Funeral, community reception for city historian Bill Wilcox on Saturday

A funeral and community reception have been scheduled for Saturday for Bill Wilcox, a chemist who came to Oak Ridge during the Manhattan Project in World War II and went on to become technical director for federal facilities K-25 and Y-12, was named Oak Ridge city historian, and led the fight to preserve the history of the former K-25 site, which was built during World War II to enrich uranium for atomic bombs.

The funeral is at 11 a.m. Saturday at St. Stephen’s Episcopal Church at 212 N. Tulane Ave. in Oak Ridge. The community reception is at 12:30 p.m. Saturday in the lobby at Pollard Auditorium at Oak Ridge Associated Universities at 120 Badger Ave. [Read more…]

The new Kroger Marketplace will be the company’s fifth store in Oak Ridge, and it could add more than 165 jobs, executives said during a Thursday morning groundbreaking ceremony.

The new Kroger Marketplace shopping center scheduled to open next summer will be the company’s fifth store in Oak Ridge, and it could add more than 165 jobs, providing a “tipping point” for economic development, officials said Thursday.

It’s the largest in a series of retail construction projects now under way, including on Oak Ridge Turnpike and Illinois Avenue. It could be joined soon by the redevelopment of the Oak Ridge Mall.

“We are putting together the future attributes of growth,” Oak Ridge Mayor Tom Beehan said during a Thursday morning groundbreaking ceremony near the Oak Ridge Unitarian Universalist Church. [Read more…]

On first vote, Council prohibits animated videos, scrolling messages on electronic signs

The public debate gained notoriety in December with a dispute over an electronic sign featuring an animated Santa. After months of meetings and hours of discussions, it could be close to being resolved, although the community appears to remain divided.

On Monday night, the Oak Ridge City Council voted 4-3 to approve, in the first of two monthly votes, ordinance changes that would, among other things, prohibit videos or continuously scrolling messages on electronic signs, revisions that would presumably prevent an animated Santa.

The revised ordinance would require messages on the increasingly popular signs to be static and remain displayed for five seconds. The changes, which still have to be approved on second and final reading in September, would also govern signs used for sporting events, set maximum brightness levels, and require the displays to automatically dim through photo cell technology. Most Oak Ridge students returned to school on Monday, and police officers started a back-to-school traffic safety campaign. It’s known as “Operation Safe Start” and will focus on drivers who illegally pass school buses, speed in school zones, don’t wear safety belts or fail to ensure that their children do—or commit other unsafe driving actions near the schools.

Students at Willow Brook Elementary School and the Oak Ridge Schools’ Preschool returned to school in July. Oak Ridge will use an alternative schedule during the first week of school. (See the Oak Ridge Schools’ website for more information.)

In Anderson County, students returned to school on Wednesday, Aug. 7.

The resumption of classes in Oak Ridge caps a week in which school officials welcomed back representatives of graduating classes from 1946 to 2013, held a reception for new Superintendent Bruce Borchers and Assistant Superintendent Chris Marczak, and together with the Oak Ridge Police Department, announced a new agreement governing school resource officers, or SROs. Tennessee Gov. Bill Haslam visited Oak Ridge about one year ago to announce that a state grant valued at roughly $800,000 had been awarded to the city to help revitalize Jackson Square, focusing on parking, lighting, landscaping, and benches.

Next month, Oak Ridge officials will have an open house to present three conceptual drawings for the project, which is in the city’s original town center. The public meeting starts at 6:30 p.m. Wednesday, Aug. 7, at the Oak Ridge Chamber of Commerce.

The Tennessee Department of Transportation Enhancement Grant awarded last year is to be used for the project’s first phase, which includes renovating the Jackson Square parking lot by adding handicapped parking and access, pedestrian lighting and circulation, landscaping and event enhancements, and bicycle racks and benches, a city press release said. Police chief declines to comment on use of his memo in Baughn’s letter

A memo he wrote in May was used by an Oak Ridge City Council member who wrote a controversial letter that has sparked a heated, week-long debate about drugs and violence in the city’s schools.

But Oak Ridge Police Chief Jim Akagi declined to elaborate on the memo on Monday—or discuss how it was used in the letter published last week by Oak Ridge City Council member Trina Baughn. Her letter, which also relied on conversations with current and former school staff members and parents of students, alleged drugs are rampant in many schools, children are at risk of being assaulted, and a “culture of terror” has saturated the system.

Asked for his views on the letter, which was sent to new superintendent Bruce Borchers, Akagi said he couldn’t comment. [Read more…]

The fiery debate erupted last week, with one Oak Ridge City Council member alleging drugs are rampant in many schools, students are at risk of being assaulted, and a culture of terror has saturated the school system.

It continued this week, with two school officials and the city’s mayor holding a press conference at the Oak Ridge High School to rebut the allegations. They were joined by a throng of several dozen administrators, officials, and teachers.

Oak Ridge City Council member Trina Baughn sparked the debate last week in a letter to new school superintendent Bruce Borchers, who started June 18. Baughn told Borchers that countless parents, school staff, and students have shared stories with her that paint a picture of an “inner-city school system run amuck.”

“I’ve heard so many stories of assaults occurring at the middle schools and high school that I am heartbroken,” Baughn said.

But a half-dozen other local officials—including City Council members, school board members, and teachers—said they haven’t heard many complaints, if any, from parents regarding drugs and assaults in Oak Ridge Schools. They called some of Baughn’s claims inaccurate, exaggerated, or untrue. Oak Ridge municipal and school officials will have a 2 p.m. press conference today to respond to a recent letter written by Oak Ridge City Council member Trina Baughn to new superintendent Bruce Borchers.

The press conference will include Oak Ridge Mayor Tom Beehan and Oak Ridge School Board Chairman Keys Fillauer. It will be held in the lobby of Oak Ridge High School at 1450 Oak Ridge Turnpike.

B&W Y-12 is returning to the Secret City Festival once again as the premier festival sponsor, a press release said.

“B&W has led the way in Secret City Festival sponsorships both financially and in kind for the past eight years,” the Oak Ridge Convention and Visitors Bureau said in a Wednesday press release. B&W Y-12 operates the Y-12 National Security Complex for the National Nuclear Security Administration.

Groundbreaking for Protomet expansion on June 14

Protomet Corp. is having a June 14 groundbreaking ceremony for a $6.25 million expansion that will more than double the size of its current manufacturing space.

The expansion will add 30 jobs to Protomet, and it is the second multi-million dollar investment in the company’s Oak Ridge facility, a press release said. [Read more…]

Council rejects funding for sinkhole repairs, tax rate reduction; approves Habitat property transfer

The Oak Ridge City Council on Tuesday rejected a request to reimburse the school system about $36,000 for repairs to this 13-foot sinkhole under the Oak Ridge High School soccer field.

The Oak Ridge City Council on Tuesday rejected a request to use red light camera money to reimburse the school system $36,000 for sinkhole repairs made in April at the Oak Ridge High School soccer field.

Council also agreed to transfer a small burned-out lot on Hillside Road to Habitat for Humanity of Anderson County and rejected a proposal to lower the property tax rate by one cent.

Asked about the sinkhole repair reimbursement on Tuesday, Oak Ridge Schools Interim Superintendent Bob Smallridge said the school system, which expects revenues to fall by about $1 million and is cutting 18 positions, has a tight budget. [Read more…]
