City: Watson feeling better, reported mild COVID symptoms

Oak Ridge City Manager Mark Watson is feeling better, and his COVID-19 symptoms remained mild all week, a spokesperson said Friday.

Watson learned a week ago that he had tested positive for COVID-19.

The city manager worked remotely this past week, Oak Ridge spokesperson Lauren Gray said. He will continue to work from home at the beginning of next week and will be off for the Thanksgiving holiday at the end of the week.

The city has urged residents to use caution during the holiday season as the positivity rate remains high; wastewater testing shows the disease is present across the city; and new cases, hospitalizations, and deaths grow to record-setting levels in Anderson County, Tennessee, and the United States.

Oak Ridge City Manager Mark Watson learned on Friday that he had tested positive for COVID-19.

The positive result came after a test on Saturday, City of Oak Ridge spokesperson Lauren Gray said.

She said Watson has mild symptoms and no fever; he is just tired.

It’s unclear when and where he was exposed to the virus.

City alarmed by 12.5 percent COVID positivity rate

In a press release Thursday, the City of Oak Ridge said it is alarmed by the 12.5 percent positivity rate for COVID-19 in the Oak Ridge area, and wastewater testing shows the disease is present across the city.

The positivity rate measures the percentage of tests that return positive results out of the new tests each day. A 12.5 percent positivity rate means that 12.5 tests are positive out of each 100 new tests, on average.

A 12.5 percent positivity rate is high. World Health Organization guidelines call for a positivity rate below 5 percent for 14 days before activities re-open.

In its press release, the city said the 12.5 percent positivity rate in the Oak Ridge area was measured earlier this week and was obtained from zip-code specific data from the Tennessee Department of Health.

Council asked to urge COVID precautions; 14 city employees have tested positive

Fourteen city employees have had COVID-19 and 32 people have had to quarantine due to potential exposure since the pandemic began in March, and the Oak Ridge City Council will consider a resolution this evening that asks people to wear a mask, wash their hands frequently, avoid crowds, and maintain a distance from people outside their household.

All of the infected municipal employees have recovered, the City of Oak Ridge said in a brief statement in response to questions on Monday. The positive test results have been since March. It wasn’t immediately clear if the infections have been spaced out over time or if they have been clustered in any months.

Oak Ridge City Manager Mark Watson has recommended the precautions, according to a resolution that City Council will consider during a regular meeting at 7 p.m. Monday, November 9.

Sewer testing finds significant increase in COVID particles in east plant

The most recent testing for evidence of COVID-19 in the city’s sewer system documented a significant increase in particles per liter in the east plant, putting that area in a red zone for uncontrolled transmission.

The east plant is the area generally east of New York Avenue and north of Oak Ridge Turnpike.

In the last test, the east plant was up to 2.4 million positive genetic particles per liter. That was an increase of almost 35 times from the prior weekly test result of 69,000 positive genetic particles per liter, according to information provided by Oak Ridge Public Works Director Shira McWaters at a City Council work session on Tuesday evening.

City hires new personnel director

Janice Harris

The City of Oak Ridge has selected Janice Harris as its new personnel director.

Harris, a retired Air Force master sergeant, was among 68 applicants. Five people were selected to advance to a final round before she was ultimately chosen for the role, a press release said.

“She is no stranger to the City of Oak Ridge, and she’s excited to get started,” the press release said. She has lived in the city since 2018.

“I’m excited for everything—just being able to work for the city,” Harris said in the press release. “Even though we’ve been living here for two years, I’ll get to see the city through a different set of eyes now.”

Fire chief leaving ORFD to become teacher for state

Oak Ridge Fire Chief Darryl Kerley

Oak Ridge Fire Chief Darryl Kerley is leaving the Oak Ridge Fire Department on Friday, August 21, and he will become a full-time fire service instructor and coordinator for the State of Tennessee, a press release said.

Kerley has 43 years of active fire service with four different fire departments, the press release said. He was fire chief of three of those departments for 22 years.

Besides serving his last day as fire chief in Oak Ridge on Friday, August 21, Kerley will mark another milestone that day: It will be the last day of his six-year appointment to the Tennessee Commission on Firefighter Standards and Education.

“Serving as fire chief for the important and historical City of Oak Ridge and being appointed to the Fire Commission by Governor Bill Haslam have been the highlights of my professional career,” Kerley said in the press release. “It truly has been an honor and privilege to serve as fire chief of such a great city and to be part of the development of the national park at the K-25 site and the K-25 History Center. This is one of the finest fire departments I’ve ever been associated with and has some of the best-trained people in the State of Tennessee.”

