DOE responds to advisory board recommendation
 on groundwater studies

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has responded to a recommendation made earlier this year by the Oak Ridge Site Specific Advisory Board.

In May, the federally appointed citizens’ panel recommended that DOE conduct additional groundwater studies to address any potential offsite migration of chemicals or radioisotopes from DOE’s Oak Ridge Reservation. The recommendation focuses on developing information that fosters a better understanding of potential impacts of groundwater contamination related to risk mitigation, groundwater remediation, and long-term stewardship.

In 2013, DOE, the Environmental Protection Agency, and the Tennessee Department of Environment and Conservation held a series of workshops to prioritize groundwater pathways on the ORR. Together the agencies created a groundwater strategy document that described the potential for releases from waste disposal sites and storage areas. The document also prioritized known groundwater plumes, concentration of contaminants, contaminants of concern, and potential health risks. [Read more…]

City Council hosts Aug. 25 public meeting on Clark Center Park

The Oak Ridge City Council will have a public meeting at 7 p.m. Monday, August 25, to collect community input regarding the possible transfer of Clark Center Park from the U.S. Department of Energy to the city. The meeting will be held in the Municipal Building Courtroom, and it will be in lieu of the regularly scheduled monthly work session.

The DOE’s Oak Ridge Office is in the process of reviewing the agency’s land holdings across the Oak Ridge Reservation. The reservation is located within the city limits of Oak Ridge, and it includes Clark Center Park.

Clark Center Park (formerly known as Carbide Park) is an 80-acre parcel under consideration by DOE for possible transfer from federal ownership. The park area includes a swimming area along Melton Hill Lake, and incorporates two picnic areas, a playground, restrooms, a boat ramp, two ball fields, and also provides access to the Gallaher Bend Greenway. DOE spends about $300,000 per year to maintain the park.

In an August 4 letter to the city, DOE Oak Ridge Office Manager Larry Kelly said, “Given the park’s benefit to the citizens of Oak Ridge, the option we currently favor would be to transfer ownership to the city at no cost, provided that the property remains a recreational park asset for the public.” [Read more…]

DOE responds to SSAB’s waste disposal recommendation

The U.S. Department of Energy’s Oak Ridge Office of Environmental Management has responded to a recommendation made earlier this year by the Oak Ridge Site Specific Advisory Board.

In May, the federally appointed citizens’ panel recommended that DOE continue to plan for additional on-site waste disposal capacity on the DOE Oak Ridge Reservation, or ORR, for low-level radioactive and chemically hazardous waste.

DOE currently operates the Environmental Management Waste Management Facility, or EMWMF, a low-level radioactive waste disposal facility in Bear Creek Valley near the Y-12 National Security Complex. When the facility began accepting waste in 2002, it was expected to handle all projected low-level waste from cleanup operations on the ORR. However, with the amount of demolition and work left to complete, EM requires additional disposal capacity onsite.

DOE has conducted a study to develop, screen, and evaluate alternatives for an additional waste disposal facility, with a working name of EM Disposal Facility, or EMDF. ORSSAB’s recommendation encouraged the agency to continue working toward adding disposal capacity and proposed recommendations for a new facility.

The ORSSAB encouraged DOE to minimize the need for additional on-site capacity when possible. In its response, DOE said it was examining the final cover design of the EMWMF to allow for extended capacity. The waste acceptance criteria for other so-called “sanitary landfills” on Chestnut Ridge are being evaluated for possible modifications to allow a wider variety of waste. [Read more…]

DOE, ORNL, state conduct emergency preparedness exercise Aug. 20

Emergency responders from the U.S. Department of Energy and Oak Ridge National Laboratory—along with federal, state, and local emergency management personnel—will conduct an emergency exercise on Wednesday, August 20, at ORNL.

The public may observe emergency responders simulating response activities and performing environmental monitoring or sampling in the area surrounding the Oak Ridge Reservation. These activities are part of the exercise.

The exercise will begin at approximately 8 a.m. Eastern time and conclude around noon.

This event is one of a series of emergency exercises conducted regularly by the DOE facilities in Oak Ridge. The exercises test the ability of emergency personnel to respond quickly and effectively to emergency situations and ensure that the public, site employees and the environment would be protected in the event of an actual emergency at the facilities.

UCOR donates $50,000 for UT faculty fellowship

UCOR, the federal government’s cleanup contractor in Oak Ridge, presented the University of Tennessee with a $50,000 check this week for a faculty fellowship in the university’s College of Engineering.

This check was the latest installment of a $250,000 commitment UCOR, a partnership between URS and CH2M Hill, has made to the university, a press release said.

“As a cleanup contractor of a nuclear site, UCOR is committed to ensuring continued excellence in nuclear education,” said Matt Marston, UCOR chief operating officer. “This fellowship is an important step to fulfilling that commitment.”

