DOE provides more funding for small nuclear reactor project

Federal officials have agreed to spend another $20.5 million on a project that could result in a small modular nuclear reactor in west Oak Ridge within a decade.

The Babcock & Wilcox Co. announced Tuesday that the U.S. Department of Energy has allocated the additional funding to an agreement with Babcock & Wilcox mPower Inc. (B&W mPower) under what is known as the Small Modular Reactor Licensing Technical Support Program.

The small modular reactor, which can generate 180 megawatts of electricity, could be built at the former Clinch River Breeder Reactor site in west Oak Ridge by 2022. [Read more…]

Corker calls for air strikes in Syria after possible chemical attacks

U.S. Sen. Bob Corker on Monday said he would support a decision by the president to engage in surgical strikes against the Syrian government given the evidence of the Assad regime’s continued use of chemical weapons, a press release said.

However, he cautioned against any further involvement beyond supporting “vetted, moderate members of the Syrian opposition,” the release said. The senator urged the Obama administration to eventually seek congressional authorization for any use of military force in Syria.

Corker is a Tennessee Republican and ranking member of the Foreign Relations Committee. [Read more…]

TVA board approves smaller budget, 1.5 percent rate increase

KNOXVILLE—The Tennessee Valley Authority board of directors approved a $10.5 billion fiscal year 2014 budget at its meeting Thursday and a 1.5 percent retail rate increase—TVA’s first increase in two years.

The public utility said the rate increase is less than the economy’s modest growth in inflation since the last increase in 2011, and it will add about $1.50 to the monthly power bill of a residential consumer using 1,000 kilowatt-hours of electricity. [Read more…]

After a week-long trip to the Middle East that ended Saturday, U.S. Sen. Bob Corker said the recent expansion of violence there threatened the region’s security and America’s national interest.

Corker is a Tennessee Republican and ranking member of the Senate Foreign Relations Committee. From Aug. 10-17, he visited with U.S. and foreign officials in Turkey, Iraq, and Jordan. The trip focused on regional political and security issues important to the United States, including the violence in Egypt, the conflict in Syria, and the threat of sectarian violence and terrorism in the region, a press release said.

Corker will be in East Tennessee on Tuesday, with stops in Knoxville and Maryville. He spent the first week of the Senate’s August recess in Middle Tennessee and will be making stops throughout Tennessee this coming week. [Read more…]

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank.

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank east of the former Daniel Arthur Rehabilitation Center.

The U.S. Environmental Protection Agency has ordered Oak Ridge to stop all sewer system overflows by 2015, and studies have shown that several holding tanks are required at critical locations “to equalize and detain excess flow during heavy rain events,” Public Works Director Gary Cinder said in a July 26 memo. One equalization tank would be required near the county-owned Daniel Arthur Center, which is used by satellite county offices, the Oak Ridge Senior Center, and the Emory Valley Center.

The Anderson County Operations Committee will consider the request during a Monday evening meeting. [Read more…]

Workers have repaired a roll-up door that failed to close when a fire alarm system was activated at a high-security uranium storage building at the Y-12 National Security Complex in May.

“The fire alarms were activated due to smoke from a belt of a fan with a failed bearing, but there was no fire,” the Defense Nuclear Facilities Safety Board said in a May 24 report. “The signal to the door closure device should cause a cable to release, allowing the door to close, but this did not occur because permanent deformation (kinks) in the cable caused it to knot when tension was released.” [Read more…]

President Obama nominates UT alumnus to key nuclear post on DNFSB

KNOXVILLE—President Barack Obama recently nominated University of Tennessee alumnus Kenneth L. Mossman to the Defense Nuclear Facilities Safety Board.

Now a professor of health physics at Arizona State University, Mossman is an expert in radiation health and safety. He received his master’s degree in 1970 and doctorate in 1973, both in radiation biology, from UT and is a member of the Dean’s Advisory Board for the College of Arts and Sciences. He established the Ken and Blair Mossman Professorship in Biomedicine, currently held by Associate Dean and Professor Cynthia Peterson.

The Defense Nuclear Facilities Safety Board is a five-member executive branch agency with safety oversight of all U.S. nuclear weapons facilities. Its mission is to identify potential threats to public health and safety at the U.S. Department of Energy’s defense nuclear facilities and to make safety recommendations to the secretary of energy and to the president. Among other things, the DNFSB issues weekly reports on Oak Ridge National Laboratory and Y-12 National Security Complex. A Tuesday morning ceremony near the Y-12 National Security Complex will recall the bombing of Hiroshima, Japan, on Aug. 6, 1945, during World War II, organizers said.

The annual event at the front of Y-12 includes a Names and Remembrance Ceremony. It’s sponsored by the Oak Ridge Environmental Peace Alliance.

Electricity sales down with mild temperatures; heavy rainfall boosted low-cost power, TVA says

KNOXVILLE—The Tennessee Valley Authority reported Monday that electricity sales were lower in the third quarter of fiscal year 2013 than for the prior period due largely to mild temperatures, while heavy rainfall boosted low-cost hydroelectric generation.

“Both sales and revenues were down in the third quarter. This was offset largely by our efforts to reduce operating costs,” TVA President and Chief Executive Officer Bill Johnson said. “We are focused on making sure TVA lives within our means to continue to keep rates low for our customers and the people of the Tennessee Valley.” [Read more…]

The 16th Annual Dick Smyser Community Lecture Series continues on Tuesday, Aug. 13, featuring Professor Michael L. Corradini, director of the Wisconsin Energy Institute and past president of the American Nuclear Society. He will discuss “The Need for Nuclear Power in the U.S.”

The event is sponsored by Friends of ORNL (Oak Ridge National Laboratory). It’s free of charge and will be held at the American Museum of Science and Energy at 300 S. Tulane Ave. in Oak Ridge. NASHVILLE—Tennessee Gov. Bill Haslam this week recommended 19 Appalachian Regional Commission grants, including $200,000 for Anderson County sewer improvements and another $200,000 for a Tech 20/20 project.

U.S. senators Mark Udall, a Colorado Democrat, and Lamar Alexander, a Tennessee Republican, on Thursday reintroduced a bipartisan plan to create an independent advisory panel to help Cold War workers from Oak Ridge and other nuclear weapons facilities get the help they need to treat cancer and other illnesses they developed as a result of exposure to radiation, a press release said.

“The panel would oversee the Energy Employees Occupational Illness Compensation Program, which has been plagued by procedural inconsistencies and delays, preventing former nuclear workers from accessing the benefits they are owed,” the release said.

It said about 600,000 workers were unknowingly exposed to radioactive and toxic substances while employed at U.S. atomic weapons program facilities during the Cold War era. Because of this exposure, thousands of Americans now have developed debilitating—and often terminal—diseases. [Read more…]
