DA’s office also recused from July 4 fatal crash case because of liens filed by defendant

CLINTON—First the judge recused himself and now the district attorney general’s office has been recused in a homicide case filed against an Oak Ridge man after a fatal crash in the crowded parking lot of Midtown Community Center after fireworks on July 4, 2015.

Both recusals were because of liens filed by the defendant, Lee Harold Cromwell, 66. The recusals mean another judge has already been appointed, and another DA will have to be appointed. A lien is a claim that one person owes something to another person.

Anderson County Criminal Court Judge Donald R. Elledge recused himself during a June 3 arraignment because of an $8 million lien filed against him by Cromwell.

“It was upsetting that he filed a frivolous lien against me,” Elledge said Monday. “I’m going to do everything I can legally, morally, and ethically to prosecute him criminally and civilly to the full extent of the law.”

Then, during a rescheduled arraignment on Monday, defense attorney James K. Scott asked for Anderson County District Attorney General Dave Clark and the DA’s office to also be recused. That was because of liens that Cromwell filed against the DA and another member of his office in “misplaced mindset” in a “misguided effort, out of desperation, to advocate for his innocence without the knowledge or advice of counsel,” Scott said in a motion to recuse. The Oak Ridge Outdoor Swimming Pool will be closing soon for the season, but before it does, the pool will re-open for one final day this season and the city will host its first-ever Puppy Pool Party.

The outdoor pool will close Sunday, July 31, and be closed through the first week of August. The pool will re-open one last time for the season on Saturday, August 6, from 10 a.m.-7 p.m.

On Sunday, August 7, from 5-7 p.m., the outdoor pool will host its first Puppy Pool Party, a press release said. All dogs must be non-aggressive and kept on leashes. Pet owners must also have proof of current vaccinations. There is a fee of $3 per dog to participate, or each owner may bring a donation of canned or dry dog food to support the Oak Ridge Animal Shelter. [Read more…]

There is a public information session on Wednesday on the U.S. Department of Energy’s proposal to build a new on-site low-level waste disposal facility on the Oak Ridge Reservation.

The public information session is hosted by the Energy, Technology, and Environmental Business Association, or ETEBA. It’s scheduled from 3 to 5 p.m. Wednesday, July 27, at Pollard Auditorium, which is at 210 Badger Avenue in Oak Ridge. The public is invited.

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management, or OREM, has identified four site alternatives for the proposed facility, which is called the Environmental Management Disposal Facility, or EMDF.

“The purpose of this session is to provide the public with information about these four sites in preparation for the formal public comment period that will occur later this year,” a press release said. “Representatives of DOE, the Tennessee Department of Environment and Conservation, and the U.S. Environmental Protection Agency will provide an overview of the site alternatives as well as the regulatory issues and requirements associated with these four sites, and will be on hand to address questions from the public following the presentations.” [Read more…]

American Physical Society names ORNL’s Holifield Facility as historic physics site

The American Physical Society on Monday honored the Holifield Radioactive Ion Beam Facility at Oak Ridge National Laboratory as an APS Historic Physics Site.

It’s the first designated APS Historic Physics Site in Tennessee. The APS is one of the world’s top professional societies for scientists.

APS President-elect Laura Greene presented a plaque marking the historical designation of the now-decommissioned physics research facility to kick off the Nuclear Structure 2016 conference and Neutrinos in Nuclear Physics workshop being held this week in Knoxville. ORNL Deputy for Science and Technology Thomas Zacharia accepted the plaque for ORNL.

ORNL is a U.S. Department of Energy laboratory.

“In naming the Holifield Radioactive Ion Beam Facility as a Historic Physics Site, the American Physical Society took into consideration the half century of nuclear and atomic physics research performed there, as well as the scores of scientists who performed experiments with its unique capabilities,” Greene said. “The Holifield Facility has indeed been an important contributor to the physical sciences history.” [Read more…]

A driver was possibly injured when his sport utility vehicle rolled after colliding with another SUV on Oak Ridge Turnpike on Thursday afternoon, authorities said.

The crash was reported in the westbound lanes of Oak Ridge Turnpike just east of Illinois Avenue at about 1:38 p.m. Thursday.

Authorities said Charles W. Rhoads, 70, Oak Ridge, was driving west in the left lane in a 2002 GMC Envoy SUV when he tried to move over to the right lane, hitting the left side of a 2005 Ford Escape SUV driven by Carla F. Wheeler, 48, of Kingston.

The Envoy driven by Rhoads turned over onto its driver side after the collision, a crash report said. Rhoads was trapped, and the Oak Ridge Fire Department used power tools and a crew to remove him before he was taken by ambulance to Methodist Medical Center of Oak Ridge. [Read more…]

Fox Auto Salvage on Melton Lake Drive is shutting down, and the business could be replaced by a company that leases heavy equipment, the Oak Ridge Municipal Planning Commission learned Thursday.

