The Oak Ridge Symphony Orchestra will turn Saturday night into a magnificent musical evening when the Oak Ridge Civic Music Association presents a program of Verdi, Gorecki, and Shostakovich at the Oak Ridge High School Performing Arts Center.

Joining the orchestra for the concert at 7:30 p.m. Saturday will be the Oak Ridge Chorus along with the South Doyle High School Chorus for Giuseppe Verdi’s “Stabat Mater” and “Te Deum.”

Symphony conductor Dan Allcott wanted to do a Verdi choral work and chose these works in celebration of Verdi’s 200th birthday year. “The ‘Stabat Mater’ is one of my favorite works by the composer,” Allcott said. “Verdi was a small town boy who had a great work ethic, having composed 30 operas in his lifetime. These particular works were done in his later years.” [Read more…]

School Board, City Council resolve high school debt dispute

Oak Ridge City Council and Board of Education

A proposal to resolve a dispute over sales tax revenues and high school debt appeared to have majority support during a non-voting joint work session of Oak Ridge City Council and Board of Education on Friday.

Despite opposition from a few residents and municipal officials, the Oak Ridge City Council and Board of Education have resolved a dispute over Anderson County sales tax revenues and debt payments for the $66 million renovation of Oak Ridge High School.

The dispute, which started several years ago, centered on how to use the Oak Ridge school system’s portion of Anderson County sales tax revenues generated by a tax increase approved by county voters in a 2006 referendum. School officials had argued that they could keep their share of the revenues generated in the county outside of Oak Ridge, while city officials had said all the revenues, whether collected inside the city or outside of it, should be used for high school debt payments.

A resolution unanimously approved by the school board in February and the City Council in a 5-2 vote on Monday, March 3, allows the schools to keep its portion of the new Anderson County revenues collected outside the city. However, the resolution spells out how the money has to be spent: on technology enhancements, debt reduction, capital repairs and equipment, and grant matches and innovative educational projects. The Oak Ridge High School Masquers are bringing to life “Guys and Dolls,” which will be presented at the Performing Arts Center at Oak Ridge High School from March 7-9. Directed by Dana Wham, the production is an exciting performance by the cast and crew to finish out their fourth season.

This Damon Runyon story takes place in 1950s New York City and follows Sarah Brown, an object of affection for Sky Masterson, a high-rolling gambler. Masterson must get Brown to agree to go on a date with him to win a $1,000 bet placed with Nathan Detroit, a gambler obsessed with the idea of the next game.

“This will not be your regular ‘high school production,’” said Wham, who has been involved in more than 100 shows in the region. She is the former director for the Knoxville Performing Arts Institute and has worked with multiple area theaters. [Read more…]

Charges are pending against a 17-year-old male student who allegedly created a violent disturbance in an Oak Ridge High School classroom on Thursday morning, fled the campus, and then attacked several officers trying to make contact with him in a parking lot across the street, authorities said.

The high school staff reported the classroom disturbance to Oak Ridge Police Department school resource officers at about 8:01 a.m. Thursday, a press release said. The student was located in a parking lot across the street from the high school. [Read more…]

Charges are pending against an Oak Ridge High School student accused of assaulting an officer and classmate on Monday, authorities said.

An Oak Ridge Police Department press release said School Resource Officer Michael Swigert saw the 17-year-old male involved in a disturbance with a high school staff member at about 2:13 p.m. Monday. The staff member said the unruly boy had just assaulted a 17-year-old female classmate, the release said.

“Officer Swigert attempted to contact the student, who refused to comply with the officer’s commands and continued to create a disturbance, yelling, slamming doors, and knocking over a floor sign,” the press release said. “When Officer Swigert ordered the student to cease his actions, the student again refused to comply and assaulted the officer.” [Read more…]

Traffic camera revenues top $6 million, city keeps $2.6 million

Traffic Camera at Oak Ridge Turnpike

The traffic camera for the westbound lanes of Oak Ridge Turnpike in front of Oak Ridge High School. More than half of the speeding violations issued in 2013 were at the camera systems near the high school.

The four traffic camera systems in Oak Ridge have generated more than $6 million in ticket revenues during a roughly five-year period. The city has kept $2.6 million of that, while the camera vendor has collected the other $3.6 million.

The amount of money generated each year has fallen from about $2 million in fiscal year 2010 to roughly $1 million today. That could be at least in part because drivers have grown more accustomed to the cameras.

