House Appropriations’ energy, water bill fully funds UPF

WASHINGTON, D.C.—The House Appropriations Committee on Wednesday passed an appropriations bill that fully funds the Uranium Processing Facility at the Y-12 National Security Complex in Oak Ridge, Rep. Chuck Fleischmann said.

Fleischmann released this statement after passage of the Fiscal Year 2015 Energy and Water Development, and Related Agencies Appropriations bill:

“First and foremost, I am pleased to announce that this bill will effectively appropriate taxpayer dollars as well as provide strong oversight. The Energy and Water bill will strengthen our national defense and fund essential infrastructure projects while also setting federal spending levels. It fully funds the Uranium Processing Facility, a crucial component of our country’s nuclear security that will be built at the Y-12 National Security Complex in Oak Ridge. [Read more…]

ORNL awarded two Energy Frontier Research Centers

Oak Ridge National Laboratory will be home to two Energy Frontier Research Centers announced this week by U.S. Energy Secretary Ernest Moniz. The Department of Energy awarded a total of $100 million to 32 EFRC projects to accelerate the scientific breakthroughs needed to build the 21st-century energy economy. 

“Today, we are mobilizing some of our most talented scientists to join forces and pursue the discoveries and breakthroughs that will lay the foundation for our nation’s energy future,” Secretary Moniz said. “The funding we’re announcing today will help fuel scientific and technological innovation.”

The two ORNL EFRCs are a renewal of the Fluid Interface Reactions, Structures, and Transport (FIRST) Center, which is led by David Wesolowski, and a new award to the Energy Dissipation to Defect Evolution (EDDE) Center, led by Yanwen Zhang.

ORNL scientists also partnered on successful proposals to lay the groundwork for fundamental advances in solar energy, electrical energy storage, carbon capture and sequestration, materials and chemistry by design, biosciences, and extreme environments. Those proposals include three new projects (led by the Georgia Institute of Technology, the State University of New York–Stony Brook, and Pennsylvania State University) and three renewals (led by Washington University in St. Louis, Lawrence Berkeley National Laboratory, and the Massachusetts Institute of Technology). The Real Estate Office celebrated their new location in Oak Ridge with an Anderson County Chamber of Commerce ribbon-cutting on Friday, May 16, a press release said.

Formerly Briarcliff Realty, The Real Estate Office moved to its new location inside the Citizens First Bank building.

“One of the fastest-growing privately owned real estate companies in the area, The Real Estate Office is a full service, comprehensive real estate company,” the release said.

The ribbon-cutting was held in conjunction with their fellow Chamber member, Citizens First Bank, who offered a customer appreciation event complete with food, ice cream sundae bar, and giveaways, the release said.

School board to consider revised budget proposal on Monday

The Oak Ridge City Council did not want to raise the property tax rate, so the Oak Ridge Board of Education could consider cuts to next year’s school budget during a Monday evening meeting

The school board passed a budget in May that requested a 37-cent property tax rate increase to start rolling out a technology initiative known as 1:1, hire technology personnel and other staff, comply with the reporting requirements of the federal Affordable Care Act, and give employees a 2 percent pay raise, among other things.

But in two meetings this month, the Oak Ridge City Council rejected any change to the tax rate, and it will remain unchanged for the seventh year in a row. [Read more…]

With help from ORNL, UT’s bandwidth hits 100 gigabits-per-second milestone

KNOXVILLE—For some, getting on the Internet can be a blast.

Now, thanks to the Bandwidth for Leadership in Advancing Science and Technology project—known as BLAST—it can also be faster for computer users at the University of Tennessee in Knoxville.

A lot faster.

“This is quite an accomplishment, for both UT and for the researchers who use the network,” said Victor Hazlewood, chief operating officer at the Joint Institute for Computational Sciences and the National Science Foundation’s principal investigator on BLAST. “This really positions UT well to continue to be at the forefront of innovation.”

The upgrade, completed May 25, is a combined effort between JICS and UT’s Office of Information Technology and makes it possible for UT users to make use of Internet speeds up to 100 gigabits per second. JICS is an institute of UT and Oak Ridge National Laboratory. [Read more…]

Clinton to receive Municipal League award for police service

Clinton will receive a Tennessee Municipal League award for police service during a conference in Chattanooga on Tuesday, a press release said.

The 2014 Tennessee Municipal League Achievement Award for Excellence in Police Service will be presented at 8 a.m. Tuesday during TML’s 75th Annual Conference at the Chattanooga Convention Center in Chattanooga.

The award is being presented in recognition of the city’s efforts to provide a model police department to the community, the release said.

“A culture of planning, caring and excellence; it’s what takes a municipal Police Department from ordinary to outstanding,” the release said. “And the Clinton Police Department is all that. A model of efficiency and outreach, officers—several with advanced specialty degrees—strive to provide the utmost in community service and training to area schools and other agencies, while being good stewards of the community resources. USRowing is having its 2014 National Club Championship regatta in Oak Ridge from Wednesday, July 16, through Sunday, July 20.

