State grant of more than $900,000 to be used for Turnpike sidewalks

Oak Ridge has received a state transportation grant of more than $900,000, and it will be used to complete sidewalks along the south side of Oak Ridge Turnpike between Illinois Avenue and Fairbanks Road, officials said Wednesday.

The $927,021.40 Multimodal Access Grant is from the Tennessee Department of Transportation.

It’s one of 14 grants worth a total of about $10.3 million awarded this year, according to information from TDOT. Other cities receiving grants in the Knoxville area were Lenoir City—$899,394.30 for an SR2/Broadway Multimodal Access Project—and Gatlinburg—$396,036 for US 321 Safety Upgrades and Trolley Stop.

In Oak Ridge, the grant will be used to help build a continuous sidewalk on the south side of the Turnpike from Illinois to Fairbanks.

The current standard requires sidewalks in front of new buildings when they face the Turnpike. So, there are short stretches of new sidewalks in front of The Donut Palace and Zaxby’s restaurant, both relatively new businesses, interspersed with sections of no sidewalks in front of Martin Funeral Home and First Presbyterian Church between Lafayette Drive and Division Road. Oak Ridge Electric Department crews worked to restore electricity to Frank Callaghan Towers on Fairbanks Road after an early morning power failure on Friday.

The Oak Ridge Fire Department responded to the report of a fire alarm at Callaghan Towers on 115 Fairbanks Road at approximately 3:31 a.m. on Friday, September 18. When they arrived, ORFD firefighters investigated and found the elevator mechanical room was filled with smoke. ORFD entered into the room using a thermal imaging camera and found elevator motor number one to be smoking and elevator motor number two to be overheating, a press release said.

Firefighters disconnected power to the elevators and set up exhaust fans in the outside doorways to clear the building of smoke. Residents from the first floor were evacuated from the building until the building was cleared of smoke. Residents on floors two through six were sheltered in place in their rooms during the event. Sewer line inspections using sonar machine continue in Oak Ridge

The Oak Ridge Public Works Department continues to use state-of-the-art technology to perform inspections of the city’s sewer system, a press release said.

This technology employs a sonar machine that emits a repeating series of tones, similar to a musical scale. In open areas, it can be heard over long distances. While harmless, the tones emitted by the machine are low enough in frequency that residents nearby may be able to feel and, in some instances, hear them.

Testing is ongoing, but it will be concentrated to certain areas depending upon weather constraints and other factors. This area includes Georgia Avenue to West Outer Drive north of Oak Ridge Turnpike and Cumberland View to Fairbanks Road south of the Turnpike. Residents will notice signs posted on main roads stating “Acoustic Sewer Inspection in Area” while crews are working in their neighborhoods.

Workers have been assembling a sewer system holding tank near Emory Valley Road and Fairbanks Road. It’s one of three tanks that will help Oak Ridge comply with a U.S. Environmental Protection Agency order that requires the city to end all sewer system overflows by September 2015.

The Emory Valley Road tank is on a roughly one-acre tract on the east side of the former Daniel Arthur Rehabilitation Center. The other two tanks will be built near the intersection of South Illinois Avenue and Scarboro Road, just down the street from the main entrance to the Y-12 National Security Complex, and in an isolated, industrial area off Cairo Road in east Oak Ridge.

The Oak Ridge City Council approved the locations for the three tanks, officially known as equalization basins, in September 2013. The Anderson County Commission agreed to donate a small parcel of land for the Emory Valley Road tank. And the City Council agreed in December 2013 to buy a car wash owned by businessman Terry Mulllins for $125,000 and replace it with the tank at Scarboro Road and South Illinois Avenue as part of a plan to move that equalization basin farther back from the road. About 50 residents were evacuated and one person was treated for smoke inhalation after a small fire was reported in an apartment at Frank Callaghan Towers on Thursday afternoon, authorities said.

The fire appears to have been caused by an electrical short at an outlet in a second-floor apartment on the northwest side of the building, Oak Ridge Fire Department Chief Darryl Kerley said.

A clothes hamper full of clothes ignited, and the fire burned the side of an entertainment center, two lamps, and materials around a window, Kerley said.

“It was a fairly small fire, but it generated a lot of black smoke,” he said. The first three floors of the six-story building were evacuated, and two cats were rescued from the apartment that burned. The apartment resident was not at home at the time. [Read more…]

Emory Valley Road will temporarily be closed between Briarcliff Avenue and Fairbanks Road as railroad tracks that are no longer used are removed on Thursday.

Rogers Group Inc., a city contractor, is removing the railroad tracks that cross Emory Valley Road and Briarcliff Avenue on Thursday. The project should be completed on Friday, a city press release said.

The road closure is designed to help make the construction project safe for workers and motorists, and it will will require that traffic be detoured. The detour routes will be clearly marked, the press release said. The closures will affect only one direction of traffic at a time. Message boards will be located on Lafayette Drive to remind motorists of the closure so an alternate route can be taken. All residential and business properties will have access during this closure; however, streets will be posted for no through traffic. [Read more…]

Oak Ridge police allegedly found $8,000 in cash and an estimated $4,000 worth of suspected Roxicodone during a traffic stop last week for possible license plate and window tint violations.

A Wartburg couple, James P. Chase, 51, and Jennifer L. Marlowe, 26, were arrested and charged with possession for sale of a controlled substance.

Police said they pulled over a 2013 Chevrolet Silverado pickup truck driven by Chase on Oak Ridge Turnpike near Fairbanks Road on Friday afternoon because its tinted license plate cover violated state law and city ordinances, and the window tint appeared darker than allowed. [Read more…]

Oak Ridge officials have asked Anderson County to consider donating up to 2.05 acres on Emory Valley Road for a sewer system holding tank east of the former Daniel Arthur Rehabilitation Center.

The U.S. Environmental Protection Agency has ordered Oak Ridge to stop all sewer system overflows by 2015, and studies have shown that several holding tanks are required at critical locations “to equalize and detain excess flow during heavy rain events,” Public Works Director Gary Cinder said in a July 26 memo. One equalization tank would be required near the county-owned Daniel Arthur Center, which is used by satellite county offices, the Oak Ridge Senior Center, and the Emory Valley Center.

The Anderson County Operations Committee will consider the request during a Monday evening meeting. [Read more…]

Pittsburgh Paints is moving from Melton Lake Drive to Fairbanks Road, developer and commercial landlord Rick Chinn said Friday.

The new store will be located where the former Atomic City Sports Bar used to be.

Chinn said the new Pittsburgh Paints store has a Feb. 1 occupancy date.
