If it were a football game, the long-awaited redevelopment of the former Oak Ridge Mall would be in the “red zone”—not across the goal line yet but close enough to score, a project executive said Tuesday.

Seventy-five percent or more of the new retail space has been leased or is under negotiation, said James Downs, partner of Crosland Southeast, the North Carolina commercial real estate firm that has proposed the project.

The company could have a groundbreaking in the spring of 2015. Construction work, which will include demolition of areas between anchor stores, could be completed by the summer of 2016, making it available to retailers by the fall of 2016. [Read more…]

County’s part of agreement does not change

The Oak Ridge City Council has agreed to add another 10 years to the agreement that will be used to help redevelop the former Oak Ridge Mall, and during its regular meeting in October, the Anderson County Commission concurred with the change.

There were no objections, and the Commission’s concurrence with the city’s 10-year extension of the tax increment financing, or TIF, passed 15-0. The city’s portion of the TIF has been extended from 20 years to 30, and the county’s remains unchanged at 20.

The city’s TIF extension had also been approved by the Oak Ridge Industrial Development Board, and the County Commission concurred with that change as well.

Ray Evans, retail consultant for the City of Oak Ridge, told commissioners that Crosland Southeast, the North Carolina firm that has proposed the redevelopment, could close on the property at the end of the year. Demolition could start in the first quarter of 2015, and retailers could have space in the redeveloped 59-acre site by mid-2016, Evans said.

In two special meetings today, local officials will consider adding another 10 years to a tax incentive agreement for the long-awaited redevelopment of the Oak Ridge mall, and they will also consider authorizing improvements to public infrastructure, including the rebuilding of three private roads: Main Street East, Main Street West, and Wilson Street.

The tax incentive is known as tax increment financing, or TIF. It would use new property tax revenues generated at the mall site, which will be renamed Main Street Oak Ridge, to help pay for development costs.

A 20-year, $13 million TIF and economic impact plan were approved by the Oak Ridge Industrial Development Board, City Council, and Anderson County Commission in November, and by Tennessee officials in January.

But the IDB and City Council will now consider extending the TIF term to 30 years. The extension would also have to be approved by the Anderson County Commission and Tennessee officials. [Read more…]

City recommends budget with no tax increase, Council votes Monday

Oak Ridge City Manager Mark Watson on Monday recommended a budget that does not raise the property tax rate, setting up a potential conflict with school officials, who have requested a 37-cent tax increase to avoid cuts.

The Oak Ridge Board of Education already approved its budget in in two meetings last week. That budget, which was scaled back from an earlier proposal, could include an extra $3.3 million to start implementing a technology initiative known as 1:1 that would provide electronic learning devices to all students over three years, add five technology positions, and give 2 percent pay raises to staff.

But the budget is still subject to the amount appropriated to the schools by the city. Oak Ridge provides a little less than one-third of the school system’s funding.

While the schools have approved a budget for the fiscal year that starts July 1, the city has not. The Oak Ridge City Council will consider the municipal budget in two separate meetings this month, one on June 9 and the second on June 16. The city budget also includes a 2 percent pay raise for employees.

It’s not clear that Oak Ridge City Council members will agree to raise taxes to accommodate the school system’s request. In his budget presentation to Council on Monday, Oak Ridge City Manager Mark Watson said Council members have endorsed keeping the tax rate unchanged for the seventh year in a row.

The Oak Ridge City Council on Monday night will consider adding a facilities charge to the U.S. Department of Energy’s monthly wastewater bill for costs related to the construction of a holding tank, or equalization basin, near the Y-12 National Security Complex.

The equalization basin on Scarboro Lane, near the intersection of Scarboro Road and South Illinois Avenue, will service wastewater coming out of the federal reservation, city officials said. Wastewater flows from DOE facilities are estimated to be 67 percent of the total wastewater flow coming into that equalization basin, which will replace a now-demolished car wash near the intersection.

Assuming a 67 percent-33 percent split between DOE and the city, DOE’s share of the cost for construction of the Scarboro Lane equalization basin is estimated at $1.4 million, city officials said. DOE could pay another $24,190 per month as part of its wastewater bill for 60 months starting in July, Oak Ridge Finance Director Janice E. McGinnis said. [Read more…]

Note: This Nov. 14 e-mail from an attorney representing mall redeveloper Crosland Southeast was written in response to a nullification proposal submitted by Oak Ridge City Council member Trina Baughn to Anderson County officials.

