No tax rate increase requested for Oak Ridge schools budget

The Oak Ridge Schools budget approved in the first of two readings, or meetings, on Wednesday does not request a property tax rate increase from the City of Oak Ridge.

There is also no request for an increase in the “maintenance of effort” funds, the amount of money that, once appropriated, has to continue to be funded year after year.

But school officials would like, if they are able to get it, an increase in capital improvement funds, money that could be used to fix and improve buildings but wouldn’t be recurring. No number has been attached to that request, but school officials would like the Oak Ridge City Council to consider it. During Wednesday’s meeting, the school board discussed ways to “get past conversation,” possibly with a collective effort, roundtable discussion, and comprehensive plan.

CLINTON—Without a tax rate increase or other new revenues, the Anderson County Schools budget could include more than $1.4 million in cuts, compared to last year, school officials said Thursday.

There are already $650,000 in cuts included in the budget, according to information presented by Tim Parrott, director of Anderson County Schools, during an Anderson County Board of Education meeting on Thursday. That budget, which the school board approved last month, would have required about $820,000 in new revenue, said Scott Gillenwaters, chair of the school board’s Budget Committee.

CLINTON—Without a tax rate increase or other new revenues, the Anderson County Schools budget could include more than $1.4 million in cuts, compared to last year, school officials said Thursday.

The cuts could include reductions in elementary school, middle school, and high school positions, and Central Office, technology, custodial, and maintenance staff; cuts to materials and supplies, and band equipment at the high schools; not finishing the gymnasium at Grand Oaks Elementary School; cutting a full-time nurse, high school coaching supplements, and a school resource officer vehicle; and reductions to transportation safety, special education assistants, and City of Rocky Top field maintenance, among a long list of potential cuts.

Oak Ridge soccer season ends at Farragut

FARRAGUT—Farragut senior Wes Jeter scored a hat trick—three goals—as the Admirals eliminated Oak Ridge from the soccer playoffs in a 3-0 regional semifinal shutout on Tuesday.

It was the second year in a row that the Wildcats’ season ended in a Region 2-AAA semifinal loss at Farragut, although last year’s score was closer, 3-2.

Jeter scored his first goal in the first half on Tuesday. He scored his next two goals about three minutes apart halfway through the second half. Jeter scored the second goal as he curled into the middle of the field from the left side and drilled a line drive shot past diving Oak Ridge goalkeeper Bryson Brown. Farragut scored its last goal after passing the ball from left to right near the net and then back out front to Jeter, a senior forward, who kicked in another low shot.

The Admirals have been described as a senior-laden team, while the Wildcats have had a lot of young players this year. Four to five freshman started most of the year, with some sophomores sprinkled in.

OSPD arrests man after burglaries, vehicle theft

The Oliver Springs Police Department arrested a 22-year-old man on Tuesday after investigating store burglaries, a home burglary, and a vehicle theft, police said Wednesday.

The OSPD investigated a report of a vehicle theft at 1410 East Tri County Boulevard on Sunday, May 12, and a burglary at Oscars Market at 1304 East Tri County Boulevard on Tuesday, May 14, the department said in a press release sent by Police Chief Kenneth Morgan.

During the investigation, police officers followed up on information that led to a suspect identified as Marcus Lively, 22, of Oliver Springs, the press release said.

“The investigation suggested that Mr. Lively was responsible for both incidents inside the city as well as a burglary of Gingers Market in the Briceville area of Anderson County,” the press release said.

Today: ORPD has Peace Officers Memorial Day Ceremony

The Oak Ridge Police Department is joining other law enforcement agencies across the country in celebrating National Police Week, May 12-18. As part of the week-long observance, the department will host a Peace Officers Memorial Day Ceremony on Wednesday, May 15, to honor law enforcement personnel.

The ceremony is scheduled to begin at 1:30 p.m. in front of the Oak Ridge Municipal Building. The keynote speaker will be Rick Scarbrough, executive director of the University of Tennessee’s Law Enforcement Innovation Center in Oak Ridge and former chief of the Clinton Police Department. The public and all law enforcement officers are invited to attend, a press release said.

Soccer: Wildcats finish second in district, play in region semifinal today

KARNS—Oak Ridge and Karns met for the second year in a row in the District 3-AAA championship, and the Beavers won for the second year in a row.