The regatta is on Melton Hill Lake at the Oak Ridge Marina.

The Oak Ridge Rowing Association is seeking volunteers for this event, a press release said. No experience is necessary.

“This is a great way to get up close to some of the best racing in the country,” said Terry Holley, president of the Oak Ridge Rowing Association. “We are pleased that USRowing has chosen Melton Hill Lake once again as the venue for this prestigious event.” [Read more…]

ORISE recognized by EPA as Federal Green Challenge award winner

The Oak Ridge Institute for Science and Education received a 2014 Federal Green Challenge award from the U.S. Environmental Protection Agency for improving its water consumption levels and its electronic sustainability and recycling efforts in 2013 by the highest percentage increase compared to the previous year in the Southeast region. ORISE is managed by Oak Ridge Associated Universities for the U.S. Department of Energy.

According to the EPA website, the 2014 Federal Green Challenge award winners are recognized “for their outstanding efforts and for their leadership in reducing the environmental footprint of federal government activities.”

“ORISE reduced its water consumption by 60 percent in 2013 with the majority of the improvement resulting from a more efficient, automated sprinkler system with a moisture sensor used for some of its landscaping, which would only irrigate when the soil was dry,” said Tom Wantland, director of ORAU’s environment, safety, and health programs. “If moisture from rain was present, the irrigation system would automatically detect it, and the system would not operate.” [Read more…]

DOE’s Oak Ridge Office names safety, technical services manager

Mildred López-Ferré has been named deputy assistant manager for safety and technical services at the U.S. Department of Energy’s Oak Ridge Office.

In this position, López-Ferré will be responsible for leading the development and execution of the requirements and guidelines for environment safety and health and quality assurance for ORO and for multiple DOE site offices nationwide under the purview of the department’s Office of Science Integrated Support Center.

López-Ferré will assist ORO in all aspects of the Integrated Safety Management System, or ISMS, to ensure that DOE operations provide adequate protection to employees, the general public, the environment, and DOE property, effectively and efficiently, a press release said.

López-Ferré began her career at the DOE-ORO in 1991 as a program manager in the former Environmental Restoration Division. Since that time, she has held several leadership positions at ORO, including team leader for Y-12 National Security Complex projects, and ORO federal project director responsible for the Oak Ridge National Laboratory and Y-12 environmental management operations. She has also served as special projects manager in the ORO Manager’s Office, and most recently special projects assistant for the assistant manager for safety and technical services within the DOE Oak Ridge Office. No change in Anderson County property tax rate, officials say

CLINTON—The property tax rate will remain unchanged in Anderson County in the fiscal year that begins July 1, officials said.

Anderson County Mayor Terry Frank and the Budget Committee had both presented a no-tax-increase budget, and on Monday, the Anderson County Commission set the property tax rate for the 2014-2015 fiscal year.

The tax rates for the new fiscal year will stay the same as the rates for the current fiscal year, which ends June 30. Property owners within the city of Clinton will pay $2.50 per $100 of assessed value on their property, Oak Ridge property owners will see a tax rate of $2.347 per $100, and property owners in Lake City, Oliver Springs, Norris and unincorporated areas of Anderson County will pay $2.529 per $100 of assessed value.

While Anderson County Commission voted to approve the tax rate resolution, the legislative body has not yet approved an operating budget for the new fiscal year, the Anderson County Mayor’s Office said in a press release. [Read more…]

James “Doug” Phillips has been named orchestra director at Oak Ridge High School, Principal David Bryant said Wednesday. Phillips will replace Jennifer Van Tol, who retired at the end of the school year.

Bryant said Phillips has 12 years of experience in music instruction, with the last 11 being in a public school setting. His most recent assignment was with Shelby County Schools in Memphis, where he directed an award-winning strings music program.

Phillips earned his bachelor’s degree in music at Mississippi Valley State University and his master’s degree in music education at Jackson State University, and he is currently working on his doctorate in musical education through Boston University.

DOE’s ARPA-E announces 13 new projects at New York Energy Week

New York, N.Y.—ARPA-E Acting Director Cheryl Martin has announced $33 million in funding for 13 new projects aimed at developing transformational fuel cell technologies for low-cost distributed power generation.

The funding was announced Thursday at New York Energy Week. ARPA-E is Advanced Research Projects Agency-Energy in the U.S. Department of Energy.

The projects, which are funded through ARPA-E’s new Reliable Electricity Based on Electrochemical Systems, or REBELS, program, are focused on improving grid stability, balancing intermittent renewable technologies, and reducing CO2 emissions using electrochemical distributed power generation systems, a press release said.

Oak Ridge National Laboratory received $2.75 million for a project titled “Nanocomposite Electrodes for a Solid Acid Fuel Cell Stack.” [Read more…]
