House, Senate committees recommend funding to reduce Y-12’s Protected Area

Appropriations committees in both the U.S. Senate and House of Representatives have recommended funding for a project that could reduce the Protected Area at the Y-12 National Security Complex by about 50 percent.

The House Appropriations Committee approved an energy and water appropriations bill on Wednesday, July 12, that recommended $23.4 million for the project, the West End Protected Area Reduction project, in fiscal year 2018, which starts October 1. That would be up from $2.5 million in fiscal year 2017. (See page 135 here.) If approved, the House bill would direct the National Nuclear Security Administration to give quarterly project updates to the appropriations committees in both houses of Congress “until such time as the NNSA can demonstrate a commitment to move the project forward.” (See page 105 here.)

The Senate Appropriations Committee approved an energy and water appropriations bill on Thursday, July 20, that recommended $5 million in fiscal year 2018. (See page 119 here.) That money is recommended to continue the design work for the project, according to a report on the Senate bill. (See page 98 here.)

The Trump administration did not request any funding for the project, and it’s not clear what level of funding might eventually be approved. [Read more…]

The U.S. Department of Energy’s Office of Nuclear Energy has selected Lou Qualls of Oak Ridge National Laboratory as the national technical director for molten salt reactors, or MSRs. In his new role, Qualls—a nuclear engineer who joined ORNL in 1988—will serve as a liaison among the nuclear industry, the national laboratory system, and DOE in defining the future of MSR technology in the United States.

The new position was created in response to the private sector’s growing interest in MSRs as the next generation of power reactors. A significant number of nuclear plants are expected to close beginning in 2030, with most closed by 2045, as their operating licenses from the Nuclear Regulatory Commission expire. Various companies are pursuing new reactor designs to replace this loss of nuclear energy, which is the nation’s largest source of carbon-free energy and represents approximately one-fifth of electricity generated in the United States.

“There are about 10 U.S. companies developing MSR designs in hopes of seeing their technologies make it onto the grid,” Qualls said. “My job is to work with these vendors and DOE to understand how each design could fit into the energy market and to identify hurdles that could prevent these reactors from ever delivering electricity. It’s a positive step that shows the level of excitement from industry, DOE, and the national labs.” [Read more…]

Federal funding of $28 million recommended for Y-12 fire station

The Trump administration and congressional appropriations committees have agreed that $28 million in federal funding should be provided for a new fire station at the Y-12 National Security Complex.

The current fire station at Y-12 was built in the 1940s, and it is located within the most highly protected area of the nuclear weapons plant and close to the most hazardous operations, according to the National Nuclear Security Administration. Y-12 is an NNSA site.

“Seismic, tornado, hazardous material release, and security events could render the fire station inaccessible,” the NNSA said in a budget request submitted to Congress for fiscal year 2018, which starts October 1. (See page 271 here.)

Emergency planning assessments show that many hazardous materials releases would “have a very short travel time” before affecting the fire station, the NNSA said. Also, it’s critical to allow off-duty personnel to access the fire station since they augment the on-duty staff, the NNSA said.

The new fire station would be a single-story building of about 35,000 square feet. It would be located on the east end of Y-12, said Steven Wyatt, spokesperson for the NNSA Production Office in Oak Ridge. [Read more…]

Award-winning PBS science educator to present eclipse program Aug. 10

Award-winning PBS science educator Janet Ivey will present a program on the solar eclipse in Oak Ridge in August.

Ivey is creator of “Janet’s Planet,” which is syndicated on 140 public television stations throughout the U.S. and has received 12 regional Emmys and five Gracie Allen awards, a press release said.

Her August 10 program is titled “A Day in the Dark! Solar Eclipse 2017!” It’s sponsored by the University of Tennessee Arboretum Society.

The family-friendly program will be held in the UT Arboretum Auditorium on Thursday, August 10, from 6:30 to 7:30 p.m., the press release said. The arboretum is at 901 South Illinois Avenue in Oak Ridge. [Read more…]

EPA picks Oak Ridge to apply for new loan program for new water plant

The U.S. Environmental Protection Agency has invited the City of Oak Ridge to apply for a new federal loan program for the city’s proposed new water plant, a press release said.

The City of Oak Ridge water plant is one of 12 projects in nine states to apply for more than $2 billion in Water Infrastructure Finance and Innovation Act (WIFIA) Loans, the EPA said in a press release Wednesday. The projects were selected from a group of 43 projects that submitted letters of interest to EPA in April 2017.

