No tax rate increase requested for Oak Ridge schools budget

The Oak Ridge Schools budget approved in the first of two readings, or meetings, on Wednesday does not request a property tax rate increase from the City of Oak Ridge.

There is also no request for an increase in the “maintenance of effort” funds, the amount of money that, once appropriated, has to continue to be funded year after year.

But school officials would like, if they are able to get it, an increase in capital improvement funds, money that could be used to fix and improve buildings but wouldn’t be recurring. No number has been attached to that request, but school officials would like the Oak Ridge City Council to consider it. During Wednesday’s meeting, the school board discussed ways to “get past conversation,” possibly with a collective effort, roundtable discussion, and comprehensive plan.

CLINTON—Without a tax rate increase or other new revenues, the Anderson County Schools budget could include more than $1.4 million in cuts, compared to last year, school officials said Thursday.

There are already $650,000 in cuts included in the budget, according to information presented by Tim Parrott, director of Anderson County Schools, during an Anderson County Board of Education meeting on Thursday. That budget, which the school board approved last month, would have required about $820,000 in new revenue, said Scott Gillenwaters, chair of the school board’s Budget Committee.

CLINTON—Without a tax rate increase or other new revenues, the Anderson County Schools budget could include more than $1.4 million in cuts, compared to last year, school officials said Thursday.

The cuts could include reductions in elementary school, middle school, and high school positions, and Central Office, technology, custodial, and maintenance staff; cuts to materials and supplies, and band equipment at the high schools; not finishing the gymnasium at Grand Oaks Elementary School; cutting a full-time nurse, high school coaching supplements, and a school resource officer vehicle; and reductions to transportation safety, special education assistants, and City of Rocky Top field maintenance, among a long list of potential cuts.

Council approves budget with no tax rate increase

  The Oak Ridge City Council approved a budget with no property tax rate increase on Monday. If the budget is adopted in a second and final vote next week, it will be the 10th year in a row without a tax rate increase in Oak Ridge. The Council had been asked to consider a four-cent increase in the property tax rate in order to fund a 2.5 percent pay raise for Oak Ridge Schools teachers and staff. That increase would have pushed the city’s property tax rate to $2.56 per $100 of assessed value. But that request was denied. Instead, Council voted 4-2 to keep the tax rate at $2.52. But Council did agree, in another 4-2 vote, to give the schools about $538,000 in additional funding that the city agreed to provide on a recurring basis. That means the city will have to continue to provide that extra money in the funding that it transfers to Oak Ridge Schools each year as part of what is known as maintenance of effort. The city had also given the schools an additional $538,000 last year, but it was on a one-time basis for a digital device initiative that includes convertible laptops for students, among other expenses. This year, members of the Oak Ridge Board of Education sought to make that $538,000 a recurring part of the school system’s funding, and they wanted to add another $318,000—or about $856,000 total—for the 2.5 percent pay raise for teachers and staff. The budget proposed by Oak Ridge City Manager Mark Watson on Tuesday would not increase the property tax rate. Instead, the budget would hold the property tax rate steady at $2.52 per $100 of assessed value.

It could be the 10th year in a row without a tax rate increase. That’s if the Oak Ridge City Council approves the city manager’s proposed budget.

Watson said it’s essentially the same budget as last year, with some capital improvements and funding for an energy savings plan for lighting, heating, and cooling systems in the city and schools.

Fully funding a request from Oak Ridge Schools for 2.5 percent pay raises for teachers and staff would require the equivalent of a four-cent tax rate increase, Watson said during a special City Council meeting on Tuesday. [Read more…]

Teachers and principals in Oak Ridge Schools have asked for 3 percent pay increases in the budget year that starts July 1.

The request was made at last week’s Oak Ridge Board of Education meeting. It’s too early to say whether the request will be included in the budget proposal that will be presented to the BOE, possibly later this month or sometime next month, or approved by the school board, possibly in May.

In a presentation by Robertsville Middle School Principal Garfield Adams and Jefferson Middle School Principal Phil Cox, officials said Oak Ridge Schools administrators’ pay has been on a downward trend, falling from eighth in the state in 2008-2009 to 13th in 2014-2015. City manager evals: Mostly meets, exceeds expectations; one Council member asks for resignation

Oak Ridge City Manager Mark Watson has mostly met or exceeded expectations while performing his job, and a 2 percent pay raise and one-year contract extension could be considered on Monday, according to evaluations by six City Council members and the chair of an evaluation committee.

But one City Council member, Trina Baughn, said Watson needs improvement in all 30 areas that she rated, and she asked the city manager to consider voluntarily resigning.

“I don’t plan to resign,” Watson said in December. “Hopefully, we can continue to improve upon relationships.”

