The Oak Ridge Chamber of Commerce will lay off some employees, and its support corporation, the Oak Ridge Economic Partnership, will become dormant.

Its funding has been cut, and the Oak Ridge Chamber of Commerce is laying off some employees, an official said Monday.

It will be a smaller organization, and the Chamber’s support corporation, the Oak Ridge Economic Partnership, will become dormant, its work absorbed by the Chamber, said Parker Hardy, president and chief executive officer of the Oak Ridge Chamber of Commerce.

Hardy declined to name the employees who will be laid off or say how many workers might be affected, although he said the information could be shared later. [Read more…]

IDB endorses project to add power at Horizon Center, subject to TVA grant

With a pre-application deadline this Wednesday, the Oak Ridge Industrial Development Board agreed last week to commit $750,000 to a project to increase the electrical capacity at Horizon Center Business Park if the city gets a matching grant from the Tennessee Valley Authority.

The project, which would add 14 megawatts to the park’s electrical capacity with the potential to add more later, would extend power from a substation on Blair Road in west Oak Ridge to the edge of Lot 5 on the back side of Horizon Center. It would install 13 kilovolt lines on poles that could hold 69 kilovolt lines later. [Read more…]

The Tennessee Valley Authority has identified a 28-acre site at Horizon Center in west Oak Ridge as a potential data center site, a designation that will help Oak Ridge recruit companies, an official said.

“Having a primary data center site in Oak Ridge is a tremendous advantage and will definitely give us a competitive edge when recruiting data center prospects,” said Kim Denton, president and chief executive officer of the Oak Ridge Economic Partnership. [Read more…]

Baughn request: Sell golf course, Chamber property; request payments from tax-exempt organizations

Oak Ridge City Council member Trina Baughn has proposed that the city sell Centennial Golf Course, and terminate the lease agreement with the Chamber of Commerce and sell the property.

Those proposals would convert city-owned assets into taxable properties, Baughn said.

Baughn has also asked the seven-member Council to consider setting up a team that could negotiate voluntary payment-in-lieu-of-taxes agreements with tax-exempt organizations that “are most able to afford paying for city services that are currently paid for by the taxpayer.” Those organizations could include Methodist Medical Center of Oak Ridge, Oak Ridge Utility District, Tech 2020, Roane State Community College, and the University of Tennessee, Baughn said in a May 5 e-mail to Oak Ridge City Manager Mark Watson and City Clerk Diana Stanley. The problem

This month, the Oak Ridge City Council will establish your property tax rate for 2014 via the approval of our annual city budget. And though it appears that taxes will remain flat, our excessive spending levels are unsustainable and continue to hinder our ability to compete with surrounding communities.

In spite of all the new developments happening as of late, if council approves the budget as proposed, residents and businesses will continue to feel the financial crunch for quite some time. Not only will we retain one of the highest property tax rates in the state, but we’ll also retain one of the largest per capita debt levels in the region. (At nearly $7,000 per person, we have more than four times that of Knox County residents and more than seven times that of Knoxville residents). A dozen more chicken places and grocery store relocations won’t make a dent in the average Oak Ridger’s bills.

If we are to make any kind of progress, we need a strategy that aims to increase revenue while reducing expenditures. This column will focus on increasing our revenue base. I will address budgetary inefficiencies and waste in a follow-up piece next week. [Read more…]

Council to consider tax incentives for Protomet, ending recycling rewards

In a cost-cutting move, the Oak Ridge City Council tonight will consider ending the rewards part of the city’s recycling program.

Ending those rewards, which can be redeemed for discounts at local businesses, could save about $124,000, city officials said.

Also tonight, the City Council will consider approving a five-year, 100 percent tax break for Protomet. The incentive could help the parts manufacturer more than double the size of its plant on Larson Drive in the Bethel Valley Industrial Park and add 20-30 workers. [Read more…]

A tax break recommended by an Oak Ridge board on Monday could help a parts manufacturer more than double the size of its plant and add 20-30 workers, an executive said.

The Oak Ridge Industrial Development Board endorsed the five-year, 100 percent property tax break for Protomet—which makes marine, automotive, and homeland security equipment—in a special meeting Monday.

But Oak Ridge City Council member Anne Garcia Garland suggested there could be some opposition later. She said residents want to know why Protomet, which has become successful with the help of one tax abatement, should receive another. [Read more…]

The Alexander Inn in Oak Ridge has again been named an endangered place in East Tennessee.

The Alexander Inn in Oak Ridge has again been named an endangered place in East Tennessee.

The vacant, two-story hotel was included on a list of 17 endangered places released by the East Tennessee Preservation Alliance on Monday. The Alexander Inn, which could soon be converted into an assisted living center, has been on the list in previous years as well.

Announced Monday in Knoxville, the East Tennessee Preservation Alliance’s list includes endangered historic buildings and places in a 16-county region.

Guest column: The beginning of hopeful change in economic development

On a cool Monday evening at a recent Oak Ridge City Council work session, City Manager Mark Watson did something else. He offered the city and the Council a creative and achievable road map to changing the decades-old paradigm that is today’s Oak Ridge. He offered new exciting ideas geared to the 21st century and designed to promote both the fiscal health and the allure of the city.

The focus of the room was total, and one could almost hear the gray cells churning to take it all in. It is really fun to be present at the very beginning of hopeful change. The inertia of the city has been challenged, the status quo has been shaken, and the restlessness of the citizenry has been given a positive direction around which to coalesce.

IDB, YPOR elect new officers

The Oak Ridge Industrial Development Board and Young Professionals of Oak Ridge have elected new officers.

During its regular meeting last week, the IDB elected David E. Wilson as chair, Harold D. Osucha as vice chair, and Harold E. Trapp as secretary and treasurer. Former chair Bill Biloski did not seek re-appointment to the board in December.

Meanwhile, the YPOR elected Jimmy Landmesser Jr. as president, Zabrina Minor as president-elect, Caitlin Watson as treasurer, and Sam Jones as secretary.

City Council could fill 43 board, commission positions tonight

The Oak Ridge City Council is scheduled to fill 43 positions on 17 boards and commissions during a special meeting tonight.

The boards include two of the most high-profile bodies, the Industrial Development Board and Oak Ridge Municipal Planning Commission.

Others include the Beer Permit Board, Board of Building and Housing Code Appeals, Oak Ridge Convention and Visitors Bureau, and Recreation and Parks Advisory Board.

City board recommends tax break for Alexander Inn project

An Oak Ridge board has endorsed a 90 percent, 10-year tax break for a project to convert the vacant, run-down Alexander Inn into an assisted living center.

The Oak Ridge Industrial Development Board recommended the tax break, officially known as a payment-in-lieu-of-taxes agreement, in a 6-0 vote during a special meeting Thursday. It will now be considered by Oak Ridge City Council on Oct. 22.

Even with the temporary tax break, Oak Ridge and Anderson County will continue to receive at least as much in property taxes as they do now, said Ray Evans, an economic development consultant for the city.

The project to redevelop the two-story hotel on three acres in Jackson Square has been proposed by Family Pride Corp. of Loudon and InSite Development Corp. of Knoxville.

Construction of the $4.5 million, 60-unit assisted living center could take roughly a year.

The payment-in-lieu-of-taxes agreement, or PILOT, could help with public improvements that include a new road for cars that now drive through the Alexander Inn property, relocation of a storm sewer under the building, environmental remediation, building stabilization, and code compliance. Family Pride has said the project is not economically feasible without the tax break.
