Federal, contractor officials celebrate UPF site readiness work on Friday

Federal officials and contractors will celebrate the completion of site readiness work for the multi-billion dollar Uranium Processing Facility at the Y-12 National Security Complex on Friday morning.

The UPF site readiness work includes a Bear Creek Road extension and the creation of a haul road.

“Site readiness is the first major step for UPF, a project essential for supporting our nation’s uranium mission,” a media advisory said. “Completion of this stage of the field work to prepare for building UPF signifies a move forward toward the National Nuclear Security Administration’s commitment to complete UPF and move out of the aging 9212 facility.”

The Friday morning celebration starts at 10 a.m. The media has been invited to attend. [Read more…]

Project provides critical infrastructure upgrades in Building 9212

The National Nuclear Security Administration has completed a major capital improvement project that has resulted in critical infrastructure upgrades to two key production buildings at the Y-12 National Security Complex. The $75.7 million project was completed nearly 11 months ahead of the construction completion schedule and approximately $5.6 million under budget.

The Nuclear Facilities Risk Reduction, or NFRR, project included upgrades to mechanical, electrical, ventilation, and heating/cooling systems for enriched uranium operations in Buildings 9212 and 9204-2E. The project began in 2008, when 10 tasks were identified and undertaken to make those facilities safer for operations. The project was originally scheduled for completion in 2016.

Improvements include major portions of a 40‑year‑old ventilation system being replaced, and 11 steam stations being consolidated into seven with improved function and maintainability. Several upgrades, replacements, and modifications have been made to electrical switchgear and motor control center systems, and a Kathabar system was replaced with a more environmentally friendly brine chiller. U.S. Senator Lamar Alexander has been elected chair of a Senate subcommittee that oversees funding for federal sites in Oak Ridge, including Oak Ridge National Laboratory and the Y-12 National Nuclear Security Complex.

Alexander, who is a Tennessee Republican, was elected chair of the Senate Appropriations Subcommittee on Energy and Water Development by Senate Republicans on Tuesday, his office said in a press release.

“If we’re going to power our 21st-century economy, we need to pursue policies that don’t pick winners and losers in the marketplace, and that instead enable innovation in our free enterprise system,” Alexander said. “That means unleashing nuclear power and other sources of the cheap, clean, reliable energy we need. It also means using our taxpayer dollars wisely: by supporting government-sponsored research that leads to innovation and jobs, and by controlling the costs of big construction projects in Tennessee and across the country.” [Read more…]

The National Nuclear Security Administration has awarded six 2014 Sustainability Awards for innovation and excellence to the Pantex Plant and the Y-12 National Security Complex, both operated and managed by Consolidated Nuclear Security LLC, or CNS, a press release said.

“The awards recognize exemplary individual and team performance in advancing sustainability objectives through innovative and effective programs and projects that increase energy, water and fleet efficiency, and reduce greenhouse gases, pollution, and waste,” the release said. [Read more…]

A new group of state and federal workers that was announced Tuesday could discuss contentious waste-related issues that include concerns over shipping low-level radioactive waste from a World War II-era building in Oak Ridge to a federal landfill in Nevada.

The new group, which will include senior-level state and federal employees, was announced in a six-page agreement, a memorandum of understanding signed last week by Energy Secretary Ernest Moniz and Nevada Governor Brian Sandoval.

The talks started more than a year ago, after Sandoval sent a letter to Moniz expressing concerns over the proposed disposal of the radioactive waste at the Nevada National Security Site, a former nuclear weapons proving ground about 65 miles northwest of Las Vegas.

The waste contains radioisotopes of uranium from the Consolidated Edison Uranium Solidification Project. It originated from a 1960s research and development test of thorium and uranium reactor fuel in New York. It is stored at Oak Ridge National Laboratory in Building 3019—the oldest continuously operating nuclear facility in the Department of Energy complex—in 403 ceramic-like uranium oxide monoliths. Each of the monoliths is bonded to the inside of a steel canister about 3.5 inches in diameter and about two feet long. [Read more…]

Partnership combines strengths to train future workforce, solve national challenges

A memorandum of understanding signed Thursday by Consolidated Nuclear Security and the University of Tennessee in Knoxville will expand collaborations while making the country safer and more secure. CNS and the university collaborate in areas ranging from joint research to analyzing business operations and pushing more technologies into the private sector.

