Possible TVA sale a bad idea, president’s budget fails on entitlements, Republican lawmakers say

Republican lawmakers from Tennessee were critical of the budget proposal released by President Barack Obama on Wednesday, saying it was overdue and failed to responsibly address unsustainable spending on entitlement programs.

In a statement, U.S. Sen. Lamar Alexander said a proposal to consider selling the Tennessee Valley Authority could cost taxpayers money.

“This is one more bad idea in a budget full of bad ideas,” Alexander said. “There is today no federal taxpayer subsidy for TVA, period. There is by law no federal taxpayer liability for TVA debt. And after deducting its debt, selling TVA would probably cost taxpayers money.” [Read more…]

U.S. Sen. Lamar Alexander on Tuesday questioned energy secretary nominee Ernest Moniz on whether the cleanup of mercury contamination in Oak Ridge would be a priority under his leadership, a press release said.

“One of the biggest cleanup problems we have from the Cold War era is mercury contamination of waterways in Oak Ridge,” said Alexander, a Tennessee Republican.

The release said Alexander also asked Moniz to support a planned water treatment facility.

Alexander was referring to about 200,000 gallons of mercury that arrived at the Y-12 National Security Complex in Oak Ridge during the 1950s and 1960s, when the United States was developing nuclear weapons as a defense against the Soviet Union. A chaplain and another military representative knocked on her door at about 10:35 p.m. Saturday.

Joyce Ward of Oak Ridge knew why there were there.

She learned that her son, Staff Sgt. Christopher M. Ward, 24, had died in southern Afghanistan on Saturday morning helping a diplomat and two other soldiers deliver books to children in Zabul province when their vehicle was hit by an explosion.

“He is a hero,” Joyce Ward said. “He gave his life. He put himself in the line of fire to protect others.” [Read more…]

KNOXVILLE—The temporary fence that blocks a traditional protest area at the Y-12 National Security Complex will stay up for now.

A group that has used the grass field and small parking lot for protests and vigils near the Y-12 entrance at Bear Creek and Scarboro roads had sought to have the fence removed before an annual spring demonstration on Saturday. Workers started erecting it on Monday.

But the arguments about the fence and its alleged violations of the protesters’ First Amendment rights took a surprise turn in U.S. District Court in Knoxville on Friday.

District Judge Curtis L. Collier quickly raised a question about whether the court has jurisdiction to address the complaint filed Wednesday by the Oak Ridge Environmental Peace Alliance, its board members, and people affiliated with the nonprofit organization. [Read more…]

U.S. attorneys argue that the federal government has the right to close a previously open public forum, including this area near the main entrance at the Y-12 National Security Complex that has been used for protests and vigils for years.

Protesters call it a violation of their First Amendment rights, but U.S. attorneys said a new fence at the Y-12 National Security Complex can remain in place because the federal government has the right to close a previously open public forum.

The new fence encloses a grass field and small parking lot near the main entrance to Y-12 at Bear Creek and Scarboro roads. It’s been used for protests, vigils, and gatherings for 25 years.

Workers started erecting a temporary version of the fence on Monday. Protesters have asked the U.S. District Court in Knoxville to order that it be removed before an annual spring demonstration on Saturday. [Read more…]

GAO could rule on two Y-12, Pantex bid protests in single decision April 29

The U.S. Government Accountability Office will likely use one decision to rule on both protests of the consolidated contract to manage the Y-12 National Security Complex in Oak Ridge and the Pantex Plant near Amarillo, Texas, an official said Thursday.

The five-year contract was awarded to Consolidated Nuclear Security LLC, or CNS, on Jan. 8. But two bidding teams filed protests. [Read more…]

State will help companies with UPF project, recruit new ones

Many business leaders and public officials consider it a great opportunity.

The proposed Uranium Processing Facility at the Y-12 National Security Complex could cost up to $6.5 billion and employ up to 1,500 workers during the peak construction period. It’s been called the largest federal capital project in Tennessee since the Manhattan Project, and construction could last another decade.

On Monday, Tennessee officials announced they will help companies that are already in the state and interested in working on the project, and recruit out-of-state businesses, particularly in the nuclear industry. Those new companies will be encouraged to stay in the state, said Bill Hagerty, commissioner of the Tennessee Department of Economic and Community Development. [Read more…]

Anderson Veterans Officer presents long-overdue medal

On Monday morning, Anderson County Veterans Service Officer Leon Jaquet and other officials gathered in his office in the Courthouse to present a long-overdue Purple Heart to the widow of a soldier wounded during World War II.

Former U.S. Army rifleman Louis Allison was wounded in Germany in early 1945 but never received his Purple Heart. He passed away in 2003 at the age of 80. [Read more…]

A bill to set up a Manhattan Project national park that would include Oak Ridge has been reintroduced in the U.S. House of Representatives.

The bipartisan legislation was reintroduced on Friday in the U.S. House by Natural Resources Committee Chairman Doc Hastings, a Washington Republican;  Rep. Chuck Fleischmann, a Tennessee Republican; and Rep. Ben Luján, a New Mexico Democrat.

The legislation—H.R. 1208—would establish a Manhattan Project National Historical Park that would include facilities in Oak Ridge; Hanford, Wash.; and Los Alamos, N.M.

Energy Communities Alliance supports Manhattan Project park bill

A group of local governments associated with U.S. Department of Energy sites has reaffirmed its support for a Manhattan Project national park.

Proposed through legislation in the U.S. Congress, the park would commemorate the Manhattan Project, the top-secret federal program to build the world’s first atomic weapons during World War II. The park would include Oak Ridge; Los Alamos, N.M.; and Hanford, Wash.

“We are thrilled to see this step toward making the new national park a reality,” said Steve Young, secretary of the nonprofit Energy Communities Alliance and mayor of Kennewick, Wash. “There’s no question that the story of the Manhattan Project and the contributions of the men and women who supported it are of high interest to the American public. This creates a real opportunity for our communities to share our collective history while realizing the benefits of the heritage tourism industry a national park is likely to create.”

U.S. Sen. Lamar Alexander has reintroduced legislation to set up a Manhattan Project national park that would include Oak Ridge.

The Manhattan Project National Historical Park would also include Los Alamos, N.M., and Hanford, Wash. All three sites played important roles in the top-secret World War II program to build the world’s first atomic weapons.

“The Manhattan Project is one of the most significant events in American history, and the facilities at Oak Ridge continue to be an important source of jobs and research for Tennessee and the rest of the country,” said Alexander, a Tennessee Republican.

The legislation was introduced Thursday.

Sequester scenarios: DOE contractors in Tennessee could furlough 1,400, lose $90 million

The federal funding cuts that went into effect March 1 could result in 1,400 furloughs or layoffs for U.S. Department of Energy contractors in Tennessee, an official said this week. The furloughs could start as early as April 1.

There could also be spending reductions of about $90 million for DOE contractors in the Volunteer State, DOE Deputy Secretary Daniel B. Poneman said in a March 5 letter to Tennessee Gov. Bill Haslam.

Funding for contractors at the Y-12 National Security Complex in Oak Ridge could be cut by roughly $41 million, and more than 1,000 contractor employees could be furloughed, Poneman said.
