Harry “Whitey” Hitchcock has announced he is seeking re-election to the Anderson County Commission, representing District 6 in Oak Ridge, which includes the City Hall, Robertsville, and West Hills voting precincts, a press release said.

“It has been my honor, privilege, and joy to get to know and represent the very diverse citizens of District 6, a task I take seriously,” Hitchcock said in the press release. “When first elected in 2006, I pledged to

  1. help reduce crime,
  2. bring tax dollars back to Oak Ridge, and
  3. help re-new an effective working relationship between the city and the county. I feel that this has been largely accomplished, yet there is more work to do with a city-county partnership: housing, jobs, and retail development.”

Hitchcock said crime is everyone’s concern, and its cost cannot be overestimated. [Read more…]

As WYSH reported last week, the Anderson County Commission’s Budget Committee has approved County Mayor Terry Frank’s budget proposal for the fiscal year that begins on July 1. The proposed $25 million general fund budget keeps the property tax rate at current levels but does not include pay raises for county workers.

Previously, the budget committee had recommended keeping the funding for all county general fund offices at their current levels, and officials said that the budget does include provisions for a projected half-percent increase in the cost of health insurance and state-mandated salary increases for certain county officeholders.

When the various county departments submitted their initial budget requests, the total was about $2 million out of balance but “with understanding and help, we whittled that down,” according to Frank’s summary of the budget process released late last week. [Read more…]

The Anderson County Commission’s Budget Committee has approved County Mayor Terry Frank’s no-frills budget proposal for the fiscal year that begins on July 1.

The proposed budget keeps the property tax rate at its current levels but does not include pay raises for county workers.

Previously, the budget committee had recommended keeping the funding for all county general fund offices at their current levels, and officials said the budget does include provisions for a possible 1 percent increase in the cost of health insurance and state-mandated salary increases for certain county officeholders.

The budget committee has also recommended that the county’s fund balance be increased from $3.5 million to $4 million. Budget discussions will continue during the next few weeks.

Residents file ouster petition against Anderson County law director

Twenty-two Anderson County residents have filed a petition in Chancery Court seeking to remove Law Director Jay Yeager from office, alleging misconduct that includes perjury, forgery, and having pornography on a county computer.

The ouster petition was filed Friday afternoon in Anderson County Chancery Court in Clinton. It alleges Yeager, who became law director in September 2006, committed perjury on his sworn application to become law director eight years ago, forged the signature of retired Anderson County Sheriff’s Department Capt. Avery Johnson two years ago, and had a pornographic image on a county computer that was found about three years ago.

The petition asks the court to immediately suspend Yeager from his official duties pending a decision by the court, and it requests a trial. If Yeager is guilty of one or more of the charges, the petition said, he should be ousted from office.

“I’m devastated,” Yeager said Friday evening. “It’s just another assassination on my character and on my good reputation and all I’ve done for Anderson County.”

He said he thinks the ouster suit is politically motivated, and he called it “baseless and unwarranted.” [Read more…]

CLINTON—She says she’s kept her promise to protect Anderson County from higher taxes and worked to make government more efficient while improving customer service.

He says the county needs a more targeted approach to bringing in new retail and rebuilding the housing market.

The two candidates, incumbent Terry Frank and her challenger Zach Bates, face off in the Republican primary in Anderson County on Tuesday.

Frank was first elected in a special election in August 2012. She is the first female mayor of Anderson County and running for her first four-year term. She is completing the unexpired term of former mayor Rex Lynch, who resigned in January 2011.

Bates is a one-term Anderson County Commissioner who is not seeking re-election to that seat. [Read more…]

CLINTON—A candidate for Anderson County Commission has proposed drug testing for county commissioners and other elected officials.

“They should be sober-minded,” said Lynn Byrge, one of four candidates for two seats in District 5, which includes Marlow, Dutch Valley, and Oliver Springs. The incumbents are Jerry White and Robert McKamey. Carl D. Beaty is also running.

Byrge made the proposal during a Monday morning Anderson County Commission meeting in Clinton.

“I think that’s appropriate not only for county commissioners, but for all elected officials,” Byrge said. [Read more…]

To the Editor:

In a guest column, Stephen Flick states that my question to the mayor about the recent state audit was intended to embarrass and harass the mayor. A little background might help explain why I raised the question.

The recently completed State Financial Audit for Anderson County raised serious concerns about overspending by $22,740 on a salary in one of the mayor’s offices—which is in violation of state law. The audit finding and responses are available on the state website here on pages 252 and 253.