The partnership between the university and the Y-12 National Security Complex, which began in 2011, combines the leading research talents of the university with Y-12’s successful track record in technology development and application that bolsters national security. Through CNS, the agreement now also incorporates the Pantex Plant in Amarillo, Texas.

The chemical spill at the Y-12 National Security Complex on Tuesday morning involved less than one gallon of a flammable solvent, and the substance has evaporated, a federal official said Tuesday afternoon.

The spilled solvent was acetonitrile, and it’s used in chemical processing at Y-12’s Purification Facility, said Steven Wyatt of the National Nuclear Security Administration.

It spilled onto the floor at about 10:24 a.m. Tuesday. The cause is unknown. The spill was detected by sensors. There was no fire and no injuries.

Wyatt said the acetonitrile was not involved in uranium enrichment work at Y-12. [Read more…]

The Purification Facility at the Y-12 National Security Complex in Oak Ridge was evacuated Tuesday morning after a chemical spill, officials said. Fewer than 10 people were in the building at the time of the spill, and none were in the immediate area.

There were no injuries, and federal officials and Y-12 staff have accounted for all workers, the National Nuclear Security Administration said.

The spilled material is acetonitrile, a liquid solvent used in chemical processing operations, said Steven Wyatt of the NNSA.

Everyone was evacuated from the building, which is on the east end of the plant, Wyatt said. The spill was reported at 10:24 a.m. Tuesday.

Alexander: Spending bill includes $440 million for ORNL supercomputer, UPF at Y-12

The $1 trillion spending bill passed by the Senate on Saturday night includes more than $400 million in funding to support two Oak Ridge projects—building the world’s fastest supercomputer at Oak Ridge National Laboratory and the Uranium Processing Facility at the Y-12 National Security Complex, U.S. Senator Lamar Alexander said.

The appropriations legislation avoids a government shutdown and funds most of the government through September. The Senate approved it in a bipartisan 56-40 vote, and it now goes to President Barack Obama, who is expected to sign it into law.

The spending bill cleared the House on Thursday. Liberals sought to strip out a policy provision that eases a Wall Street regulation, and conservatives tried to slow action on immigration. [Read more…]

Field work to prepare the Y-12 National Security Complex for building the Uranium Processing Facility, or UPF, is on schedule and under budget and has surpassed 500 days without a recordable accident or injury, a press release said.

Site Readiness, the first construction subproject for UPF, began in late spring 2013 and is expected to be completed in winter 2015.

“The Site Readiness subproject is setting the standard for quality UPF construction on budget,” said Don Peters, federal construction manager for the National Nuclear Security Administration’s UPF Project Office. “We’ve accomplished a lot of work in an area that stretches across an approximate five-mile linear footprint.”

The press release said that work either completed or under way includes relocation of Bear Creek Road, including a new bridge; relocation of several potable water lines; rerouting of overhead electrical lines; construction of a haul road; mitigation for wetlands impacted during road construction; development of the west borrow and wet spoils areas to receive soils for later project phases; demolition of a parking lot, a decommissioned guard tower, and other structures; and construction of sediment basins to protect Y-12 natural resources from erosion and sedimentation. Teresa M. Robbins has been named deputy manager for the National Nuclear Security Administration Production Office, or NPO.

In her new role, Robbins is responsible for day-to-day management and tactical execution of NPO activities. NPO is responsible for contract management and technical oversight of the consolidated contract at the Y-12 National Security Complex in Oak Ridge and Pantex Plant in Amarillo, Texas.

“Ms. Robbins has a wealth of technical and project management experience and excellent personnel management skills,” said Steve Erhart, NPO manager. “She is a great addition to the senior executive team in NNSA.”

Robbins has more than 20 years of experience in nuclear facility operations, engineering, safety analysis, maintenance, and risk analysis within the U.S. Department of Energy complex, a press release said. She previously held several leadership positions at NNSA, where she served as the deputy federal project director for the Uranium Processing Facility project, and more recently as acting senior scientific and technical adviser and then as the acting assistant manager for environment, safety, health, and quality for NPO.
