The National Nuclear Security Administration will make a selection decision in early November on the consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas, officials said.

The contract, which could be worth up to $22.8 billion over 10 years, was initially awarded in January, but it has been held up by bid protests. The NNSA is hoping to avoid a third round of protests and has asked the three bidding teams if they are willing to share confidential information to help avoid challenges “based on incomplete information and suspicions that are unfounded.”

In a statement this week, the NNSA, a separate agency within the U.S. Department of Energy, said its technical experts have finished evaluating the offers in response to corrective action taken in June, and federal officials will give each bidding team a debriefing. The three teams are Integrated Nuclear Production Solutions LLC of Oak Ridge; Nuclear Production Partners LLC, or NP2, of Lynchburg, Va.; and Consolidated Nuclear Security LLC, or CNS, of Reston, Va. The Y-12 National Security Complex in Oak Ridge received six of 18 sustainability awards announced by the National Nuclear Security Administration on Tuesday.

The NNSA said the awards were for innovation and excellence at its national laboratories and sites. They recognize exemplary individual and team performance in advancing sustainability goals through innovative and effective programs and projects that increase energy, water, and fleet efficiency, and reduce greenhouse gases, pollution and waste, a press release said.

“I congratulate the winners of this year’s sustainability awards and all those involved in our efforts to implement environmentally responsible and sustainable operations and projects,” said James McConnell, NNSA acting associate administrator for infrastructure and operations. “NNSA will continue striving to develop new and creative solutions to minimize the environmental impact of our vital national security mission.” [Read more…]

NNSA Production Office names public affairs specialist

Rebekah Nwangwa has been named public affairs specialist for the National Nuclear Security Administration Production Office, or NPO.

In her new position, Nwangwa is responsible for supporting NNSA communications programs through news media relations, employee communications, emergency public information, and community and intergovernmental relations, a press release said. Nwangwa will also oversee real property activities and other activities in the NPO Business and Contract Management organization.

Nwangwa joined the former Y-12 Site Office in 2011 as an intern under the NNSA Student Career Experience Program. She received a dual degree in law and master’s of public administration from the University of Tennessee College Of Law in 2013 and a bachelor’s degree in sociology from Vanderbilt University in 2009. Federal officials declined to comment Wednesday on the next step in the process to award a consolidated contract to manage and operate the Y-12 National Security Complex in Oak Ridge and Pantex Plant near Amarillo, Texas.

On Tuesday, the U.S. Government Accountability Office announced in an eight-page decision that it had denied or dismissed three elements of a bid protest filed June 17 by Nuclear Production Partners LLC, or NP2, a team led by Babcock and Wilcox Co. But it wasn’t clear what would happen next.

“No comment,” Kate Black, a contractor for the National Nuclear Security Administration, said in a brief e-mail response to a question about the next step on Wednesday afternoon. [Read more…]

The United States must continue to lead international efforts to limit and reduce nuclear arsenals, combat nuclear proliferation, and secure nuclear materials across the globe, the retired military officer who has been nominated to lead the National Nuclear Security Administration told a Senate committee.

But the NNSA has a second, unique responsibility: maintain a safe weapons arsenal, retired U.S. Air Force Lt. Gen. Frank Klotz said in prepared remarks to the Senate Armed Services Committee on Thursday morning. [Read more…]

NSPS names new general manager of DOE protective forces

National Strategic Protective Services LLC, the security contractor for U.S. Department of Energy facilities in Oak Ridge, has a new general manager who will start Oct. 1.

Michael Voce will replace general manager Greg McDowell, whose resignation was announced in July.

The federal Defense Nuclear Facilities Safety Board will meet in Knoxville in October to discuss, among other things, the risks associated with continuing to operate old buildings involved in weapons work at the Y-12 National Security Complex, pictured above, and the progress made in the past year to incorporate safety into the design of the multi-billion dollar Uranium Processing Facility.

The federal Defense Nuclear Facilities Safety Board will meet in Knoxville in October to discuss, among other things, the risks associated with continuing to operate old buildings involved in weapons work at the Y-12 National Security Complex—and the progress made in the past year to incorporate safety into the design of the multi-billion dollar Uranium Processing Facility.

General Manager’s Message: One-Year Anniversary of Security Event

One year ago this coming Sunday (July 28), three individuals trespassed at the Y-12 National Security Complex, damaged government property, and interfered with our ongoing national defense operations. While the security breach was unacceptable, the intruders did not come close to accessing any nuclear materials. Since that time, B&W Y-12 has worked closely with the National Nuclear Security Administration to make numerous changes in security and operations. Bruce Held, the acting administrator of the National Nuclear Security Administration and acting undersecretary for nuclear security, visited the Y-12 National Security Complex on Thursday.

Held toured the site and conducted an “all hands” meeting at the site’s New Hope Center to talk to federal and contractor employees.

Held is a retired clandestine operations officer of the Central Intelligence Agency, a former national security adviser to President Bill Clinton, former counterintelligence chief at Sandia National Laboratories, and former director of the U.S. Department of Energy’s Office of Intelligence and Counterintelligence. Hoping to improve global security, UT launches Radiochemistry Center

KNOXVILLE—Hypothetical scenario: A nuclear bomb is detonated in one of America’s most populated cities. Just as at a crime scene, the officials need to find the culprit.

Currently, the process of analyzing weapons debris to understand the performance or design of the device is painstakingly slow. But new research to be conducted at the University of Tennessee in Knoxville seeks to improve radiochemistry and nuclear forensics to enhance global security.

The new Radiochemistry Center of Excellence is being established through a $1.2 million grant from the National Nuclear Security Administration for the first year, with the potential for a total of $6 million for five years. The center will focus on research and education to advance UT and NNSA laboratories such as the nearby Y-12 National Security Complex, Los Alamos National Laboratory, and Lawrence Livermore National Laboratory. The center will begin operating immediately. Peace group wants fence removed from longtime Y-12 protest area

The temporary fence erected at the main entrance to the Y-12 National Security Complex encloses an area, pictured above, that has been used for protests and vigils for years. An Oak Ridge organization that wants to eradicate nuclear weapons has asked a federal court to order the removal of the fence before an Aug. 6 ceremony.

Calling it an assault on their First Amendment rights, an Oak Ridge organization has again asked a federal court to order officials to remove a fence that blocks an area long used for protests, vigils, and demonstrations in front of the Y-12 National Security Complex.

The Oak Ridge Environmental Peace Alliance, which opposes Y-12’s nuclear weapons production work, filed the preliminary injunction in U.S. District Court in Knoxville on Friday. The lawsuit, which amends a complaint filed in April, names new U.S. Energy Secretary Ernest Moniz as the sole defendant.

OREPA wants the U.S. Department of Energy to reopen a small grass field near Y-12’s main entrance at East Bear Creek and Scarboro roads before an annual Aug. 6 demonstration. If it is left in place, the temporary fence erected April 1 would cause “irreparable harm” to First Amendment rights—including the rights of free speech, peaceful assembly, and the ability to petition the government for a redress of grievances, OREPA said.
