AC Commission meets Tuesday

The Anderson County Commission will meet Tuesday evening at the Anderson County Courthouse in Clinton. Typically held on the third Monday of every month, this month’s meeting was moved back one day because of the Martin Luther King Jr. holiday.

Among the items on the agenda include possible discussion of the need for a new roof at the county-owned building in Oak Ridge that houses Anderson County General Sessions Court Division II after rain water infiltrated the building and damaged records and equipment.

Other items of discussion will also focus on working with the City of Oak Ridge and Roane County on developing a strategy to move forward with a proposed hazardous material disposal site on the Oak Ridge Reservation. [Read more…]

CLINTON—Anderson County officials are taking steps to move the General Sessions Court in Oak Ridge from a privately owned building to a county-owned building and to move the county’s Senior Center into a larger space in Clinton.

Both projects have been discussed at the most recent meetings of the Anderson County Commission in Clinton.

Last Monday, May 15, Anderson County Commission approved about $1.4 million in borrowing through capital outlay notes that can be used for capital projects, including the General Sessions Court and Senior Center. The funding will include $500,000 for renovation work for the Anderson County General Sessions Court, Division II, and $600,000 to purchase the new Senior Center building, Anderson County Commissioner Robert McKamey said. The money is being borrowed at a 2.35 percent interest rate for 12 years. The $1.4 million also includes $300,000 for capital projects, which could include roofs on a few buildings.

The county will repay the capital outlay notes from the general fund, McKamey said.

The bids on the renovation work for Anderson County General Sessions Court, Division II, in Oak Ridge, had come in higher than expected in April. The low bid of about $530,000 from Preen Construction of Knoxville was announced during County Commission’s April 17 meeting.

Officials had previously said the renovations could cost about $300,000, citing an estimate from Michael Brady Inc., a Knoxville architectural firm. [Read more…]

Anderson County officials are taking steps to move General Sessions Court in Oak Ridge from a privately owned building on Bus Terminal Road to a county-owned building on Emory Valley Road.

An 18-month lease on the current privately owned building, where the court has been since 2009, expires in June, officials said Wednesday.

Renovations are planned at the county-owned building on Emory Valley Road before the court moves there. Bid packages for the renovation work could go out to contractors this week, and the bid could be awarded in mid-April, said Anderson County Commissioner Phil Yager, one of two commissioners who represent District 8 in Oak Ridge.

The renovation work could take two to three months, Yager said. Michael Brady Inc., a Knoxville architectural firm helping Anderson County, has estimated the renovations could cost around $300,000. [Read more…]

Preliminary hearing set for January in fatal car-motorcycle crash

A preliminary hearing has been set for January 2017 for a woman charged after a fatal car-motorcycle crash on North Illinois Avenue in January 2016, court officials said.

The preliminary hearing has been scheduled for 9 a.m. January 19, 2017, in Anderson County General Sessions Court Division II in Oak Ridge.

The defendant, Noelle Leigh Patty, 29, of Oak Ridge, has been charged with failure to yield the right-of-way, resulting in death; a violation of the law to obey traffic control devices; and a failure to provide proof of financial responsibility.

There was a status hearing for Patty on Thursday, although she did not have to appear. She was expected to enter a plea, waive the charges to a grand jury, or set a date for a preliminary hearing. [Read more…]

An Oak Ridge woman facing three misdemeanor charges in a fatal car-motorcycle crash on North Illinois Avenue in January is expected to enter a plea next week, waive the charges to a grand jury, or set a date for a preliminary hearing, court officials said Thursday.

Judge Roger Miller, of Anderson County General Sessions Court Division II in Oak Ridge, said he doesn’t want to reset the case against Noelle Leigh Patty, 29, again. Patty had a status hearing on Thursday, September 1.

She has another status hearing set for 9 a.m. Thursday, September 8, in the Division II court in Oak Ridge. Patty does not have to appear.

The three misdemeanor charges filed against her are failure to yield the right-of-way, resulting in death; a violation of the law to obey traffic control devices; and a failure to provide proof of financial responsibility.

Authorities said Patty, who was driving a Cadillac STS on Sunday evening, January 31, made an improper left turn from a right-turn-only lane at the western exit of the Westcott Center, the Kroger shopping center, and she failed to yield to Rufus E. Shephard III, 44, of Oak Ridge, who was riding a Kawasaki Ninja motorcycle north on North Illinois Avenue. Shephard died after colliding with the car, which was turning south in “the pathway of northbound traffic,” Oak Ridge Police Department Officer Chris Luethge said in arrest warrants filed after the crash. City, county could move General Sessions Court to Emory Valley Road

A few options have been considered, and Anderson County will now study whether to move the General Sessions Court in Oak Ridge to a county-owned building on Emory Valley Road.

Related to that proposal are plans to move the Oak Ridge Senior Center, which is now at the Emory Valley Road building, to the Oak Ridge Civic Center on Oak Ridge Turnpike.

Also up for a possible move is the Oak Ridge Recreation and Parks Department. That department now occupies part of the Civic Center, where the Senior Center could move, but the department’s administrative offices could move to a vacant building on Badger Road that once housed Recording for the Blind and Dyslexic.

The idea is that moving the administrative wing of Recreation and Parks to the Badger Road building could free up space for seniors at the Civic Center, which in turn would help create space at the county-owned building for the General Sessions Court. [Read more…]