The recipient of the fellowship, Jason Hayward, is an assistant fellow in the College of Engineering’s Department of Nuclear Engineering. Since arriving at the University of Tennessee in 2008, Hayward has focused on research in the areas of detector science and development of gamma ray and neutron imaging for applications in nuclear security, neutron scattering science, and medical imaging, the press release said. The Oak Ridge City Council on Monday night will consider the start of negotiations over the future of Clark Center Park, a new stoplight on Oak Ridge Turnpike in front of the high school, and changes, including rezonings, that could allow a small commercial development near Aldi grocery on South Illinois Avenue.

The meeting starts at 7 p.m. Monday, August 11, in the Oak Ridge Municipal Building Courtroom. See the agenda here.

A resolution to be considered tonight would allow Oak Ridge City Manager Mark Watson to discuss the future of Clark Center Park with the U.S. Department of Energy’s Oak Ridge Office. DOE-ORO  has said it wants to transfer the park to the city at no cost as long as it remains a recreational park asset for the public.

The Oak Ridge Office now spends about $300,000 per year to maintain the park. One of the questions for city officials is whether Oak Ridge can afford to take over the 80-acre park, which is in south Oak Ridge on Melton Hill Lake. Also known as Carbide Park, it includes two ball fields, two large picnic areas, a small playground, a boat ramp, restrooms, fishing trails, and a beach. UCOR recognizes eight small businesses at awards breakfast

UCOR presented awards to eight small businesses at its second annual Small Business Awards ceremony at the DoubleTree Hotel in Oak Ridge.

UCOR is a partnership between URS and CH2M Oak Ridge LLC, and it is the U.S. Department of Energy’s cleanup contractor for the Oak Ridge Reservation. The company works with a variety of small businesses to perform cleanup work. During this fiscal year, 80 percent of subcontracted work, totaling $78.2 million, has gone to small businesses, a press release said.

“Small business has played an integral part in our success,” said Matt Marston, UCOR chief operating officer. “We’ve received excellent support from numerous small businesses. While it is difficult to select just a few to honor, we are pleased to recognize these particular companies who have excelled in their support of our work during the past year.”

Visitors see Oak Ridge’s past and present

The U.S. Department of Energy’s 2014 Oak Ridge facilities public bus tour begins June 2 and continues through August 29. The tour offers visitors a first-hand look at the DOE’s Oak Ridge facilities and provides historical commentary on the transformation of the Oak Ridge Reservation during the past 70 years.

The reservation-wide tour is a popular attraction for tourists visiting the area. Since its inception in 1996, the DOE public tour program has attracted more than 30,000 visitors from all 50 states. The three-hour tour allows visitors to see the Oak Ridge Reservation and learn about its history. It also provides participants a chance to find out about the world-class missions underway in Oak Ridge.

UCOR awards 33 mini-grants for local school projects

The federal government’s cleanup contractor in Oak Ridge last week announced 33 winners of the UCOR Education Mini-Grant Program in East Tennessee.

One of UCOR’s primary objectives is to support and encourage education initiatives, a press release said. The Mini-Grant Program was designed to recognize and support excellence in teaching by providing funds to assist classroom teachers for specific projects or curricula, focusing primarily on science, technology, engineering, and math, the release said..

UCOR is a partnership between URS and CH2M Oak Ridge LLC.

“Our Mini-Grant Program provides a unique way for teachers to enhance their students’ educational experiences,” said Leo Sain, UCOR president and project manager. “The hands-on projects funded by our program give students a greater insight into today’s science and technology in fun and exciting ways.”

Safety forum to focus on UPF nuclear safety culture

The Oak Ridge Business Safety Partnership will have its first community safety forum of 2014 from 8-10 a.m. April 2 at the American Museum of Science and Energy in Oak Ridge. The topic will be “Nuclear Safety Culture of the Uranium Processing Facility.”

The agenda includes an overview of the UPF project by Federal Project Director John Eschenberg; a presentation about the project’s nuclear safety culture by Project Director Carl Strock; and a presentation on how the project successfully manages its nuclear safety culture by UPF Acting Manager for Environment, Safety, and Health Gary Hagan and ORAU Senior Scientist Jeff Miller.

The ORBSP was formed in 2004 to help companies working on the U.S. Department of Energy’s Oak Ridge Reservation understand the DOE safety culture, to enhance communication among them, to share lessons learned about safety issues, and to share ideas about effective safety programs with commercial companies. NSPS finishes first year as DOE’s security contractor in Oak Ridge

National Strategic Protective Services LLC on Monday said it has completed the first year of its protective force services contract with the U.S. Department of Energy in Oak Ridge.

“Congratulations to everyone at NSPS for a job well done,” NSPS President Ignacio Balderas said in a press release. “A lot of hard work went into winning and transitioning this critical infrastructure contract in early 2013. During the course of the past 12 months, we have built a solid relationship with DOE, established high morale within our employee base, fostered productive labor relations and above all, engaged proactively with the Oak Ridge community.

NSPS is a joint venture of Triple Canopy Inc. and Securiguard Inc. The company provides protective force services to the East Tennessee Technology Park, the Oak Ridge National Laboratory, and the Joe L. Evins Federal Building. NSPS replaced former longtime security contractor WSI Oak Ridge in 2013 following an unprecedented security breach at the Y-12 National Security Complex in July 2012. [Read more…]
