Charles F. McMillan, nuclear physicist and director of Los Alamos National Laboratory, will give the Howard H. Baker Jr. Center for Public Policy’s annual Distinguished Global Security Lecture on October 1 at the University of Tennessee in Knoxville.

McMillan will speak on “The Timeline of Technology” at 5:30 p.m. in the Toyota Auditorium at the Baker Center, 1640 Cumberland Avenue. The event is free and open to the public.

McMillan’s lecture will look at how innovations from the previous century are being used to solve today’s national and global security, energy, and environmental issues. Gary Bowersox at Luc Yen, Vietnam Gem Market

Gary Bowersox, right, purchases sapphires, aquamarines, and spinels in the Luc Yen, Vietnam, gem market.

Gary Bowersox has ridden camels, mules, sheep trucks, and tanks to explore remote mines in eastern Asia in search of gems. He has climbed mountains and watched miners use primitive techniques to blast gems and minerals from the earth.

A gem hunter who has sought gemstones around the world for 47 years, Bowersox will bring his Smithsonian-style show of rough gems and minerals, precision-cut gemstones and designer jewelry to Karen’s Jewelers in Oak Ridge from Thursday through Saturday, October 2-4.

More than 60,000 gems will be on display at the gem show and sale at Karen’s Jewelers, which is at 1120 Oak Ridge Turnpike. The exhibit will be open from noon.-6 p.m. October 2, from 10 a.m.-6 p.m. October 3, and from 10 a.m.-4 p.m. October 4.

Gem exploration has taken Bowersox this year to Afghanistan, Thailand, Vietnam, Australia, Cambodia, Sri Lanka, and to Germany to have gems carved. He climbed mountains to Afghanistan’s Sar-e-Sang lapis lazuli mines, where miners have worked veins of the rich blue semi-precious stone for thousands of years. He visited the Panjshir Valley in Afghanistan, where explosions set off with little warning reveal green stains marking emerald-bearing rock. [Read more…]

Y-12 Building 9744 Demolition

The Y-12 National Security Complex completed the demolition of Building 9744 this week. The facility was a deteriorated, former utilities and maintenance facility taking up more than 9,000 square feet in Y-12’s high-security area. Despite challenges, the CNS demolition team was able to bring down the facility nearly two months ahead of schedule. (Photo courtesy NNSA)

The Y-12 National Security Complex recently celebrated another improvement in its site infrastructure with the demolition of Building 9744, a former utilities and maintenance facility occupying more than 9,000 square feet in Y-12’s Protected Area.

“This facility was in danger of collapse and posed a risk to the site’s personnel and operations,” said James McConnell, the National Nuclear Security Administration’s acting associate administrator for infrastructure and operations. “Upon realization of this risk, we were able to secure funding to stabilize the area from both a safety and environmental perspective.

The demolition proved challenging due to the deteriorating facility conditions, precluding the standard approach of entering the facility to abate hazards and remove hazardous waste prior to the structural demolition. Despite structural issues and associated waste disposal concerns, the facility was safely demolished nearly two months ahead of schedule. The demolition team collaborated with several internal and external organizations to accomplish the aggressive schedule in accordance with environmental and safety standards. [Read more…]

KNOXVILLE—More jobs. An unemployment rate that’s trending down. Increasing personal income.

Thanks to these gains, there is a positive ring to this fall’s Tennessee Business and Economic Outlook report prepared by the Center for Business and Economic Research at the University of Tennessee in Knoxville.

“Tennessee’s economic outlook is very similar to the national outlook, with moderate to strong growth expected for the second half of the year and a continuation of growth through 2015,” said Matt Murray, associate director of CBER, who directed the report.

Guest column: Oak Ridge—moving ahead!

In December of 2013, the City of Oak Ridge was given a Christmas present: a strong, viable prospective property owner that would help reclaim the center of our precious city. Crosland Southeast, well-respected developers from North Carolina, came to our city and said they could help us redevelop the crumbling mall within our city. This mall, newly named Main Street Oak Ridge, had come to symbolize the ultimate development challenge for our city.

Now, 10 months later, the time has come for the details of our work to begin to come out in the open. This project has taken several courses. First, the City of Oak Ridge and Anderson County said that they would support the development of this project with what is known as a tax increment district, or TIF. The governments would continue to receive their marginal values in property taxes, but the “new” value created by the private investment in Main Street Oak Ridge would be used to pay for public improvements on the project such as new traffic configurations, road improvements, and building demolition. In return, the private developer would borrow money at his own risk and develop major new retail shopping, with a potential hotel and residential development on the 65-acre site.

This effort has been successful, and major retail tenants have been lined up for filling a targeted 260,000 square feet of new facilities. Our Belk store will receive a facelift, and JCPenney will continue to perform. At present, stores are in the initial inquiry stages of building and will be moving to make announcements by the first of the year or shortly thereafter. I would love to tell you the names of the stores (which I have seen), but we need to honor the wishes of the companies as they make their expansion announcements. I believe the Oak Ridge community will be pleased! [Read more…]

Ellen Smith

Ellen Smith

Ellen Smith, who served on Oak Ridge City Council from 2007 to 2012, has announced that she is a candidate for City Council in the November 4 election.

Smith is a 33-year resident of Oak Ridge who describes herself as “an Oak Ridger by choice.” As newcomers to East Tennessee in 1981, she and her husband Rich Norby looked around the area and then chose to buy in Oak Ridge and make this city their home, a press release said.

Both have made their careers at the Oak Ridge National Laboratory, where Ellen is a research staff scientist in the Environmental Sciences Division and Rich is a corporate fellow in the Environmental Sciences Division and Climate Change Science Institute. Their adult son Karl was born here and attended school at Linden Elementary School, Robertsville Middle School, and Oak Ridge High School.

Smith said she decided to run for City Council this year after many citizens from diverse sectors of the city urged her to do so, the press release said. People tell her they value her knowledge of Oak Ridge, its history, and city government; her thoughtful analysis of issues and proposed solutions; and her responsiveness to citizens who contacted her with concerns, the release said. Smith said she is committed to working for the community and all of its citizens. [Read more…]

The redeveloped Oak Ridge mall will have a new name, and local banks and credit unions are considering helping with project financing, executives said Tuesday.

The redeveloped mixed-use property will be known as Main Street—Oak Ridge, said Crosland Southeast, the North Carolina development firm that has been working with the city of Oak Ridge to redevelop the site, including through significant demolition and new construction. The name was chosen after long consideration of a new brand identity for the development, including involvement by Oak Ridge High School students.

“Most everyone we talked to in Oak Ridge was positive about creating a downtown destination for the community—something that says this place is the heart of the city,” said Crosland Southeast partner Tim Sittema. “The site already has Main Street running through it; so Main Street—Oak Ridge is the obvious choice.”

Construction is expected to begin in early 2015, with an opening anticipated in the third quarter of 2016, based upon completion of the financial arrangements.

In a press release, Crosland Southeast said a consortium of local financial institutions, led by CapitalMark Bank and Trust of Oak Ridge, is considering substantial involvement in the financing of the redevelopment “due to the transformative nature of this project in the city core.”

“In addition to our bank, ORNL Federal Credit Union and others have held discussions together about providing lending support to the mall project,” said David Bradshaw, executive vice president of CapitalMark. “Although details have not been finalized and commitments have not yet been made, there is very strong interest among our local banks and credit unions to be engaged in this important long-term investment in the Oak Ridge community.” [Read more…]