Owner Tom Fox of Fox Auto Salvage said the business has been open since 1981, and he’s owned it since 1997.

Fox Auto Salvage is no longer accepting salvaged cars, and the company has disposed of most everything, Fox said. [Read more…]

The Scarboro Community Alumni Association will hold a weekend of festivities July 29-30 that will include a parade, Fun Day, and Scholarship Banquet.

A Meet and Greet will be held Friday, July 29, starting at 6 p.m. at the Fraternal Order of Eagles located at 1650 Oak Ridge Turnpike in Oak Ridge.

Beginning at 9 a.m. Saturday, July 30, organizations, churches, schools, political officials, and entertainers will participate in a parade starting from Spurgeon Chapel A.M.E. Zion Church, going left on Benedict Avenue, left on Dillard Avenue, right on Hampton Road (passing the old Scarboro School Site), right on Wilberforce, and ending at Mt. Zion Baptist Church, a press release said.

The Fun Day event will follow with an array of food and non-food vendors, music, and activities for youth and adults at the Scarboro Community Center, which is at 148 Carver Avenue, from 10 a.m.-4:30 p.m. [Read more…]

Spontaneous combustion from oily rags discarded in a waste container appear to have started a Thursday morning fire at an Oak Ridge warehouse, authorities said.

The Oak Ridge Fire Department responded to the fire after a sprinkler system activated at a warehouse at 342 Warehouse Road at about 6:50 a.m. Thursday, July 21.

Firefighters found heavy smoke coming from the windows and doors of the building when they arrived, a press release said.

“The fire crew entered through the front door and quickly extinguished a fire in a waste container,” the press release said. [Read more…]

OLIVER SPRINGS—Two drivers were injured and one was picked up by a medical helicopter after a head-on two-vehicle crash on Mahoney Road in Oliver Springs on Thursday afternoon, authorities said.

The crash was reported at about 12:30 p.m. Thursday near New Mountain View Baptist Church. Charges are pending against one of the drivers, according to the Tennessee Highway Patrol.

The THP said a 1997 Cadillac STS driven by Blake Brakins, 33, of Oak Ridge, was traveling south on Mahoney Road when it crossed over the center line and crashed head-on into a 2016 Ford Fusion traveling north on Mahoney Road and driven by Isabel Cates, 80, of Oliver Springs.

Brakins and Cates were both injured, the THP said. Cates was wearing a seat belt, while Brakins was not, authorities said. [Read more…]

Three people have been charged after a robbery was reported at Family Dollar in Oliver Springs on Wednesday night, authorities said.

The robbery was reported at about 10:04 p.m. Wednesday at the store, which is at 51 Edmonds Drive in Oliver Springs.

When they arrived, Sergeant Kevin Armes and Patrolman Nathaniel Nelson of the Oliver Springs Police Department were told that, after closing and while the cashiers were doing the money count, a masked man came from the back of the store and ordered both employees to the floor and demanded all the money and cell phones, a press release said. After receiving all the cash from the register and safe, he reportedly left the store through the back, the release said. [Read more…]

The heat index for the traditional Friday preview is forecast to be over 100 degrees, so the Oak Ridge High School WildBand is going to have its preview tonight, Thursday, July 21, on Blankenship Field.

Step off time will be 9 p.m. today.

“Since the heat index for our traditional Friday event is going to be 105 degrees plus, the WildBand is going to kick off ‘Beatlemania’ a day early and in the cool of the evening,” a press release said. “Please come and enjoy the free show under the lights at Blankenship.”

The 2016 Oak Ridge High School Band is presenting “Beatles in Blue” for their Fall Marching Show. Tunes include “Magical Mystery Tour,” “Eleanor Rigby,” “Good Day Sunshine,” “Norweigan Wood,” and “Hey Jude.” [Read more…]

A single mother of two received free energy upgrades to her home through a program funded by a $2.9 million Tennessee Valley Authority grant, and more spots are available for qualified Oak Ridge residents interested in the free energy efficiency improvements.

During a ceremony at lunchtime Wednesday, Brittany Quilliams said the improvements to her home on Bunker Lane in west Oak Ridge include a heat pump, which replaced her old heating and air-conditioning system; ductwork under her house; insulation in her attic; and new vents at the back of her house. The updates were completed about a month-and-a-half ago.

Quilliams said she has noticed that her home, one of the first three to be upgraded in Oak Ridge, is cooling quicker. Though she’s only received one utility bill since the upgrades, she has noticed a change in the bill.

“I think more people should take advantage of it,” said Quilliams, referring to the energy efficiency program. “It saves me money. It’s a great program.”

The program is called Make Oak Ridge Energy Efficient, or MORE2. There are 200 spots left in the program, which is available to residents who meet income requirements and live in homes that have electric heat and are at least 20 years old, among other qualifications. Participants can either own or rent the qualifying home, which must be within the city limits.