The city manager was rated in surveys submitted by six of the seven City Council members. The results were reviewed by the City Manager Evaluation Committee, which is chaired by Council member Charlie Hensley. [Read more…]

School board extends superintendent’s contract to 2020

The Oak Ridge Board of Education on Monday unanimously extended the contract of Superintendent Bruce Borchers by one year to 2020.

The extended contract, which was approved 5-0, will take effect June 18, 2016, and continue through June 17, 2020.

The board can have a maximum of a four-year contract with Borchers, BOE Chair Keys Fillauer said.

Board member Angi Agle said she would have added more than a year to Borchers’ contract if she could. [Read more…]

The Oak Ridge City Council will have a second and final meeting on Monday, August 3, to adopt the new property tax rate of $2.52.

The previous tax rate had been $2.39 per $100 of assessed value, so the new rate is 13 cents higher than the old one.

The new tax-neutral rate provided by Tennessee officials went up because overall property assessments went down in Anderson and Roane counties in the five-year reappraisals completed this year. Since property assessments went down in those two counties, the tax-neutral rate went up in the counties and cities within them, including Clinton, Norris, Oliver Springs, and Rocky Top.

Oak Ridge is the only one of those seven governments that, as of now, does not plan to increase its property tax rate beyond the tax-neutral rate. With the help of some last-minute changes, Oak Ridge officials were able to balance the budget in a way that doesn’t require a local increase in the property tax rate. And the budget still proposes 2 percent pay raises for municipal workers and Oak Ridge Schools teachers and staff. [Read more…]

There will be a $3.50 increase in the monthly trash fee, and more money—$260,000—will be reserved for capital projects such as buildings and schools, while city officials are not expected to change the new property tax rate provided by the state after five-year reappraisals completed this year.

The trash fee will increase from $7 to $10.50 per month. That change is expected to provide another $335,000 per year in revenue.

The new tax rate—state officials call it a tax-neutral rate—is $2.52 per $100 of assessed value. It was approved in the first of two readings by the Oak Ridge City Council during a three-hour special meeting on Monday. Oak Ridge may not increase tax rate above reappraisal change

Property tax rates are already expected to go up in local cities and counties because of an unprecedented drop in property assessments.

And additional increases have been approved or are anticipated in budgets that have already passed in Anderson County, Clinton, Oliver Springs, Roane County, and Rocky Top.

Oak Ridge could be the exception. The city could see an increase in the certified tax rate (state officials call it a tax-neutral rate) from $2.39 per $100 of assessed value to $2.52.

So far, no Oak Ridge City Council members have publicly endorsed raising taxes beyond the change in the tax-neutral rate required by the five-year reappraisals completed this year.

Four City Council members, a majority of the seven-member body, said during a budget work session on Tuesday that they will support the $2.52 tax-neutral rate or that it’s important to stay at that rate for now, until they have more information. [Read more…]

Roane County properties showed an overall 3.47 percent drop in assessed values in the five-year reappraisal process taken over by state officials this year, and the tax-neutral property tax rate in the City of Oak Ridge has been calculated at $2.52, the Tennessee Comptroller’s Office announced Thursday.

The tax-neutral rate is up from the current $2.39 per $100 of assessed value, a 13-cent increase.

Separately, the Oak Ridge City Council has been asked to consider a tax rate increase of up to eight cents, with a one-cent increase requested by the municipal staff and a seven-cent increase requested by the Oak Ridge Board of Education. The one-cent increase would help maintain city services and allow for a 2 percent pay raise for city employees, and the seven-cent increase would help cover a deficit and add money for salaries and staff, including a 3 percent pay raise.

Any tax increase, if approved by city officials, would be in addition to the tax-neutral rate calculated by the state. Each additional cent on the property tax rate generates about another $90,000 in revenue. A one-cent increase would cost the owner of a $145,000 house another $3.63 per year. An eight-cent increase could cost that homeowner another $29 per year. [Read more…]

CLINTON—Anderson County teachers were disappointed as they watched county commissioners postpone a vote on the budget and a possible 4 percent pay raise on Tuesday.

But they’ll be back on Monday, June 29, for the next meeting of the Anderson County Commission, said Rachel Minardo, a first-grade teacher at Claxton Elementary School and president of the Anderson County Education Association.

It’s not clear if the 16-member Commission will agree to fund the school system’s request for a 4 percent raise for all teachers and staff. That’s what the Anderson County Board of Education unanimously recommended last month. The request could require the equivalent of an 18-cent increase in the property tax rate.

But during debate over proposed pay raises for some county employees on Tuesday, several commissioners said they want to be consistent and fair to all workers. [Read more…]
