Council considers Clark Center Park, ORHS stoplight, Woodland development

The Oak Ridge City Council on Monday night will consider the start of negotiations over the future of Clark Center Park, a new stoplight on Oak Ridge Turnpike in front of the high school, and changes, including rezonings, that could allow a small commercial development near Aldi grocery on South Illinois Avenue.

The meeting starts at 7 p.m. Monday, August 11, in the Oak Ridge Municipal Building Courtroom. See the agenda here.

A resolution to be considered tonight would allow Oak Ridge City Manager Mark Watson to discuss the future of Clark Center Park with the U.S. Department of Energy’s Oak Ridge Office. DOE-ORO  has said it wants to transfer the park to the city at no cost as long as it remains a recreational park asset for the public.

The Oak Ridge Office now spends about $300,000 per year to maintain the park. One of the questions for city officials is whether Oak Ridge can afford to take over the 80-acre park, which is in south Oak Ridge on Melton Hill Lake. Also known as Carbide Park, it includes two ball fields, two large picnic areas, a small playground, a boat ramp, restrooms, fishing trails, and a beach. Josh Collins, Oak Ridge Recreation and Parks Department director, will retire October 1, City Manager Mark Watson said Friday.

Collins has worked for the city for nearly 30 years. He started in 1985 and now manages a department with more than 80 full-time and seasonal personnel, a press release said. Collins oversees the city’s park system, greenways, recreational programs, the Senior Center, and activities ranging from summer camps, aquatics, and the Secret City Festival.

Collins also serves as the staff liaison to the city’s Recreation and Parks Advisory Board, which has been instrumental in completing projects such as the Pavilion on Melton Lake, the release said. [Read more…]

DOE wants Clark Center Park to remain recreational if transferred to city

The U.S. Department of Energy wants to ensure that Clark Center Park remains a “recreational park asset” if it is transferred to the city of Oak Ridge, an official said this week.

That ought to be good news to park supporters. Some of them have expressed concern that the 80-acre park could be turned into a gated community or a waterfront development featuring “McMansions” if DOE turns the property over to the city.

John C. Shewairy, assistant manager for administration in DOE’s Oak Ridge Office, said federal officials are interested in transferring the property to the city as a “public benefit conveyance.”

“Given the park’s benefit to the citizens of Oak Ridge, the option we currently favor would be to transfer ownership to the city at no cost, provided that the property remains a recreational park asset for the public,” Shewairy said. “We are focused on this possible option.” [Read more…]

Let me first state how thankful I am to be part of the Oak Ridge community. I have not worked in, nor do I know of, a community and school district that has a stronger board of education or staff that is focused on students. There are many reasons and indicators of this, but one does not have to look too far to understand that the academic achievement in Oak Ridge has remained steady and/or improved despite a 30 percent increase in the number of students in poverty (over 50 percent of our students now come from a home of poverty) over the last decade. This is a true testament to the dedication of our board, staff, parents, and students.

I have enjoyed my transition both to Oak Ridge and Tennessee as superintendent and look forward to my second year in this role. I have become active in the community and am happy to be a member of Noon Rotary, the Chamber of Commerce Board, and the Methodist Medical Center Board. I look forward to participating in additional activities and offerings that this great community is so fortunate to have. My wife and I have also enjoyed a wonderful personal transition to Oak Ridge. My son will be a freshmen at Oak Ridge High School next year, and my daughter will be a part of the Pride of the Southland Marching Band this fall at the University of Tennessee. I feel blessed to have the opportunity to be the Oak Ridge superintendent as well as being a father of a current Oak Ridge student.

This is too great of a community and district to let negativity infiltrate the very essence of Oak Ridge. The creation of this amazing community and the Oak Ridge Schools is too great of a story for our country (the world really) to move in such a negative direction. Therefore, I pledge to do my part to keep the conversation civil, accurate, and most of all focused on the 4,440 students that walk through our doors every day who depend on the adults to make decisions based on the needs of children and not the comfort level of adults. A work crew began taking apart the International Friendship Bell House located in Alvin K. Bissell Park on Monday.

A structural evaluation of the bell house earlier this year determined that most of the structure holding the 8,000-pound bell was beyond repair due to water damage to the support beams. The report recommended closing the International Friendship Bell House due to public safety concerns.

The city of Oak Ridge is now working with a number of interested citizens and the Recreation and Parks Board on a campaign to replace the structure with a new permanent building, Oak Ridge City Manager Mark Watson said in a recent press release.

Once the dismantling of bell house is complete, the Friendship Bell will be lowered to the ground. The bell will once again be accessible to the public for viewing purposes but not for ringing until the bell house reconstruction is complete. [Read more…]

It’s an 80-acre “crown jewel” park, the site of cherished memories dating back decades. But now the future of Clark Center Park is in doubt.

