Housing: Apartments proposed on former AMSE site

Apartments could be built on the former American Museum of Science and Energy site on South Tulane Avenue.

The apartment complex could include 217 units in seven three-story buildings on the 10-acre site. They would be built where the former AMSE building and its big parking lot are now. AMSE has moved across the street to Main Street Oak Ridge, the roughly 58-acre redevelopment of the former Oak Ridge Mall.

The apartment developer, Legacy Capital of Knoxville, anticipates that construction could begin at the site in the late spring or early summer of next year and last about 18 months, said company president Daniel Smith.

Smith and Mark Bialik, owner of GBS Engineering of Knoxville, presented information on the $25 million to $30 million project to the Oak Ridge Municipal Planning Commission during a Monday evening work session. They plan to present what is known as a planned unit development for the project to the Planning Commission this month. [Read more…]

Oak Ridge officials will meet to discuss second phase of Main Street

Hoping to make progress and help produce a good plan, Oak Ridge officials will meet in November to discuss the second phase of Main Street Oak Ridge.

Oak Ridge officials have had concerns about proposed revisions to the master plan for Main Street as the developer, RealtyLink, prepares to welcome a second wave of tenants. The Oak Ridge Municipal Planning Commission postponed a vote on the revised master plan during a meeting on Thursday, October 18.

The November 8 joint work session will include the Planning Commission and the Oak Ridge City Council. The special meeting was requested last Thursday when the Planning Commission postponed its decision on the revised master plan.

Some officials have raised concerns about the proposed revisions to the master plan, including the possible closure of the road connecting Rutgers Avenue to the roundabout at Main Street, and they have emphasized their interest in having a mixed-use city center with pedestrian connections, green space or a central gathering spot in its interior, and restaurants and residential units. Hwy 55 Burgers, Shakes & Fries opened Monday, Sept. 17, 2018, on South Illinois Avenue in Oak Ridge. It's the fifth Hwy 55 restaurant in Tennessee, and it will add 35 jobs to the Oak Ridge community, the company said in a press release.

Pine Ridge building, property under contract; rest of Summit for sale for $3.5 million

A building that is about 30,000 square feet and was once used to store documents on Pine Ridge for the Y-12 National Security Complex is under contract and in “due diligence,” according to an executive involved in the potential sale.

Also under contract is about 15 acres on Pine Ridge, also known as The Summit, a large piece of property that offers panoramic views from a ridge top above South Illinois Avenue in south Oak Ridge.

Noah Myers, principal broker with CornerStone Realty, said he hopes there is a closing on the building and land purchase this fall.

Separate from that potential purchase, there is about 85 acres of open land on Pine Ridge that is for sale for $3.5 million. It’s a mix of office and industrial property, Myers said. Utilities are in place, including roads, electricity, water, and sewer. [Read more…]

A large ridge top tract of land that features panoramic views and was once proposed as the site of a Target retail development is now for sale.

It’s not clear how the property, which was cleared and graded more than a decade ago, might be used. There have been inquiries about multi-family apartments, single-family homes, and industrial uses, said Tom Tuck of TNBANK, which is based in Oak Ridge and now owns the property.

The land, which is also known as The Summit, is on Pine Ridge along South Illinois Avenue between Scarboro Road/Lafayette Drive and Centrifuge Way. It’s on the ridge top on the right side of the road as you head up the hill toward Centrifuge Way leaving Oak Ridge and driving to Knox County.

TNBANK foreclosed on the property in February. The previous owner was Revis Family LLC, according to Anderson County property records. [Read more…]

Freddy’s Frozen Custard & Steakburgers is open at South Illinois and South Tulane avenues, and more businesses are planned at Main Street Oak Ridge, the 58-acre redevelopment of the former Oak Ridge Mall.

So far, Main Street Oak Ridge features a dozen new businesses—including retail stores, a restaurant, and a hotel—and the relocated American Museum of Science and Energy near JCPenney, an anchor store at the northeast side of the mall.

Freddy’s Frozen Custard & Steakburgers, which opened Tuesday in a building that will include another business, was busy Tuesday afternoon, with a parking lot that was mostly full, a drive-through line that wrapped around two sides of the building, and a customer line that stretched from the counter inside to the door. The restaurant has been getting good reviews online.