I represent Crosland in connection with the proposed Economic Impact Plan for the Redevelopment of the Oak Ridge Mall Economic Development Area (the “Economic Impact Plan”). The Economic Impact Plan has been approved by the Industrial Development Board of the City of Oak Ridge (the “IDB”) and the City Council for the City of Oak Ridge, and it is on the agenda for the Nov. 18 meeting of the Board of Commissioners of Anderson County. I would like to respond to Ms. Baughn’s suggestion that the tax increment financing (“TIF”) funding for the redevelopment of the Oak Ridge Mall be nullified if at least 65 percent of the planned new retail square footage is not completed by December 2018.

As has been explained by Ray Evans in the meetings of the Anderson County Operations Committee and the Budget Committee, the proposed redevelopment of the Oak Ridge Mall requires a public-private partnership. After carefully reviewing the project’s pro forma, the city officials who have been involved in negotiating the incentives with Crosland were convinced that there was a funding gap of $13 million that could be bridged by the use of the TIF funding. The North Carolina company that wants to redevelop the Oak Ridge Mall has unveiled its site plan for the 60-acre property.

The $80 million redevelopment could include new retail, hotel, office, and residential properties. It would create almost 1,000 new jobs and increase annual city and county sales tax revenues by more than $2 million, according to an estimate by a city consultant.

The two remaining anchor stores at the 500,000-square-foot mall, JCPenney and Belk, would stay. So would Walmart and the Cinemark Tinseltown theater.

Meanwhile, the existing interior space between the anchor stores would be demolished. Previous mall redevelopment plans had also called for demolishing that interior retail space. [Read more…]

The meeting to consider a tax incentive that could be used to help redevelop the Oak Ridge Mall has been postponed in order to allow a city board to update its policy to reflect current state law, a city consultant said Friday.

The meeting, which had been scheduled for Sept. 26, could be rescheduled two to three weeks later, economic development consultant Ray Evans said.

He said the Oak Ridge Industrial Development Board has a tax increment financing, or TIF, policy that was initially enacted in 2008 and last updated in 2011. [Read more…]

A city board this month will consider a financing arrangement that could be worth up to $10 million and allow a North Carolina company to use new property tax revenues generated at a redeveloped Oak Ridge Mall to be used for site development, possibly including for roads, stoplights, and demolition work.

Many of the details aren’t available yet, including the precise amount of the proposed tax increment financing, or TIF, agreement and the length of time it could be in effect. The details will be discussed at a Sept. 26 meeting of the Oak Ridge Industrial Development Board, when members will consider an economic impact plan, city consultant Ray Evans said.

The economic development area could include about 90 acres. It would include the 60-acre mall and could include an apartment complex and museum, movie theater and pizza shop, real estate firm and hotel, and several busy stores on Oak Ridge Turnpike—properties that could benefit from the TIF, Evans said.

The Oak Ridge City Council on Monday will consider new regulations for electronic signs, expanding the city’s residential rental inspection district, and creating the first-ever land bank in Tennessee.

Oak Ridge officials could prohibit animated electronic signs, expand the city’s residential rental inspection district to include about 1,700 homes, and officially set up an Oak Ridge Land Bank Corp. during a Monday night meeting.

The Oak Ridge City Council will also consider approving contracts with economic development consultant Ray Evans and state lobbyist Bill Nolan, and terminating the lease on the building that once housed the Recording for the Blind and Dyslexic on Badger Road. Now partially empty, the split-level two-story building still houses the Oak Ridge Civic Music Association, and city officials said they haven’t decided what to do with it yet.

IDB endorses professional services contract with Chamber

The Oak Ridge City Council on Monday will discuss a proposed ordinance that would prohibit animated video and scrolling messages on electronic signs.

Council will also discuss economic development options related to a public-private partnership on Oak Ridge Mall properties, and commercial and industrial areas of the city.

During a non-voting work session Monday night, Council will also hear a presentation on land bank legislation. The work session starts at 7 p.m. in the Multipurpose Room at the Central Services Complex on Woodbury Lane. [Read more…]