“Rebuilding America’s infrastructure is a critical pillar of the president’s agenda,” said EPA Administrator Scott Pruitt. “These large-scale projects will improve water quality for 20 million Americans, especially those communities that need it the most—such as rural and urban communities.”

The press release said the City of Oak Ridge will design and construct a new 16 million-gallons-per-day membrane treatment plant and associated equipment to replace the existing decades-old conventional treatment plant, which is currently at capacity and beyond its useful life.

Among the city’s water plant customers are Oak Ridge National Laboratory and Y-12 National Security Complex.

“This project will provide sufficient capacity to meet the city’s water needs by continuing the production and delivery of safe potable drinking water to its customers,” the EPA press release said. [Read more…]

Oak Ridge hires new community development director

Oak Ridge has hired a new community development director.

Wayne Blasius was selected to lead the department earlier this month, and he will start in his new position on August 28, a press release said.

Blasius is currently executive director of the nonprofit East Tennessee Community Design Center, the press release said.

“I am extremely pleased to announce that Wayne Blasius will be joining us in the City of Oak Ridge as our new director of community development,” City Manager Mark Watson said in the press release. “Wayne brings to us extensive public and private sector experience. He is particularly knowledgeable about the many changes in housing and public spaces in Knoxville and will bring that experience to Oak Ridge as we continue our own community renaissance and redevelopment.”

Blasius will replace Kathryn Baldwin, Oak Ridge’s current community development director. Baldwin announced in May that she is retiring after 16 years of service with the city, and her last day is July 28. [Read more…]

A Pennsylvania man was sentenced Tuesday to four consecutive life sentences in federal prison, plus an additional 155 years, for his convictions involving a violent bank extortion and robbery spree in four states and several cities, including Oak Ridge and Knoxville, authorities said.

Michael Anthony Benanti, 45, of Lake Harmony, Pennsylvania, was sentenced by Chief U.S. District Court Judge Thomas A. Varlan in Knoxville on Tuesday.

Benanti had been convicted by a jury after a trial in U.S. District Court in February 2017. The jury found him guilty of one count of conspiracy to commit robbery and armed bank extortion, two counts of attempted armed bank extortion, one count of armed bank extortion, three counts of carjacking, three counts of kidnapping, three counts of being a previously convicted felon in possession of a firearm, and 10 counts of using, carrying, and brandishing a firearm during and in relation to a crime of violence.

“Often, severe federal penalties, such as mandatory minimum sentences, are the most effective tool to protect the American public from a violent criminal like Benanti,” U.S. Attorney Nancy Harr said in a press release. “The consecutive sentences received by Benanti for firearms violations ensure he will never again be able to victimize families in East Tennessee or elsewhere. The U.S. Attorney’s office is, and remains committed to, prosecuting these crimes and seeking the highest penalties possible to help keep the American people safe.” [Read more…]

Senior Citizens’ Day at Oak Ridge Outdoor Pool on Wednesday, Aug. 2

The Oak Ridge Recreation and Parks Department will be hosting its first-ever Senior Citizens’ Day at the city’s outdoor pool next month.

The pool will be reserved exclusively for seniors age 50 and older on Wednesday, August 2, from 10 a.m. until 1 p.m., a press release said. The pool facility is located at 172 Providence Road.

Local life insurance company WoodmenLife will be on site as a sponsor, providing music and food for the event. Lunch will be served at 11:30 a.m. on a first-come, first-served basis while it lasts. [Read more…]

You can watch the total solar eclipse in the national parks

On Monday, August 21, a total solar eclipse will be crossing the entire continental United States from Oregon to South Carolina. It has been named the Great All-American Total Solar Eclipse, a press release said.

Three local national parks—Obed Wild and Scenic River, Manhattan Project National Historical Park, and Big South Fork National River and Recreation Area—will collectively be offering six different viewing locations, with five of these locations being in the path of totality, the press release said.

DOE/NNSA test mobile nuclear facilities with Army during national security exercise

Experts from across the U.S. Department of Energy and National Nuclear Security Administration recently teamed up with the U.S. Army at Naval Air Station Key West, Florida, to exercise the capabilities of two rapid response facilities critical to national security.

For six weeks in May and June, interagency partners practiced the operations and procedures necessary to deploy the Mobile Plutonium Facility and Mobile Uranium Facility as part of Exercise Corvina Loco, the NNSA said in a story published on its website in June.