As noted in the audit report, of particular concern to the auditors was that this overspending occurred after County Commission twice turned down the mayor’s requests for this funding increase and that the mayor knowingly overspent on this salary anyway.

This is the first time in my 20 years on the Audit Committee that we have had a finding like this. [Read more…]

To the Editor:

With the May 6 primary drawing closer and the Aug. 7 general election not far behind, you are going to start seeing a lot of negative ads, articles, and letters to the editors in our newspapers, flyers/letters in your mail, and ads on your TVs. It’s extremely sad that a candidate can no longer run on their own merits and what they stand for, but they have to try and always attack their opponents. In the end, they think that this will win them votes, but in many cases it just turns a lot of folks off and in the long run loses that candidate the votes they are seeking. You used to just see this type of campaigning in the state and national elections only, but anymore it’s starting to get extremely bad even here at the local level. I’ve been a county commissioner now for 12 years and have gone through three elections, and I can honestly say that I have never ever run a negative campaign. I’ve run on my merits only and have never attacked another opponent. When I go door-to-door or talk to a potential voter, I talk about myself only and always ask if they have any questions.

Most Anderson commissioners seek re-election, six running in District 7 in OR

There are six candidates running for Anderson County Commission in District 7 in Oak Ridge in August, and a Democrat has joined the race for Tennessee House of Representatives in the 33rd District.

Meanwhile, an Independent, Bradley S. Rickett, has joined the race for Anderson County mayor, competing against Democrat Jim Hackworth and the winner of the May 6 Republican primary, either the incumbent, Terry Frank, or her challenger, Commissioner Zach Bates.

Fourteen of the 16 Anderson County commissioners are seeking re-election to a four-year term. But Bates, from District 4 in the Lake City area, is not. And neither is Commissioner John Shuey. Shuey is one of two commissioners in District 7, which includes the Glenwood, Highland View, and Pine Valley precincts in Oak Ridge.

District 7 is the most competitive in terms of number of candidates. In addition to the incumbent, Jerry Creasey, other candidates include Jimmy Bouchard, Michael Marsh, Denny Phillips, Kevin Rice, and Theresa Scott.

District 3—which includes Andersonville, Fairview, Glen Alpine, and Norris—has five candidates, including the two incumbents, Steve Emert and Dusty Irwin. The other three candidates are Josh Anderson, David Farmer, and Philip Warfield. [Read more…]

Oak Ridge resident Jerry Creasey has announced he is seeking re-election to the District 7 seat on the Anderson County Commission. The Seventh District includes Highland View, Glenwood, and Pine Valley precincts.

Creasey has served as vice chairman and chairman of the County Commission. He has also chaired the Legislative, ADA Oversight, Computer, and the Veterans Committees. Creasey is presently chairman of the Legislative Committee, and he is serving on the ADA Oversite and Purchasing committees, as well as the Library and 911 Boards.

Creasey said his efforts and hard work on the County Commission helped establish a General Sessions Court, a second ambulance station, a Veterans Office, Trustee and County Clerk’s offices in Oak Ridge, and to bring water and sewer to many rural areas of Anderson County. [Read more…]

County Commissioner Rick Meredith has announced he is seeking re-election to the Anderson County Commission, representing District 2. District 2 includes the Clinton, South Clinton, and North Clinton precincts.

“It has truly been an honor to represent the residents of District 2 on County Commission,” Meredith said in a press release. “I take very seriously the trust that you have placed in me, and it is my hope that you will allow me to continue serving you and working with my fellow commissioners to move Anderson County forward.”

First elected in 2010, Meredith said he brings extensive experience in economic and community development to the Commission, as well as knowledge of both state and local planning and program management. CLINTON—Some qualified low-risk inmates will be able to keep their jobs even after sentencing now that the Anderson County jail has been declared a workhouse, officials said Monday.

When a judge agrees, the inmates could continue their current employment, stay at the Anderson County Detention Facility in Clinton when they’re not at work, and pay $15 to $17.50 per day for their jail time.

Female inmates judged to be low-risk offenders might be able to spend a few hours at home with their families and children, Anderson County Law Director Jay Yeager said.

The Anderson County Commission unanimously declared the jail a workhouse after a brief discussion during a Monday night meeting. Yeager said the designation has been allowed for some time under Tennessee law, but Anderson County is only able to use it now because the jail is being expanded, giving deputies more room to house and segregate inmates.