The automated devices issue $50 citations to drivers who speed or run red lights, and the proceeds are split between the city and camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz. So far, the city has collected about 42 percent of the total revenues while Redflex has kept 58 percent.

The city revenues were originally put into a general fund, but starting in Fiscal Year 2011, they were deposited into a special fund that has been used to pay for pedestrian safety projects. That fund now has a cash balance of $778,305. [Read more…]

Council has special meeting today on high school debt, school budget

Oak Ridge City Council and Board of Education

A proposal to resolve a dispute over sales tax revenues and high school debt had majority support during a non-voting joint work session of Oak Ridge City Council and Board of Education on Friday.

The school board approved it unanimously on Monday, but a few City Council members have questions about a proposed resolution of a dispute over sales tax revenues and high school debt so they have called a special meeting for this evening (Thursday evening).

At issue is a proposed resolution of the dispute over certain Anderson County sales tax revenues and debt payments for the $66 million renovation of the Oak Ridge High School.

Before it was approved by the school board on a voice vote Monday, the resolution was discussed in a joint work session with the council on Friday. A majority of city and school officials expressed support for the resolution during the non-voting work session.

It is next scheduled to be considered by the City Council on Monday, March, 3.

Tonight’s special non-voting meeting has been called by City Council members Trina Baughn and Anne Garcia Garland. [Read more…]

The Oak Ridge High School Debt Chronicles—How a $40 Million Project Will Cost Taxpayers Over $126 Million (So Far)

It appears that the nearly three-year long debate between the Oak Ridge City Council and the Board of Education (BOE) over who owes what on the high school renovation project—the single largest financial expenditure that this city has ever made—is about to be resolved once and for all (or so some hope). To many, this will provide a welcomed relief. For all, it will once again extend and increase a debt obligation far beyond what anyone ever imagined.

Just over one week after the initial public revealing, council will vote on a resolution to end the debate on the high school mortgage issue. The root problem that this resolution will address is not ambiguity in the 2004 referendum or in any “gentlemen’s agreements.” No, the reason that this resolution is necessary, according to the fifth “Whereas,” is “changing community economics and increasing educational needs.”  The need for this resolution, which will violate the original understanding and intent of the 2004 referendum, boils down to an implied need by the Oak Ridge schools for more money.

If passed, this resolution will allow the BOE to retain the portion of the half-cent sales tax revenues collected outside of the City of Oak Ridge and will accomplish the following: [Read more…]

Oak Ridge Council asked to extend, or terminate, red-light camera contract

Red-light Camera at Oak Ridge Turnpike and New York Avenue

The Oak Ridge City Council on Monday will consider terminating a five-year contract for traffic enforcement cameras—or extending it for two years.

Note: This story was last updated at 3:25 p.m.

For some people, traffic cameras in Oak Ridge have been an irritant since they were installed, a detriment to visitors and businesses, an undesirable surveillance tool, and an unwelcome outsourcing of a police function.

But for others, the four systems erected on busy roadways in April 2009 have helped slow down traffic, reduced car crashes, and provided extra revenues to the city, including for community safety projects.

On Monday night, the seven members of the Oak Ridge City Council will have to take a side. They have been presented two options: extend the contract with camera vendor Redflex Traffic Systems Inc. of Scottsdale, Ariz.—or terminate it.

If Council continues the program, the five-year contract with Redflex could be extended for two years, through April 21, 2016. If members end it, they have been asked to consider installing a traffic signal on Oak Ridge Turnpike at Oak Ridge High School. The stoplight could cost between $150,000 to $200,000, and it would have to be approved by the Tennessee Department of Transportation. [Read more…]

ORHS team will compete in National Science Bowl

High school students from across Tennessee competed on Saturday, Feb. 22, at Pellissippi State Community College’s Blount County Campus, in the U.S. Department of Energy’s Tennessee Science Bowl competition. Fifty-five high school teams comprised of four students, and one alternate student, answered challenging mathematical problems and tested their knowledge in broad disciplines including chemistry, biology, earth and space science, physics, and energy.

Training for months after school, the student competitors committed hours of study to expanding and honing their mathematics and science knowledge and competition skills. And, all their work showed. Many of the competition rounds came down to the last nail-biting seconds before a winner emerged. However, in the end, Oak Ridge High’s Team 1 edged out their competitors, placing first.

Oak Ridge High School received a $1,000 cash prize, a first-place trophy, and an all-expenses-paid trip to the DOE National Science Bowl in Washington, D.C., from April 24-28, when they will compete against other winning teams from around the nation. [Read more…]
