a house.

Ten groups have participated in the survey since January 1, Gooch said. Those groups include the League of Women Voters of Oak Ridge, the three Rotary clubs, Oak Valley Baptist Church, Anderson County Tea Party, Oak Ridge Chamber of Commerce coffees, Leadership Oak Ridge, Neighborhood Watch awards banquet, and citizens at large.

Gooch, who gave a speech to the League of Women Voters of Oak Ridge on Tuesday, said residents can still participate in the survey.

Here are survey results as of April 30, 2015:

What is the most important issue facing Oak Ridge?

Guest column: Becoming a healthy community

Posted at 9:35 pm January 14, 2015
By Pat Fain Leave a Comment

Stability and growth of that complex system called a community depends on honesty, equality, fairness, balance, foresight, continuity, healthy relationships, maturity, safety, common goals, and recognizable successes shared among all community members and good leadership.

Industry and government facilities were having great difficulty attracting highly educated and qualified professionals to Oak Ridge despite competitive salaries in the new millennium. One of the attractions that might help this problem was thought to be the existence of superior schools for the children of those professionals, combined with attractive, upscale housing.

As is so typical in Oak Ridge, many bright minds saw only their need and targeted the solution they hypothesized would make it work. Also, as so often happens with brilliant focused minds, the complexity of the economic and social organization, its influence, and the needs of the whole community were not factored into the equation. There was an assumption that the hypothesis of good schools, combined with an abundance of attractive housing, would solve the problem. So, $67 million was spent on building and equipping a state-of-the-art high school with amenities usually limited to high-priced, private, college prep schools. This, despite the critical need for a new preschool facility having been very high on the official city list of capital needs for over a decade. [Read more…]

“We also cannot release any other information concerning this event,” the Sheriff’s Department said.

The City of Oak Ridge also announced Thursday that traffic in Oak Ridge could be disrupted during the Friday afternoon visit to west Knox County and Clinton by President Barack Obama, Vice President Joe Biden, and Biden’s wife Jill. [Read more…]

Chuck Hope

Chuck Hope

To my fellow City Council members,

I am asking you to consider me as a possible candidate for mayor, when we meet next Monday night. It would be a honor to become the next mayor of the City of Oak Ridge, I believe I have shown my ability to lead and find common ground on issues over the last three-plus years I have been on City Council.

Why do I want to be considered for mayor of our city? Oak Ridge is my home. I have grown up here, went through the school system here, started and maintained my business here, married my high school sweetheart, and raised my family all right here in Oak Ridge. I love my home town and care about what happens here. I care about my neighbors and the neighborhoods. I have watched multiple generations of families live their lives here, and look forward to seeing many more to come.

I want to see our city prosper and grow, and for us do that, we have to have good leadership from our civic leaders. As our civic leaders have done before us, I want to help our city continue to move forward. Over the last 55 years, our city has seen some remarkable things and has contributed many great things to the world. I want us to continue to build on these things and look forward to what we do next. [Read more…]