Oak Ridge has mask policy for city employees

The City of Oak Ridge has a mask policy for municipal employees.

Here is what the city said last month:

Oak Ridge City Manager Mark Watson issued an administrative memo on June 29. It detailed a policy that requires city employees to wear masks or other face coverings when close to the public.

Inside of all municipal buildings, employees should conduct temperature checks and health questioning before they admit any resident to city-secured work areas. City employees will also be required to wear masks inside of any buildings when performing official city duties and interacting with the general public.

Oak Ridge not authorized to require masks

The City of Oak Ridge does not have the authority to require face masks to help prevent the spread of COVID-19, officials said Wednesday.

The number of COVID-19 cases in Anderson County, which includes Oak Ridge, has increased significantly this month. The county had 178 total cases on Thursday—a 70 percent increase since July 2—and the number of active cases more than doubled in eight days.

As the number of cases has surged in the region, people have set up social media groups where members have reported on mask use at local businesses and offices and called for mandatory masks, including in Oak Ridge and its schools.

On Wednesday, the city said it is prohibited from enacting or enforcing a mask requirement because of a Tennessee attorney general opinion issued in April and an executive order from Tennessee Governor Bill Lee in May. (The attorney general’s opinion is Opinion Number 20-07, and the executive order is Executive Order Number 38.)

Updated: July 4 Fireworks Celebration canceled this year

The July 4 Fireworks Celebration in Oak Ridge has been canceled this year due to the COVID-19 pandemic.

In a press release, the City of Oak Ridge said the challenges related to COVID-19 include:

  • The Oak Ridge Community Band has canceled its performance.
  • Surrounding areas have also canceled similar events.
  • Those attending the July 4 Independence Day celebration would not be able to successfully follow the social distancing requirements established by the State of Tennessee and Centers for Disease Control and Prevention.

The city said there is a risk of larger crowds and more traffic because other nearby events have been canceled. Oak Ridge City Manager Mark Watson said residents can instead spend time with family and friends at home.

Watson to present proposed budget Monday

Oak Ridge City Manager Mark Watson is scheduled to present the municipal budget proposed for the next fiscal year during a City Council meeting on Monday.

The meeting will start at 7 p.m. in the Oak Ridge Municipal Building Courtroom. You can see the agenda here.

The meeting will be in-person, rather than a virtual meeting, but city officials said they will use appropriate social distancing.

Four new stores are planned at Main Street Oak Ridge, but construction has been suspended for now.

The four new stores are Five Below, Home Goods, Old Navy, and Ross Dress for Less. The retailers have signed leases, and their stores could be ready to open as soon as the spring of 2021, said Neil Wilson, principal of the development company, TN Oak Ridge Rutgers LLC. The new stores would be between JCPenney and PetSmart. That includes some of the area where the roundabout used to be.

But construction of the building that would contain the new stores has been suspended.

“Retailers are postponing the opening of new stores and re-thinking the size and configuration of store footprints,” Wilson told Oak Ridge City Manager Mark Watson in an April 20 letter. “As a result, the retail developers are delaying the construction of the building to house those new stores.”

Wilson said TN Oak Ridge Rutgers LLC is trying hard to get the project back into its development timeline in 60 days. The storage facility, which has previously been considered by city officials, is part of the effort to get the project back on track, he said.

Wilson said retailers are suffering because of the COVID-19 pandemic. He said the estimated growth in global retail for 2020 will be cut in half from the levels that were forecast before COVID-19.

The types of stores that will be hit the hardest are “short-term, fashion, furniture, and electronics retailers,” Wilson said. Customers will buy fewer of those discretionary items, choosing instead to stock up on food and household supplies.

But in the meantime, construction could proceed quickly on a three-story self-storage facility at Main Street Oak Ridge. It would be along Rutgers Avenue, behind Burkes Outlet, Electronic Express, and PetSmart. The self-storage market is doing well, Wilson said.

Some residents and city officials, including members of the Oak Ridge Municipal Planning Commission, have opposed the proposed self-storage facility or shown little interest in it.

But in a split vote Monday, the Oak Ridge City Council voted 4-3 to approve a zoning change that could allow it. The zoning ordinance amendment, which did not specifically approve the Main Street Oak Ridge project, is expected to be considered for final approval during another City Council meeting in June.