The U.S. Department of Energy is considering turning the park over to the federal General Services Administration, which could sell it, Oak Ridge City Manager Mark Watson told City Council members Monday. He said it’s part of a cost-cutting effort in DOE’s Oak Ridge Office.

Watson suggested DOE was moving quickly and could shut down the park as early as this fall. But before that happens, Watson said, he wanted to give residents and officials a chance to weigh in.

“This is an important community decision,” Watson said during a Monday night work session. “Once it’s gone, it’s gone.” [Read more…]

City officials could consider taking over Clark Center Park in south Oak Ridge, City Manager Mark Watson said Sunday.

It could be an alternative to letting the U.S. Department of Energy turn over the popular swimming, boating, picnicking, and fishing destination to the federal General Services Administration, which could, in turn, dispose of it, Watson said.

The 80-acre park—which includes a softball field, boat ramp, swimming beach, restrooms, and picnic areas—is a major cost to DOE, Watson said. And running a park is not really part of the department’s mission.

“They’re facing continuing budgetary shortfalls, and they’re going to have to do something with the park,” Watson said.

It’s part of a discussion that dates back to at least 1993, Watson said.

“This time, it looks like it’s moving in a different direction,” he said. “It’s moving toward GSA.” [Read more…]

The American Museum of Science and Energy Foundation teamed up with the City of Oak Ridge on Thursday to host the first of four community meetings meant to allow the community to have some input into the future of the museum, and how it might fit into the proposed Manhattan Project National Historical Park.

The first meeting was at the museum on Thursday night. It began with presentations that focused on providing information to help audience members make informed suggestions about the museum.

Oak Ridge National Laboratory Communication Director David Keim was among those who made presentations. He said that the museum attracted 71,500 visitors in 2013 and received $1.6 million in federal funding.

Keim explained why AMSE’s contract with Enterprise Advisory Services Inc. was allowed to run out June 30. [Read more…]

A symbol of the friendship between Oak Ridge and Japan, the 20-year-old Friendship Bell at Alvin K. Bissell Park has been closed since late last year while the city make repairs to the structure. The city plans to start dismantling the bell structure next week.

Beginning next week, the City of Oak Ridge will start dismantling the International Friendship Bell House located in Alvin K. Bissell Park.

Earlier this spring, the city commissioned a structural evaluation of the bell house to determine the extent of suspected water damage to the supporting beams. The evaluation determined the majority of the structure, which was holding the 8,000 pound Friendship Bell, was beyond repair.

The report recommended closing the International Friendship Bell House due to public safety concerns, a press release said. A construction fence was erected around the structure to block access to the bell. [Read more…]

City, AMSE Foundation have community meeting on museum Thursday

The City of Oak Ridge and the American Museum of Science and Energy Foundation are sponsoring a community meeting on Thursday that will include discussions of ways to strengthen the museum as a community and regional asset and destination attraction.

The meeting will also include an information session on current museum operations and the role of the AMSE Foundation. New AMSE Director David Moore will be at the meeting.

The meeting is scheduled from 6-8 p.m. Thursday at the museum, which is at 300 South Tulane Avenue in Oak Ridge. Registration and light refreshments will be available beginning at 5:30 p.m., a press release said.

In a press release, Oak Ridge City Manager Mark Watson said it’s the right time to get the community involved in a dialogue about the museum. [Read more…]

Katy Brown has accepted a new marketing and promotions job in East Tennessee, and her last day as president of the Oak Ridge Convention and Visitors Bureau will be Friday.

Brown started as a sales manager at the ORCVB in 2001, and she has been president since 2006, or about eight years.

Brown will now be a marketing and promotions specialist covering Knoxville and Chattanooga. She declined to identify her new employer, but she said it is an established company.

Brown might be most well-known for her work on the annual Secret City Festival, including her promotion of the two-day celebration. But she has also been involved in a range of other efforts to help promote and market the city, ranging from hosting travel writers from across the country to working a booth at the Oak Ridge Marina during rowing races. On June 23, the Energy Communities Alliance Executive Board met with U.S. Secretary of Energy Ernest Moniz to highlight the importance of the Department of Energy’s environmental cleanup, national security, nuclear energy, and waste management missions. The ECA Executive Board, including Chair and Oak Ridge Mayor Tom Beehan, and other elected local government officials also stressed the importance of regular communication and partnership between DOE and the local governments that are adjacent to DOE facilities. Secretary Moniz agreed that working with local governments is important to the success of DOE.

Earlier in the day, the ECA Executive Board also met with National Nuclear Security Administration Administrator Frank Klotz, Acting Assistant Secretary for Environmental Management Dave Huizenga, and other DOE and administration officials, as well as congressional staff.

Mayor Beehan stated that local governments can be DOE’s asset for gaining support for missions and for infrastructure development at the sites, but in order for that to occur, local governments must be involved in decision-making.