Plans for the new restaurant were announced in May 2017, and construction was under way at the 1.4-acre site, which is next to the rebuilt Taco Bell restaurant on South Illinois Avenue, in January. [Read more…]

FAA comments on Oak Ridge Airport could be received this week

Officials working on the proposed Oak Ridge Airport could receive comments this week from the Federal Aviation Administration about a revised layout plan, a project consultant said Thursday.

Officials are finalizing an airport runway plan. If it is approved, that would be a very positive step, project consultant Billy Stair said.

In February, Stair said the FAA wanted project officials, who are proposing to build what is known as a Class B airport, to plan for a future expansion to a Class C airport—sometime around 2040.

“To plan for such a future expansion, we need to widen the runway and taxiway at the initial construction,” Stair said in February. “We do not need to lengthen the proposed 5,000-foot runway. The new runway alignment avoids encroachment by Highway 58.” [Read more…]

The Oak Ridge Municipal Planning Commission has recommended a rezoning that could allow about 200 homes on 32 acres near South Illinois Avenue and Centrifuge Way in south Oak Ridge.

The Planning Commission approved the rezoning request 8-0 on Thursday, said Stephen Whitson, Planning Commission chair.

There was no opposition.

The Planning Commission also voted 8-0 to recommend an associated land use plan map amendment.

The rezoning request and land use plan map amendment will now be considered by Oak Ridge City Council.

The property is currently zoned industrial. If approved by Council, the request would rezone the 32 acres as low-density residential. [Read more…]

Site work starts for Tire Discounters in front of AMSE

Site work was under way last week for a Tire Discounters on property south of the American Museum of Science and Energy, the first development on any part of the museum site.

There could be other developments later on the southern 7.4 acres of the 19-acre museum site, possibly including a grocery or retail store of about 55,000 square feet and retail or restaurant space. (See here and here.)

The Oak Ridge City Council unanimously approved a rezoning for the 7.4 acres, which will include the Tire Discounters store, in November.

The Oak Ridge Municipal Planning Commission unanimously approved a final master plan for a planned unit development on the property during a special meeting in March. The final master plan was subject to certain conditions. Among them were one requirement to submit a new or revised traffic impact study when the site plan for the grocery store or large “box” store is submitted and one to install sidewalks on the northern boundary of the property. Rezoning requested for about 200 homes on South Illinois

A rezoning to be considered by Oak Ridge officials next week proposes about 200 homes on 32 acres near South Illinois Avenue and Centrifuge Way in south Oak Ridge.

The property is currently zoned industrial. The request, if approved, would rezone it as low-density residential. The request will be considered by the Oak Ridge Municipal Planning Commission on Thursday.

The property, which is currently vacant, is owned by Commercial Bank. It’s in an area north of South Illinois Avenue and the Summit, south of Mitchell Road and Crossroads at Wolf Creek, east of Lafayette Drive and Midway Lane, and west of Centrus (formerly known as USEC in a building once used by Boeing) and the University of Tennessee Arboretum.

The potential developer is not named in a review of the rezoning request by the Oak Ridge municipal staff.

“The applicant states that the prospective developer for the property plans to develop the site with approximately 200 single-family detached units,” the review said. [Read more…]

After a years-long legal dispute over alleged code violations, the 13 Applewood Apartments buildings on Hillside Road and Hunter Circle have been demolished.

Brady Excavating and Demolition of Crab Orchard was working on removing the last apartment basement on West Hunter Circle on Monday. The basement walls are a foot thick, and Keith Brady of Brady Excavating and Demolition was using a trackhoe with a hammer attached to it to remove the concrete bunker-like walls.

The buildings themselves have already been torn down, and the debris has been hauled away.

Brady, who owns Brady Excavating and Demolition, said the next step will be grading. The site has to be leveled so that it can be mowed, won’t have holes, and will have “positive drainage.” Grading could take two to three days and could be done by next week, Brady said. Big trees on the perimeter and in the middle of the property will remain. [Read more…]