Last year is the first time that anyone can remember Karns winning the district soccer championship. That game was played at Oak Ridge, and Karns won 3-2.

This year’s game was played at Karns on Thursday, and the Beavers shut out Oak Ridge 3-0.

Senior striker Edson Castro, who scored the game-winner for Karns last year, scored the first two goals for the Beavers on Thursday. Castro, the leading scorer for Karns, also assisted in the third and final goal.

DA: Granddaughter in murder case was malnourished, smothered

The young granddaughter who died in Oak Ridge in 2011 was malnourished and had been smothered, District Attorney General Dave Clark said Friday, after the child’s grandmother pleaded guilty to second-degree murder last Tuesday.

Emergency workers and law enforcement officers responded to a 911 call at Teller Village Apartments around 1:30 p.m. Monday, April 11, 2011. The grandmother, Valerie Stenson, now 54, was trying to revive her granddaughter, Manhattan Inman, using cardiopulmonary resuscitation, or CPR, Clark said in a press release Friday.

“An autopsy reveled that the child was malnourished, and the cause of death was smothering,” said Clark, who is DA in the Seventh Judicial District (Anderson County).

Manhattan was two years and nine months old when she died, Clark said.

Highly enriched uranium from UK brought to Y-12 for secure storage

Almost 700 kilograms of highly enriched uranium has been moved from the United Kingdom to the United States, and the material is being securely stored at the Y-12 National Security Complex in Oak Ridge for now, federal officials said.

The National Nuclear Security Administration said this month that the highly enriched uranium, or HEU, will be down-blended later into low enriched uranium for use as nuclear reactor fuel.

“The material was returned to Y-12 for secure storage awaiting future disposition,” the NNSA said in a statement provided Friday by Steven Wyatt of the NNSA Production Office in Oak Ridge.

Wyatt said Y-12 supported the removal effort, which was announced by the NNSA on May 3, through technical oversight and guidance of the processing and packaging of material.

Council approves revised Main Street plan

The Oak Ridge City Council on Monday, May 13, 2019, will consider the revised plan for Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall.

After rejecting an earlier version, the Oak Ridge City Council voted 6-1 on Monday to approve the latest version of the revised plan for Main Street Oak Ridge, the 58-acre project to redevelop the former Oak Ridge Mall.

The vote during a regular meeting in the Oak Ridge Municipal Building Courtroom on Monday was the first of two readings, or votes. The second vote could take place during a special meeting on Tuesday, May 21.

The approval on Monday occurred four months after Council rejected an earlier version of the plan in a 3-4 vote in January. Since then, a new revised plan has been submitted to the city, and there have been additional discussions between city officials and RealtyLink, the South Carolina developer. In April, the Oak Ridge Municipal Planning Commission recommended 7-1 that the new plan, which is similar to the earlier plan, be approved with some conditions.

The revised plan is being considered as RealtyLink prepares to welcome a second wave of tenants to the site, which is in central Oak Ridge. It would be the second phase of the project, and it could include 90,000 square feet of new retail buildings, an open space near the Belk store, and new sidewalks and crosswalks. It could also include a bus drop-off area near the relocated American Museum of Science and Energy.

Tennis: Wildcats win district doubles, singles championships

The Oak Ridge Wildcats brother duo of Ethan and Andrew Brady earned a District 3 doubles tennis championship with a 6-4, 6-2 victory over Anderson County’s Sheev Patel and Carter Utley on Tuesday night, Oak Ridge Coach David Bowman said.

Also, Lady Wildcat Paulina Urbanowicz was a finalist in the girl’s singles championship match, losing a two-hour, 45-minute thriller 3-6, 6-0, 6-7(3) to Matti Bray of Halls, Bowman said.

Plus, Oak Ridge fans at the tournament saw District 3 singles champion Andrew Lee top Clinton’s Cole Hedden 6-3, 6-3 in the boy’s final, Bowman said.

Driver identified in fatal crash on Edgemoor Road

The driver killed in the two-vehicle crash on Edgemoor Road on Monday morning has been identified as Michelle Garcia, 61, of Clinton, police said.

The head-on collision, which killed Garcia and injured the other driver, was reported at about 6:30 a.m. Monday near Haw Ridge Park. The name of the other driver hasn’t been released yet.

“The crash remains under investigation,” the Oak Ridge Police Department said Friday. “No other details will be released at this time.”
